{"id":4708,"date":"2012-01-02T12:53:20","date_gmt":"2012-01-02T15:53:20","guid":{"rendered":""},"modified":"2015-03-17T15:56:19","modified_gmt":"2015-03-17T18:56:19","slug":"exportar-innovacion","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/exportar-innovacion\/","title":{"rendered":"<!--:es-->Exportar Innovaci\u00f3n<!--:--><!--:en-->Exporting Innovation<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Fernando Fischmann nunca tuvo la intenci\u00f3n de ser un innovador; no tuvo opci\u00f3n. Bioqu\u00edmico de profesi\u00f3n, Fischmann estaba trabajando como desarrollador inmobiliario en el a\u00f1o 1997 cuando encontr\u00f3 que propiedades en primera l\u00ednea de la playa en la costa central de Chile ten\u00edan una importante desventaja: la marea era tan peligrosa que estaba prohibido nadar. De modo que Fischmann se uni\u00f3 a una firma local de tecnolog\u00eda para crear una laguna de tres hect\u00e1reas que ser\u00eda como el Caribe para los chilenos que compraran una segunda vivienda.<strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Sin embargo, quince d\u00edas despu\u00e9s de que se llenara la laguna, el agua se volvi\u00f3 oscura, f\u00e9tida y llena de algas, el socio tecnol\u00f3gico no le devolv\u00eda las llamadas y los compradores estaban furiosos. Fischmann busc\u00f3 ayuda en Australia, Alemania y Estados Unidos, pero le dijeron que la tecnolog\u00eda para filtrar y tratar una masa tan grande de agua no exist\u00eda en ninguna parte del mundo.<\/p>\n<p style=\"text-align: justify;\">Fischmann volvi\u00f3 a Chile y se embarc\u00f3 en un proyecto de investigaci\u00f3n de cinco a\u00f1os que llev\u00f3 a la invenci\u00f3n de un sistema de filtrado patentado que puede mantener una masa de agua ilimitada clara como el cristal al tiempo que emplea menos qu\u00edmicos y energ\u00eda que una piscina tradicional.<\/p>\n<p style=\"text-align: justify;\">San Alfonso del Mar, en la localidad costera de Algarrobo, se convirti\u00f3 en el proyecto inmobiliario de segunda vivienda m\u00e1s exitoso de Chile, y la laguna de ocho hect\u00e1reas logr\u00f3 un r\u00e9cord Guinness en el 2007 como la piscina de nado m\u00e1s grande del mundo. Pronto, comenzaron a llegar las ofertas de desarrolladores inmobiliarios.<\/p>\n<p style=\"text-align: justify;\">\u201cLa naturaleza de Fernando es de siempre avanzar y resolver los problemas a lo largo del camino\u201d, afirma Eduardo Klein, gerente comercial de Crystal Lagoons, la empresa fundada por Fischmann para exportar la tecnolog\u00eda, que ha sido patentada en 160 pa\u00edses. \u201cNo estaba en busca de un invento, estaba buscando una soluci\u00f3n\u201d.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left;\" src=\"\/sites\/default\/files\/Eduardo_Klein_0.jpg\" alt=\"\" width=\"150\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Lagunas claras como el cristal no resolver\u00e1n la dependencia de Chile de las exportaciones de recursos naturales no renovables tales como el cobre, pero personas que piensen m\u00e1s all\u00e1 de lo establecido como Fischmann podr\u00edan ayudar al pa\u00eds a diversificar sus exportaciones. No obstante, primero se necesita una clara definici\u00f3n de lo que es innovaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00bfQu\u00e9 es en una palabra?<\/strong><\/p>\n<p style=\"text-align: justify;\">Si bien parece haber consenso en el sector p\u00fablico en cuanto a que la innovaci\u00f3n se necesita de manera urgente, el significado de la palabra en s\u00ed se ha vuelto abstracto y viciado dado que muchas empresas chilenas no hacen mucho m\u00e1s que hablar de ella de la boca para afuera.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, la innovaci\u00f3n puede ser mencionada en el comercial de un auto sin explicar qu\u00e9 es lo revolucionario -de haberlo- en el veh\u00edculo o usada para hablar de las bondades de una compa\u00f1\u00eda que simplemente peg\u00f3 una etiqueta \u201cPremium\u201d en algunos de sus productos.<\/p>\n<p style=\"text-align: justify;\">\u201cSe ha abusado\u201d, afirma Ari Bermann, gerente de innovaci\u00f3n y desarrollo de 3M Chile, empresa estadounidense de manufactura que ha basado su reputaci\u00f3n en la constante introducci\u00f3n de nuevos productos. \u201cInnovaci\u00f3n significa crear algo para satisfacer las necesidades del mercado. Cuando esa creatividad se convierte en un nuevo producto o proceso y esa invenci\u00f3n tiene un valor comercial, eso es innovaci\u00f3n\u201d. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Ari_Bermann.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Y \u00bfcu\u00e1n innovador es Chile? El pa\u00eds se ubica en el lugar n\u00famero 38 entre las 125 econom\u00edas incluidas en el \u00cdndice Global de Innovaci\u00f3n 2011 (GII, por su sigla en ingl\u00e9s) elaborado por la escuela de negocios internacionales INSEAD, con lo que ocupa el primer lugar entre todas las naciones latinoamericanas y caribe\u00f1as, con altas calificaciones para sus instituciones. Sin embargo, se ubic\u00f3 en un bajo lugar 71 en materia de investigaci\u00f3n y capital humano.<\/p>\n<p style=\"text-align: justify;\">Eso no es sorprendente si se considera que en el 2008 el pa\u00eds gast\u00f3 un m\u00edsero 0,4% de su PIB en investigaci\u00f3n y desarrollo -un precursor clave para la innovaci\u00f3n- lo que se compara con el promedio del 2,3% de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE).<\/p>\n<p style=\"text-align: justify;\">El Gobierno de Sebasti\u00e1n Pi\u00f1era espera que un nuevo proyecto de ley, que permitir\u00e1 que las peque\u00f1as y medianas empresas obtengan beneficios tributarios por invertir en inversi\u00f3n y desarrollo, ayude a que la inversi\u00f3n alcance el 0,8% del PIB para el 2014. Pero la investigaci\u00f3n por s\u00ed sola no es suficiente para diversificar las exportaciones; Chile tambi\u00e9n necesita m\u00e1s capital de riesgo para que las empresas emergentes se pongan de pie.<\/p>\n<p style=\"text-align: justify;\"><strong>Un Llamado a Todos los Arriesgados <\/strong><\/p>\n<p style=\"text-align: justify;\">Algunas empresas est\u00e1n invirtiendo en innovaci\u00f3n, pero no lo suficiente, afirma Bermann, quien supervisa el nuevo Centro de Innovaci\u00f3n&nbsp; de 3M en Antofagasta, el que est\u00e1 trabajando para mejorar procesos empleados por la industria minera, entre otros sectores.<\/p>\n<p style=\"text-align: justify;\">\u201cEn los \u00faltimos 20 a\u00f1os, los bienes b\u00e1sicos en Chile han entregado un rendimiento tan alto que la gente no quiere tener nada que ver con el riesgo\u201d, comenta Bermann. \u201c\u00bfPor qu\u00e9 [querr\u00edan hacerlo], si se puede invertir en bienes b\u00e1sicos y ganar dinero como loco?\u201d<\/p>\n<p style=\"text-align: justify;\">La realidad es que demasiadas empresas dejar\u00edan que otros hagan el trabajo preliminar necesario para crear nuevos procesos, productos y tecnolog\u00eda. En lugar de hacer una apuesta e invertir en investigaci\u00f3n con ninguna garant\u00eda de \u00e9xito, gran parte del sector privado tiene una postura de esperar y ver en lo que respecta a la innovaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">\u201cSi Steve Jobs hubiera nacido aqu\u00ed, no estamos seguros de que habr\u00eda creado Apple\u201d, afirma Katherine Villarroel, secretaria ejecutiva de Consejo Nacional de Innovaci\u00f3n para la Competitividad de Chile (CNIC), organizaci\u00f3n de car\u00e1cter p\u00fablico-privada creada en el 2005 por el Gobierno de Ricardo Lagos y encomendada con la misi\u00f3n de proponer directrices para una estrategia de innovaci\u00f3n de largo plazo.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/kATHERINE_VILLAROEL_1.jpg\" alt=\"\" width=\"150\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Estados Unidos, que impuls\u00f3 a Apple, tiene una historia de promover de manera exitosa la innovaci\u00f3n, pero econom\u00edas similares basadas en recursos naturales, tales como las de Nueva Zelanda y Finlandia, tambi\u00e9n han diversificado sus exportaciones a trav\u00e9s de la innovaci\u00f3n, destaca Villaroel. \u201cEntonces \u00bfpor qu\u00e9 nosotros no podemos?\u201d <strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Parte del problema radica en el sistema escolar de Chile. \u201cNo estamos educando a las personas para convertirse en innovadores; les estamos ense\u00f1ando a convertirse en empleados\u201d, sostiene.<\/p>\n<p style=\"text-align: justify;\">Los ingenieros chilenos, sugiere Villaroel, tambi\u00e9n deber\u00edan estudiar artes y ciencias sociales para proponer soluciones nuevas y creativas a problemas persistentes. \u201cLa innovaci\u00f3n es la mejor respuesta a un mundo siempre cambiante. Mejor nos preparamos para ello, porque no tenemos alternativa\u201d, a\u00f1ade.<\/p>\n<p style=\"text-align: justify;\"><strong>Pagar por la Innovaci\u00f3n<\/strong><\/p>\n<p style=\"text-align: justify;\">Pero los graduados con una buena educaci\u00f3n no innovar\u00e1n sin un incentivo financiero. En el 2005, el ex presidente Lagos introdujo un impuesto espec\u00edfico a la miner\u00eda y cre\u00f3 el Fondo de Innovaci\u00f3n para la Competitividad a fin de incrementar los recursos p\u00fablicos para la innovaci\u00f3n. Pero seg\u00fan el CNIC, el financiamiento no est\u00e1 creciendo tan r\u00e1pidamente como se necesita para tener un impacto sobre el crecimiento de la productividad.<\/p>\n<p style=\"text-align: justify;\">El gasto p\u00fablico en ciencia, tecnolog\u00eda e innovaci\u00f3n -la mayor parte del cual se divide entre el Fondo de Innovaci\u00f3n, la Comisi\u00f3n Nacional de Investigaci\u00f3n Cient\u00edfica y Tecnol\u00f3gica (CONICYT) y la Corporaci\u00f3n de Fomento de la Producci\u00f3n de Chile (CORFO)- sum\u00f3 cerca de US$650 millones en el 2011, una fracci\u00f3n de lo que gastan pa\u00edses como Nueva Zelanda y Finlandia.<\/p>\n<p style=\"text-align: justify;\">Y, mientras el Gobierno se\u00f1ala que el financiamiento crecer\u00e1 un 10% en el presupuesto del 2012 respecto de la cantidad desembolsada en el 2011, el CNIC rebate que el incremento respecto del presupuesto del a\u00f1o previo es un magro 3,1%, muy por debajo de su recomendado crecimiento de un 12% anual durante los pr\u00f3ximos 15 a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">Esto no es un buen augurio antes del A\u00f1o de la Innovaci\u00f3n que Chile celebrar\u00e1 de manera oficial en el 2013.<\/p>\n<p style=\"text-align: justify;\">Pero no es solo el Gobierno el que necesita hacer m\u00e1s para fomentar la innovaci\u00f3n; el sector privado tambi\u00e9n tiene un rol importante que desempe\u00f1ar. \u201cTodos necesitamos hacer mucho m\u00e1s para hacer que esto realmente crezca\u201d, admite Ren\u00e9 Brahm, titular de la Divisi\u00f3n de Innovaci\u00f3n&nbsp; del Ministerio de Econom\u00eda, la que administra el Fondo de Innovaci\u00f3n. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Rene_Brahm_1.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Con el capital de riesgo a\u00fan inmaduro en Chile, conseguir financiamiento puede ser un tremendo desaf\u00edo, sostiene Brahm. \u201cHay muchas empresas emergentes que necesitan financiamiento, pero que no lo pueden conseguir de los bancos y si uno quiebra, est\u00e1 muerto\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Conozca a los Innovadores<\/strong><\/p>\n<p style=\"text-align: justify;\">Si bien Chile a\u00fan necesita impulsar a un innovador tan famoso como el cofundador de Apple, s\u00ed tiene su cuota de emprendedores quienes est\u00e1n siendo pioneros en nuevas industrias y mirando m\u00e1s all\u00e1 de sus fronteras.<\/p>\n<p style=\"text-align: justify;\">Uno de ellos es el presidente de CONICYT, Jos\u00e9 Miguel Aguilera, ingeniero en alimentos quien est\u00e1 trabajando para convertir a Chile en un l\u00edder en el campo de la gastronom\u00eda molecular, la ciencia culinaria popularizada por el chef espa\u00f1ol Ferran Adri\u00e0. Dada la riqueza y variedad de la oferta de alimentos de Chile, Aguilera cree que la naci\u00f3n podr\u00eda exportar alimentos procesados sometidos a procesos de reingenier\u00eda tanto f\u00edsicos como qu\u00edmicos para volverlos sustentables, saludables y deliciosos.<\/p>\n<p style=\"text-align: justify;\">\u201cNuestro futuro es exportar, convertirnos en proveedores de productos de alta calidad con tecnolog\u00eda incorporada\u201d, dijo Aguilera, quien es consultor para Nestl\u00e9, a la revista <em>Ingenieros<\/em>.<\/p>\n<p style=\"text-align: justify;\">Otro innovador es Juan Carlos de la Llera, ingeniero y profesor de la Universidad Cat\u00f3lica cuyo trabajo en sistemas de protecci\u00f3n s\u00edsmica de vanguardia se ha buscado en otros pa\u00edses propensos a los temblores. El inter\u00e9s alcanz\u00f3 un peak luego que la aislaci\u00f3n s\u00edsmica y los disipadores de energ\u00eda que De la Llera y su equipo dise\u00f1aron para el rascacielo Titanium y otros edificios en Chile resistieran el enorme terremoto del 27 de febrero del 2010.<\/p>\n<p style=\"text-align: justify;\">Y, por supuesto, est\u00e1 Fischmann, quien contin\u00faa innovando. En abril pasado, en el Foro de Emprendedores Latinos de Babson College en Boston, anunci\u00f3 su \u00faltimo descubrimiento: un nuevo sistema de enfriamiento para grandes plantas usando la misma tecnolog\u00eda empleada por Crystal Lagoons.<\/p>\n<p style=\"text-align: justify;\">La parte de lagunas del negocio, en tanto, se ha expandido a 180 proyectos en 45 pa\u00edses gracias a su creativo modelo de otorgamiento de licencias. \u201cA cambio de la tecnolog\u00eda, el conocimiento y el mantenimiento, obtenemos un porcentaje de las ventas de los proyectos\u201d, explica Klein de Crystal Lagoons.<\/p>\n<p style=\"text-align: justify;\">Lo que sigue: la compa\u00f1\u00eda ayudar\u00e1 a romper su propio r\u00e9cord Guinness. Actualmente est\u00e1 construyendo 10 lagunas que cubren una extensi\u00f3n de 100 hect\u00e1reas para un desarrollo inmobiliario de US$5.500 millones en el centro tur\u00edstico de Sharm El Sheikh en el desierto egipcio.&nbsp;<\/p>\n<p style=\"text-align: justify;\">La invenci\u00f3n de Fischmann encontr\u00f3 un mercado global, pero a\u00fan queda por ver si Chile puede desarrollar una cultura de la innovaci\u00f3n para impulsar a m\u00e1s personas como \u00e9l. La respuesta podr\u00eda decidir si la econom\u00eda de Chile sigue saludable para las pr\u00f3ximas generaciones.&nbsp;<\/p>\n<p style=\"text-align: justify;\"><strong>Sebastian P\u00e9rez-Ferreiro trabaja como periodista freelance en Santiago<\/strong><\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">Fernando Fischmann never set out to become an innovator &#8211; he had no choice. A biochemist by training, Fischmann was working as a real estate developer in 1997 when he found beachfront property on Chile\u2019s central coast with one major drawback: the water was so treacherous that swimming was prohibited. So Fischmann teamed up with a local tech firm to create a three-hectare lagoon that would double as the Caribbean for Chilean second-home buyers.<strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Fifteen days after the lagoon was filled, however, the water turned murky and fetid with algae, the tech partner wasn\u2019t returning calls, and the buyers were furious. Fischmann sought help in Australia, Germany and the United States, but was told that the technology to filter and treat such a large body of water did not exist anywhere in the world.<\/p>\n<p style=\"text-align: justify;\">Fischmann returned to Chile and embarked on a five-year research project that led to the invention of a patented filtering system that can maintain a limitless body of water in a crystal clear state while using less chemicals and energy than a traditional pool.<\/p>\n<p style=\"text-align: justify;\">San Alfonso del Mar, in the seaside town of Algarrobo, became the most successful second-home development in Chile, and the eight-hectare lagoon won a Guinness record in 2007 as the world\u2019s largest swimming pool. Soon, offers from international developers were pouring in.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Eduardo_Klein_1.jpg\" alt=\"\" width=\"150\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">\u201cFernando\u2019s nature is to always move forward and solve problems along the way,\u201d says Eduardo Klein, business manager of Crystal Lagoons, the company founded by Fischmann to export the technology, which has been patented in 160 countries. \u201cHe wasn\u2019t looking for an invention &#8211; he was looking for a solution.\u201d<strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Crystal clear lagoons will not solve Chile\u2019s dependency on exports of non-renewable natural resources such as copper, but more out-of-the-box thinkers like Fischmann could help the country to diversify its exports. First, however, a clear definition of innovation is needed.<\/p>\n<p style=\"text-align: justify;\"><strong>What\u2019s in a word?<\/strong><\/p>\n<p style=\"text-align: justify;\">While there seems to be consensus in the public sector that innovation is urgently needed, the meaning of the word itself has grown abstract and stale since many Chilean businesses do little more than pay lip service to it.<\/p>\n<p style=\"text-align: justify;\">For example, innovation might be referenced in a car commercial without explaining what, if anything, is revolutionary about the vehicle, or used to sing the praises of a company that has simply slapped a \u201cPremium\u201d label on some of its products.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s been overplayed,\u201d says Ari Bermann, development manager of 3M Chile, a US-based manufacturing company that has made its name by constantly introducing new products. \u201cInnovation means creating something to meet the needs of the market. When that creativity turns into a new product or process, and that invention has commercial value &#8211; that\u2019s innovation.\u201d &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Ari_Bermann_0.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">And how innovative is Chile? The country ranks 38 out of 125 economies in the 2011 Global Innovation Index (GII) compiled by the international business school INSEAD, leading all Latin American and Caribbean nations, with high marks for its institutions. But it ranked a lowly 71<sup>st<\/sup> in research and human capital.<\/p>\n<p style=\"text-align: justify;\">That\u2019s not surprising considering that in 2008 the country spent a paltry 0.4% of its GDP on research and development &#8211; a key precursor to innovation &#8211; compared to an average of 2.3% in the Organization for Economic Co-operation and Development (OECD).<\/p>\n<p style=\"text-align: justify;\">The Pi\u00f1era administration hopes a new bill, which will allow small- and medium-sized businesses to reap tax benefits by investing in R&amp;D, will help investment reach 0.8% of GDP by 2014. But research alone is not enough to diversify exports; Chile also needs more venture capital to get start-ups on their feet.<\/p>\n<p style=\"text-align: justify;\"><strong>Calling all risk-takers <\/strong><\/p>\n<p style=\"text-align: justify;\">Some companies are investing in innovation but not enough, says Bermann, who oversees the new 3M Innovation Center in Antofagasta that is working to improve processes used by the mining industry, among other sectors.<\/p>\n<p style=\"text-align: justify;\">\u201cIn the last 20 years, commodities in Chile have turned such a huge profit that people don\u2019t want anything to do with risk,\u201d says Bermann. \u201cWhy, when you can invest in commodities and make money like crazy?\u201d<\/p>\n<p style=\"text-align: justify;\">The reality is that too many companies would rather let others do the legwork needed to create new processes, products and technology. Instead of taking a gamble and investing in research with no guarantees of success, much of the private sector has a wait-and-see approach to innovation.<\/p>\n<p style=\"text-align: justify;\">\u201cIf Steve Jobs had been born here, we\u2019re not sure he would have created Apple,\u201d says Katherine Villarroel, executive secretary of Chile&#8217;s National Innovation Council for Competitiveness (CNIC), a public-private organization created in 2005 by the Lagos administration and entrusted with the mission of proposing guidelines for a long-term national innovation strategy.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/kATHERINE_VILLAROEL_2.jpg\" alt=\"\" width=\"150\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">The United States, which nurtured Apple, has a history of successfully promoting innovation but similar natural resource-based economies, such as New Zealand and Finland, have also diversified their exports through innovation, points out Villaroel. \u201cSo why can\u2019t we?\u201d <strong><\/strong><\/p>\n<p style=\"text-align: justify;\">Part of the problem is Chile\u2019s school system. \u201cWe are not educating people to become innovators; we are teaching them to become employees,\u201d she says.<\/p>\n<p style=\"text-align: justify;\">Chilean engineers, suggests Villaroel, should also study the arts and social sciences to come up with new and creative solutions to persistent problems. \u201cInnovation is the best answer for an ever-changing world. We better prepare for it, because we have no choice,\u201d she adds.<\/p>\n<p style=\"text-align: justify;\"><strong>Paying for innovation<\/strong><\/p>\n<p style=\"text-align: justify;\">But well-educated graduates will not innovate without a financial incentive. In 2005, former President Ricardo Lagos introduced a specific mining tax and created the Innovation Fund for Competitiveness to increase public resources for innovation. But according to the CNIC, funding is not growing as fast as it needs to in order to have an impact on productivity growth.<\/p>\n<p style=\"text-align: justify;\">Public spending on science, technology and innovation, most of which is divided between the Innovation Fund, the Commission for Scientific and Technological Research (CONICYT), and Chile\u2019s Economic Development Agency (CORFO), totaled around US$650 million in 2011, a fraction of what countries like New Zealand and Finland spend.<\/p>\n<p style=\"text-align: justify;\">And, while the government says funding will grow 10% in the 2012 budget from the amount spent in 2011, the CNIC counters that the increase from the previous year\u2019s budget is a meager 3.1% &#8211; well short of its recommend 12% yearly growth for the next 15 years.<\/p>\n<p style=\"text-align: justify;\">This does not bode well ahead of Chile\u2019s official Year of Innovation in 2013.<\/p>\n<p style=\"text-align: justify;\">But it\u2019s not just the government that needs to do more to encourage innovation; the private sector also has an important role to play. \u201cWe all need to do a lot more to get this to really grow,\u201d admits Ren\u00e9 Brahm, head of the Innovation Division at the Economy Ministry, which manages the Innovation Fund.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Rene_Brahm_2.jpg\" alt=\"\" width=\"140\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">With venture capital still green in Chile, getting financed can be a tremendous challenge, says Brahm. \u201cThere are many start-ups that need financing but can\u2019t get it from banks and, if you go bankrupt, you\u2019re dead.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Meet the innovators<\/strong><\/p>\n<p style=\"text-align: justify;\">While Chile has yet to nurture an innovator as famous as the co-founder of Apple, it does have its share of entrepreneurs who are pioneering new industries and looking beyond their borders.<\/p>\n<p style=\"text-align: justify;\">One of them is CONICYT\u2019s president, Jos\u00e9 Miguel Aguilera, a food engineer working to turn Chile into a leader in the field of molecular gastronomy, the culinary science popularized by Spanish chef Ferran Adri\u00e0. Given the richness and variety of the Chilean food supply, Aguilera believes that the nation could export processed food that is physically and chemically re-engineered to make it sustainable, healthy and delicious.<\/p>\n<p style=\"text-align: justify;\">\u201cOur future is as an exporter of high-quality products with built-in technology,\u201d Aguilera, who does consulting for Nestl\u00e9, told the magazine <em>Ingenieros<\/em>.<\/p>\n<p style=\"text-align: justify;\">Another innovator is Juan Carlos de la Llera, an engineer and professor at the Catholic University whose work on cutting-edge seismic protection systems has been sought after in other earthquake-prone countries. The interest peaked after the seismic isolation and energy dissipators that De la Llera and his team designed for the Titanium skyscraper and other buildings around Chile withstood the major earthquake of February 27, 2010.<\/p>\n<p style=\"text-align: justify;\">And, of course, there is Fischmann, who continues to innovate. Last April, at Babson College\u2019s Latin Entrepreneur Forum in Boston, he announced his latest breakthrough:&nbsp; a new system for cooling large power plants using the same technology employed by Crystal Lagoons.<\/p>\n<p style=\"text-align: justify;\">The lagoon side of the business, meanwhile, has expanded to 180 projects in 45 countries thanks to its creative licensing model. \u201cIn exchange for the technology, know-how and maintenance, we get a percentage of the project\u2019s sales,\u201d explains Crystal Lagoons\u2019 Klein.<\/p>\n<p style=\"text-align: justify;\">Next up, the company will help break its own Guinness record. It is currently building 10 lagoons covering 100 hectares for a US$5.5 billion development at the Sharm El Sheikh resort in the Egyptian desert.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Fischmann\u2019s invention has found a global market, but it remains to be seen whether Chile can develop a culture of innovation to nurture more people like him.
