El a\u00f1o pasado, el pa\u00eds export\u00f3 bienes por un monto de US$71.000 millones, un 31,5% m\u00e1s que en el 2009. Las exportaciones durante los 11 primeros meses del 2011 sumaron un total de US$74.000 millones, un alza del 17% frente al mismo per\u00edodo del a\u00f1o pasado.<\/p>\n<p style=\"text-align: justify;\">Pero si bien el valor de las exportaciones chilenas est\u00e1 creciendo, la cesta de productos que el pa\u00eds vende al extranjero en realidad se est\u00e1 contrayendo. Seg\u00fan cifras de la Sociedad de Fomento Fabril (SOFOFA) de Chile, la cantidad de productos que Chile exporta ha ca\u00eddo de manera constante de 5.302 en el 2005 a 4.938 en el 2010.<\/p>\n<p style=\"text-align: justify;\">La raz\u00f3n es la mayor demanda y precio de una serie de bienes b\u00e1sicos que Chile produces en abundancia, explica Hugo Baierlein, gerente de comercio exterior de SOFOFA. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Hugo_Baierlein.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">El cobre por s\u00ed solo ha correspondido a m\u00e1s de la mitad de las exportaciones chilenas en lo que va del a\u00f1o. A\u00f1ada otros bienes b\u00e1sicos como la celulosa de madera, usada en la producci\u00f3n de papel, y el molibdeno, un subproducto de la miner\u00eda del cobre, y la cifra se eleva a casi un 60% de las exportaciones del pa\u00eds, un alza respecto del 40% de hace una d\u00e9cada.<\/p>\n<p style=\"text-align: justify;\">Durante la \u00faltima d\u00e9cada y media, Chile ha suscrito una serie de tratados de libre comercio y otros pactos comerciales que otorgan a sus bienes y servicios acceso preferencial a mercados que representan a la mayor parte de la econom\u00eda y la poblaci\u00f3n del mundo.<\/p>\n<p style=\"text-align: justify;\">El Gobierno y las empresas esperaban que bajar las barreras comerciales ayudar\u00eda a diversificar el comercio exterior de Chile lejos del cobre y otras exportaciones tradicionales a una gama m\u00e1s amplia de bienes y servicios.<\/p>\n<p style=\"text-align: justify;\">Esto se refleja en la diversificaci\u00f3n de las exportaciones al mercado estadounidense. En los primeros nueve meses del 2011, 1.962 empresas chilenas exportaron 1.734 productos a Estados Unidos \u2013la mayor cantidad que cualquier otro mercado\u2013 y las exportaciones totales crecieron en un 34% a US$ 7.120 millones, lo que representa el tercer destino de exportaci\u00f3n m\u00e1s importante de Chile despu\u00e9s de China y la Uni\u00f3n Europea.<\/p>\n<p style=\"text-align: justify;\">No obstante, las exportaciones de productos agr\u00edcolas y minerales a\u00fan domina la cesta de exportaciones de Chile. Se supon\u00eda que el sector manufacturero ser\u00eda uno de los grandes beneficiarios de la agenda de libre comercio de Chile, pero eso se bas\u00f3 en parte en expectativas poco realistas. Cuando las firmas manufactureras de Chile ingresaron a nuevos mercados en Europa, Am\u00e9rica del Norte y Asia Oriental, pronto se encontraron con otras barreras, especialmente est\u00e1ndares de calidad.<\/p>\n<p style=\"text-align: justify;\">\u201cPensamos que una vez que los acuerdos se firmaran, ser\u00eda sencillo\u201d, admite Baierlein. \u201cPero pronto nos dimos cuenta que los est\u00e1ndares eran muy altos\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>Est\u00e1ndares de Calidad<\/strong><\/p>\n<p style=\"text-align: justify;\">SOFOFA ahora trabaja estrechamente con el Gobierno y el Instituto Nacional de Normalizaci\u00f3n para desarrollar normas para una amplia gama de sectores a fin de facilitar que ellos ingresen a nuevos mercados.<\/p>\n<p style=\"text-align: justify;\">Se han logrado significativos avances y la cantidad de firmas manufactureras chilenas se ha cuadruplicado en los \u00faltimos cinco a\u00f1os lo que trajo importantes beneficios a algunas partes de la econom\u00eda.<\/p>\n<p style=\"text-align: justify;\">Desde que se publicaron dos est\u00e1ndares de calidad para f\u00f3sforos, por ejemplo, los fabricantes chilenos de f\u00f3sforos ahora exportan a 12 pa\u00edses alrededor del mundo, se\u00f1ala Baierlein.<\/p>\n<p style=\"text-align: justify;\">Los est\u00e1ndares de calidad no solo ayudan a las empresas chilenas a competir en el extranjero, sino que tambi\u00e9n hacen m\u00e1s dif\u00edcil que firmas extranjeras exporten productos de p\u00e9sima calidad a Chile, lo que protege tanto a las empresas locales como a los consumidores despistados.<\/p>\n<p style=\"text-align: justify;\">Pero tan r\u00e1pidamente como las firmas chilenas cumplen con un tipo de est\u00e1ndar, aparecen otros nuevos. Los supermercados europeos exigen cada vez m\u00e1s que los productos exhiban su huella de carbono. Varias vi\u00f1as chilenas ya han invertido en energ\u00eda renovable o est\u00e1n plantando \u00e1rboles para reducir o contrarrestar las emisiones de gases de efecto invernadero. Otras han adoptado etiquetas de comercio justo, certificando la calidad de sus relaciones laborales. Los est\u00e1ndares sobre el consumo de agua podr\u00edan ser los pr\u00f3ximos en la lista.<\/p>\n<p style=\"text-align: justify;\"><strong>Apreciaci\u00f3n de la Moneda<\/strong><\/p>\n<p style=\"text-align: justify;\">El \u00e9xito de Chile en la exportaci\u00f3n de cobre y otros bienes b\u00e1sicos ha tra\u00eddo miles de millones de d\u00f3lares en ingresos tributarios y extranjeros, pero ha resultado ser un arma de doble filo para la econom\u00eda en su conjunto. A medida que el valor de las exportaciones minerales de Chile se ha disparado producto de la aparentemente insaciable demanda china, el peso chileno se ha apreciado.<\/p>\n<p style=\"text-align: justify;\">Conocida como la Trampa China, esto ha ejercido una presi\u00f3n terrible sobre sectores altamente sensibles a los precios como los exportadores de fruta y los productores de vino.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Ronald_Bown_Asoex.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">\u201cNuestra competitividad se ha visto afectada, los m\u00e1rgenes han ca\u00eddo y el nivel de endeudamiento de la industria ha aumentado\u201d, explica Ronald Bown, presidente de la Asociaci\u00f3n de Exportadores de Chile (ASOEX).<\/p>\n<p style=\"text-align: justify;\">Cuando el d\u00f3lar estadounidense amenaz\u00f3 con traspasar la barrera de los 460 pesos chilenos este a\u00f1o, miles de agricultores del Valle Central, el coraz\u00f3n agr\u00edcola de Chile, realizaron una importante protesta exigiendo m\u00e1s respaldo del Gobierno. La prolongada debilidad del d\u00f3lar podr\u00eda significar una ca\u00edda del empleo en un sector que da trabajo a cerca de medio mill\u00f3n de chilenos.<\/p>\n<p style=\"text-align: justify;\">Si bien el Banco Central de Chile ha tratado de apuntalar al d\u00f3lar, mediante la compra de US$12.000 millones en subastas diarias, es posible que siga d\u00e9bil dado que se proyecta un lento crecimiento para la econom\u00eda estadounidense.<\/p>\n<p style=\"text-align: justify;\">En tanto, Bown afirma que el Gobierno podr\u00eda hacer mucho m\u00e1s para apoyar a la agricultura proporcionando m\u00e1s recursos destinados a controles fitosanitarios y el Servicio Agr\u00edcola y Ganadero (SAG), adem\u00e1s de invertir en la imagen de Chile en el extranjero.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, la respuesta real yace en reconvertir al sector hacia productos y mercados menos vulnerables.<\/p>\n<p style=\"text-align: justify;\"><strong>Apuntar a la Calidad<\/strong><\/p>\n<p style=\"text-align: justify;\">Los tratados de libre comercio ya han permitido que la agricultura chilena haga significativas incursiones en los que alguna vez fueran cerrados mercados asi\u00e1ticos, diversificando los mercados que la industria atiende. La regi\u00f3n del Asia Pac\u00edfico hoy en d\u00eda corresponde al 14% de las exportaciones de frutas, lo que se compara con los casi nada de comienzos del siglo.<\/p>\n<p style=\"text-align: justify;\">Pero el sector tambi\u00e9n necesita experimentar con variedades destinadas a clientes de mayor valor e invertir m\u00e1s en capacitar a sus trabajadores a fin de incrementar la competitividad y reducir la sensibilidad a fluctuaciones en la tasa de cambio.<\/p>\n<p style=\"text-align: justify;\">\u201cEl sector tiene s\u00f3lidas perspectivas de crecimiento en el mediano plazo si las cosas se hacen bien y logramos llevar a cabo un importante proceso de reconversi\u00f3n\u201d, se\u00f1ala Bown.<\/p>\n<p style=\"text-align: justify;\">La industria vitivin\u00edcola de Chile est\u00e1 adoptando una estrategia similar.<\/p>\n<p style=\"text-align: justify;\">A fin de duplicar las exportaciones a US$3.000 millones anualmente en el 2020, la industria necesita concentrarse m\u00e1s en la calidad que en la cantidad. A medida que m\u00e1s productores se especializan en vinos premium, el sector espera poder elevar el precio promedio por caja de 12 botellas de los US$27 actuales a US$37.<\/p>\n<p style=\"text-align: justify;\">Sin poder competir por costos laborales, los fabricantes chilenos solo tendr\u00e1n \u00e9xito en el extranjero si apuntan a mercados de nicho de mayores ingresos, sostiene Baierlein de SOFOFA.<\/p>\n<p style=\"text-align: justify;\">Por ejemplo, la industria textil se ha replegado en los \u00faltimos a\u00f1os de cara al vestuario chino barato, pero el sector podr\u00eda aprovechar mejor las normas de denominaci\u00f3n de origen en tratados de libre comercio para importar tela y exportar prendas de alta calidad. Algunas empresas, como Trial, ya est\u00e1n cosechando los beneficios, vendiendo trajes de hombre en tiendas minoristas de Nueva York entre US$600 y US$700.<\/p>\n<p style=\"text-align: justify;\"><strong>Promoci\u00f3n del Turismo<\/strong><\/p>\n<p style=\"text-align: justify;\">Si bien no es estrictamente una exportaci\u00f3n, el gobierno ve al turismo entrante como otro medio para atraer ingresos extranjeros. La cifra de visitantes extranjeros en Chile se ha duplicado en la \u00faltima d\u00e9cada a m\u00e1s de 2,7 millones el a\u00f1o pasado, con un fuerte incremento en la cantidad de visitantes de Europa y Am\u00e9rica del Norte, quienes tienden a quedarse m\u00e1s tiempo en el pa\u00eds y a gastar m\u00e1s.<\/p>\n<p style=\"text-align: justify;\">Los atractivos de Chile desde los fiordos de Ays\u00e9n hasta el desierto de Atacama son de clase mundial y el pa\u00eds est\u00e1 bien equipado con infraestructura tur\u00edstica como hoteles cinco estrellas, vuelos locales y buenos caminos a\u00fan en \u00e1reas remotas, sostiene Francois Carrere, gerente general de CTS Turismo, uno de los mayores operadores de tours privados del pa\u00eds. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Francoise_Carrere.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">En enero del 2011, el Gobierno reconoci\u00f3 la importancia del turismo para la econom\u00eda al lanzar una nueva Subsecretar\u00eda de Turismo, dependiente del Ministerio de Econom\u00eda. Adem\u00e1s, AmCham est\u00e1 trabajando con el ministerio y asociaciones de la industria para hacer las regulaciones laborales m\u00e1s flexibles y, por consiguiente, mejorar la competitividad del sector.<\/p>\n<p style=\"text-align: justify;\">Pero Chile a\u00fan est\u00e1 muy rezagado en t\u00e9rminos de promoci\u00f3n del turismo. Otros pa\u00edses -como Colombia, Per\u00fa y Uruguay- ya exhiben ingeniosas campa\u00f1as en televisi\u00f3n tentando a los extranjeros con sus atractivos. La primera campa\u00f1a de Chile, por otra parte, se limita a avisos en los buses o trenes subterr\u00e1neos de cuatro mercados clave: Brasil, Alemania, Espa\u00f1a y Estados Unidos.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, la real barrera para incrementar el turismo entrante son las insuficientes conexiones a\u00e9reas, se\u00f1ala Carrere. Hoy en d\u00eda el pa\u00eds es mal atendido con apenas un pu\u00f1ado de aerol\u00edneas que controlan rutas clave hacia los principales mercados de Chile, en especial en Europa.<\/p>\n<p style=\"text-align: justify;\">Si bien el Gobierno est\u00e1 trabajando para expandir el cada vez m\u00e1s saturado aeropuerto internacional de Pudahuel en Santiago con un nuevo terminal que debe estar terminado en el 2017, la industria est\u00e1 ansiosa por ver qu\u00e9 impacto tendr\u00e1 la fusi\u00f3n de la aerol\u00ednea chilena LAN Airlines con su rival brasile\u00f1a TAM. Pese a que la creaci\u00f3n del mayor operador de Am\u00e9rica latina concentrar\u00e1 a\u00fan m\u00e1s los mercados de aviaci\u00f3n de la regi\u00f3n, los operadores esperan que la nueva empresa aumente la conectividad en especial hacia Brasil y Europa. Vuelos directos a m\u00e1s ciudades en Brasil expandir\u00edan enormemente el alcance de Chile en sus mayores mercados.<\/p>\n<p style=\"text-align: justify;\">La industria tampoco ha hecho mucho por abordar a los enormes mercados asi\u00e1ticos al otro lado del Pac\u00edfico, afirma Carrere. La cantidad de visitantes de Jap\u00f3n, India y Rusia sigue siendo muy peque\u00f1a comparada con su potencial, pero de nuevo las conexiones a\u00e9reas siguen siendo un cuello de botella. En contraste, la industria ha podido construir importantes mercados en Australia y Nueva Zelanda, gracias a los vuelos directos hacia Sidney y Auckland, afirma.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00bfUna Plataforma de TI?<\/strong><\/p>\n<p style=\"text-align: justify;\">Las conexiones no son un problema para el pujante sector de tecnolog\u00edas de la informaci\u00f3n de Chile. Sus capacitados profesionales, zona horaria com\u00fan con la costa Atl\u00e1ntica de Estados Unidos y su infraestructura de comunicaciones de clase mundial \u2013una de las mejores de la regi\u00f3n\u2013 han convertido a Chile en una base natural para un creciente n\u00famero de firmas de tecnolog\u00eda, se\u00f1ala Ra\u00fal Ciudad, presidente de la Asociaci\u00f3n Chilena de Empresas de Tecnolog\u00edas de la Informaci\u00f3n (ACTI).<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Raul_Ciudad.jpg\" alt=\"\" width=\"140\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Hasta ahora la industria se concentra ampliamente en el mercado local \u2013apenas US$500 millones de los US$4.000 millones invertidos en TI el a\u00f1o pasado se relacionaron con exportaciones\u2013 pero al unir fuerzas con servicios financieros, de ingenier\u00eda y otros profesionales, los l\u00edderes empresariales creen que Chile podr\u00eda convertirse en un centro para una serie de servicios globales<\/p>\n<p style=\"text-align: justify;\">\u201cEstimamos que podemos incrementar las exportaciones de servicios globales a cerca de US$5.000 millones dentro de unos a\u00f1os, un alza frente a los US$2.000 millones actuales\u201d, calcula Ciudad.<\/p>\n<p style=\"text-align: justify;\">No obstante, la mayor barrera es la falta de personal capacitado. Si bien los ingenieros chilenos son respetados (se les considerada m\u00e1s equilibrados que sus colegas de otras partes del mundo) y representan un costo casi un 40% inferior a sus contrapartes estadounidenses, hay muy pocos de ellos. La cantidad de estudiantes se puede haber disparado en la \u00faltima d\u00e9cada, pero la cantidad que opta por carreras de car\u00e1cter t\u00e9cnico se ha rezagado.<\/p>\n<p style=\"text-align: justify;\">\u201cLos j\u00f3venes parecen preferir carreras que perciben como m\u00e1s sencillas como periodismo o sociolog\u00eda\u201d, se lamenta Ciudad.<\/p>\n<p style=\"text-align: justify;\">ACTI y otros agrupaciones empresariales est\u00e1n tratando de persuadir al Gobierno sobre la necesidad de una campa\u00f1a que convenza a los egresados de educaci\u00f3n secundaria de optar por carreras t\u00e9cnicas mejor remuneradas, pero el tema se ha perdido en medio del debate de este a\u00f1o sobre si los estudiantes deber\u00edan pagar por su educaci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">De igual forma, la industria enfrenta una enorme escasez de personal competente en ingl\u00e9s. Casi la mitad de la fuerza laboral de TI de Chile habla ingl\u00e9s lo que se compara con el 3% a nivel nacional. Esto hace mucho m\u00e1s dif\u00edcil para Chile llenar los call-centers y mesas de ayuda en los que podr\u00eda sobresalir. La falta de habilidades idiom\u00e1ticas tambi\u00e9n perjudica el desarrollo de los servicios de turismo, sostiene Carrere.<\/p>\n<p style=\"text-align: justify;\"><strong>El Tama\u00f1o lo es Todo<\/strong><\/p>\n<p style=\"text-align: justify;\">Otro problema que enfrentan los potenciales exportadores es el tama\u00f1o. La mayor\u00eda de las compa\u00f1\u00edas chilenas, desde las de TI hasta las de manufactura, son peque\u00f1as empresas con un pu\u00f1ado de empleados dedicado a atender a una peque\u00f1a cantidad de clientes y productos.<\/p>\n<p style=\"text-align: justify;\">Incluso un pedido de una peque\u00f1a firma estadounidense inundar\u00eda sus libros, se\u00f1ala Baierlein de SOFOFA. En respuesta, el Gobierno est\u00e1 tratando de alentar a las firmas chilenas a unir fuerzas con el fin de poder aprovechar las oportunidades en estos mercados m\u00e1s grandes.<\/p>\n<p style=\"text-align: justify;\">Otro estratega es asumir objetivos m\u00e1s peque\u00f1os. Las empresas chilenas esperaban que los tratados de libre comercio abrieran una mina de oro de oportunidades al permitirles participar en licitaciones de compras p\u00fablicas en Estados Unidos y Europa, pero esto no ha pasado, en parte porque muchas empresas chilenas carecen de la escala necesaria.<\/p>\n<p style=\"text-align: justify;\">De modo que SOFOFA planea encabezar misiones que permitan a las empresas chilenas participar en licitaciones en mercados m\u00e1s peque\u00f1os en la regi\u00f3n antes de tratar de pescar a un pez m\u00e1s grande.<\/p>\n<p style=\"text-align: justify;\">\u201cComenzaremos con Colombia, Paraguay y Costa Rica, lograremos algunos \u00e9xitos y solo despu\u00e9s de eso avanzaremos hacia Estados Unidos\u201d, explica Baierlein.<\/p>\n<p style=\"text-align: justify;\">Otro aspecto de la red de tratados de libre comercio de Chile es el potencial para convertir al pa\u00eds en una plataforma de negocios. Al explotar las normas de denominaci\u00f3n de origen incluidas en los pactos, las empresas de otros pa\u00edses podr\u00edan emplear a Chile como un trampol\u00edn hacia mercados que de lo contrario estar\u00edan cerrados a sus productos.<\/p>\n<p style=\"text-align: justify;\">Varias firmas europeas ya han instalado operaciones en Chile por el acceso que la naci\u00f3n ofrece a China y Estados Unidos. \u201cEstamos viendo empresas espa\u00f1olas aqu\u00ed a raz\u00f3n de una o dos por semanas\u201d, sostiene Baierlein.<\/p>\n<p style=\"text-align: justify;\">Tales inversiones, por supuesto, podr\u00edan ser vulnerables a la suscripci\u00f3n de otros acuerdos. Last year, the country exported US$71 billion worth of goods, up 31.5% from 2009. Exports during the first eleven months of 2011 totaled US$74 billion, up 17% from the same period of last year.<\/p>\n<p style=\"text-align: justify;\">But while the value of Chilean exports is growing, the basket of products the country exports is actually shrinking. According to figures from Chile\u2019s industrial association SOFOFA, the number of products Chile exports has fallen steadily from 5,302 in 2005 to 4,938 in 2010.<\/p>\n<p style=\"text-align: justify;\">The reason is higher demand and prices for a handful of commodities which Chile produces in abundance, explains Hugo Baierlein, head of foreign trade at SOFOFA. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Hugo_Baierlein_0.jpg\" alt=\"\" width=\"140\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">Copper alone has accounted for more than half of Chilean exports so far this year. Add other commodities such as wood pulp, used in paper production, and molybdenum, a byproduct of copper mining, and the figure rises to almost 60% of the country\u2019s exports, up from 40% a decade ago.<\/p>\n<p style=\"text-align: justify;\">Over the last decade and a half, Chile has signed a flurry of free trade agreements and other commercial treaties which give its goods and services preferential access to markets representing most of the world\u2019s economy and population.<\/p>\n<p style=\"text-align: justify;\">Government and business expected that bringing down trade walls would help to diversify Chile\u2019s foreign trade away from copper and other traditional exports to a wider range of goods and services.<\/p>\n<p style=\"text-align: justify;\">This is reflected in the diversification of exports to the US market. In the first nine months of 2011, 1,962 Chilean firms exported 1,734 products to the United States \u2013 the most of any other market \u2013 and total exports grew by 34% to US$ 7.12 billion, representing Chile\u2019s third most important export destination after China and the European Union.<\/p>\n<p style=\"text-align: justify;\">But exports of minerals and agricultural products still dominate Chile\u2019s export basket. Manufacturing was supposed to be one of the big beneficiaries of Chile\u2019s free trade agenda but that was partly based on unrealistic expectations. When Chilean manufacturers moved into new markets in Europe, North America and East Asia, they soon ran up against other barriers, especially quality standards.<\/p>\n<p style=\"text-align: justify;\">\u201cWe thought, once the agreements were inked, it would be easy,\u201d admits Baierlein. \u201cBut soon we realized the standards are very high.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Quality standards<\/strong><\/p>\n<p style=\"text-align: justify;\">SOFOFA is now working closely with the government and the National Standardization Institute to develop norms for a wide range of sectors to make it easier for them to break into new markets.<\/p>\n<p style=\"text-align: justify;\">Significant progress has been made and the number of Chilean manufacturers has quadrupled in the last five years bringing major benefits to some parts of the economy.<\/p>\n<p style=\"text-align: justify;\">Since two quality standards were published for matches, for example, Chilean matchmakers now export to 12 countries around the world, says Baierlein.<\/p>\n<p style=\"text-align: justify;\">Quality standards not only help Chilean companies compete abroad but also make it tougher for foreign firms to export shoddy products to Chile, protecting both local businesses and unsuspecting consumers.<\/p>\n<p style=\"text-align: justify;\">But as fast as Chilean firms fulfill one kind of standard, new ones are appearing. European supermarkets increasingly require products to display their carbon footprint. Several Chilean wineries have already invested in renewable energy or are planting trees to reduce or offset greenhouse gas emissions. Others have adopted fair trade labels, certifying the quality of their labor relations. Standards on water consumption could follow.<\/p>\n<p style=\"text-align: justify;\"><strong>Currency appreciation<\/strong><\/p>\n<p style=\"text-align: justify;\">Chile\u2019s success in exporting copper and other commodities has brought in billions of dollars in tax revenues and foreign earnings but has proved a double-edged sword to the economy as a whole. As the value of Chile\u2019s mineral exports has soared on the back of apparently insatiable Chinese demand, the value of the Chilean peso has climbed.<\/p>\n<p style=\"text-align: justify;\">Known as the China Trap, this has put terrible pressure on highly price sensitive sectors such as fruit exporters and wine producers.<\/p>\n<p style=\"text-align: justify;\">\u201cOur competitiveness has been affected, margins have fallen and the level of indebtedness in the industry has risen,\u201d explains Ronald Bown, president of the fruit exporters association, ASOEX.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Ronald_Bown_Asoex_0.jpg\" alt=\"\" width=\"130\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">When the US dollar threatened to break through the 460-Chilean-peso barrier earlier this year, thousands of farmers from the Central Valley, Chile\u2019s agricultural heartland, held a major protest demanding more support from the government. Prolonged weakness in the dollar could cost jobs in a sector which employs close to half a million Chileans.<\/p>\n<p style=\"text-align: justify;\">Although the Central Bank has sought to shore up the dollar, buying up US$12 billion worth in daily auctions, it is likely to remain weak given the slow projected growth of the US economy.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, Bown says the government could do much more to support farming by providing more resources for phytosanitary controls and the Agriculture Inspection Service (SAG), as well as investing in Chile\u2019s image abroad.<\/p>\n<p style=\"text-align: justify;\">But the real answer lies with reconverting the sector to less vulnerable products and markets.<\/p>\n<p style=\"text-align: justify;\"><strong>Aiming for quality<\/strong><\/p>\n<p style=\"text-align: justify;\">Free trade agreements have already allowed Chilean agriculture to make significant inroads into once-closed Asian markets, diversifying the markets the industry serves. The Asia Pacific region today accounts for 14% of fruit exports, up from almost nothing at the beginning of the century.<\/p>\n<p style=\"text-align: justify;\">But the sector also needs to experiment with higher end varieties and invest more in training its workers to increase competitiveness and reduce sensitivity to fluctuations in the exchange rate.<\/p>\n<p style=\"text-align: justify;\">\u201cThe sector has strong growth prospects in the medium term if things are done well and we manage to pull off a major reconversion process,\u201d says Bown.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s wine industry is adopting a similar strategy.<\/p>\n<p style=\"text-align: justify;\">In order to double exports to US$3 billion annually by 2020, the industry needs to go for quality rather than quantity. As more producers specialize in premium wines, the sector hopes it can boost the average price for a box of twelve bottles to US$37, from US$27 currently.<\/p>\n<p style=\"text-align: justify;\">Unable to compete on labor costs, Chilean manufacturing will only succeed abroad by targeting high-end niche markets, argues SOFOFA\u2019s Baierlein.<\/p>\n<p style=\"text-align: justify;\">For example, the textiles industry has retreated in recent years in the face of cheap Chinese apparel, but the industry could take better advantage of rules of origin clauses in free trade agreements to import cloth and export high quality garments. Some companies, such as Trial, are already reaping the benefits, selling men\u2019s suits in New York retailing at US$600-US$700.<\/p>\n<p style=\"text-align: justify;\"><strong>Tourism promotion<\/strong><\/p>\n<p style=\"text-align: justify;\">Although not strictly an export, the government sees inbound tourism as another means of pulling in foreign income. The number of foreign visitors to Chile has doubled over the last decade to over 2.7 million last year, with a sharp increase in the number of long-haul visitors from Europe and North America who tend to stay longer and spend more.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s attractions from the fjords of Aysen to the Atacama Desert are world-class and the country is well-served with tourism infrastructure such as five-star hotels, domestic flights and good roads even in remote areas, says Francois Carrere, general manager at CTS Turismo, one of the country\u2019s largest private tour operators. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Francoise_Carrere_0.jpg\" alt=\"\" width=\"140\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">In January 2011, the government recognized the importance of tourism for the economy by launching a new Undersecretary for Tourism, dependent on the Economy Ministry. In addition, AmCham is working with the Ministry and industry associations to make labor regulations more flexible and thereby improve the competitiveness of the sector.<\/p>\n<p style=\"text-align: justify;\">But Chile is still a long way behind in terms of tourism promotion. Other countries, such as Colombia, Peru and Uruguay, already run slick TV campaigns tempting foreigners with their attractions. Chile\u2019s first campaign, on the other hand, is limited to bus and metro adverts in four key markets: Brazil, Germany, Spain and the United States.<\/p>\n<p style=\"text-align: justify;\">However, the real barrier to increasing inbound tourism is insufficient air connections, says Carrere. Today the country is poorly served with just a handful of airlines controlling the key routes to Chile\u2019s main markets, especially in Europe.<\/p>\n<p style=\"text-align: justify;\">While the government is working to expand Santiago\u2019s increasingly-clogged Pudahuel international airport with a new terminal due for completion in 2017, the industry is keenly watching to see what impact the merger of Chilean airline LAN Airlines with Brazilian rival TAM will have. Although the creation of Latin America\u2019s largest carrier will further concentrate the region\u2019s aviation markets, operators hope the new company will increase connectivity especially to Brazil and Europe. Direct flights to more cities in Brazil would massively expand Chile\u2019s reach in its largest market.<\/p>\n<p style=\"text-align: justify;\">The industry has also done little to tap the huge Asian markets on the other side of the Pacific, says Carrere. Visitor numbers from Japan, India and Russia remain tiny compared to their potential but again air connections remain a bottleneck. In contrast, the industry has been able to build important markets in Australia and New Zealand, thanks to direct flights to Sydney and Auckland, he says.<\/p>\n<p style=\"text-align: justify;\"><strong>An IT platform?<\/strong><\/p>\n<p style=\"text-align: justify;\">Connections are not a problem for Chile\u2019s surging information technology sector. Its skilled professionals, a common time zone with the US Atlantic coast, and its world class communications infrastructure \u2013 one of the best in the region \u2013 have made Chile a natural base for an increasing number of technology firms, says Raul Ciudad, president of information technology association ACTI.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Raul_Ciudad_0.jpg\" alt=\"\" width=\"140\" height=\"180\"><\/p>\n<p style=\"text-align: justify;\">So far the industry is largely focused on the domestic market \u2013 just US$500 million out of US$4 billion invested in IT last year was export-related \u2013 but by joining forces with financial, engineering and other professional services, business leaders believe Chile could become a hub for a range of global services.<\/p>\n<p style=\"text-align: justify;\">\u201cWe reckon we can increase exports of global services to around US$5 billion within a few years, up from US$2 billion currently,\u201d estimates Ciudad.<\/p>\n<p style=\"text-align: justify;\">The biggest barrier, however, is a lack of trained recruits. While Chilean engineers are well-respected (they are seen as more rounded than colleagues from elsewhere) and cost about 40% less than their US counterparts, there are far too few of them. Student numbers may have exploded over the last decade but the numbers opting for technical courses have lagged.<\/p>\n<p style=\"text-align: justify;\">\u201cYoung people seem to prefer courses they see as easier like journalism or sociology,\u201d laments Ciudad.<\/p>\n<p style=\"text-align: justify;\">ACTI and other business groups are trying to persuade the government of the need for a campaign to convince school-leavers to opt for better-remunerated technical careers, but the issue has been lost in this year\u2019s debate over whether students should pay for their education.<\/p>\n<p style=\"text-align: justify;\">Similarly, the industry faces a massive shortfall of competent English-speakers. Roughly half of Chile\u2019s IT workforce speaks English compared to 3% nationally. This makes it much more difficult for Chile to fill the call-centers and helpdesks at which it could excel. Lack of language skills also hinders the development of tourism services, says Carrere.<\/p>\n<p style=\"text-align: justify;\"><strong>Size is everything<\/strong><\/p>\n<p style=\"text-align: justify;\">Another problem facing potential exporters is size. Most Chilean companies, from IT to manufacturing, are small businesses with a handful of employees dedicated to servicing a small number of clients and products.<\/p>\n<p style=\"text-align: justify;\">Even an order from a small US firm would swamp their books, says SOFOFA\u2019s Baierlein. In response, the government is trying to encourage Chilean firms to join forces in order to be able to seize opportunities in these bigger markets.<\/p>\n<p style=\"text-align: justify;\">Another strategy is to take on smaller targets. Chilean businesses had hoped free trade agreements would open up a goldmine of opportunities by permitting them to participate in public purchasing tenders in the United States and Europe but this had not come to pass, partly because many Chilean firms lack the necessary scale.<\/p>\n<p style=\"text-align: justify;\">So SOFOFA plans to lead missions to allow Chilean firms to participate in tenders in smaller markets in the region before trying to hook bigger fish.<\/p>\n<p style=\"text-align: justify;\">\u201cWe will start with Colombia, Paraguay and Costa Rica, develop some success stories, and only then move onto the U.S.,\u201d explains Baierlein.<\/p>\n<p style=\"text-align: justify;\">Another aspect of Chile\u2019s network of free trade agreements is the potential to turn the country into a business platform. By exploiting rules of origin included in the deals, firms from third countries could use Chile as a springboard to markets that would otherwise be closed to their products.<\/p>\n<p style=\"text-align: justify;\">Several European firms have already installed operations in Chile for the access it offers to China and the United States. \u201cWe are seeing Spanish firms here at the rate of one or two a week,\u201d says Baierlein.<\/p>\n<p style=\"text-align: justify;\">Such investments, of course, may be vulnerable to the signing of other agreements. The French carmaker Peugeot used to assemble cars in Chile for the Mexican and Colombian markets, but when Mexico signed a free trade agreement with the European Union in 2000, Peugeot moved its operations to France and Chile lost out on exports worth around US$700 million a year.<\/p>\n<p style=\"text-align: justify;\">But the increasingly-protectionist stance taken by Chile\u2019s Mercosur partners Argentina and Brazil makes it highly unlikely they will sign trade deals with the United States and, as a result, firms are lining up to invest in Chile.<\/p>\n<p style=\"text-align: justify;\">Attracting foreign investment and exploiting niche opportunities is vital if Chile wants to reduce its dependence on copper, molybdenum and pulp.
