<\/p>\n
“La democracia es el peor de todos los sistemas pol\u00edticos, con excepci\u00f3n de todos los sistemas pol\u00edticos restantes”, Sir Winston Churchill.<\/strong><\/p>\n Churchill puede haber exagerado un poco (hizo esa declaraci\u00f3n en julio de 1945 luego de haber ganado reci\u00e9n la Segunda Guerra Mundial, pero haber perdido el poder en una elecci\u00f3n general), pero ten\u00eda raz\u00f3n. La democracia -que seg\u00fan define Wikipedia, es una forma de organizaci\u00f3n de grupos de personas, cuya caracter\u00edstica predominante es que la titularidad del poder reside en la totalidad de sus miembros, haciendo que la toma de decisiones responda a la voluntad colectiva de los miembros del grupo- parece estar en las \u00faltimas. Pero, \u00bfqu\u00e9 viene despu\u00e9s?<\/p>\n John F. Kennedy dijo fenomenalmente: ” No pregunten qu\u00e9 puede hacer su pa\u00eds por ustedes. Preg\u00fantense qu\u00e9 pueden hacer ustedes por su pa\u00eds”. Entonces, mientras parece que nos dirigimos al borde de la Recesi\u00f3n, Depresi\u00f3n, Colapso, Debacle, Apocalipsis, decid\u00ed que algo se debe hacer y, despu\u00e9s de estudiar algunos temas muy complejos durante 10 minutos enteros, aqu\u00ed est\u00e1 lo que deber\u00eda ocurrir, al menos en Chile.<\/p>\n Se denomina la Doctrina Eneldo para el Gobierno Progresivo <\/em>con<\/span> el Pueblo, por<\/span> el Pueblo y para<\/span> el Pueblo. Tambi\u00e9n se le conoce como Eneldocracia, <\/strong>b\u00fasquelo en Google.<\/p>\n Hay dos importantes problemas con la Democracia en Chile como la entendemos actualmente: primero, nadie me escucha o se preocupa por lo que pienso; segundo, las tres personas por las que vot\u00e9 en la \u00faltima elecci\u00f3n (presidente, senador y diputado) ni siquiera saben que existo y entonces \u00bfc\u00f3mo pueden representarme en una Democracia? \u00a1No pueden!<\/p>\n En el gran Estados Unidos, los pol\u00edticos de todas las formas y tama\u00f1os, colores y credos pol\u00edticos vendr\u00edan gateando a mi puerta si supieran que tengo NUEVE votantes dispuestos a irse por un lado o por otro. Aqu\u00ed en Chile, el presidente recientemente design\u00f3 <\/em>a mi senador en un cargo en el gabinete y \u201cotros\u201d han designado<\/em> a su reemplazo para representarnos; alguien por el que absolutamente nadie vot\u00f3, \u00a1nunca!<\/p>\n Chile es una \u201cNueva Democracia\u201d tras haber recuperado el derecho a votar libremente hace solo 22 a\u00f1os y a\u00fan hay mucho por mejorar. \u00bfQu\u00e9 hacer?<\/p>\n La Eneldocracia exigir\u00e1 que ocurra lo siguiente:<\/p>\n -Solo la pol\u00edtica externa, justicia, fuerzas armadas y polic\u00eda, impuestos, salud p\u00fablica, pensiones, carreteras, derechos de las minor\u00edas y educaci\u00f3n p\u00fablica ser\u00e1 dominio del Gobierno Central. Todos los dem\u00e1s temas de gobierno ser\u00e1n manejados regionalmente; y Chile tiene 15 Regiones.<\/p>\n -Se exigir\u00e1 al Gobierno Central que \u201cdescentralice\u201d los siguientes ministerios: Pesca, Miner\u00eda, Energ\u00eda, Obras P\u00fablicas, Agricultura y cualquier otro que yo simplemente no pueda recordar debido a su completa falta de importancia e impacto.<\/p>\n -Las regiones elegir\u00e1n sus intendentes y recibir\u00e1n ingresos tributarios del Gobierno Central de acuerdo al ingreso per c\u00e1pita inverso, esto es a menor ingreso per c\u00e1pita, mayor financiamiento. Hay que repartir la riqueza.<\/p>\n -Los senadores y diputados solo podr\u00e1n ser elegidos si provienen de, y mantienen su principal residencia en, la Regi\u00f3n por la que fueron elegidos para representar.<\/p>\n -Habr\u00e1 una Asamblea Regional y asamble\u00edstas, elegidos anualmente por representaci\u00f3n proporcional, podr\u00e1n se reelegidos por siempre. Esto significa que los malos ser\u00e1n despedidos r\u00e1pidamente y los buenos se mantendr\u00e1n…<\/p>\n -Los asamble\u00edstas regionales tendr\u00e1n la obligaci\u00f3n de \u201casesorar y supervisar\u201d a senadores y representantes respecto de proyectos y temas locales. Tambi\u00e9n se le exigir\u00e1 promover las oportunidades de negocio locales adem\u00e1s de hacer un seguimiento a las acciones del Gobierno Central.<\/p>\n -Embajadores regionales ser\u00e1n enviados a vivir en Valpara\u00edso y a presentarse de manera regular ante el Congreso. No se permitir\u00e1 ning\u00fan otro tipo de lobby; ciertamente no comercial.<\/p>\n -Cada regi\u00f3n tendr\u00e1 su propia universidad, muy al estilo de una universidad estatal en Estados Unidos, donde la investigaci\u00f3n s\u00f3lida ser\u00e1 premiada con dinero de subvenciones.<\/p>\n -El Ministro de Turismo tendr\u00e1 un personal de apenas TRES personas y gastar\u00e1 el 95% de su tiempo en viajar por el mundo (qued\u00e1ndose solo en hoteles 3 estrellas) y promoviendo a Chile como un destino vacacional. El 5% restante se pasar\u00e1 visitando las regiones.<\/p>\n -El Gran Santiago se dividir\u00e1 en ocho subregiones cada una con su propia Asamblea y embajador.<\/p>\n \u00a1Esto es! Simple, pero altamente efectivo. Quitarle el poder a la burocracia altamente centralizada y repartirla en las regiones. \u00bfIncrementar\u00e1 esto el costo del gobierno? En lo absoluto. \u00bfIncrementar\u00e1 esto la eficiencia y la responsabilidad? \u00a1S\u00cd, absolutamente!<\/p>\n La Eneldocracia no es nada nuevo; de hecho es tan antigua como el feudalismo. Democracy, defined by Wikipedia as a form of government in which all adult citizens have an equal say in the decisions that affect their lives, seems to be on the ropes. But, what comes next?<\/p>\n John F. Kennedy famously said: “Ask not what your country can do for you; ask what you can do for your country.\u201d So, as we appear to be headed toward the brink of Recession, Depression, Collapse, Melt Down, Apocalypse, I decided that something should be done and, after studying some very complex issues for all of ten minutes, here is what should happen, at least in Chile.<\/p>\n It is called the Eneldo Doctrine for Progressive Governance<\/em> with<\/span> the People, by<\/span> the People and for<\/span> the People. It is also called Eneldocracy<\/strong> \u2013 look it up on Google.<\/p>\n There are two major problems with Democracy in Chile as we currently understand it: first, no one listens to me or cares what I think; second, the three people I voted for in the last election (President, Senator and Congressperson) have no idea I even exist and so how can they possibly represent me in a Democracy? They cannot!<\/p>\n In the great US of A politicians of all shapes and sizes, colors and political creed would come crawling to my front door if they knew we had NINE voters willing to swing one way or the other. Here in Chile, the President recently appointed<\/em> my Senator to a cabinet position and \u201cothers\u201d have appointed<\/em> his replacement to represent us; someone for whom absolutely nobody voted for – ever!<\/p>\n Chile is a \u201cNew Democracy\u201d having recovered the free vote only 22 years ago and there is still much to improve on. What to do?<\/p>\n Eneldocracy would require the following to happen:<\/p>\n -Only foreign policy, justice, armed forces and police, taxation, public health, pensions, highways, minority rights and public education would be the domain of the Central Government. All other issues of governance would be handled regionally \u2013 and Chile has 15 Regions.<\/p>\n -Central Government would be required to \u201cdecentralize\u201d the following ministries: Fisheries, Mining, Energy, Public Works, Agriculture, and any others I simply cannot recall due to their total lack of significance and impact.<\/p>\n -Regions would have elected Governors and would receive tax revenues from Central Government based on the inverse of per capita income i.e. less per capita income, more funding. Spread the wealth.<\/p>\n -Senators and Representatives could only be elected if they come from, and maintain their major residence in, the Region they are elected to represent.<\/p>\n -There would be a Regional Assembly and Assemblypersons, elected annually by proportional representation, could be re-elected ad infinitum. This means the bad ones get the boot quickly and the good ones keep going…<\/p>\n -Regional Assemblies would have the obligation to \u201cadvise and supervise\u201d Senators and Representatives concerning local issues and projects. They would also be required to promote local business opportunities as well as monitoring the actions of Central Government.<\/p>\n -Regional Ambassadors would be sent to live in Valparaiso and talk regularly to Congress. No other lobbying would be allowed; certainly not commercial.<\/p>\n -Every Region would have its own University, much along the lines of a State University in the US, where solid research would be rewarded with grant money.<\/p>\n -The Minister of Tourism would have a staff of just THREE and would spend 95% of his or her time travelling the globe (staying in 3 star hotels only) and promoting Chile as a holiday destination. The remaining 5% would be spent visiting the Regions.<\/p>\n -Greater Santiago would be split into eight sub-regions each with its own Assembly and Ambassador.<\/p>\n That\u2019s it! Simple but highly effective. Take the power away from the highly centralized bureaucracy and spread it around the regions. Will this increase the cost of government? Absolutely not. Will this increase efficiency and accountability? Absolutely YES!<\/p>\n Eneldocracy is nothing new; in fact it\u2019s as old as feudalism.
