{"id":4690,"date":"2011-11-28T09:46:16","date_gmt":"2011-11-28T12:46:16","guid":{"rendered":""},"modified":"2015-04-21T10:14:34","modified_gmt":"2015-04-21T13:14:34","slug":"presupuesto-2012-financiar-las-demandas-sociales","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/presupuesto-2012-financiar-las-demandas-sociales\/","title":{"rendered":"<!--:es-->Presupuesto 2012: Financiar las Demandas Sociales<!--:--><!--:en-->2012 Budget: Financing Social Demands<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Una tormenta perfecta, eso es lo que Sebasti\u00e1n Pi\u00f1era, presidente de Chile desde marzo del 2010, enfrentaba en octubre y noviembre mientras el Congreso debat\u00eda la propuesta presupuestaria para 2012 de su Gobierno.<\/p>\n<p style=\"text-align: justify;\">Para noviembre, las protestas estudiantiles, y el respaldo p\u00fablico a ellas, parec\u00edan estar declinando. Sin embargo, durante los seis meses previos, sus demandas de cambios en la estructura y el financiamiento de la educaci\u00f3n no hab\u00edan dejado ninguna duda de que el s\u00f3lido crecimiento econ\u00f3mico -y, de manera crucial, la sensaci\u00f3n de riqueza inducida por los altos precios del cobre, la principal exportaci\u00f3n del pa\u00eds- estaba aumentando en lugar de aplacando la impaciencia de los chilenos por ver beneficios tangibles.<\/p>\n<p style=\"text-align: justify;\">No obstante, al mismo tiempo, organizaciones internacionales como el Fondo Monetario Internacional (IMF) y la Organizaci\u00f3n para la Cooperaci\u00f3n el Desarrollo Econ\u00f3micos (OCDE) hab\u00edan estado instando al Gobierno a restringir el gasto. Si bien reconoc\u00edan la solidez de la posici\u00f3n fiscal de Chile, ambas entidades suger\u00edan la necesidad de avanzar m\u00e1s r\u00e1pidamente en volver a equilibrar el presupuesto tras los recortes realizados por la recesi\u00f3n el 2009 y el terremoto el 2010.<\/p>\n<p style=\"text-align: justify;\">Y luego, para aumentar m\u00e1s la tensi\u00f3n, estaban las cada vez m\u00e1s ciertas perspectivas de una desaceleraci\u00f3n de las condiciones externas que son tan importantes para la peque\u00f1a y abierta econom\u00eda de Chile. Ello no s\u00f3lo puso en duda los supuestos sobre los que el Gobierno hab\u00eda basado su propuesta de presupuesto -un crecimiento del PIB del 5,0% el pr\u00f3ximo a\u00f1o y un precio promedio anual del cobre de US$3,70 la libra-, sino que tambi\u00e9n sugiri\u00f3 la posible necesidad de medidas de est\u00edmulo de emergencia no contempladas en el presupuesto.<\/p>\n<p style=\"text-align: justify;\">El ministro de Hacienda de Chile, Felipe Larra\u00edn, reconoce que el crecimiento del 5% ahora se ubica \u201cun poco por encima de las proyecciones promedio\u201d. Sin embargo, sostiene que -dada la s\u00f3lida posici\u00f3n fiscal de Chile- un crecimiento menor a lo presupuestado no ser\u00eda un problema.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Felipe_Larrain_esp.jpg\" width=\"140\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">La situaci\u00f3n fiscal del pa\u00eds es \u201c\u00fanica\u201d, destaca. Despu\u00e9s de todo, Chile es un acreedor internacional neto y si el mundo entrara nuevamente en recesi\u00f3n, podr\u00eda -tal como en el 2009- efectuar giros del Fondo de Estabilizaci\u00f3n Econ\u00f3mica y Social (FEES), un fondo soberano en el extranjero avaluado en unos US$13.000 millones.<\/p>\n<p style=\"text-align: justify;\">En virtud de la propuesta de presupuesto -que, por ley, el Congreso debe aprobar o rechazar para fines de noviembre y que, pese a todo el ruido, en realidad tiene pocas facultades para modificar-, el gasto del Gobierno crecer\u00eda en un 5,0% el pr\u00f3ximo a\u00f1o, lo que se compara con el incremento estimado del 4,6% para este a\u00f1o, con lo que llegar\u00eda a poco m\u00e1s de US$60.000 millones (un 22,7% del PIB anual estimado).<\/p>\n<p style=\"text-align: justify;\">Es un presupuesto expansivo si bien eso no es necesariamente malo, sostiene Leonardo Su\u00e1rez, economista jefe de la corredora local LarrainVial. Su\u00e1rez proyecta que el crecimiento del PIB ser\u00e1 significativamente m\u00e1s bajo que el 5% y que la recaudaci\u00f3n tributaria casi con certeza se ubicar\u00e1 por debajo del nivel presupuestado. Destaca, sin embargo, que este \u00faltimo efecto ser\u00eda contrarrestado en parte si -como se espera ampliamente- el alza temporal del impuesto corporativo del 17% al 20%, introducido el a\u00f1o pasado para ayudar a financiar la reconstrucci\u00f3n posterior al terremoto y que debe comenzar a disminuir en el 2012, se volviera permanente.<\/p>\n<p style=\"text-align: justify;\">El mayor incremento en virtud el presupuesto en d\u00f3lares -aunque no porcentual- ser\u00eda para el Ministerio de Educaci\u00f3n cuya asignaci\u00f3n subir\u00eda en US$781 millones a US$11.700 millones. Pero su incremento del 7,2% es principalmente un crecimiento por inercia, afirma Su\u00e1rez, quien -en contraposici\u00f3n a las afirmaciones del Gobierno- sostiene que hay \u201ccero \u00e9nfasis en educaci\u00f3n en este presupuesto\u201d.<\/p>\n<p style=\"text-align: justify;\">Otros incrementos importantes incluyen al Ministerio de Salud, cuyo presupuesto aumentar\u00eda en US$568 millones (6,7%) a US$9.100 millones y al nuevo Ministerio de Desarrollo Social (ex Ministerio de Planificaci\u00f3n), cuyo presupuesto se incrementar\u00eda en un 8,5% a US$930 millones. Pero, m\u00e1s que los detalles de estas asignaciones, la atenci\u00f3n ha tendido a concentrarse en el problema m\u00e1s amplio y de mayor plazo de si Chile puede financiar demandas sociales cada vez m\u00e1s en\u00e9rgicas al tiempo que se mantiene dentro de los l\u00edmites de la pol\u00edtica fiscal a la que ha adherido en la \u00faltima d\u00e9cada.<\/p>\n<p style=\"text-align: justify;\"><strong>La Regla<\/strong><\/p>\n<p style=\"text-align: justify;\">El concepto detr\u00e1s de esta pol\u00edtica es extremadamente simple. En esencia, estipula que el gasto del Gobierno en un a\u00f1o dado deber\u00eda ser determinado no por los ingresos que va a recibir en ese a\u00f1o particular, sino que por su ingreso estructural o ajustado c\u00edclicamente o, en otras palabras, el nivel promedio de ingresos que puede esperar recibir durante un per\u00edodo de tiempo mucho m\u00e1s largo.<\/p>\n<p style=\"text-align: justify;\">Durante un a\u00f1o de auge, el Gobierno por tanto no entra en un gasto desenfrenado, sino que en cambio destina parte de sus mayores ingresos para tiempos de vacas m\u00e1s flacas. Eso fue lo que ocurri\u00f3 entre el 2004 y el 2008 cuando una serie de super\u00e1vits fiscales terminaron principalmente en el FEES y en el Fondo de Reserva de Pensiones (FRP), el otro fondo soberano del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">Pero, si bien el concepto es simple, calcular los ingresos fiscales estructurales est\u00e1 lejos de ser sencillo. Algunos de los problemas se abordaron cuando se introdujo la pol\u00edtica y, por ejemplo, las dos determinantes clave -el precio del cobre a largo plazo y la capacidad de la econom\u00eda para registrar un crecimiento no inflacionario- se estiman cada a\u00f1o por comisiones de expertos independientes convocadas por el Ministerio de Hacienda.<\/p>\n<p style=\"text-align: justify;\">No obstante, eso todav\u00eda deja mucho espacio para discusiones. \u00bfQu\u00e9 pasa, por ejemplo, con el precio del molibdeno? Y \u00bfc\u00f3mo deber\u00edan tratarse las ganancias por concepto de intereses en los fondos soberanos del Gobierno? \u00bfDeber\u00edan incluirse en el ingreso estructural?<\/p>\n<p style=\"text-align: justify;\">Estos temas estuvieron entre los debatidos por una comisi\u00f3n formada el a\u00f1o pasado para asesorar al Gobierno. Pero sus conclusiones generaron otra discusi\u00f3n que es la ra\u00edz de gran parte del actual debate sobre la sustentabilidad fiscal de Chile.<\/p>\n<p style=\"text-align: justify;\">En el 2009, su \u00faltimo a\u00f1o al mando de la naci\u00f3n, el Gobierno de la presidenta Michelle Bachelet pretend\u00eda alcanzar un presupuesto estructuralmente equilibrado o, en otras palabras, gastar exactamente sus ingresos estructurales. Sin embargo, la recesi\u00f3n internacional tuvo un impacto m\u00e1s grande que lo que se hab\u00eda anticipado y el resultado final, seg\u00fan sus cifras, fue un d\u00e9ficit estructural del 1,2% del PIB.<\/p>\n<p style=\"text-align: justify;\">No obstante, la comisi\u00f3n de la regla fiscal cuestion\u00f3 esa cifra y argument\u00f3 que el d\u00e9ficit estructural en el 2009 fue, de hecho, del 3% del PIB. La discrepancia se explica casi en su totalidad por algunas reducciones tributarias introducidas en el 2009 como parte de las medidas para estimular la econom\u00eda.<\/p>\n<p style=\"text-align: justify;\">Debido a que eran temporales -y de hecho se revocaron como estaba planeado- el Gobierno de Bachelet no las rest\u00f3 del ingreso estructural como debi\u00f3 haber hecho, seg\u00fan la comisi\u00f3n. El argumento de la comisi\u00f3n es que las modificaciones tributarias temporales tienen un h\u00e1bito de volverse permanentes de modo que, como una medida de prudencia, deber\u00edan considerarse cuando se calcula el ingreso fiscal estructural.<\/p>\n<p style=\"text-align: justify;\"><strong>Sustentabilidad de Largo Plazo<\/strong><\/p>\n<p style=\"text-align: justify;\">El problema, seg\u00fan el ministro de Hacienda de Bachelet Andr\u00e9s Velasco, es que el actual Gobierno, que inicialmente se hab\u00eda comprometido a hacer que el presupuesto volviera al equilibrio estructural, sac\u00f3 provecho pol\u00edtico de este punto y lo ha usado como base para tener un d\u00e9ficit estructural. \u201cTuvimos tres a\u00f1os de super\u00e1vits estructurales con solo un peque\u00f1o d\u00e9ficit en el \u00faltimo a\u00f1o; con este Gobierno, estamos apuntando a cuatro a\u00f1os de d\u00e9ficits\u201d, destaca.\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Andres_Velasco_esp.jpg\" width=\"200\" height=\"150\" \/><\/p>\n<p style=\"text-align: justify;\">Contraviniendo el argumento del ministro Larra\u00edn en cuanto a que el Gobierno tiene que ajustarse el cintur\u00f3n cada a\u00f1o a fin de cerrar el d\u00e9ficit hacia su meta del 1% para el 2014, Velasco sostiene que, debido a que los recortes tributarios fueron revertidos, el Gobierno de Pi\u00f1era comenz\u00f3 con un d\u00e9ficit estructural heredado de solo el 1,2% del PIB. \u201cDe modo que pasar al 1% en cuatro a\u00f1os no implica ning\u00fan esfuerzo fiscal; realmente no hay ninguna excusa para no volver a un d\u00e9ficit estructural del 0%\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">El riesgo no es para este a\u00f1o o el pr\u00f3ximo, afirma, sino que para m\u00e1s adelante en el futuro. \u201cEl problema con la sustentabilidad fiscal es que si uno se mantiene en un patr\u00f3n incluso levemente errado digamos por 10 a\u00f1os, uno puede terminar haci\u00e9ndolo realmente mal\u201d, advierte.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, Klaus Schmidt-Hebbel, profesor de econom\u00eda de la Pontificia Universidad Cat\u00f3lica y presidente de la comisi\u00f3n que asesora al Gobierno sobre la gesti\u00f3n de sus fondos soberanos, afirma que la velocidad a la que el d\u00e9ficit estructural se cierra no es un tema clave. \u201cSi se demora dos a\u00f1os, tres o cuatro es marginal\u201d, indica. \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Klaus_Schmidt-Hebbel_esp.jpg\" width=\"150\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">De hecho, afirma que Chile, que pasa la prueba de la sustentabilidad fiscal con \u201cpleno \u00e9xito\u201d, podr\u00eda tener un d\u00e9ficit estructural permanente, aun si usara m\u00e1s sus fondos soberanos y se convirtiera en un deudor internacional neto. Los pa\u00edses deudores a\u00fan son fiscalmente sostenibles, afirma, siempre y cuando su crecimiento supere la tasa de inter\u00e9s del pr\u00e9stamo solicitado.<\/p>\n<p style=\"text-align: justify;\">No obstante, en el caso de Chile, es improbable que se llegue a eso. En el 2011, gracias principalmente al s\u00f3lido crecimiento y los altos precios del cobre, el gasto del Gobierno se ubicar\u00e1 por debajo de los ingresos fiscales reales -aunque no estructurales- y el Ministerio de Hacienda confirm\u00f3 recientemente que la diferencia -cerca del 1,2% del PIB anual o alrededor de US$2.600 millones \u2013 se depositar\u00e1 en sus fondos soberanos.<\/p>\n<p style=\"text-align: justify;\">Aun cuando mantenga un d\u00e9ficit fiscal estructural, el Gobierno \u2013en otras palabras- dejar\u00e1 a Chile en una posici\u00f3n m\u00e1s s\u00f3lida que la que ten\u00eda cuando asumi\u00f3 el mando de la naci\u00f3n en el 2010, argumenta Schmidt-Hebbel. Ello, sin embargo, cambiar\u00eda si el mundo se dirigiera a una recesi\u00f3n el pr\u00f3ximo a\u00f1o dado que no solo caer\u00edan en consecuencia los ingresos por impuestos y por el cobre, sino que existe la posibilidad de que el Gobierno realice m\u00e1s giros del FEES para financiar medidas de contingencia.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00bfCu\u00e1nto Impuesto es Suficiente?<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><\/strong>Pero eso a\u00fan deja el problema de responder a las demandas sociales que han surgido con tanta fuerza este a\u00f1o. No se puede esperar que el Gobierno, como insiste el ministro Larra\u00edn, resuelva instant\u00e1neamente todas las demandas que se han estado fraguando por a\u00f1os.<\/p>\n<p style=\"text-align: justify;\">Y hasta ahora, los montos de dinero que ha comprometido son de hecho relativamente peque\u00f1os, pero los temas que se est\u00e1n debatiendo \u2013principalmente la educaci\u00f3n, pero tambi\u00e9n por ejemplo la salud- potencialmente podr\u00edan requerir enormes cantidades. Y los nuevos programas, aun si son peque\u00f1os, se suman al gasto por inercia y, sin nuevas fuentes de ingresos fiscales permanentes, reducen el espacio para que futuros gobiernos implementen sus propias nuevas iniciativas.<\/p>\n<p style=\"text-align: justify;\">Existe amplio acuerdo en cuanto a que los nuevos programas que implican un compromiso de gasto permanente deber\u00edan ir a la par de una nueva fuente de ingresos permanentes y eso es positivo, afirma Leonardo Su\u00e1rez de LarrainVial. Sin embargo, a\u00f1ade que lo que nos dice el d\u00e9ficit estructural es que la sustentabilidad de mediano plazo requerir\u00e1 mayores impuestos. \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" alt=\"\" src=\"\/sites\/default\/files\/Leonardo_Suarez.jpg\" width=\"150\" height=\"200\" \/><\/p>\n<p style=\"text-align: justify;\">A medida que los pa\u00edses se vuelen m\u00e1s ricos, tambi\u00e9n tienden a incrementar su carga tributaria o, en otras palabras, el coeficiente de ingreso tributario a PIB y la pregunta que surge ahora es si Chile no se encuentra en el punto en que deber\u00eda considerar esta opci\u00f3n. Tendr\u00e1 que haber un incremento en alg\u00fan momento en el futuro, pero no es un tema que el Gobierno est\u00e9 preparado para abordar al fragor del debate presupuestario, sostiene el ministro Larra\u00edn.<\/p>\n<p style=\"text-align: justify;\">Comparar las cargas tributarias de distintos pa\u00edses\u00a0 es notoriamente complejo y, en el caso de Chile, es a\u00fan m\u00e1s dif\u00edcil que lo usual. En Chile, a diferencia de muchos otros pa\u00edses, la mayor parte de los pagos de seguridad social, por ejemplo, se efect\u00faan a fondos privados de pensiones, m\u00e1s que como impuestos. Y \u00bfc\u00f3mo se contabilizan los peajes pagados en rutas construidas como concesiones privadas o el porcentaje usualmente alto de gasto en educaci\u00f3n que realizan los hogares?<\/p>\n<p style=\"text-align: justify;\">No obstante, hay bastante consenso de que la carga tributaria de Chile no est\u00e1 muy desalineada con su actual nivel de ingreso per c\u00e1pita. Pero donde s\u00ed hay mucho espacio para mejoras, afirma Schmidt-Hebbel, es en la eficiencia de su sistema tributario.<\/p>\n<p style=\"text-align: justify;\">No es ni eficiente ni justo, indica, que una persona de altos ingresos en la n\u00f3mina de una empresa pague una tasa de impuesto a la renta marginal del 40% y un promedio de quiz\u00e1s el 30% -m\u00e1s alto que en muchos otros pa\u00edses de la OCDE, destaca- mientras que una persona independiente que tiene un ingreso similar pague mucho menos impuestos.<\/p>\n<p style=\"text-align: justify;\">El sistema tributario de Chile tambi\u00e9n ha sido criticado por ser regresivo y, por tanto, ayudar a perpetuar la desigualdad de los ingresos. Sin embargo, saber si un impuesto es regresivo o progresivo no es f\u00e1cil, destaca Velasco.<\/p>\n<p style=\"text-align: justify;\">Tome, por ejemplo, el impuesto a los combustibles. Aplicado a una tasa fija por litro, es aparentemente regresivo, al afectar a los pobres m\u00e1s que a los ricos, pero -en la pr\u00e1ctica- es pagado principalmente por los hogares de mayores ingresos debido a que tienen m\u00e1s autos.<\/p>\n<p style=\"text-align: justify;\">En cualquier caso, el sistema tributario no es una manera eficiente de transferir recursos para aquellos que lo necesita, enfatiza Schmidt-Hebbel. Lo que importa mucho m\u00e1s es c\u00f3mo se gasta el dinero y, en particular, cu\u00e1n bien se enfoca el gasto.<\/p>\n<p style=\"text-align: justify;\">Dicho de otro modo, el actual debate sobre la reforma tributaria est\u00e1 al rev\u00e9s. Antes de decidir si los mayores impuestos son pertinentes, Chile primero necesita alcanzar un acuerdo sobre las iniciativas que quisiera implementar y, al menos en materia de educaci\u00f3n, eso podr\u00eda no ser f\u00e1cil.<\/p>\n<p style=\"text-align: justify;\"><strong>Ruth Bradley<\/strong> trabaja como periodista freelance en Santiago y es ex editora de bUSiness CHILE.<\/p>\n<p><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">A perfect storm &#8211; that is what Sebasti\u00e1n Pi\u00f1era, Chile\u2019s president since March 2010, faced in October and November as Congress debated his government\u2019s proposed budget for 2012.<\/p>\n<p style=\"text-align: justify;\">By November, student protests, and public support for them, appeared to be waning. But, over the previous six months, their demands for changes in the structure and financing of state education had left no doubt that strong economic growth &#8211; and, crucially, the sense of wealth induced by high prices for copper, the country\u2019s main export &#8211; were fuelling, rather than placating, Chileans\u2019 impatience to see tangible benefits.<\/p>\n<p style=\"text-align: justify;\">But, at the same time, international organizations like the International Monetary Fund (IMF) and the Organisation for Economic Co-operation and Development (OECD) had been urging the government to restrain spending. While recognizing the solidity of Chile\u2019s fiscal position, they had both suggested a need to move faster in rebalancing the budget after the inroads made by the 2009 recession and the 2010 earthquake.<\/p>\n<p style=\"text-align: justify;\">And then, further increasing the tension, there was the increasingly certain prospect of a downturn in the external conditions that are so important to the small, open Chilean economy. That not only threw into doubt the assumptions on which the government had based its proposed budget &#8211; 5.0% GDP growth next year and an average annual copper price of US$3.70\/lb &#8211; but also suggested a possible need for emergency stimulus measures not envisaged in the budget.<\/p>\n<p style=\"text-align: justify;\">Finance Minister Felipe Larra\u00edn recognizes that 5% growth is now \u201ca little over average forecasts\u201d. However, he argues that, given Chile\u2019s strong fiscal position, lower than budgeted growth wouldn\u2019t be a problem.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Felipe_Larrain_ing.jpg\" alt=\"\" width=\"140\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">Its fiscal situation is \u201cunique\u201d, he points out. Chile is, after all, a net international creditor and, if the world were to slip back into recession, it would, as in 2009, be able to draw on the Economic and Social Stabilization Fund (FEES), an offshore sovereign wealth fund worth some US$13 billion. \u00a0<\/p>\n<p style=\"text-align: justify;\">Under the draft budget &#8211; which, by law, Congress must approve or reject by the end of November and, despite all the noise, actually has little power to modify &#8211; government spending would rise by 5.0% next year, up from an estimated 4.6% increase this year, reaching just over US$60 billion (22.7% of estimated annual GDP).<\/p>\n<p style=\"text-align: justify;\">It is an expansive budget although that\u2019s not necessarily bad, says Leonardo Su\u00e1rez, chief economist at the local Larra\u00edn Vial investment bank. GDP growth will be significantly less than 5%, he forecasts, with tax revenues almost certainly below their budgeted level. However, this latter effect would, he notes, be partly offset if &#8211; as widely expected &#8211; a temporary increase in corporate tax from 17% to 20%, introduced last year to help finance post-earthquake reconstruction and due to start to come down in 2012, were made permanent. \u00a0<\/p>\n<p style=\"text-align: justify;\">The largest increase under the budget in dollar &#8211; although not percentage &#8211; terms would be for the Education Ministry which would see its allocation rise by US$781 million to US$11.7 billion. But its 7.2% increase is mostly inertial growth, says Su\u00e1rez, who, contrary to the government\u2019s claims, maintains that there is \u201czero emphasis on education in this budget\u201d.<\/p>\n<p style=\"text-align: justify;\">Other important increases include the Health Ministry, with its budget rising by US$568 million (6.7%) to US$9.1 billion and the new Social Development (formerly Planning) Ministry whose budget would rise by 8.5% to US$930 million. But, rather than the details of these allocations, attention has tended to focus on the broader and longer-term issue of whether Chile can finance ever more vociferous social demands while remaining within the bounds of the fiscal policy it has adhered to for the past decade.<\/p>\n<p style=\"text-align: justify;\"><strong>The rule<\/strong><\/p>\n<p style=\"text-align: justify;\">The concept behind this policy is extremely simple. Essentially, it states that the government\u2019s spending in a given year should be determined not by the revenues it happens to receive in that particular year but by its structural or cyclically-adjusted income or, in other words, the average level of revenues it can expect to receive over a much longer period.<\/p>\n<p style=\"text-align: justify;\">During a boom year, the government doesn\u2019t, therefore, go on a spending spree but, instead, sets aside some of its higher revenues for leaner times. That was what happened between 2004 and 2008 when a series of fiscal surpluses went largely into the FEES and the Pension Reserve Fund (FRP), the country\u2019s other sovereign wealth fund.<\/p>\n<p style=\"text-align: justify;\">But, although the concept is simple, calculating structural fiscal revenues is far from straightforward. Some of the problems were addressed when the policy was introduced and, for example, the two key determinants &#8211; the long-term copper price and the economy\u2019s capacity for non-inflationary growth &#8211; are estimated each year by committees of independent experts summoned by the Finance Ministry.<\/p>\n<p style=\"text-align: justify;\">But that still leaves a lot of room for argument. What, for example, about the price of molybdenum? And how should interest earnings on the government\u2019s sovereign wealth funds be treated? Should they be included in structural income?\u00a0<\/p>\n<p style=\"text-align: justify;\">These were among the issues debated by a special committee set up last year to advise the government. But its findings triggered another argument that is at the root of much of the current debate about Chile\u2019s fiscal sustainability.<\/p>\n<p style=\"text-align: justify;\">In 2009, its last year in office, President Michelle Bachelet\u2019s government aimed to run a structurally balanced budget or, in other words, to spend exactly its structural revenues. But the international recession had a greater impact than it had anticipated and the end result, according to its figures, was a structural deficit of 1.2% of GDP.<\/p>\n<p style=\"text-align: justify;\">But the Fiscal Rule Committee questioned that figure and argued that the structural deficit in 2009 was, in fact, 3% of GDP. The discrepancy is almost entirely explained by some tax reductions introduced in 2009 as part of measures to stimulate the economy.<\/p>\n<p style=\"text-align: justify;\">Because they were temporary &#8211; and were, in fact, reversed as planned &#8211; the Bachelet government did not subtract them from structural income as, according to the Committee, it should have done. The Committee\u2019s argument is that temporary tax changes have a habit of becoming permanent so, as a prudential measure, should be considered when calculating structural fiscal income.<\/p>\n<p style=\"text-align: justify;\"><strong>Long-term sustainability<\/strong><\/p>\n<p style=\"text-align: justify;\">The problem, according to Bachelet\u2019s finance minister Andr\u00e9s Velasco, is that the present government, which had initially promised to put the budget back into structural balance, took political advantage of this point and has used it as grounds for continuing to run a structural deficit. \u201cWe ran three years of structural surpluses with just a small deficit in the last year; with this government, we\u2019re looking at four years of deficits,\u201d he points out.\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Andres_Velasco_ing.jpg\" alt=\"\" width=\"200\" height=\"150\"><\/p>\n<p style=\"text-align: justify;\">Disputing Minister Larra\u00edn\u2019s claim that the government has to tighten its belt each year in order to close the deficit to its target of 1% by 2014, Velasco maintains that, because the tax cuts were reversed, the Pi\u00f1era administration started out with an inherited structural deficit of only 1.2% of GDP. \u201cSo moving to 1% over four years implies no fiscal effort; there really is no excuse for not going back to a 0% structural deficit,\u201d he argues. \u00a0<\/p>\n<p style=\"text-align: justify;\">The risk is not this year or next, he says, but further in the future. \u201cThe problem with fiscal sustainability is that if you persevere on even a slightly wrong track for, say, ten years, then you end up getting it really wrong,\u201d he warns.<\/p>\n<p style=\"text-align: justify;\">However, Klaus Schmidt-Hebbel, an economics professor at the Catholic University and president of the committee that advises the government on management of its sovereign wealth funds, maintains that the speed at which the structural deficit is closed is not a key issue. \u201cWhether it takes two, three or four years is marginal,\u201d he says.<\/p>\n<p style=\"text-align: justify;\">Indeed, he argues that Chile, which passes the test of fiscal sustainability with \u201cflying colors\u201d, could afford to run a permanent structural deficit, even if it used up its sovereign funds and became a net international borrower. Debtor countries are still fiscally sustainable, he says, as long as their growth exceeds the interest rate on their borrowing.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" style=\"float: left; margin: 4px;\" src=\"\/sites\/default\/files\/Klaus_Schmidt-Hebbel_ing_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">But, in Chile\u2019s case, it\u2019s unlikely to come to that. In 2011, thanks mainly to strong growth and high copper prices, government spending will fall short of actual &#8211; although not structural &#8211; fiscal revenues and the Finance Ministry has recently confirmed that the difference &#8211; some 1.2% of annual GDP or around US$2.6 billion &#8211; will be deposited in its sovereign wealth funds.<\/p>\n<p style=\"text-align: justify;\">Even while maintaining a structural fiscal deficit, the government would, in other words, leave Chile in a stronger position than when it took office in 2010, argues Schmidt-Hebbel. That would, however, change if the world were to go into recession next year since not only would tax and copper revenues drop accordingly but the chances are that the government would dip into the FEES to finance contingency measures. \u00a0<\/p>\n<p style=\"text-align: justify;\"><strong>How much tax is enough?<\/strong><\/p>\n<p style=\"text-align: justify;\">But that still leaves the problem of responding to the social demands that have surfaced with such vigor this year. The government cannot, as Minister Larra\u00edn insists, be expected instantly to solve demands that have been brewing for years.<\/p>\n<p style=\"text-align: justify;\">And so far, the amounts of money it has committed are, in fact, relatively small but the issues being debated &#8211; principally education but also, for example, healthcare &#8211; could potentially require massive amounts. And new programs, even if small, all add to inertial expenditure and, without new sources of permanent fiscal revenues, shrink the space for future governments to implement new initiatives of their own.<\/p>\n<p style=\"text-align: justify;\">There\u2019s broad agreement that new programs which imply a permanent spending commitment should be matched by a new source of permanent revenues and that\u2019s positive, says Larra\u00edn Vial\u2019s Leonardo Su\u00e1rez. But, he adds, what the structural deficit tells us is that medium-term sustainability will require higher taxes. \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0\u00a0<img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 4px;\" src=\"\/sites\/default\/files\/Leonardo_Suarez_0.jpg\" alt=\"\" width=\"150\" height=\"200\"><\/p>\n<p style=\"text-align: justify;\">As countries get richer, they also tend to increase their tax burden or, in other words, the ratio of tax revenues to GDP and the question now being asked is whether Chile isn\u2019t at the point where it should consider this option.\u00a0 There will have to be an increase at some time in the future but it\u2019s not an issue the government is prepared to discuss in the heat of the budget debate, says Minister Larra\u00edn.<\/p>\n<p style=\"text-align: justify;\">Comparing tax burdens across countries is notoriously complex and, in Chile\u2019s case, more than usually so. In Chile, unlike many other countries, most social security payments are, for example, paid into private pension funds, rather than as taxes. And how do you key in the tolls paid for the use of roads built as private concessions or the usually high percentage of spending on education that is borne by households?<\/p>\n<p style=\"text-align: justify;\">There is, however, a fair degree of consensus that Chile\u2019s tax burden is not far out of line with its current level of per capita income. But where it does have a lot of room for improvement, says Schmidt-Hebbel, is in the efficiency of its tax system.<\/p>\n<p style=\"text-align: justify;\">It is neither efficient nor fair, he says, that a high-earning individual on a company payroll pays a marginal income tax rate of 40% and an average of perhaps 30% &#8211; higher than in many other OECD countries, he points out &#8211; while a self-employed person earning a similar amount pays much less tax.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s tax system has also been criticized as being regressive and, therefore, helping to lock in income inequality. But knowing whether a tax is regressive or progressive is not easy, points out Velasco.<\/p>\n<p style=\"text-align: justify;\">Take, for example, fuel tax. Levied at a fixed rate per liter, it is apparently regressive, hitting the poor harder than the rich, but, in practice, is paid mostly by better-off households because they have more cars.<\/p>\n<p style=\"text-align: justify;\">In any case, the tax system is not an efficient way to transfer resources to those who need them, points out Schmidt-Hebbel. What matters far more is how the money is spent and, in particular, how well spending is targeted.<\/p>\n<p style=\"text-align: justify;\">In other words, the current debate about tax reform is back-to-front.
