La educaci\u00f3n ocupa el primer lugar de la agenda del Gobierno en este momento, pero los estudiantes chilenos tendr\u00e1n un oscuro futuro sin suministros de energ\u00eda confiables. De hecho, la energ\u00eda es uno de los temas de pol\u00edtica publica m\u00e1s importantes a los que Chile necesita hacer frente si quiere continuar con su crecimiento econ\u00f3mico y unirse al club de los pa\u00edses desarrollados para fines de esta d\u00e9cada.<\/p>\n
Suministros de energ\u00eda m\u00e1s limpios y de menor costo son esenciales para mantener la competitividad del pa\u00eds, pero esto requerir\u00e1 una mayor diversificaci\u00f3n de la matriz energ\u00e9tica del pa\u00eds. AmCham comprende la importancia que la energ\u00eda tiene para el crecimiento de Chile y encabez\u00f3 una iniciativa, anunciada por los presidentes Barack Obama y Sebasti\u00e1n Pi\u00f1era en marzo, para crear el Consejo Empresarial Chile – Estados Unidos sobre Energ\u00eda.<\/p>\n

El 6 de octubre, AmCham celebr\u00f3 en el Hotel W en Santiago la ceremonia que marc\u00f3 la creaci\u00f3n del Consejo, la que fue inaugurada por el presidente de la C\u00e1mara, Javier Irarr\u00e1zaval, quien tambi\u00e9n es presidente del Consejo. El embajador de Estados Unidos en Chile, Alejandro Wolff, y el ministro de Energ\u00eda de Chile, Rodrigo \u00c1lvarez, tambi\u00e9n intervinieron en el evento, que cont\u00f3 con la asistencia de socios de AmCham y otros invitados.<\/p>\n
\u201cEste Consejo est\u00e1 en el centro de nuestra misi\u00f3n, que es promover el comercio y la inversi\u00f3n entre nuestros dos pa\u00edses\u201d, afirm\u00f3 Irarr\u00e1zaval.<\/p>\n
El objetivo del Consejo es crear oportunidades comerciales para empresas estadounidenses y chilenas en el \u00e1rea de energ\u00eda; promover proyectos comerciales viables en energ\u00edas limpias y eficiencia energ\u00e9tica; y respaldar el desarrollo sustentable del sector energ\u00e9tico en ambos pa\u00edses.<\/p>\n
El consejo est\u00e1 abierto a todos los miembros del sector privado que deseen participar. Adem\u00e1s proporcionar\u00e1 un foro para interactuar con autoridades de ambos pa\u00edses.<\/p>\n
\u201cEste Consejo puede hacer una importante contribuci\u00f3n al inmenso desaf\u00edo que enfrenta Chile en materia de energ\u00eda en las pr\u00f3ximas d\u00e9cadas\u201d, indic\u00f3 el ministro \u00c1lvarez.<\/p>\n
El Consejo cre\u00f3 cinco grupos de trabajo que se concentrar\u00e1n en los distintos desaf\u00edos que enfrenta. Estos grupos con sus respectivos coordinadores son: financiamiento (Ren\u00e9 Muga), marco regulatorio (Esteban Illanes), capacitaci\u00f3n (Gerardo Barrenechea), tecnolog\u00eda (Gabriel Olgu\u00edn) e infraestructura (Antonio Monz\u00f3n).<\/p>\n
Estados Unidos tiene una enorme experiencia en todas estas \u00e1reas, lo que beneficiar\u00e1 en gran medida a Chile. Esto incluye universidades l\u00edderes a nivel mundial, centros innovadores de investigaci\u00f3n, experiencia regulatoria que es distinta en cada estado, e incentivos por el desarrollo de energ\u00edas limpias, sostuvo Irarr\u00e1zaval.<\/p>\n
Cada uno de los grupos de trabajo estudiar\u00e1 las propuestas de un informe presentado recientemente por un panel de expertos al Ministerio de Energ\u00eda a fin de determinar c\u00f3mo el trabajo del Consejo puede complementarlos, indic\u00f3 Irarr\u00e1zaval.<\/p>\n
\u201cChile debe ser competitivo. Y [en el mundo de hoy] claro est\u00e1, para competir, y ganar, el componente energ\u00e9tico es condici\u00f3n necesaria\u201d, dijo Irarr\u00e1zaval. Dado que los costos de los combustibles y la electricidad en Chile est\u00e1n entre los m\u00e1s altos de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos, u OCDE, encontrar fuentes nuevas y m\u00e1s baratas de energ\u00eda deber\u00eda ser una prioridad clave para el pa\u00eds, a\u00f1adi\u00f3.<\/p>\n
El ministro \u00c1lvarez concord\u00f3 en que los altos precios de la energ\u00eda son una preocupaci\u00f3n. Para lograr la meta del Gobierno de convertirse en un pa\u00eds desarrollado esta d\u00e9cada, Chile debe crecer a una tasa promedio anual del 6%, lo que requiere m\u00e1s energ\u00eda que sea m\u00e1s barata, m\u00e1s segura y m\u00e1s limpia, sostuvo.<\/p>\n
\u201cTenemos que hacer un enorme esfuerzo en materia de eficiencia energ\u00e9tica, pero a\u00fan entonces la demanda de energ\u00eda se duplicar\u00e1 en la pr\u00f3xima d\u00e9cada\u201d, dijo \u00c1lvarez.<\/p>\n
Considerando este crecimiento, las principales metas del Ministerio de Energ\u00eda son seguridad energ\u00e9tica, menores costos de la energ\u00eda y protecci\u00f3n del medio ambiente. Para cumplir estos objetivos, se requieren m\u00e1s proyectos de energ\u00edas renovables no convencionales y de eficiencia energ\u00e9tica, destac\u00f3 \u00c1lvarez.<\/p>\n
El Consejo puede desempe\u00f1ar un papel importante en ayudar al Gobierno a lograr estas metas, al tiempo que tambi\u00e9n promueve nuevas oportunidades de negocios, pero la coordinaci\u00f3n con el sector p\u00fablico es esencial, sostuvo Irarr\u00e1zaval de AmCham.<\/p>\n
A nombre del secretario de Energ\u00eda de Estados Unidos, Steven Chu, el embajador Wolff felicit\u00f3 a AmCham por la creaci\u00f3n del Consejo.<\/p>\n
\u201cEstados Unidos y Chile tienen una agenda energ\u00e9tica com\u00fan\u201d, dijo Wolff. \u201cSuministros de energ\u00eda limpios, seguros y accesibles son importantes para todos nosotros, pero los sectores p\u00fablico y privado deben trabajar en conjunto si queremos lograr nuestros objetivos\u201d.<\/p>\n
Wolff elogi\u00f3 el progreso de Chile en el desarrollo de fuentes de energ\u00eda no basadas en hidrocarburos, pero afirm\u00f3 que la mejor forma de mejorar la productividad y reducir las emisiones de gases de efecto invernadero, al tiempo que se ahorra dinero y se impulsa el crecimiento econ\u00f3mico, es invertir en eficiencia energ\u00e9tica. La experticia y experiencia de Estados Unidos en esta \u00e1rea podr\u00eda beneficiar enormemente a Chile, a\u00f1adi\u00f3.<\/p>\n
Chile y Estados Unidos tienen una larga historia de cooperaci\u00f3n energ\u00e9tica y comparten un enfoque en materia de seguridad energ\u00e9tica, crecimiento sustentable y protecci\u00f3n del medio ambiente, destac\u00f3 Wolff. Chile ya es miembro de la Alianza de Energ\u00eda y Clima de las Am\u00e9ricas, que promueve las energ\u00edas limpias y medidas para mitigar el cambio clim\u00e1tico en la regi\u00f3n.<\/p>\n
En el marco de esta iniciativa, Chile ha creado el Centro de Energ\u00edas Renovables (CER), dise\u00f1ado para convertirse en el centro para la investigaci\u00f3n en esta \u00e1rea de Am\u00e9rica Latina. En mayo, un grupo de expertos estadounidenses visitaron Chile para estudiar su potencial de energ\u00eda geot\u00e9rmica y los dos pa\u00edses est\u00e1n desarrollando un proyecto de energ\u00eda solar en el desierto de Atacama.<\/p>\n
\u201cEsperamos que, con el Consejo, este tipo de iniciativas contin\u00faen y se expandan\u201d, se\u00f1al\u00f3 Wolff.<\/p>\n
Una de las primeras actividades del Consejo ser\u00e1 reunirse con una misi\u00f3n comercial de energ\u00eda de Illinois que visita el pa\u00eds del 23 al 24 de marzo del 2012. Adem\u00e1s participar\u00e1 en la feria International Energy Fair (IFT Energy) que se celebrar\u00e1 en Santiago entre el 9 y el 11 de mayo. El objetivo de la feria, que es organizada por Kallman Worldwide y es auspiciada por el Gobierno de Chile, es exhibir tecnolog\u00edas de energ\u00edas limpias. \u201cQueremos convertir a Chile en la capital de la energ\u00eda del hemisferio\u201d, afirm\u00f3 Irarr\u00e1zaval de AmCham.<\/p>\n
Depende de las empresas chilenas y estadounidenses aprovechar las oportunidades creadas por el Consejo, pero AmCham est\u00e1 orgullosa de su participaci\u00f3n en el lanzamiento de esta prometedora iniciativa bilateral. Como dijo el embajador Wolff: \u201cel Consejo es una iniciativa que ofrece solo ventajas para ambos pa\u00edses\u201d.<\/p>\n
Julian Dowling es editor de bUSiness CHILE<\/strong><\/p>\n <\/p>\n Education is top of the government\u2019s agenda at the moment but Chilean students will have a dim future without reliable energy supplies. In fact, energy is one of the most important public policy issues Chile needs to address if it is to continue its economic growth and join the club of developed countries by the end of this decade.<\/p>\n Cleaner, lower cost energy supplies are essential for maintaining the country\u2019s competitiveness but this will require greater diversification of the country\u2019s energy mix. AmCham understands the importance of energy for Chile\u2019s growth and led an initiative, which was announced by President Obama and President Pi\u00f1era in March, to create a US-Chile Business Council on Energy.<\/p>\n On October 6, AmCham held a ceremony at the W Hotel to mark the creation of the Council, which was opened by AmCham\u2019s president, Javier Irarr\u00e1zaval, who is also the president of the Council. The US Ambassador to Chile, Alejandro Wolff, and Energy Minister Rodrigo \u00c1lvarez also spoke at the event which was attended by AmCham members and other guests.<\/p>\n \u201cThis Council is at the core of our mission, which is to promote trade and investment between our two countries,\u201d said Irarr\u00e1zaval.<\/p>\n The objective of the Council is to increase business opportunities for US and Chilean companies in the energy area; promote viable commercial projects in clean energy and energy efficiency; and support the sustainable development of the energy sector in both countries.<\/p>\n The Council is open to all members of the private sector who wish to participate. It will also provide a forum to interact with authorities from both countries.<\/p>\n \u201cThis Council can make an important contribution to the immense challenge Chile faces in energy in the coming decades,\u201d said Minister \u00c1lvarez.<\/p>\n The Council has created five working groups that will focus on the various challenges it faces. These groups with their respective coordinators are: financing (Ren\u00e9 Muga), regulatory norms (Esteban Illanes), training (Gerardo Barrenechea), technology (Gabriel Olgu\u00edn) and infrastructure (Antonio Monz\u00f3n).<\/p>\n The United States has a wealth of experience in all these areas which will greatly benefit Chile. This includes world leading universities, innovative research centers, regulatory experience which is different in each state, and incentives for clean energy development, said Irarr\u00e1zaval.<\/p>\n Each of the working groups will study the proposals in a report recently submitted by a panel of experts to the Energy Ministry to determine how the Council\u2019s work can complement them, said Irarr\u00e1zaval.<\/p>\n \u201cChile needs to be more competitive in today\u2019s world and energy is an absolutely vital component of this,\u201d said Irarr\u00e1zaval. With electricity and fuel costs in Chile amongst the highest in the OECD, finding new, cheaper sources of energy should be a key priority for the country, he added.<\/p>\n Minister \u00c1lvarez agreed that high energy prices are a concern. To achieve the government\u2019s goal of becoming a developed country this decade, Chile must grow at an average 6% annually, which requires more energy that is cheaper, safer and cleaner, he said.<\/p>\n \u201cWe have to make a huge effort in energy efficiency but even then energy demand will double in the next decade,\u201d said \u00c1lvarez.<\/p>\n Considering this growth, the Energy Ministry\u2019s main goals are energy security, lower energy costs and environmental protection. To meet these goals, more non-conventional renewable energy and energy efficiency projects are needed, noted \u00c1lvarez.<\/p>\n The Council can play an important role in helping the government achieve its goals, while also promoting new business opportunities, but coordination with the public sector is essential, said AmCham\u2019s Irarr\u00e1zaval.<\/p>\n On behalf of the US Energy Secretary, Steven Chu, Ambassador Wolff congratulated AmCham on the Council\u2019s creation.<\/p>\n \u201cThe US and Chile have a common energy agenda,\u201d said Wolff. \u201cAccessible, secure and clean energy supplies are important for all of us, but the public and private sectors must work together if we want to achieve our objectives.\u201d<\/p>\n Wolff praised Chile\u2019s progress in developing sources of energy not based on hydrocarbons, but said the best way to improve productivity and reduce greenhouse gas emissions, while saving money and driving economic growth, is to invest in energy efficiency. The United States\u2019 expertise and experience in this area could greatly benefit Chile, he added.<\/p>\n Chile and the United States have a long history of energy cooperation and share a focus on energy security, sustainable growth and environmental protection, noted Wolff. Chile is already a member of the Energy and Climate Partnership for the Americas, which is promoting clean energy and measures to mitigate climate change in the region.<\/p>\n Under the framework of this initiative, Chile has created a Center for Renewable Energy (CER), designed to become Latin America\u2019s center for research in this area. In May a group of US experts visited Chile to study its geothermal energy potential and the two countries are also developing a solar energy project in the Atacama Desert.<\/p>\n \u201cWe hope that, with the Council, these types of initiatives will continue and expand,\u201d said Wolff.<\/p>\n One of the first activities of the Council will be to meet with an energy trade mission from Illinois on March 23-24, 2012. It will also take part in the International Energy Fair (IFT Energy) to be held in Santiago on May 9-11. The aim of the Fair, which is being organized by Kallman Worldwide and sponsored by the Chilean government, is to showcase clean energy technologies. \u201cWe want to make Chile into the energy capital for the hemisphere,\u201d said AmCham\u2019s Irarr\u00e1zaval.<\/p>\n It is up to Chilean and US companies to take advantage of the opportunities created by the Council, but AmCham is proud of its involvement in launching this promising bilateral initiative.
