Entre el 15 y el de 17 de octubre, la Asociaci\u00f3n de C\u00e1maras Americanas de Comercio en Latinoam\u00e9rica y el Caribe (AACCLA), que agrupa a las 23 AmCham de la regi\u00f3n, celebr\u00f3 su reuni\u00f3n anual en Washington DC. La delegaci\u00f3n de AmCham Chile fue encabezada por el presidente de la C\u00e1mara, Javier Irarr\u00e1zaval, quien fue acompa\u00f1ado por Jaime Baz\u00e1n, el gerente general de AmCham, y Paulina Dellafiori, gerente del departamento de eventos. El programa comprendi\u00f3 dos d\u00edas de seminarios y reuniones con la participaci\u00f3n de destacados oradores de la escena pol\u00edtica de Washington.<\/p>\n
Javier Irarr\u00e1zaval fue elegido vicepresidente de AACCLA para un segundo mandato, el que asegura que AmCham Chile sigue bien representada en el directorio de la asociaci\u00f3n. Durante su visita a Washington, el presidente de AmCham Chile tambi\u00e9n sostuvo reuniones con autoridades de la Oficina del Representante de Comercio de Estados Unidos (USTR, por su sigla en ingl\u00e9s), el Departamento de Energ\u00eda de Estados Unidos, la C\u00e1mara de Comercio de Estados Unidos y el embajador de Chile ante Washington, Arturo Fermandois.<\/p>\n
En paralelo a la reuni\u00f3n de AACCLA, los participantes asistieron a la conferencia \u201cForecast on Latin America and the Caribbean\u201d. Jos\u00e9 Miguel Insulza, el chileno secretario general de la Organizaci\u00f3n de Estados Americanos (OEA), pronunci\u00f3 el discurso de apertura y destac\u00f3 que Latinoam\u00e9rica y el Caribe a\u00fan tienen un gran desaf\u00edo por delante para combatir la pobreza y la inequidad as\u00ed como tambi\u00e9n para consolidar el imperio de la ley.<\/p>\n
Insulza destac\u00f3 que uno de los mandatos de la OEA es consolidar la democracia en los pa\u00edses miembro, lo que implica fortalecer las instituciones, mejorar la transparencia de la administraci\u00f3n p\u00fablica y combatir la corrupci\u00f3n. Los tratados de libre comercio, que son herramientas importantes en la generaci\u00f3n de riqueza y desarrollo, han sido mecanismos eficaces para producir mejores empleos, promover mejores pr\u00e1cticas y elevar los salarios reales, afirm\u00f3 Insulza.<\/p>\n
Los participantes concordaron en que la reciente aprobaci\u00f3n del Congreso de Estados Unidos de los tratados de libre comercio con Colombia y con Panam\u00e1, tras a\u00f1os de intenso lobby, es una se\u00f1al muy poderosa sobre la importancia que reviste la regi\u00f3n para Estados Unidos. Sin embargo, Colombia y Panam\u00e1 primero deben adaptar su legislaci\u00f3n a las normas establecidas en sus respectivos acuerdos antes de estos puedan entrar en vigencia.<\/p>\n
El libre comercio fue el tema de un interesante panel que incluy\u00f3 al ex secretario adjunto para Asuntos del Hemisferio Occidental de Estados Unidos, Mac Mclarty; al ex embajador de Estados Unidos en Chile, Craig Kelly; y a Mois\u00e9s Na\u00edm, reconocido intelectual y analista de temas latinoamericanos.<\/p>\n
Los panelistas concordaron en lo exitoso que han sido los tratados de libre comercio en Am\u00e9rica Latina, si bien expresaron la necesidad de actuar con cautela debido a que el crecimiento que ha beneficiado a la regi\u00f3n debe demostrar que es sustentable, en especial en el caso de Brasil, que se est\u00e1 convirtiendo en un actor global clave.<\/p>\n
Adem\u00e1s, hubo un amplio consenso sobre la necesidad de mejorar la calidad de la educaci\u00f3n en la regi\u00f3n y de fortalecer a las instituciones democr\u00e1ticas. Mois\u00e9s Na\u00edm advirti\u00f3 que la buena reputaci\u00f3n internacional de Chile y el s\u00f3lido crecimiento econ\u00f3mico parecen estar en conflicto con lo que est\u00e1 ocurriendo en las calles de Santiago. Na\u00edm destac\u00f3 que esto se explica en parte porque la reciente expansi\u00f3n de la clase media en Chile, tal como en otros pa\u00edses, ha llevado a expectativas m\u00e1s altas de una mayor participaci\u00f3n en el crecimiento econ\u00f3mico del pa\u00eds.<\/p>\n
El panel tambi\u00e9n advirti\u00f3 sobre la corrupci\u00f3n en la regi\u00f3n, que a menudo est\u00e1 conectada con el financiamiento de campa\u00f1as electorales. Dado el \u00e9xito de Colombia en la lucha contra el crimen organizado, los grandes carteles se han desplazado a M\u00e9xico o Am\u00e9rica Central. Enfrentado a ellos, Estados Unidos deber\u00eda desarrollar pol\u00edticas orientadas a impulsar el imperio de la ley y a consolidar las instituciones democr\u00e1ticas en estos pa\u00edses, con una fuerte participaci\u00f3n del sector privado en programas de responsabilidad social empresarial, afirm\u00f3 el embajador William Brownfield.<\/p>\n
Finalmente el presidente del Banco Mundial, Robert Zoellick, indic\u00f3 que la pr\u00f3xima d\u00e9cada deber\u00eda ser positiva para la regi\u00f3n. Desde el 2001, el producto interno bruto promedio de Am\u00e9rica Latina ha crecido cerca de un 25%, debido principalmente a mejores pol\u00edticas macroecon\u00f3micas y financieras, el crecimiento de China y el fortalecimiento de los mercados financieros.<\/p>\n
La gran pregunta es si los pa\u00edses de la regi\u00f3n est\u00e1n preparados para la tormenta econ\u00f3mica que podr\u00eda estar aproxim\u00e1ndose, sostuvo Zoellick, quien a\u00f1adi\u00f3 que el Banco Mundial est\u00e1 monitoreando de cerca el efecto de la crisis global en la confianza de los inversionistas en la regi\u00f3n.<\/p>\n
El tema preponderante de la reuni\u00f3n de la AACCLA fue que los beneficios de un mayor desarrollo e intercambio comercial en Am\u00e9rica Latina deben ser compartidos por todos los ciudadanos para asegurar un crecimiento m\u00e1s inclusivo. Esto requiere una clase media m\u00e1s fuerte y una mayor competitividad, pero solo de esta manera puede consolidarse la democracia en la regi\u00f3n, concluy\u00f3 Zoellick.<\/p>\n
\u00a0<\/strong><\/p>\n <\/p>\n On October 15-17, the American Association of Chambers of Commerce in Latin America (AACCLA), which groups the 23 AmChams in the region, held its Annual Meeting in Washington DC. AmCham Chile\u2019s delegation was led by the Chamber\u2019s president, Javier Irarr\u00e1zaval, who was accompanied by Jaime Baz\u00e1n, AmCham\u2019s general manager, and Paulina Dellafiori, events and marketing manager. The program consisted of two days of seminars and meetings with the participation of prominent speakers from Washington\u2019s political scene.<\/p>\n Javier Irarr\u00e1zaval was elected as a vice-president of AACCLA for a two-year term, which ensures that AmCham Chile remains well represented on the association\u2019s board. During his visit to Washington, AmCham\u2019s president also held meetings with authorities from the Office of the United States Trade Representative (USTR), the US Department of Energy, the US Chamber of Commerce, and the Chilean Ambassador to Washington, Arturo Fermandois.<\/p>\n In parallel to the AACCLA meeting, participants took part in the Forecast on Latin America and the Caribbean conference. Jos\u00e9 Miguel Insulza, the Chilean Secretary General of the Organization of American States (OAS), gave the keynote address, noting that Latin America and the Caribbean still have a big challenge ahead to fight poverty, inequality and to consolidate the rule of law.<\/p>\n He stressed that one of the OAS\u2019 mandates is to consolidate democracy in member countries, which implies strengthening institutions, improving the transparency of public administration and combatting corruption. Free Trade Agreements, which are important tools in generating wealth and development, have been effective mechanisms in producing better jobs, promoting best practices and raising real wages, said Insulza.<\/p>\n The participants agreed that the recent approval by the US Congress of the Colombia and Panama Free Trade Agreements, after several years of intense lobbying, is a very powerful signal of the importance the region has for the United States. However, Colombia and Panama must first adapt their legislation to the norms established in their respective agreements before they can take effect.<\/p>\n Free trade was the theme of an interesting panel that included the former Assistant Secretary of State for Affairs of Western Hemisphere Affairs, Mac Mclarty, the former US Ambassador to Chile, Craig Kelly, and Mois\u00e9s Naim, a well-known intellectual and analyst on Latin American issues.<\/p>\n The panellists agreed on how successful FTAs in Latin America have been, although they expressed the need to act with caution since the growth which has benefitted the region must be shown to be sustainable, especially in the case of Brazil which is becoming a key global player.<\/p>\n In addition, there was a broad consensus on the need to improve the quality of education in the region and strengthen democratic institutions. Mois\u00e9s Na\u00edm warned that Chile\u2019s good international reputation and strong economic growth seem to be at odds with what is happening in Santiago\u2019s streets. He noted that part of the explanation lies in the fact that the recent expansion of the middle class in Chile, as in other countries, has led to higher expectations for greater participation in the country\u2019s economic growth.<\/p>\n The panel also warned about corruption in the region, which is often connected to funding for electoral campaigns. Given Colombia\u2019s success in fighting organized crime, the big cartels have moved to Mexico or Central America. To face them, the United States should develop policies aimed to foster the rule of law and consolidate democratic institutions in these countries, with a strong participation of the private sector in CSR programs, said Ambassador William Brownfield.<\/p>\n Finally the president of the World Bank, Robert Zoellick, said the coming decade should be positive for the region. Since 2001, average GDP in Latin America has increased around 25%, due mainly to improved macro and financial policies, the growth of China, and the strengthening of financial markets.<\/p>\n The big question is whether countries of the region are prepared for the economic storm that may be coming, said Zoellick, adding that the World Bank is closely monitoring the impact of the global crisis on investor confidence in the region.<\/p>\n The overriding theme at the AACCLA meeting was that the benefits of increased trade and development in Latin America must be shared by all citizens to ensure more inclusive growth.
