Junto con el presidente de Chile, Sebasti\u00e1n Pi\u00f1era, anunci\u00f3 planes para profundizar la cooperaci\u00f3n en materia de energ\u00edas limpias, seguridad energ\u00e9tica y cambio clim\u00e1tico. Estos incluyen acuerdos del sector p\u00fablico que permitir\u00e1n que Chile se beneficie del acceso a cient\u00edficos e instalaciones de investigaci\u00f3n en Estados Unidos en \u00e1reas como energ\u00edas renovables. Tenemos un acuerdo bilateral de ciencia y tecnolog\u00eda que une a representantes de gobierno y del mundo acad\u00e9mico para avanzar en investigaci\u00f3n en estas \u00e1reas. Nuestra National Science Foundation est\u00e1 muy activa con la Comisi\u00f3n Nacional de Investigaci\u00f3n Cient\u00edfica y Tecnol\u00f3gica (CONICYT) de Chile para vincular a universidades estadounidenses con investigadores chilenos a fin de profundizar nuestro entendimiento del cambio clim\u00e1tico, el medio ambiente y los sistemas de energ\u00eda.<\/p>\n<p class=\"ListParagraph\">El Laboratorio Nacional de Energ\u00edas Renovables (NREL, por su sigla en ingl\u00e9s) dependiente del Departamento de Energ\u00eda ha trabajado estrechamente con el Ministerio de Energ\u00eda de Chile y la Corporaci\u00f3n de Fomento de la Producci\u00f3n (CORFO) de Chile para ayudar a establecer el Centro de Energ\u00edas Renovables de modo que pueda convertirse en la fuente l\u00edder de experiencia t\u00e9cnica e informaci\u00f3n en Chile y Sudam\u00e9rica. Otros ejemplos son las recientes visitas de expertos estadounidenses en gas esquisto y geotermia para analizar c\u00f3mo Chile puede explotar estas prometedoras fuentes de energ\u00eda.<\/p>\n<p class=\"ListParagraph\"><strong>\u00bfCu\u00e1les son los objetivos del Consejo Empresarial Chileno- Estadounidense sobre Energ\u00eda?<\/strong><\/p>\n<p class=\"ListParagraph\">Ser\u00e1 un foro para compartir mejores pr\u00e1cticas y conectar tanto intereses como recursos de Estados Unidos y Chile, aprovechando la experiencia t\u00e9cnica de nuestros sectores comerciales. La Embajada de Estados Unidos, junto con el Departamento de Energ\u00eda y el Departamento de Comercio, est\u00e1n trabajando en alianza con el Ministerio de Energ\u00eda de Chile para respaldar a los sectores privados de Chile y Estados Unidos en el establecimiento del consejo, y estamos contentos de que AmCham entregue activamente su apoyo a esta iniciativa.<\/p>\n<p class=\"ListParagraph\"><strong>\u00bfCu\u00e1l es el objetivo del Acuerdo de Cooperaci\u00f3n Nuclear suscrito en marzo? \u00bfIncluye la posibilidad de ayudar a Chile a desarrollar una central de energ\u00eda nuclear?<\/strong><\/p>\n<p class=\"ListParagraph\">La intenci\u00f3n del acuerdo es facilitar la cooperaci\u00f3n entre nuestros expertos a trav\u00e9s de temas relacionados con el uso pac\u00edfico de la tecnolog\u00eda nuclear, los que incluyen capacitaci\u00f3n, operaciones seguras y protegidas, y fiscalizaci\u00f3n regulatoria. Tenga en mente que Chile ya tiene dos reactores de investigaci\u00f3n y Estados Unidos qued\u00f3 complacido de que el a\u00f1o pasado, justo despu\u00e9s del terremoto, pudi\u00e9ramos trabajar con Chile para asegurar el uranio altamente enriquecido que se usaba en esos reactores y facilitar el abastecimiento de nuevo material para los reactores de investigaci\u00f3n.<\/p>\n<p class=\"ListParagraph\">En junio, Chile celebr\u00f3 un Seminario Regional de Seguridad Nuclear al que asistieron 19 pa\u00edses latinoamericanos, adem\u00e1s de la Rep\u00fablica de Corea, Canad\u00e1 y Estados Unidos. Esta fue una oportunidad para que estos pa\u00edses analizar\u00e1n importantes temas como el transporte y la seguridad de materiales radioactivos y el tr\u00e1fico de material nuclear. En cuanto a la cooperaci\u00f3n en matera de energ\u00eda nuclear, depende de Chile determinar c\u00f3mo satisfar\u00e1 sus necesidades energ\u00e9ticas.<\/p>\n<p class=\"ListParagraph\"><strong>\u00bfTiene el Gobierno de Estados Unidos una posici\u00f3n sobre el proyecto HidroAys\u00e9n? <\/strong><\/p>\n<p class=\"ListParagraph\">Como ya mencion\u00e9, depende de cada pa\u00eds decidir c\u00f3mo satisface sus requerimientos energ\u00e9ticos seg\u00fan las necesidades de su pueblo y los recursos disponibles.<\/p>\n<p class=\"ListParagraph\"><strong>Durante su visita el presidente Barack Obama mencion\u00f3 planes de expandir las alianzas de energ\u00edas limpias, \u00bfcu\u00e1les son estas?<\/strong>\u00a0 <em><\/em><\/p>\n<p class=\"ListParagraph\">La Alianza de Energ\u00eda y Clima de las Am\u00e9ricas (AECA) es la alianza primaria en esta \u00e1rea, pero hay otras labores relevantes tanto bilaterales como multilaterales. Espec\u00edficamente, en virtud de la AECA, estamos trabajando con el Centro de Energ\u00edas Renovables de Chile para compartir nuestras experiencias e investigaci\u00f3n en materia de energ\u00edas limpias, incluidas las energ\u00edas geot\u00e9rmica y undimotriz, las que tienen un gran potencial aqu\u00ed.<\/p>\n<p>Estados Unidos y Chile tambi\u00e9n est\u00e1n lanzando una nueva alianza p\u00fablico- privada para peque\u00f1as y medianas empresas chilenas a fin de implementar tecnolog\u00edas y procesos de producci\u00f3n m\u00e1s limpios destinados a reducir los desechos, minimizar las emisiones de CO<sub>2<\/sub> y disminuir el consumo de materias para ayudar a hacer m\u00e1s verde la cadena de suministro.<\/p>\n<p class=\"ListParagraph\"><strong>\u00bfC\u00f3mo est\u00e1 involucrado Chile en la Alianza de Energ\u00eda y Clima de las Am\u00e9ricas? <\/strong><\/p>\n<p>La AECA est\u00e1 prosperando y Chile es un miembro activo. Cerca de 40 iniciativas y proyectos est\u00e1n en marcha en Am\u00e9rica Latina y el Caribe, encabezados por Estados Unidos y otros gobiernos, y donde la participaci\u00f3n de cada pa\u00eds de la regi\u00f3n entrega liderazgo, asistencia t\u00e9cnica y recursos financieros en materia de energ\u00edas limpias y problemas de cambio clim\u00e1tico. El financiamiento total del Gobierno de Estados Unidos para actividades sobre el cambio clim\u00e1tico y la AECA en el hemisferio alcanz\u00f3 aproximadamente los US$67 millones en el per\u00edodo 2009-2010; esta cantidad tambi\u00e9n contribuye al compromiso de la Financiaci\u00f3n de Inicio-R\u00e1pido del presidente Obama en la Convenci\u00f3n Marco de las Naciones Unidas sobre el Cambio Clim\u00e1tico.<\/p>\n<p class=\"ListParagraph\">A trav\u00e9s de la AECA, Estados Unidos y la Organizaci\u00f3n de Estados Americanos est\u00e1n trabajando con socios en la regi\u00f3n para avanzar en el desarrollo y el despliegue de tecnolog\u00edas innovadoras de energ\u00edas limpias a fin de combatir el cambio clim\u00e1tico global, mejorar la seguridad nacional y hacer avanzar el desarrollo sustentable y el crecimiento verde. EL Departamento de Energ\u00eda y el NREL tambi\u00e9n trabajaron con la CORFO en la revisi\u00f3n del proyecto de energ\u00eda solar en el desierto de Atacama y la red de investigaci\u00f3n y monitoreo de glaciares en los Andes, que el presidente Obama anunci\u00f3 durante su visita, est\u00e1 progresando.<strong> <\/strong>Estos son solo algunos ejemplos de nuestro trabajo con Chile en virtud de la AECA.<\/p>\n<p class=\"ListParagraph\"><strong>Finalmente, \u00bfcu\u00e1les ser\u00edan los beneficios para Chile de unirse a la Agencia Internacional de Energ\u00eda (AIE)?<\/strong><\/p>\n<p>Chile formalmente comenz\u00f3 el proceso de ingreso para convertirse en miembro de la AIE en octubre del a\u00f1o pasado y ser\u00eda el primer miembro latinoamericano de la entidad. La incorporaci\u00f3n a la agencia dar\u00eda a Chile un lugar en la mesa de la organizaci\u00f3n internacional concentrada en pol\u00edtica, tecnolog\u00edas, datos y tendencias energ\u00e9ticas m\u00e1s respetada del mundo. La membres\u00eda de la AIE ayudar\u00e1 a que Chile se beneficie del extenso conocimiento que han obtenido los otros miembros de la agencia en los 35 a\u00f1os que han transcurrido desde que fuera fundada. Ayudar\u00e1 a Chile el participar de manera m\u00e1s activa en discusiones multilaterales sobre la creaci\u00f3n de futura energ\u00eda baja en carbono. Adem\u00e1s mejorar\u00e1 la capacidad de Chile para colaborar con pa\u00edses socios en tiempos de interrupciones del suministro energ\u00e9tico. A su vez, la participaci\u00f3n de Chile tambi\u00e9n ayudar\u00e1 a enriquecer la comprensi\u00f3n de la AIE de Am\u00e9rica Latina y proporcionar\u00e1 liderazgo a otros pa\u00edses latinoamericanos que est\u00e1n considerando unirse a la entidad.<!--:--><!--:en--><span style=\"font-family: Times New Roman; font-size: small;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">When President Obama visited Chile in March, he highlighted the importance for both countries of bilateral cooperation on energy and the environment. Together with President Pi\u00f1era, he announced <\/span><span lang=\"EN\" style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-ansi-language: EN;\">plans for deeper cooperation on clean energy, energy security and climate change. These include public sector agreements that will <\/span><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">allow Chile to benefit from access to US research facilities and scientists in areas like renewable energy. The two countries are also working on multilateral initiatives such as the Energy and Climate Partnership for the Americas.<\/span><\/span><\/p>\n<p><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">In the private sector, President Obama welcomed the launch of the US-Chile Energy Business Council, which will create business opportunities for US and Chilean companies. The US Ambassador, Alejandro Wolff, spoke to <strong style=\"mso-bidi-font-weight: normal;\">bUSiness CHILE<\/strong> about these initiatives and Chile\u2019s plans to join the International Energy Agency. <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">\u00a0<\/span><\/strong><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">Chile needs to develop innovative solutions to its energy challenges, how is the United States helping in this regard?<\/span><\/strong><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">\u00a0<\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">Scientific research in areas such as climate change, energy and the environment is a central component of our bilateral cooperation. We have a bilateral Science and Technology Agreement which unites government and academic representatives to advance research in these areas. Our National Science Foundation is very active with the Chilean National Commission for Scientific Research and Technology (CONICYT) in linking US universities with Chilean researchers to deepen our understanding of climate change, the environment, and energy systems. <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">\u00a0<\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">The Department of Energy\u2019s National Renewable Energy Laboratory (NREL) has worked closely with Chile\u2019s Energy Ministry and the Chilean Economic Development Agency (CORFO) to help establish the Center for Renewable Energy so it can become the leading source of expertise and information in Chile and for South America. The goal is to help Chile in its efforts to transition to a cleaner and more energy efficient economy while creating investment opportunities. Does it include the possibility of helping Chile develop a nuclear power plant?<\/span><\/strong><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">\u00a0<\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">The intent of the agreement is to facilitate cooperation between our experts across issues related to the peaceful use of nuclear technology, including training, safe and secure operations, and regulatory oversight. Keep in mind that Chile already has two research reactors and the United States was pleased that last year, just after the earthquake, we were able to work with Chile to secure the highly-enriched uranium that was used at those reactors and facilitate the supply of new research reactor material. <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">\u00a0<\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">In June, Chile hosted a Nuclear Security Summit Regional Seminar attended by 19 Latin American countries, as well as the Republic of Korea, Canada, and the United States. This was an opportunity for these countries to discuss important topics like transport and security of radioactive materials and trafficking of nuclear material. Specifically, under the ECPA, we are working with the Chilean Center for Renewable Energy to share our experiences and research on clean energy, including geothermal and wave energy, which have great potential here.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt; text-align: justify; line-height: normal;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">The United States and Chile also are launching a new public\/private partnership for small and medium sized Chilean businesses to implement cleaner production processes and technologies to reduce waste, minimize CO<sub>2<\/sub> emissions, and decrease materials consumption to help green the supply chain.<\/span><\/p>\n<p class=\"MsoListParagraph\" style=\"margin: 0cm 0cm 10pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">How is Chile involved in the Energy Climate Partnership? <\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt; text-align: justify; line-height: normal;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">The ECPA is thriving and Chile is an active partner. Approximately 40 initiatives and projects are underway in Latin America and the Caribbean, led by the United States and other governments and with the participation of every country in the region providing leadership, technical assistance, and financial resources on clean energy and climate change issues. Total US government funding for ECPA and climate change activities in the hemisphere reached approximately US$67 million in 2009-2010; this amount also contributes to President Obama&#8217;s Fast Start Funding commitment in the UN Framework Convention on Climate Change.<\/span><\/p>\n<p class=\"MsoListParagraphCxSpFirst\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">Through the ECPA, the United States and the Organization of American States are working with partners in the region to advance the development and deployment of innovative clean energy technologies to combat global climate change, enhance national security, and advance sustainable development and green growth. The Department of Energy and NREL also worked with CORFO on reviewing a solar power project in the Atacama Desert, and the Andean Glacier Monitoring and Research Network that President Obama announced during his visit is <span style=\"color: black; mso-themecolor: text1;\">progressing.<strong style=\"mso-bidi-font-weight: normal;\"> <\/strong><\/span>These are just some of the examples of our work with Chile under ECPA. <\/span><\/p>\n<p class=\"MsoListParagraphCxSpMiddle\" style=\"margin: 0cm 0cm 0pt; text-align: justify; line-height: normal; mso-add-space: auto;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-bidi-font-family: 'Times New Roman';\">\u00a0<\/span><\/p>\n<p class=\"MsoListParagraph\" style=\"margin: 0cm 0cm 10pt; text-align: justify; line-height: normal;\"><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"background: white; font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-fareast-font-family: Calibri; mso-bidi-font-family: 'Times New Roman'; mso-bidi-font-style: italic;\">Finally, what would be the benefits for Chile of joining the International Energy Agency?<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt; text-align: justify; line-height: normal;\"><span style=\"font-family: 'Verdana','sans-serif'; font-size: 8.5pt; mso-fareast-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';\">Chile formally started the accession process to become a member of the IEA in October of last year and would be the first IEA member from Latin America. Membership would give Chile a seat at the table of the world\u2019s most respected international organization focusing on energy policies, technologies, data and trends. IEA membership will help Chile to benefit from the extensive knowledge that has been gained by the Agency\u2019s other members in the 35 years since its founding. It will help Chile to participate more actively in multilateral discussions about the creation of the low-carbon energy future. It will also enhance Chile\u2019s ability to collaborate with partner countries in times of energy supply disruptions.
