{"id":4588,"date":"2011-07-22T17:52:57","date_gmt":"2011-07-22T17:52:57","guid":{"rendered":""},"modified":"2015-03-17T17:38:19","modified_gmt":"2015-03-17T20:38:19","slug":"tlc-chile-estados-unidos-un-motor-de-oportunidades","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/tlc-chile-estados-unidos-un-motor-de-oportunidades\/","title":{"rendered":"<!--:es-->TLC Chile &#8211; Estados Unidos: Un Motor de Oportunidades<!--:--><!--:en-->US-Chile FTA: A Motor of Opportunity<!--:-->"},"content":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">Desde que el tratado de libre comercio entre Chile y Estados Unidos entr\u00f3 en vigencia en el 2004, el intercambio comercial entre los dos pa\u00edses ha experimentado un auge. En el per\u00edodo comprendido entre enero y abril de este a\u00f1o, el comercio bilateral total, que incluye las importaciones y exportaciones, alcanz\u00f3 un r\u00e9cord de US$7.500 millones -lo que se compara con los US$2.200 millones del mismo lapso del 2003- y ha registrado un fuerte repunte despu\u00e9s de la crisis econ\u00f3mica del 2008. Sin embargo, las exportaciones podr\u00edan crecer mucho m\u00e1s r\u00e1pidamente si las empresas chilenas aprovecharan las oportunidades disponibles para ellas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Este fue el tema principal de un seminario organizado en junio por AmCham y la Sociedad de Fomento Fabril de Chile (SOFOFA), evento que cont\u00f3 con la participaci\u00f3n de la Embajada de Estados Unidos y la Direcci\u00f3n General de Relaciones Econ\u00f3micas Internacionales (Direcon), dependiente del Ministerio de Relaciones Exteriores.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En el 2010, Chile import\u00f3 m\u00e1s bienes desde Estados Unidos que desde cualquier otro pa\u00eds y Estados Unidos fue el tercer destino m\u00e1s importante para las exportaciones chilenas despu\u00e9s de China y Corea. Si se excluyen las exportaciones de cobre y productos asociados, que conforman la mayor parte de las exportaciones a Asia, Estados Unidos es el principal socio comercial de Chile. Pero hay mucho espacio para crecer.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cPese a nuestros esfuerzos por ingresar al mercado estadounidense, a\u00fan estamos en la superficie y las importaciones estadounidenses desde Chile son una peque\u00f1a fracci\u00f3n de sus importaciones totales\u201d, sostuvo el presidente de la Sofofa, Andr\u00e9s Concha.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De hecho, Chile se ha convertido en un importador neto desde que se suscribi\u00f3 el TLC. Las importaciones -encabezadas por los productos de petr\u00f3leo refinado- han crecido al doble de la tasa de las exportaciones desde el 2004 y hoy en d\u00eda Chile importa m\u00e1s desde Estados Unidos (US$4.000 millones entre enero y abril de este a\u00f1o) que lo que exporta (US$3.400 millones).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las exportaciones de Chile a\u00fan est\u00e1n dominadas por productos mineros, que correspondieron al 39% de las exportaciones en el 2010, un alza respecto del 22% del 2004. De las m\u00e1s de 2.000 compa\u00f1\u00edas chilenas que exportaron productos a Estados Unidos en el 2010, las 15 primeras correspondieron al 43% de las exportaciones y la mayor parte de estas provinieron de la industria minera.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, no se trata s\u00f3lo de cobre y Estados Unidos es uno de los mercados m\u00e1s diversificados de Chile. A trav\u00e9s del TLC, Chile tiene acceso a 50 estados del pa\u00eds norteamericano cada uno con una econom\u00eda equivalente en tama\u00f1o a un pa\u00eds peque\u00f1o (la de Chile es del tama\u00f1o de Oregon) y todos comparten la misma cultura comercial. \u201cEsta es una ventaja importante, porque permite que hacer negocios sea m\u00e1s f\u00e1cil\u201d, indic\u00f3 el presidente de la AmCham, Javier Irarr\u00e1zaval.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los niveles r\u00e9cord de intercambio comercial en el primer trimestre de este a\u00f1o muestran que el comercio entre Chile y Estados Unidos es \u201csaludable, pujante y est\u00e1 creciendo\u201d, dijo Irarr\u00e1zaval. No obstante, muchas oportunidades todav\u00eda no se han explorado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Una es el sistema estadounidense de licitaciones gubernamentales de abastecimiento. Chile es el \u00fanico pa\u00eds del mundo que tiene autorizaci\u00f3n para participar en estas licitaciones avaluadas en la enorme suma de US$500.000 millones en el 2010, pero las empresas chilenas a\u00fan tienen que participar al menos en una.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las razones son complicadas. \u201cEn AmCham, creemos que se debe a la falta de informaci\u00f3n sobre estas oportunidades\u201d, dijo Irarr\u00e1zaval.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las empresas chilenas simplemente no saben qu\u00e9 productos se necesitan. Sofofa y Direcon est\u00e1n trabajando para crear un sistema que identifique oportunidades estado por estado y las empareje con productos producidos en Chile, indic\u00f3 Hugo Baierlein, director del \u00e1rea internacional de la Sofofa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los productos chilenos ya se usan en edificios gubernamentales de Estados Unidos. Algunos muebles de la Casa Blanca, por ejemplo, fueron elaborados por la firma chilena CIC, pero se vendieron a una empresa estadounidense que gan\u00f3 la licitaci\u00f3n. \u201cSomos proveedores indirectos\u201d, afirm\u00f3 Baierlein.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un obst\u00e1culo son los distintos c\u00f3digos de productos y est\u00e1ndares utilizados por las empresas estadounidenses, pero muchas peque\u00f1as empresas chilenas no tienen econom\u00edas de escala suficientes para producir los vol\u00famenes que se necesitan para hacer una oferta.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLas compa\u00f1\u00edas chilenas no tienen la cultura de formar asociaciones\u201d, sostuvo Baierlein.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los mercados de nicho para cosas como muebles podr\u00edan ser una buena oportunidad para las empresas chilenas, pero primero necesitan entender c\u00f3mo funciona el sistema de abastecimiento y ser capaces de garantizar vol\u00famenes suficientes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En tanto, las exportaciones de productos agr\u00edcolas est\u00e1n experimentando un auge encabezadas por los ar\u00e1ndanos, las uvas y el salm\u00f3n. Despu\u00e9s de la miner\u00eda, la agricultura es el siguiente sector m\u00e1s importante con exportaciones de productos alimenticios que ahora representan el 26% de las exportaciones totales, un aumento frente al 23% de hace seis a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cerca del 98% de las exportaciones chilenas actualmente entran a Estados Unidos libres de aranceles, pero la Direcon est\u00e1 negociando para incluir m\u00e1s frutas y verduras al TLC y el 100% de las exportaciones deber\u00edan estar cubiertas para el 2015, indic\u00f3 Sandra Ramos, jefa del Departamento Am\u00e9rica del Norte de la Direcon.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Otro tema son las cuotas. Las cuotas de Chile para algunos productos como el aceite de oliva, la leche condensada y las paltas est\u00e1n casi copadas y la Direcon est\u00e1 negociando para incrementar las cuotas en un 30% para estos y otros productos. No obstante, las cuotas de algunos productos como textiles y queso apenas se usan.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por ejemplo, Chile negoci\u00f3 una cuota textil con normas de origen flexible, lo que significa que el algod\u00f3n o las fibras sint\u00e9ticas pueden ser importados y utilizados para fabricar vestuario en Chile. Pero la lana no est\u00e1 incluida en la cuota, lo que ha desalentado a los pa\u00edses productores de lana para invertir aqu\u00ed.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Luego est\u00e1 el queso. La industria de l\u00e1cteos de Chile exporta grandes vol\u00famenes de leche condensada y manjar a Estados Unidos, pero s\u00f3lo el 15% de su cuota de quesos se emple\u00f3 en el 2010. Esto se debi\u00f3 principalmente a la fuerte competencia y la falta de informaci\u00f3n sobre las normas de empaquetado, coment\u00f3 Skania Geldres, gerenta de negocios internacionales del productor de l\u00e1cteos Mulpulmo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cNecesitamos estar en Estados Unidos para entender mejor al mercado; es dif\u00edcil, pero no imposible\u201d, afirm\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los exportadores chilenos adem\u00e1s deben cumplir con las normas de seguridad alimentaria de Estados Unidos, que son cada vez m\u00e1s estrictas. Algunos productos chilenos como la carne de ave ya han tenido \u00e9xito debido a su alta calidad, pero es necesario que se mejoren los est\u00e1ndares para todos los productos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En t\u00e9rminos de servicios, Chile tiene una importante ventaja respecto de otros socios comerciales. Es uno de los dos pa\u00edses \u2013el otro es Singapur\u2013 al que se le han asignado visas especiales de trabajo en Estados Unidos. Chile tiene una cuota de 1.400 visas anualmente para que profesionales trabajen en Estados Unidos, pero menos de un tercio de estas se est\u00e1n usando en la actualidad. Estas visas H1B1 se pueden usar para capacitar trabajadores en Estados Unidos, mejorar sus habilidades idiom\u00e1ticas y, lo m\u00e1s importante para empresas orientadas a las exportaciones, aprender de primera fuente c\u00f3mo funciona el mercado estadounidense.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Finalmente, est\u00e1 el tema de la protecci\u00f3n a la propiedad intelectual. Chile se ha mantenido durante cinco a\u00f1os en la lista de observaci\u00f3n prioritaria de la Oficina del Representante de Comercio de Estados Unidos de pa\u00edses que no protegen de manera adecuada la propiedad intelectual. Se han logrado algunos avances en aumentar las penas por violaci\u00f3n de derechos de autor, pero se requieren m\u00e1s avances para cumplir plenamente con el TLC.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En general, el TLC ha tenido un \u00e9xito asombroso para ambos pa\u00edses. Pero aprovechar las nuevas oportunidades de exportaci\u00f3n requiere creatividad, cooperaci\u00f3n y, en algunos casos, cuotas m\u00e1s altas y normas de origen m\u00e1s flexibles. La buena noticia es que hay ayuda disponible a trav\u00e9s de AmCham, Sofofa, ProChile y otras instituciones. Cuando se trata de penetrar el mercado estadounidense, los desaf\u00edos son grandes, pero as\u00ed tambi\u00e9n son las retribuciones<\/P><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">Since the US-Chile Free Trade Agreement came into force in 2004, trade between the two countries has boomed. In the period between January and April this year, total bilateral trade, including imports and exports, reached a record US$7.5 billion \u2013 up from US$2.2 billion in the same period of 2003 &#8211; and has rebounded strongly after the economic crisis in 2008. But exports could grow much faster if Chilean companies seized the opportunities available to them.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">This was the main theme of a seminar organized by AmCham and the Chilean manufacturers\u2019 association SOFOFA in June, with the participation of the US Embassy and Direcon, the Foreign Affairs Ministry\u2019s international trade office.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In 2010, Chile imported more goods from the US than from any other country and the US was the third most important destination for Chilean exports after China and Korea. Excluding exports of copper and related products, which make up the bulk of exports to Asia, the US is Chile\u2019s main trading partner. But there is plenty of room to grow.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cDespite our efforts to enter the US market, we are still on the surface and US imports from Chile are a tiny fraction of its total imports,\u201d said Sofofa\u2019s president, Andr\u00e9s Concha.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In fact, Chile has become a net importer since the FTA was signed. Imports \u2013 led by refined petroleum products &#8211; have grown at double the rate of exports since 2004 and today Chile imports more from the US (US$4 billion in January-April this year) than it exports (US$3.4 billion).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile\u2019s exports are still dominated by mining products, which accounted for 39% of exports in 2010, up from 22% in 2004. Of the more than 2,000 Chilean companies that exported products to the US in 2010, the top 15 accounted for 43% of exports and most of these are in the mining industry.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But it\u2019s not just about copper and the US is one of Chile\u2019s most diversified markets. Through the FTA, Chile has access to 50 US states each with an economy equivalent in size to a small country (Chile\u2019s is the size of Oregon) and they all share the same business culture. \u201cThis is an important advantage because it makes doing business easier,\u201d said AmCham\u2019s president, Javier Irarr\u00e1zaval.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Record trade levels in the first quarter this year show that Chile-US trade is \u201chealthy, buoyant and growing,\u201d said Irarr\u00e1zaval. But many opportunities are still unexplored.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One is the US system of government procurement tenders. Chile is the only country in the world allowed to participate in these tenders worth a whopping US$500 billion in 2010, but Chilean companies have yet to participate in even one.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The reasons are complicated. \u201cAt AmCham we believe this is due to the lack of information about these opportunities,\u201d said Irarr\u00e1zaval.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chilean companies simply don\u2019t know which products are needed. Sofofa and Direcon are working to create a system to identify opportunities on a state by state basis and match them to products produced in Chile, said Hugo Baierlein, Sofofa\u2019s head of international trade.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chilean products are already used in US government buildings. Some furniture in the Whitehouse, for example, was produced by the Chilean company CIC, but it was sold to a US company that won the tender. \u201cWe are indirect suppliers,\u201d said Baierlein.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One obstacle is the different product codes and standards used by US companies, but many small Chilean businesses do not have sufficient economies of scale to produce the volumes necessary to make a bid.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChilean companies don\u2019t have the culture of forming associations,\u201d said Baierlein.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Niche markets for things like furniture could be good opportunities for Chilean companies, but first they need to understand how the procurement system works and be able to guarantee sufficient volumes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Meanwhile, exports of agricultural products are booming led by blueberries, grapes and salmon. After mining, agriculture is the next most important sector with exports of food products now representing 26% of total exports, up from 23% six years ago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Around 98% of Chilean exports currently enter the US tariff-free but Direcon is negotiating to include more fruits and vegetables in the FTA and 100% of exports should be covered by 2015, said Sandra Ramos, head of the North America division at Direcon.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Another issue is quotas. Chile\u2019s quotas for some products like olive oil, condensed milk and avocados are almost fully used and Direcon is negotiating to increase quotas by 30% for these and other products. But quotas for some products like textiles and cheese are barely used.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">For example, Chile has negotiated a textile quota with flexible rules of origin, which means that cotton and synthetic fibres can be imported and used to be make clothing in Chile. But wool is not included in the quota which has discouraged wool-producing countries from investing here.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Then there is cheese. Chile\u2019s dairy industry exports large volumes of condensed milk and manjar to the US, but only 15% of its cheese quota was used in 2010. This was mainly due to strong competition and lack of information about packaging rules, said Skania Geldres, manager of international business at the dairy producer Mulpulmo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cWe need to be in the US to understand the market better, it\u2019s difficult but not impossible,\u201d she said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chilean exporters must also comply with US food safety norms which are increasingly stringent. Some Chilean products like poultry have already been successful due to their high quality, but standards need to be improved for all products.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In terms of services, Chile has an important advantage over other trading partners. It is one of only two countries \u2013 the other is Singapore \u2013 awarded special US working visas. Chile has a quota of 1,400 visas annually for professionals to work in the US, but less than a third of these are currently used. These H1B1 visas can be used to train workers in the US, improve their language skills and, most importantly for export-oriented companies, learn firsthand how the US market works.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Finally, there is the issue of intellectual property protection. Chile has remained on the USTR priority watch list of countries that do not protect IP adequately for five years. Some progress has been made in increasing penalties for copyright violation, but more progress is needed to fully comply with the FTA.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Overall, the FTA has been a staggering success for both countries. But taking advantage of new export opportunities requires creativity, cooperation and, in some cases, higher quotas and more flexible rules of origin. The good news is that help is available through AmCham, Sofofa, ProChile and other institutions.
