Una encuesta a mano alzada en el reciente desayuno que celebr\u00f3 AmCham con el ministro de Transportes y Telecomunicaciones, Pedro Pablo Err\u00e1zuriz, revel\u00f3 que mientras la mayor\u00eda de los socios de la C\u00e1mara ten\u00edan una mala opini\u00f3n del Transantiago, pocos de ellos hab\u00edan tomado un bus para llegar al Hotel Intercontinental esa ma\u00f1ana.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Err\u00e1zuriz, quien asumi\u00f3 la cartera en enero a solicitud del Presidente Sebasti\u00e1n Pi\u00f1era y en reemplazo de Felipe Morand\u00e9, sab\u00eda que el cargo ser\u00eda desafiante. Esto porque Transantiago, que fue dise\u00f1ado durante el gobierno del ex presidente Ricardo Lagos e implementado en el 2007, se ha convertido en un sin\u00f3nimo de ineficiencia y fracaso.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLa gente no es simplemente ambivalente sobre el Transantiago, muestran un fuerte rechazo frente a \u00e9l\u201d, dijo el ministro a los socios de AmCham.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero esto no deber\u00eda sorprender a nadie que haya pasado tiempo en Santiago. Los buses con frecuencia est\u00e1n atrasados o llenos y casi un 20 por ciento de los usuarios evaden el pago al saltarse los ineficientes torniquetes. El gobierno subsidi\u00f3 el sistema por montos en torno a los US$ 400 millones en el 2010, pero la tarifa b\u00e1sica sigue subiendo y ahora se encuentra en torno a los 600 pesos, casi el doble del precio en que estaba cuando se lanz\u00f3 el sistema.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Incluso la imagen p\u00fablica del Metro de Santiago, que sol\u00eda ser considerado como la joya en la corona de la ciudad, se ha visto manchado debido a que m\u00e1s gente \u2013cerca de 2,5 millones de personas por d\u00eda en comparaci\u00f3n con los 600.000 viajeros de antes del Transantiago- ahora prefieren api\u00f1arse en un carro del tren subterr\u00e1neo que esperar por el bus.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan una encuesta realizada en el 2010 por la firma de estudios de mercado Collect GfK, la satisfacci\u00f3n neta de la opini\u00f3n p\u00fablica (positivas menos negativas) en Chile respecto de Transantiago es de menos 32 por ciento, lo que se compara con un promedio de m\u00e1s del 50 por ciento para los servicios p\u00fablicos en general. Incluso esos usuarios que est\u00e1n contentos con sus recorridos, dan una calificaci\u00f3n general negativa al Transantiago, se\u00f1al\u00f3 Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Entonces \u00bfd\u00f3nde sali\u00f3 todo mal para un sistema que comenz\u00f3 con el \u00eddolo del f\u00fatbol Iv\u00e1n Zamorano como su rostro p\u00fablico? Para comenzar, las expectativas se fijaron demasiado alto. A los usuarios se les prometi\u00f3 un sistema moderno, eficiente y econ\u00f3micamente sustentable, pero lo que obtuvieron fue algo bastante diferente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Transantiago introdujo pistas segregadas y un nuevo sistema de recorridos compuesto por cinco l\u00edneas troncales y nueve rutas alimentadoras, que se supon\u00eda simplificar\u00eda y abaratar\u00eda que la gente de los suburbios llegara a sus trabajos. En la pr\u00e1ctica este sistema significa que algunos usuarios tienen que hacer transbordos varias veces \u2013de bus a bus o de bus a metro- para llegar a sus trabajos, pero ha tenido cierto impacto positivo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEl Transantiago ha significado un gran beneficio para la ciudad en t\u00e9rminos de menores niveles de ruido, menor contaminaci\u00f3n y menor congesti\u00f3n, es una ciudad mucho m\u00e1s vivible\u201d, sostuvo Erazzur\u00edz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s, los usuarios pagan una tarifa \u00fanica est\u00e1ndar sin importar cu\u00e1nto tengan que viajar y la tarjeta de viaje recargable BIP ha sito un gran \u00e9xito, al eliminar la necesidad de que los conductores de los buses dieran vuelto o llevaran grandes cantidades de efectivo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, la calidad del servicio depende en gran medida de la ruta o bus que uno ocupe. Esto es porque los recorridos troncales y alimentadores se adjudicaron en una subasta p\u00fablica a diferentes operadores privados, pero algunos est\u00e1n mejor evaluados que otros. Los recorridos alimentadores, en particular, reciben las cr\u00edticas m\u00e1s \u00e1cidas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La baja frecuencia de los buses es un problema, lo que se debe en parte al fracaso de una coordinaci\u00f3n centralizada, pero otros problemas incluyen la calidad del servicio al cliente y, cada vez m\u00e1s, la evasi\u00f3n del pago de la tarifa, lo que molesta a los pasajeros que s\u00ed pagan.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEs como si alguien roba en una tienda, pero su due\u00f1o no hace nada y luego le pide a otro cliente que pague el producto robado\u201d, explic\u00f3 Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A juicio de Err\u00e1zuriz, estos problemas son el resultado de un dise\u00f1o deficiente del sistema, que hace que el Estado sea responsable por su operaci\u00f3n, pero permite que empresas privadas conduzcan los buses. Este arreglo, seg\u00fan el cual los operadores reciben pagos fijos del Estado, los deja sin ning\u00fan incentivo para mejorar la calidad del servicio o para hacer frente a la evasi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La mayor parte de los 11 operadores privados del sistema tambi\u00e9n est\u00e1n fuertemente endeudados y tienen dificultades para financiar reparaciones b\u00e1sicas o pagar a sus conductores un sueldo decente. \u201cSi tienen que cambiar un neum\u00e1tico liso, van a quiebra\u201d, sentenci\u00f3 Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Una soluci\u00f3n es transferir m\u00e1s responsabilidad a los operadores mientras el Estado se concentra en el control de calidad y la ejecuci\u00f3n, pero esto requiere complejas negociaciones con los operadores. .<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Tambi\u00e9n deben realizarse mejoras espec\u00edficas a nivel operativo para mejorar la frecuencia de los buses, las rutas y el servicio al cliente. \u201cEstas son muchas \u00e1reas a mejorar\u201d, a\u00f1adi\u00f3 Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero podr\u00eda ser peor y parte de la labor del gobierno es mostrar a los chilenos que el Transantiago es mejor que lo que piensan. Los chilenos tienen una tendencia a \u201cver el vaso medio vac\u00edo\u201d, pero Transantiago es \u201cpor lejos el mejor sistema de transporte de Am\u00e9rica Latina\u201d, sostuvo Erazzur\u00edz, para luego a\u00f1adir que las comparaciones con los r\u00e1pidos sistemas de tr\u00e1nsito en Bogot\u00e1 y Curitiba son enga\u00f1osas, porque ambos son mucho m\u00e1s peque\u00f1os que Transantiago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El ministro Err\u00e1zuriz tambi\u00e9n abord\u00f3 otros temas durante el desayuno, los que incluyeron la televisi\u00f3n digital y el debate sobre el marco regulador para la radiodifusi\u00f3n, que seg\u00fan dijo pronto podr\u00eda dejar de ser un tema dado el explosivo crecimiento de la cantidad de chilenos que ven video en Internet.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Otros temas pendientes incluyen decidir d\u00f3nde autorizar la instalaci\u00f3n de nuevas antenas, la introducci\u00f3n de la portabilidad num\u00e9rica para l\u00edneas fijas y la instalaci\u00f3n de conexiones de banda ancha de alta calidad en 11.600 colegios a lo largo de todo el pa\u00eds para el 2012.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Julian Dowling<\/STRONG> es editor de <STRONG>bUSiness CHILE<\/STRONG><\/P><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">Four years after a fleet of new green-and-white buses hit the streets as part of Santiago\u2019s public transport system Transantiago, they have become like their predecessors \u2013 the yellow \u201cmicros\u201d that used to roam the city\u2019s streets &#8211; the most reviled vehicles on the road.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And not just by those who use them. A show of hands at a recent AmCham breakfast with Transport and Telecommunications Minister, Pedro Pablo Err\u00e1zuriz, revealed that while most members had a bad opinion of Transantiago, few had taken the bus to the Intercontinental Hotel that morning.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Err\u00e1zuriz, who took over the portfolio from Felipe Morand\u00e9 in January at the request of President Pi\u00f1era, knew his job would be challenging. That is because Transantiago, which was designed during the government of former President Ricardo Lagos and implemented in 2007, has become synonymous with inefficiency and failure.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cPeople don\u2019t just feel ambivalent about Transantiago, they strongly dislike it,\u201d he told AmCham members.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But this should not surprise anyone who has spent time in Santiago. Buses are frequently late or full and nearly 20 percent of users avoid paying by slipping past the ineffective turnstiles. The government subsidized the system to the tune of US$400 million in 2010, but the basic fare keeps rising and is now US$1.20, nearly double the price when the system was launched.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Even the public image of the Santiago Metro, which used to be considered a jewel in the city\u2019s crown, has been tarnished mainly because more people \u2013 around 2.5 million daily compared to 600,000 before Transantiago \u2013 now prefer to cram into a subway car than wait for the bus.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">According to a 2010 survey by market studies firm Collect GfK, the Chilean public\u2019s net satisfaction with Transantiago is minus 32 percent, compared to an average of plus 50 percent for public services in general. Even those users who are happy with their own bus route, give Transantiago a negative rating overall, said Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">So where did it all go wrong for a system that began with football legend Iv\u00e1n Zamorano as its public face? To begin with, expectations were set too high. Users were promised a modern, efficient and economically sustainable system, but what they got was something quite different.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Transantiago introduced segregated corridors and a new route system consisting of five trunk lines and nine secondary routes, which was supposed to make it easier, and cheaper, for people in the suburbs to get to work. In practice this system means some commuters have to transfer several times \u2013 from bus to bus or bus to metro &#8211; to get to work, but it has had some positive impact.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cTransantiago has been a great benefit to the city in terms of lower noise levels, less pollution and less congestion, it\u2019s a much more liveable city,\u201d said Erazzur\u00edz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In addition, users pay a single standard fare no matter how far they have to travel and the rechargeable BIP fare card has been very successful, eliminating the need for bus drivers to give change or carry large amounts of cash.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But the quality of the service depends to a large degree on which route and bus you are on. This is because the trunk and secondary routes were awarded by public auction to different private operators, but some are better evaluated than others. The secondary routes, in particular, receive scathing reviews.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The infrequency of buses is one problem, which is partly due to the failure of centralized coordination, but other problems include the quality of customer service and, increasingly, fare evasion which has angered paying passengers.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cIt\u2019s like someone shoplifts but the storeowner does nothing and then asks another customer to pay for the stolen product,\u201d said Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">According to Err\u00e1zuriz, these problems are the result of the system\u2019s poor design, which makes the state responsible for its operation but allows private companies to drive the buses. This arrangement, under which operators receive fixed payments from the state, leaves them with no incentive to improve the quality of service or to crack down on evasion.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Most of the system\u2019s 11 private operators are also deeply in debt and have difficulty financing basic repairs or paying their drivers a decent wage. \u201cIf they have to replace a flat tire on a bus, they go bankrupt,\u201d said Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">One solution is to transfer more responsibility to the operators while the state focuses on quality control and enforcement, but this requires complex negotiations with the operators.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Specific improvements must also be made at an operational level to improve the frequency of buses, routes and customer service. \u201cThere are many areas to improve,\u201d said Err\u00e1zuriz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But it could be worse and part of the government\u2019s task is to show Chileans that Transantiago is better than they think.
