Demandas por una educaci\u00f3n mejor y m\u00e1s efectiva, demandas por una Patagonia pr\u00edstina, demandas por una mejor protecci\u00f3n al consumidor de cara a un aparente fraude por parte de una firma minorista local\u2026 estas son las noticias que acaparan los titulares de los medios de comunicaci\u00f3n local de Chile y est\u00e1n generando mucha preocupaci\u00f3n en las comunidades pol\u00edtica, acad\u00e9mica y empresarial.<\/P>

\u00bfPor qu\u00e9 hay tantas demandas? \u00bfPor qu\u00e9 est\u00e1 ocurriendo esto en Chile, una democracia altamente exitosa en donde una amplia base de la poblaci\u00f3n se ha beneficiado y en donde ha habido una reducci\u00f3n tan significativa de la pobreza en las \u00faltimas d\u00e9cadas? M\u00e1s a\u00fan, se trata de un pa\u00eds con un alto nivel de alfabetismo y tasas relativamente bajas de desempleo. \u00bfQu\u00e9 ha pasado que ha causado este aparente invierno del descontento (en el caso de Chile)?<\/P>

Muchos hablan del impacto de la revoluci\u00f3n de las redes sociales. La capacidad de comunicar de manera r\u00e1pida y extendida ha hecho que sea mucho m\u00e1s f\u00e1cil organizar protestas y exigir cambios. Algunos comparan lo que est\u00e1 pasando en Chile con los recientes acontecimientos en el Medio Oriente, que han llevado al derrocamiento de distintos gobiernos.<\/P>

Es eso lo que est\u00e1 ocurriendo en Chile, \u00bfo es otra cosa?<\/P>
\n
La respuesta es s\u00ed\u2026 y no. S\u00ed, las redes sociales s\u00ed facilitan las protestas y este es un fen\u00f3meno que se est\u00e1 dando tanto en Chile como en otras partes del mundo incluido el Medio Oriente, tal como se analiza en el reportaje principal de la edici\u00f3n de este mes de bUSiness CHILE. Por otra parte, no son demandas que buscan derrocar a un gobierno. <\/P>

La reciente ola de protestas en Chile es m\u00e1s bien el reflejo del crecimiento de una clase media cada vez m\u00e1s empoderada, producto del exitoso modelo econ\u00f3mico y pol\u00edtico de Chile. Es el reflejo de una democracia que est\u00e1 madurando y, como en cualquier proceso de maduraci\u00f3n, no puede producirse sin los dolores del crecimiento.<\/P>

Entonces, qu\u00e9 significa esto para Chile; lo que est\u00e1 aconteciendo \u00bfes una se\u00f1al de que cosas positivas o negativas est\u00e1n por venir?<\/P>

La respuesta es que eso depende de c\u00f3mo responda el liderazgo establecido a las nuevas demandas. <\/P>
\n
Para la clase pol\u00edtica, esto significa entender que las soluciones monetarias a los problemas, incluidos los donativos, ya no son suficientes. Los ciudadanos -que est\u00e1n mejor educados, mejor informados y son m\u00e1s independientes en t\u00e9rminos econ\u00f3micos- quieren tener una voz activa en c\u00f3mo se hacen las cosas, quieren participar en el proceso. Si se adopta, este cambio puede llevar a soluciones mejores y m\u00e1s eficientes para los futuros desaf\u00edos de Chile. Por otro lado, ignorar esta tendencia es un camino arriesgado para la clase pol\u00edtica y para el pa\u00eds.<\/P>

Los recientes hechos tambi\u00e9n presentan desaf\u00edos y oportunidades para la comunidad empresarial. Los consumidores est\u00e1n exigiendo m\u00e1s y mejores productos y servicios. Los empresarios que ignoren estas demandas sufrir\u00e1n \u2013como ocurri\u00f3 en el caso de una firma minorista local que aparentemente intent\u00f3 aprovecharse de los consumidores chilenos (vea la entrevista de este mes de bUSiness CHILE<\/STRONG> con el director del SERNAC). Pero quienes presten atenci\u00f3n florecer\u00e1n. La capacidad de las grandes firmas minoristas, las aerol\u00edneas y las empresas de telecomunicaciones de Chile para o\u00edr a sus consumidores y ajustarse a sus demandas ha sido una receta para el \u00e9xito; \u00e9xito que cada vez m\u00e1s requiere de vigilancia y cuidado como se refleja en el crecimiento de los programas de fidelizaci\u00f3n en Chile (vea el Informe Especial de esta edici\u00f3n).<\/P> De manera emocionante, Chile se encuentra en una nueva encrucijada, similar en muchos sentidos a la de Corea del Sur, donde el avance hacia una clase media m\u00e1s activa y educada signific\u00f3 un paso gigante en el desarrollo. AmCham ve con benepl\u00e1cito este movimiento y espera contribuir a un cambio que finalmente transformar\u00e1 a Chile en una econom\u00eda desarrollada con oportunidades para todos. Ahora es tiempo de transformar un invierno del descontento en un verano de la prosperidad.<\/P> Demands for better and more effective education, demands for a pristine Patagonia, demands for better consumer protection in the wake of an apparent fraud by a domestic retailer – this is the news capturing the headlines of Chile\u2019 s local media and causing the political, academic, and business communities much concern.<\/P> Why are there so many demands? Why is this happening in Chile \u2013 a highly successful democracy where a broad base of the population has benefitted and where there has been such a significant reduction in poverty in the last few decades? Moreover, it is a country with a high literacy level and relatively low levels of unemployment. What has happened to cause this apparent winter (in the case of Chile) of discontent?<\/P> Many speak of the impact of the revolution of social networks. The ability to communicate quickly and broadly has made it much easier to organize protests and to demand change. Some compare what is happening in Chile to recent developments in the Middle East that have toppled governments.<\/P> Is that what is occurring in Chile \u2013 or is it something else?<\/P> The answer is yes… and no. Yes, social media do facilitate protests and this is a phenomenon that is occurring in Chile as in other parts of the world including the Middle East, as discussed in this month\u2019s bUSiness CHILE<\/STRONG> cover story. On the other hand, it is not the demand for the toppling of a government. <\/P> The recent spurt of protests in Chile is more a reflection of the growth of an increasingly empowered middle class \u2013 a result of the success of Chile\u2019s economic and political model. It is a reflection of a maturing democracy \u2013 and, as in any maturing process, it is not without growing pains.<\/P> So, what does this mean for Chile \u2013 is what is happening a sign of positive or negative things to come?<\/P> The answer is that this depends on how established leadership responds to the new demands. <\/P> For the political class, it means understanding that monetary solutions to issues including handouts are no longer sufficient. Citizens, who are better-educated, better-informed and more economically independent, want an active voice in how things are done \u2013 they want to participate in the process. If embraced, this change can lead to better and more effective solutions to Chile\u2019s future challenges. Ignoring this trend, on the other hand, is a perilous road for the political class and for the country.<\/P> For the business community too, recent events provide challenges and opportunities. Consumers are demanding more and better products and services. Businesspeople who ignore these demands will suffer \u2013 as has been the case of a local retailer which apparently tried to take advantage of local consumers (see this month\u2019s bUSiness CHILE<\/STRONG> interview with the director of SERNAC). But those who listen will flourish. The ability of Chile\u2019s large retailers, its airlines and its telecommunications companies to listen and adjust to consumer demands has been a recipe for success \u2013 success which increasingly requires vigilance and care as reflected by the growth of loyalty programs in Chile (see this issue\u2019s special report).<\/P> Excitingly, Chile is at a new crossroads, similar in many ways to South Korea \u2013 where the move to a more active and educated middle class meant a giant step in development. AmCham welcomes this movement and looks forward to contributing to a change that will finally transform Chile into a developed economy with opportunities for all.
