{"id":4580,"date":"2011-07-22T12:03:36","date_gmt":"2011-07-22T12:03:36","guid":{"rendered":""},"modified":"2015-04-21T10:17:22","modified_gmt":"2015-04-21T13:17:22","slug":"protestas-sociales-en-la-era-de-facebook","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/protestas-sociales-en-la-era-de-facebook\/","title":{"rendered":"<!--:es-->Protestas Sociales en la Era de Facebook<!--:--><!--:en-->Social Protest in the Facebook Age<!--:-->"},"content":{"rendered":"<p><!--:es--><\/p>\n<p style=\"text-align: justify;\">Los habitantes de Plaza Italia, el tradicional lugar de encuentro en Santiago para todo desde celebraciones de f\u00fatbol y elecciones hasta marchas de protesta, lo est\u00e1n pasando mal. La frecuencia de las protestas -algunas peque\u00f1as, otras masivas- han aumentado de manera pronunciada este a\u00f1o y, seg\u00fan los corredores de propiedades, los arriendos han ca\u00eddo en un 15 por ciento o m\u00e1s.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, si se dejan a un lado las interrupciones a su vida diaria, los residentes de Plaza Italia se encuentran en una posici\u00f3n privilegiada. Tienen una visi\u00f3n panor\u00e1mica de lo que algunos dir\u00edan es un cambio en la forma en que el poder se distribuye no s\u00f3lo en Chile, sino que tambi\u00e9n en el mundo.<\/p>\n<p style=\"text-align: justify;\">A primera vista, no hay mucho en com\u00fan entre lo que est\u00e1 sucediendo en Plaza Italia y la primavera \u00e1rabe o el movimiento de los indignados en Espa\u00f1a. Los manifestantes chilenos no est\u00e1n luchando por la democracia o quej\u00e1ndose sobre el desempleo.<\/p>\n<p style=\"text-align: justify;\">Pero hay un nexo com\u00fan: la tecnolog\u00eda en forma de redes sociales tales como Facebook, Twitter y YouTube.<\/p>\n<p style=\"text-align: justify;\">La tecnolog\u00eda de las comunicaciones como un catalizador del cambio pol\u00edtico ha sido una constante a trav\u00e9s de la historia, destaca Fernando Garc\u00eda, cientista pol\u00edtico de la Universidad Diego Portales. \u201cCada vez que ha habido un cambio en los dispositivos que usamos para relacionarnos con los otros (\u2026) el sistema pol\u00edtico tambi\u00e9n ha cambiado\u201d.<\/p>\n<p style=\"text-align: justify;\">El nacimiento de las rep\u00fablicas de Am\u00e9rica Latina a comienzos del siglo XIX, por ejemplo, estuvo acompa\u00f1ado por la llegada de los primeros diarios como la Aurora de Chile. \u201cLo que hicieron los diarios fue conectar a personas que no estaban f\u00edsicamente en el mismo lugar, lo que les permiti\u00f3 crear un mundo compartido\u201d, afirma Garc\u00eda.<\/p>\n<p style=\"text-align: justify;\">Para pertenecer a ese mundo, ten\u00edan -por supuesto- que ser capaces de leer. Pero, despu\u00e9s, con la radio y la televisi\u00f3n, eso tambi\u00e9n cambi\u00f3.<\/p>\n<p style=\"text-align: justify;\">Y, ahora, con las redes sociales, est\u00e1 cambiando de nuevo y m\u00e1s r\u00e1pidamente que antes. Hace apenas cinco a\u00f1os, cuando los estudiantes secundarios sorprendieron a Chile con la llamada Revoluci\u00f3n de los Ping\u00fcinos, las manifestaciones en demanda de una mejor educaci\u00f3n estatal, estaban dando a los tel\u00e9fonos m\u00f3viles un nuevo uso.<\/p>\n<p style=\"text-align: justify;\">Pero los tel\u00e9fonos m\u00f3viles en ese entonces eran comunicaciones uno a uno y hoy en d\u00eda los manifestantes se relacionan entre ellos como una red, enfatiza Garc\u00eda. \u201cEso no tiene precedentes en la historia y, si nos relacionamos de manera diferente, entonces tambi\u00e9n nos imaginamos el mundo y el poder de manera distinta\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>El Coro, Un Paso Adelante <\/strong><\/p>\n<p style=\"text-align: justify;\">Las redes sociales -parte ininterrumpida de las vidas de los j\u00f3venes de una manera en que es dif\u00edcil de apreciar para sus mayores- claramente tienen un efecto pr\u00e1ctico en facilitar la organizaci\u00f3n de manifestaciones. S\u00f3lo unos pocos clics ahora bastan, mientras que antes ten\u00edan que imprimirse y distribuirse volantes o panfletos, y con ellos se alcanza un p\u00fablico mucho m\u00e1s amplio de manera instant\u00e1nea.<\/p>\n<p style=\"text-align: justify;\">Sin embargo, donde las opiniones difieren es en si son solamente una herramienta \u00fatil o mucho m\u00e1s que eso. Seg\u00fan Luis Mariano Rend\u00f3n, uno de los l\u00edderes de las recientes protestas en contra del proyecto hidroel\u00e9ctrico HidroAys\u00e9n, su importancia no deber\u00eda sobreestimarse. \u201cHab\u00eda muchas protestas antes de que existieran [las redes sociales]\u201d, destaca.<\/p>\n<p style=\"text-align: justify;\">Pero Garc\u00eda no concuerda. \u201cEl apoyo -en este caso, la red- condiciona el mensaje\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Los signos de la importancia de las redes sociales est\u00e1n en todas partes, incluso en los medios de comunicaci\u00f3n tradicionales. En su bolet\u00edn noticioso de la hora de almuerzo, CNN Chile ahora tiene una secci\u00f3n sobre lo que est\u00e1 pasando en las redes sociales, algunas veces son hechos triviales -como videos de lindos gatitos subidos por sus due\u00f1os a YouTube- pero otras veces reflejan c\u00f3mo los hechos \u201creales\u201d se reflejan en estas redes.<\/p>\n<p style=\"text-align: justify;\">Ya no son s\u00f3lo los periodistas profesionales quienes informan sobre el quehacer de las empresas y los pol\u00edticos. Hoy en d\u00eda, cualquiera -los denominados reporteros ciudadanos\u2013 puede hacerlo a trav\u00e9s de posteos en un blog, Facebook o en una serie de otros lugares.<\/p>\n<p style=\"text-align: justify;\">El resultado es que las empresas o los pol\u00edticos que hagan cosas reprochables o simplemente tontas ya no pueden contar con los acuerdos t\u00e1citos que a veces existen con los medios de comunicaci\u00f3n tradicionales. Incluso las personas comunes que se comportan mal -como el chileno cuya pataleta con un empleado de LAN Airlines fue popular por poco tiempo en YouTube &#8211; se arriesgan a la exposici\u00f3n p\u00fablica.<\/p>\n<p style=\"text-align: justify;\">Lo que ha ocurrido ya hab\u00eda sido previsto en la d\u00e9cada de los 80 por Jos\u00e9 Nun, cientista pol\u00edtico argentino, en un art\u00edculo titulado \u201cLa Rebeli\u00f3n del Coro\u201d. Usando la analog\u00eda de las tragedias griegas, predijo que el coro dar\u00eda un paso al frente hacia el centro del escenario -el espacio antes reservado para los h\u00e9roes, con su supuestamente divina fuente de conocimiento- o, en t\u00e9rminos de hoy en d\u00eda, los representantes elegidos en cuya sabidur\u00eda el coro delega sus decisiones.<\/p>\n<p style=\"text-align: justify;\">Si bien algunos pa\u00edses, como Egipto en enero, han bloqueado Internet, esta es una medida desesperada que atrae incluso m\u00e1s atenci\u00f3n internacional. Y, a\u00fan de cara a la m\u00e1s dura de las represiones, usualmente siempre hay formas de hacer que la informaci\u00f3n salga del pa\u00eds.<\/p>\n<p style=\"text-align: justify;\">Por supuesto, los pol\u00edticos han tratado de usar las redes sociales a su favor. Algunos, como el presidente Barack Obama en su campa\u00f1a electoral, han tenido mucho \u00e9xito, pero -en general- las han encontrado complicadas. Los usuarios de las redes sociales son muy sensibles a cualquier cosa que parezca interferencia como qued\u00f3 de manifiesto recientemente en Chile cuando el plan del Gobierno para hacer un monitoreo de las redes sociales fue interpretado como espionaje aun cuando la informaci\u00f3n ya era p\u00fablica, por definici\u00f3n.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00bfQu\u00e9 Hay en un Proyecto Hidroel\u00e9ctrico?<\/strong><\/p>\n<p style=\"text-align: justify;\">De todos modos, muchas personas se sorprendieron este a\u00f1o cuando el proyecto HidroAys\u00e9n en la Patagonia chilena \u201cse volvi\u00f3 viral\u201d o, en otras palabras, se volvi\u00f3 un tema \u00e1lgido en las redes sociales. \u00bfPor qu\u00e9, se preguntaban, hab\u00eda tanta gente preocupada por un proyecto en una zona remota del pa\u00eds donde nunca hab\u00edan estado y donde quiz\u00e1s nunca estar\u00edan?<\/p>\n<p style=\"text-align: justify;\">Y \u00bfpor qu\u00e9 marchaban por ella en Santiago? \u00bfPor qu\u00e9 no, digamos, sobre la contaminaci\u00f3n del aire en la ciudad u otros temas m\u00e1s cercanos a casa?<\/p>\n<p style=\"text-align: justify;\">El hecho de que HidroAys\u00e9n se convirtiera en una \u201ccausa\u201d se debe en parte a una efectiva campa\u00f1a por parte de sus opositores, se\u00f1ala Francisco Javier D\u00edaz, abogado y cientista pol\u00edtico que fue asesor de la ex presidenta chilena, Michelle Bachelet. Con los a\u00f1os, con un marketing astuto y bien financiado, la campa\u00f1a gradualmente conform\u00f3 una base de opini\u00f3n en contra del proyecto.<\/p>\n<p style=\"text-align: justify;\">Y, seg\u00fan Rend\u00f3n, si no fuera HidroAys\u00e9n, habr\u00eda sido otra cosa. \u201cLa gente no est\u00e1 marchando s\u00f3lo contra HidroAys\u00e9n, est\u00e1 marchando por un Chile mejor, diferente\u201d, afirma.<\/p>\n<p style=\"text-align: justify;\">Podr\u00eda haber sido la propuesta central el\u00e9ctrica a carb\u00f3n Barrancones, en el norte de Chile, sugiere. Dos marchas en contra del proyecto, pr\u00f3ximo a un \u00e1rea marina protegida, se hab\u00edan llevado a cabo, destaca Rend\u00f3n, antes de ser cortado de ra\u00edz por el presidente Sebasti\u00e1n Pi\u00f1era y su controversial decisi\u00f3n -que indirectamente podr\u00eda haber ayudado a impulsar las protestas en contra de HidroAys\u00e9n- de solicitar a sus desarrolladores, GDF Suez, que no persistieran con el proyecto aun cuando este hab\u00eda recibido la aprobaci\u00f3n ambiental del Gobierno.<\/p>\n<p style=\"text-align: justify;\">Las protestas en contra de proyectos energ\u00e9ticos, en todo caso, no son nada nuevo. En la d\u00e9cada de los 90, tambi\u00e9n hubo manifestaciones en Santiago en contra de la construcci\u00f3n de la central hidroel\u00e9ctrica Ralco en la Regi\u00f3n del B\u00edo B\u00edo, en el sur de Chile, destac\u00f3 Ena von Baer en una entrevista concedida cuando a\u00fan era la vocera de Gobierno. \u201cLas organizaciones en contra de HidroAys\u00e9n son b\u00e1sicamente las mismas que las que estaban en contra de Ralco, con la diferencia que han aprendido mucho desde entonces\u201d, sostuvo.<\/p>\n<p style=\"text-align: justify;\">Tampoco son nada nuevo las recientes protestas de los estudiantes universitarios y secundarios. Ellas tienen su ra\u00edz en las amplias diferencias que, pese a algunas recientes mejoras, existen en los logros de los alumnos de colegios estatales y privados, que las familias m\u00e1s adineradas del pa\u00eds prefieren.<\/p>\n<p style=\"text-align: justify;\">Y, si bien este a\u00f1o han sido m\u00e1s grandes que lo usual -de hecho, una marcha realizada en Santiago el 30 de junio habr\u00eda sido la m\u00e1s grande desde el regreso de la democracia en 1990- se han convertido en un evento regular en los \u00faltimos a\u00f1os. De hecho, tienen un claro patr\u00f3n estacional, destaca D\u00edaz, tendiendo a comenzar en mayo o junio, despu\u00e9s del comienzo del a\u00f1o escolar y universitario en marzo, y extendi\u00e9ndose hasta agosto o septiembre cuando los ex\u00e1menes de fin de a\u00f1o comienzan a asomarse.<\/p>\n<p style=\"text-align: justify;\">Pero ha habido un cambio, admite von Baer. \u201cLa gente hoy en d\u00eda claramente est\u00e1 m\u00e1s dispuesta a marchar y creo que continuar\u00e1n habiendo manifestaciones todo el tiempo, al menos por un tiempo, y tendremos que acostumbrarnos a eso\u201d.<\/p>\n<p style=\"text-align: justify;\">Las protestas tienden a venir en ciclos internacionales, destaca, como tambi\u00e9n ocurri\u00f3, por ejemplo, en la d\u00e9cada de los 60. No obstante, tambi\u00e9n hay factores internos detr\u00e1s del actual brote en Chile.<\/p>\n<p style=\"text-align: justify;\">En contraste con el movimiento de los indignados en Espa\u00f1a, estas incluyen el s\u00f3lido crecimiento econ\u00f3mico. Los manifestantes adultos -a diferencia de los estudiantes- tienden a ser de una clase media que, con sus necesidades econ\u00f3micas b\u00e1sicas resueltas, est\u00e1n volcando cada vez m\u00e1s su atenci\u00f3n hacia temas cualitativos como el medio ambiente o -el motivo de otra reciente manifestaci\u00f3n- los derechos de los homosexuales.<\/p>\n<p style=\"text-align: justify;\">Y, como en las manifestaciones de los ping\u00fcinos en el 2006, los altos precios del cobre, la principal exportaci\u00f3n de Chile, tambi\u00e9n son un factor, al impulsar la presi\u00f3n por un mayor gasto p\u00fablico en educaci\u00f3n. \u201cLos precios del cobre por el cielo, la educaci\u00f3n por el suelo\u201d, se le\u00eda en una pancarta fuera de una reciente toma escolar en Santiago.<\/p>\n<p style=\"text-align: justify;\">\u201cLo que estamos viendo es un pa\u00eds en la adolescencia\u201d, dijo von Baer. \u201cChile a\u00fan tiene s\u00f3lo un ingreso medio, pero tiene las aspiraciones de un pa\u00eds desarrollado, muy parecido a los quincea\u00f1eros que sue\u00f1an con ser algo que a\u00fan no son\u201d.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00bfD\u00f3nde Chile?<\/strong><\/p>\n<p style=\"text-align: justify;\">Seg\u00fan Rend\u00f3n, otro factor clave en la reciente ola de manifestaciones es el cambio de Gobierno que se llev\u00f3 a cabo en marzo del a\u00f1o pasado cando el presidente Sebasti\u00e1n Pi\u00f1era, el candidato de la coalici\u00f3n de centro derecha Alianza por Chile, asumi\u00f3 el mando de la naci\u00f3n. Durante los 20 a\u00f1os previos, cuatro gobiernos sucesivos de la coalici\u00f3n de centro izquierda Concertaci\u00f3n hab\u00edan \u201canestesiado\u201d a la sociedad civil en Chile, afirma.<\/p>\n<p style=\"text-align: justify;\">Las protestas de la d\u00e9cada de los 80 que culminaron con la salida del poder el General Augusto Pinochet en un plebiscito celebrado en 1988 pronto desaparecieron con el restablecimiento de la democracia. Eso se debi\u00f3 en parte a que muchos de sus l\u00edderes asumieron cargos de Gobierno y, en cualquier caso, la gente estaba cansada, pero tambi\u00e9n hab\u00eda un pacto t\u00e1cito de creciente prosperidad a cambio de tranquilidad social, afirma Francisco Javier D\u00edaz.<\/p>\n<p style=\"text-align: justify;\">\u201cAhora, con la Concertaci\u00f3n en la oposici\u00f3n, el anestesista est\u00e1 en huelga y algunos de sus pol\u00edticos est\u00e1n alentando de manera activa las protestas\u201d, sostiene Rend\u00f3n. Aunque, a\u00f1ade, no son necesariamente bienvenidos.<\/p>\n<p style=\"text-align: justify;\">La elecci\u00f3n de Pi\u00f1era, ex empresario, tambi\u00e9n aument\u00f3 la percepci\u00f3n de que el poder -las empresas, los medios de comunicaci\u00f3n tradicionales y, ahora, el Gobierno- est\u00e1 concentrado en las manos de un grupo relativamente peque\u00f1o. O, como dice un estudiante universitario: \u201cChile es una mafia controlada por un pu\u00f1ado de familias\u201d.<\/p>\n<p style=\"text-align: justify;\">Ese no es un comentario justo, contravino von Baer. \u201cEl poder en Chile est\u00e1 cada vez menos concentrado\u201d.<\/p>\n<p style=\"text-align: justify;\">En la d\u00e9cada de los 60, dos de cada diez alumnos que sal\u00edan del colegio iban a la universidad, hoy son cinco de cada diez, destac\u00f3. \u201cEse es un tremendo cambio en una generaci\u00f3n y la creciente competencia har\u00e1 m\u00e1s dif\u00edcil alcanzar una posici\u00f3n de poder\u201d.<\/p>\n<p style=\"text-align: justify;\">Pero la gente claramente est\u00e1 ansiosa por una mayor voz en las decisiones que afectan sus vidas. Michelle Bachelet abord\u00f3 ese tema durante su campa\u00f1a electoral en el 2005 al prometer un estilo m\u00e1s participativo de Gobierno, una promesa que, sin embargo, pronto fue abandonada luego que los escolares, cobr\u00e1ndole su palabra, montaran las protestas de los ping\u00fcinos.<\/p>\n<p style=\"text-align: justify;\">No obstante, ayudado por las redes sociales, el coro griego desde entonces se ha vuelto m\u00e1s vociferante. Y, si se dejan a un lado los ciclos de protestas, parece probable que siga as\u00ed en el futuro cercano.<\/p>\n<p style=\"text-align: justify;\">Despu\u00e9s de todo, est\u00e1 conformado de manera predominante por gente joven. A menudo, acusados de apat\u00eda pol\u00edtica y, de hecho, mayoritariamente sin estar registrados para votar, de todos modos exigen expresar su opini\u00f3n, si bien no de la forma en que los adultos habr\u00edan anticipado.<\/p>\n<p style=\"text-align: justify;\">Tienen poca fe en los canales tradicionales de expresi\u00f3n y, en particular, en los partidos pol\u00edticos, a los que les tienen poca estima. Pero el desaf\u00edo que imponen, despu\u00e9s de todo, para los partidos pol\u00edticos -los elementos fundamentales de la democracia representativa como la conocemos hoy- y su capacidad para canalizar la a menudo ca\u00f3tica energ\u00eda del coro y core\u00f3grafiarlo de manera constructiva.<\/p>\n<p style=\"text-align: justify;\"><strong>Ruth Bradley<\/strong> se desempe\u00f1a como periodista freelance en Santiago y es ex editora de<strong> bUSiness CHILE.<\/strong><\/p>\n<p><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">Residents of Plaza Italia, the traditional gathering place in Santiago for everything from football and election celebrations to protest marches, are having a bad time. The frequency of protests &#8211; some tiny, others massive &#8211; has increased sharply this year and, according to realtors, rents have dropped by 15 percent or more.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But, the disruption of their daily lives apart, the residents of Plaza Italia are in a privileged position. They have a grandstand view of what some would argue is a shift in the way power is distributed not only in Chile but also around the world.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">At first sight, there isn\u2019t much in common between what\u2019s been happening in Plaza Italia and the Arab spring or the indignados movement in Spain. Chilean demonstrators aren\u2019t fighting for democracy or complaining about unemployment.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But there is a common link &#8211; technology in the form of social media like Facebook, Twitter and YouTube.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Communications technology as a catalyst for political change has been a constant throughout history, points out Fernando Garc\u00eda, a political scientist at the Diego Portales University. \u201cEvery time there\u2019s been a change in the devices we use to relate to each other\u2026 the political system has changed too.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The birth of Latin America\u2019s republics at the beginning of the 19th century was, for example, accompanied by the advent of the first newspapers like Aurora in Chile. \u201cWhat newspapers did was connect people who weren\u2019t physically in the same place, enabling them to create a shared world,\u201d says Garc\u00eda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">To belong to that world, they had, of course, to be able to read. But, then, with radio and television, that changed too.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And, now, with social networking, it is changing again, and more quickly than ever before. Just five years ago, when secondary schoolchildren surprised Chile with the so-called ping\u00fcino protests in demand for better state education, they were putting mobile phones to a new use.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But mobile phones were then one-to-one communication and today\u2019s protestors are relating to each other as a network, points out Garc\u00eda. \u201cThat\u2019s without precedent in history and, if we relate differently, then we also imagine the world and power differently too.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Chorus, step forward <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Social media &#8211; a seamless part of the lives of young people in a way that it is difficult for their elders to appreciate &#8211; clearly have a practical effect in making it easier to organize demonstrations. Just a few clicks now suffice where once leaflets had to be printed and distributed, and they reach a much larger audience instantaneously.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But where opinions differ is whether they are just a useful tool or far more than that. According to Luis Mariano Rend\u00f3n, one of the leaders of recent protests against the HidroAys\u00e9n hydroelectric project, their importance shouldn\u2019t be overestimated. \u201cThere were plenty of protests before they existed,\u201d he notes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But Garc\u00eda disagrees. \u201cThe support &#8211; in this case, the network &#8211; conditions the message,\u201d he says.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Signs of the importance of social media are everywhere, even in the traditional media. In its lunchtime news bulletin, CNN Chile now has a section on happenings in the social media, sometimes trivial &#8211; like videos of cute kittens posted by their owners on YouTube &#8211; but sometimes reflecting how \u00b4real\u2019 events reverberate in these networks.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It is no longer just professional journalists who report on the doings of companies and politicians. Today, anyone &#8211; the so-called citizen journalists \u2013 can do so through posts on a blog, Facebook or any other number of places.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The result is that companies or politicians who do reprehensible or just merely silly things can no longer rely on the tacit agreements that sometimes exist with traditional media. Even private individuals who behave badly &#8211; like the Chilean man whose tantrum with an employee of LAN Airlines was briefly popular on YouTube &#8211; risk public exposure.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">What has happened was already foreseen in the 1980s by Jos\u00e9 Nun, an Argentine political scientist, in an article entitled \u201cThe Rebellion of the Chorus\u201d. Using the analogy of Greek plays, he predicted that the chorus would step forward to center-stage, the space previously reserved for the heroes, with their supposedly divine source of knowledge, or, in today\u2019s terms, the elected representative to whose wisdom the chorus delegates decisions.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Although some countries, like Egypt in January, have blacked out Internet, it is a desperate measure that attracts even more international attention. And, even in the face of the harshest repression, there are usually ways to get information out of a country.\u00a0<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Politicians have, of course, tried to use social media to their advantage. Some, like President Barack Obama in his election campaign, have been very successful but, in general, they have found it tricky. Users of social media are highly sensitive to anything that smacks of interference as seen recently in Chile when the government\u2019s plan to monitor social media was interpreted as spying even though the information was already, by definition, public.\u00a0<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>What\u2019s in a hydroelectric project?<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Still, many people were surprised earlier this year when the HidroAys\u00e9n project in Chilean Patagonia \u201cwent viral\u201d or, in other words, became the hot topic on social media. Why, they wondered, were so many people worried about a project in a remote part of the country they have never visited and perhaps never will? <BR>\u00a0<BR>And why are they marching about it in Santiago? Why not, say, about the city\u2019s air pollution or other issues closer to home?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The fact that HidroAys\u00e9n became a \u2018cause\u2019 is partly due to an effective campaign by its opponents, says Francisco Javier D\u00edaz, a lawyer and political scientist who was an advisor to Chile\u2019s previous president, Michelle Bachelet. Over the years, with astute and well-financed marketing, the campaign has gradually built up a body of opinion against the project.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And, according to Rend\u00f3n, if it wasn\u2019t HidroAys\u00e9n, it would have been something else. \u201cPeople aren\u2019t only marching against HidroAys\u00e9n, they\u2019re marching for a better, different Chile,\u201d he says.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It could, he suggests, have been the proposed Barrancones coal-fired power plant in northern Chile. Two marches against the project, close to a protected marine area, had already taken place, notes Rend\u00f3n, before being nipped in the bud by President Sebasti\u00e1n Pi\u00f1era and his controversial decision &#8211; which may indirectly have helped to boost anti-HidroAys\u00e9n protests &#8211; to ask its developers, GDF Suez, not to persist with the project even though it had received government environmental approval.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Protests against energy projects are, in any case, nothing new. Back in the 1990s, there were also protests in Santiago against construction of the Ralco hydroelectric plant in southern Chile\u2019s Biob\u00edo Region, pointed out Ena von Baer in an interview while still government spokesperson. \u201cThe organizations against HidroAys\u00e9n are basically the same as against Ralco with the difference that they\u2019ve learned a lot since then,\u201d she said.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Nor are recent protests by university students and secondary schoolchildren anything new. They have their root in the wide differences that, despite some recent improvement, exist in pupil attainment between state schools and the private schools preferred by the country\u2019s better-off families.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And, although larger than usual this year &#8211; indeed, a march in Santiago on June 30 was reportedly the largest since the return of democracy in 1990 &#8211; they have become a regular event in recent years. In fact, they have a clear seasonal pattern, points out D\u00edaz, tending to begin in May or June, after the start of the school and university year in March, and lasting until August or September when year-end exams start to loom.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But there has been a change, admitted von Baer. \u201cPeople today are clearly more willing to march and I think there\u2019ll continue to be demonstrations all the time, at least for a while, and we\u2019ll have to get used to that.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Protests tend to come in international cycles, she pointed out, as also occurred, for example, in the 1960s. There are, however, also domestic factors behind the current outbreak in Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In contrast to Spain\u2019s indignados movement, these include strong economic growth. Adult &#8211; as opposed to student &#8211; demonstrators tend to be from a middle class that, with its basic economic needs resolved, is increasingly turning its attention to qualitative issues like the environment or &#8211; the subject of another recent demonstration &#8211; gay rights.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And, as in the ping\u00fcino demonstrations of 2006, high prices for copper, Chile\u2019s main export, are also a factor, boosting pressure for increased public spending on education. \u201cCopper prices in the sky, education down on the floor,\u201d read one banner outside a recent school sit-in in Santiago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cWhat we\u2019re seeing is a country in adolescence,\u201d said von Baer. \u201cChile is still only middle-income but it has the aspirations of a developed country, much like 15-year-olds dream of being something they aren\u2019t yet.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Where Chile?<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">According to Rend\u00f3n, another key factor in the recent wave of demonstrations is the change of government that occurred in March last year with the election of President Sebasti\u00e1n Pi\u00f1era, the candidate of the center-right Alianza por Chile coalition. For the previous 20 years, four successive governments of the center-left Concertaci\u00f3n coalition had \u201canesthetized\u201d civil society in Chile, he says.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The protests of the 1980s that culminated in the defeat of General Augusto Pinochet in a referendum in 1988 soon disappeared with reestablishment of democracy. That was partly because many of their leaders took government posts and, in any case, people were tired, but there was also a tacit pact of increased prosperity in exchange for social peace, says Francisco Javier D\u00edaz.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cNow, with the Concertaci\u00f3n in opposition, the anesthetist is on strike and some of its politicians are actively fanning the protests,\u201d says Rend\u00f3n. Although, he adds, they are not necessarily welcome.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The election of Pi\u00f1era, a former businessman, has also increased the perception that power &#8211; business, the traditional media and, now, government &#8211; is concentrated in the hands of a relatively small group. Or, as one university student put it, \u201cChile is a mafia controlled by a handful of families\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">That\u2019s not a fair comment, countered von Baer. \u201cPower in Chile is ever less concentrated.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In the 1960s, two in ten school leavers went on to university, now it\u2019s five in ten, she pointed out. \u201cThat\u2019s a tremendous shift within the space of a generation and the increased competition will make reaching a position of power more difficult.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But people are clearly eager for a greater say in decisions that affect their lives. Michelle Bachelet tapped into that during her election campaign in 2005 by promising a more participative style of government &#8211; a promise that was, however, soon abandoned after schoolchildren, taking her at her word, mounted the ping\u00fcino protests.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But, helped by the social media, the Greek chorus has since become ever more vociferous. And, cycles of protests apart, it seems likely to remain so in the foreseeable future.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It is, after all, formed predominantly by young people. Often accused of political apathy and, in fact, mostly not registered to vote, they are, nonetheless, increasingly demanding their say, albeit not quite in the way their elders would have anticipated.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">They have little faith in traditional channels of expression and, particularly, political parties which they hold in low esteem.
