\u00bfQu\u00e9 tienen en com\u00fan la escritora chilena Isabel Allende y sus compatriotas el actor Cristi\u00e1n de la Fuente, el pol\u00edtico y emprendedor Fernando Flores y el economista Sebasti\u00e1n Edwards adem\u00e1s de ser exitosos en sus respectivas \u00e1reas? La respuesta es que todos viven en California y son miembros del Consejo Chile-California, iniciativa lanzada el a\u00f1o pasado por el Ministerio de Relaciones Exteriores de Chile con el objetivo de incrementar los lazos de negocios y comercio con el estado m\u00e1s poblado de Estados Unidos.<\/P>

Chile y California tienen mucho en com\u00fan incluidos climas c\u00e1lidos, largas extensiones de costa en el Pac\u00edfico, exportaciones de frutas, industrias vitivin\u00edcolas y su susceptibilidad a los terremotos. La econom\u00eda de California es la octava m\u00e1s grande del mundo y tiene m\u00e1s de 10 veces el tama\u00f1o de la de Chile, pero los dos tienen una historia de cooperaci\u00f3n que se remonta a medio siglo antes.<\/P>

A comienzos de la d\u00e9cada de los 60, Chile y California suscribieron un acuerdo como parte del programa Alianza para el Progreso de John F. Kennedy. Este acuerdo volvi\u00f3 a lanzarse en el 2008 con la creaci\u00f3n del Plan Chile-California: Una Asociaci\u00f3n Estrat\u00e9gica para el Siglo XXI, el que ha sido respaldado por AmCham.<\/P>

Cuando el Presidente Sebasti\u00e1n Pi\u00f1era encabez\u00f3 una misi\u00f3n de ministros y empresarios a California en septiembre del 2010, cre\u00f3 el Consejo Chile-California bajo el amparo del Ministerio de Relaciones Exteriores y design\u00f3 como su presidente a Agust\u00edn Huneeus, en\u00f3logo chileno que vive en el Valle de Napa.<\/P>

La estrategia del Consejo est\u00e1 dividida en tres \u00e1reas principales: desarrollo del capital humano, promoci\u00f3n de la investigaci\u00f3n y el desarrollo, e incremento de las oportunidades comerciales y de negocios. Compuesto por 30 miembros incluidos artistas, empresarios, acad\u00e9micos y funcionarios de gobierno, el consejo realiz\u00f3 su primera reuni\u00f3n en el Hotel Ritz Carlton de San Francisco el 15 de abril.<\/P>

El presidente de AmCham Chile, Javier Irarr\u00e1zaval, asisti\u00f3 al evento junto con el Subsecretario de Relaciones Exteriores de Chile, Fernando Schmidt, y el embajador de Chile en Estados Unidos, Arturo Fermandois.<\/P>
\n
\u201cEsta fue una de esas reuniones donde uno vuelve con la sensaci\u00f3n de que se lograron cosas buenas\u201d, dijo Irarr\u00e1zaval a bUSiness CHILE tras su regreso a Santiago.<\/P>
\n
Los miembros acordaron crear una fundaci\u00f3n privada en California, un directorio de hasta 14 miembros y un comit\u00e9 ejecutivo para gestionar las operaciones del consejo. Una vez que se forme el equipo y se contrate el personal en ambos pa\u00edses, se crear\u00e1n comit\u00e9s para concentrarse en \u00e1reas espec\u00edficas de cooperaci\u00f3n tales como educaci\u00f3n, tecnolog\u00eda e innovaci\u00f3n. La nueva estructura ayudar\u00e1 a canalizar recursos financieros de personas, empresas y el gobierno de Chile hacia nuevas iniciativas prometedoras, indic\u00f3 Irarr\u00e1zaval.<\/P>

El d\u00eda anterior a la reuni\u00f3n, la delegaci\u00f3n chilena visit\u00f3 Sacramento para reunirse con funcionarios del estado incluido el gobernador de California Jerry Brown, quien asumi\u00f3 el cargo en enero en reemplazo de Arnold Schwarzenegger. El padre de Brown ayud\u00f3 a lanzar el acuerdo original Chile\u2013California en la d\u00e9cada de los 60 y Brown est\u00e1 muy entusiasmado sobre ahondar los avances logrados por su antecesor.<\/P>

M\u00e1s de 20 acuerdos se han suscrito en \u00e1reas como energ\u00eda, biotecnolog\u00eda, emprendimiento y educaci\u00f3n, pero el consejo necesita decidir cu\u00e1l respaldar\u00e1, promover\u00e1 y adoptar\u00e1, afirm\u00f3 Irarr\u00e1zaval.<\/P>

Ya se han logrado algunos avances. Por ejemplo, la Oficina Nacional de Emergencia de Chile (ONEMI) particip\u00f3 el a\u00f1o pasado en un simulacro con su hom\u00f3logo en California, Cal EMA, a fin de mejorar su nivel de preparaci\u00f3n en caso de terremoto y adem\u00e1s se han celebrado seminarios sobre temas como energ\u00eda renovable y agricultura org\u00e1nica, pero es necesario hacer m\u00e1s, sostuvo Irarr\u00e1zaval.<\/P>

En enero, AmCham trajo a Chile a un grupo de inversionistas de capital de riesgo de Silicon Valley con el fin de que compartieran su experiencia y se reunieran con j\u00f3venes emprendedores chilenos. La misi\u00f3n fue una continuaci\u00f3n de la reuni\u00f3n de septiembre del 2010 entre inversionistas de capital de riesgo de Estados Unidos y el ministro de Econom\u00eda de Chile, Juan Andr\u00e9s Fontaine.<\/P>

Organizada en alianza con el Ministerio de Econom\u00eda, la Corporaci\u00f3n de Fomento de Chile (CORFO), el Departamento de Comercio de Estados Unidos, la ONG Endeavor Chile y la Asociaci\u00f3n Chilena de Administradoras de Fondos de Inversi\u00f3n (ACAFI), la misi\u00f3n fue un \u00e9xito y AmCham planea traer a Chile a otro grupo de inversionistas de capital de riesgo en el 2012.<\/P>

Terminar con la Fuga de Talentos<\/STRONG><\/P> El capital humano es otra \u00e1rea importante de cooperaci\u00f3n considerando que California tiene algunas de las mejores universidades del mundo. Hoy en d\u00eda, cientos de estudiantes chilenos asisten a universidades como UC Davis y UC Berkeley en virtud del programa Becas Chile.<\/P> Por ejemplo, la Universidad de Concepci\u00f3n suscribi\u00f3 un acuerdo con UC Davis en el 2009 para promover la investigaci\u00f3n conjunta en ciencia y tecnolog\u00eda concentr\u00e1ndose en agricultura, lo que ha dado a los estudiantes de Concepci\u00f3n la posibilidad de estudiar en California.<\/P> \u201cHay un mont\u00f3n de chilenos j\u00f3venes, biling\u00fces, talentosos estudiando en California, pero muchos de ellos nunca volver\u00e1n a Chile o, si lo hacen, s\u00f3lo ser\u00e1 por un breve per\u00edodo de tiempo\u201d, indic\u00f3 Irarr\u00e1zaval.<\/P> Becas Chile exige a los estudiantes volver a Chile a trabajar por al menos dos a\u00f1os despu\u00e9s de haber concluido sus estudios, pero a menudo son reclutados por empresas extranjeras mientras a\u00fan se encuentran en California. A\u00fan si algunos regresan, la mayor parte de las empresas chilenas desconocen el talento que se est\u00e1n cultivando en California.<\/P> En un ejemplo de ello, Irarr\u00e1zaval se reuni\u00f3 con dos estudiantes chilenos de doctorado de la UC Davis quienes est\u00e1n trabajando en la prevenci\u00f3n de las enfermedades del salm\u00f3n que han costado a la industria de acuicultura de Chile cerca de US$ 2.000 millones en exportaciones perdidas. Sin embargo, ninguna de las 35 empresas salmonicultoras de Chile les ha ofrecido ayuda financiera de modo que Irarr\u00e1zaval predice que terminar\u00e1n trabajando en otra parte.<\/P> \u201cLos chilenos quieren volver a Chile, pero no hay ninguna conexi\u00f3n con el sector privado, realmente es una p\u00e9rdida de talento\u201d, sentenci\u00f3 Irarr\u00e1zaval.<\/P> Para poner fin a esta fuga de talento, el consejo propuso la creaci\u00f3n de una agencia de reclutamiento que reunir\u00eda a estudiantes chilenos graduados en Estados Unidos con empresas en Chile. Atraer graduados de vuelta al pa\u00eds podr\u00eda generar un enorme beneficio para Chile con un esfuerzo relativamente bajo. En otras palabras, son lo que Irarr\u00e1zaval califica como \u201cla fruta que est\u00e1 al alcance de la mano\u201d de California.<\/P> El consejo adem\u00e1s aspira a promover la investigaci\u00f3n y el desarrollo en \u00e1reas donde Chile tiene una ventaja natural tales como la astronom\u00eda. Con m\u00e1s de la mitad de los telescopios del mundo en el norte de Chile, el Desierto de Atacama tiene el potencial para convertirse en un importante destino para astr\u00f3nomos y turistas. \u201cYa tenemos una ruta del vino en Chile, \u00bfqu\u00e9 pasa si creamos una ruta de la astronom\u00eda?\u201d, coment\u00f3 Irarr\u00e1zaval.<\/P> Fernando Flores, el presidente del Consejo Nacional de Innovaci\u00f3n de Chile, est\u00e1 concentrado en aprovechar el liderazgo del pa\u00eds en astronom\u00eda, pero cada miembro del consejo tiene un \u00e1rea de inter\u00e9s distinta: Isabel Allende, por ejemplo, est\u00e1 interesada en fomentar la cooperaci\u00f3n cultural. Esto es importante porque los consejeros deben sentir pasi\u00f3n por las nuevas iniciativas para invertir tiempo y dinero en ellas, dijo Irarr\u00e1zaval.<\/P> El renovado Plan Chile-California es una oportunidad para que las empresas chilenas se beneficien de las excepcionales universidades y experiencia en innovaci\u00f3n y emprendimiento del estado de la Costa Oeste. The answer is that they are all based in California and are members of the Chile-California Council, an initiative launched last year by Chile\u2019s Foreign Affairs Ministry to increase trade and business ties with the United States\u2019 most populous state.<\/P> Chile and California have much in common including warm climates, long Pacific coastlines, fruit exports, wine industries and their susceptibility to earthquakes. California\u2019s economy is the eighth largest in the world and more than ten times Chile\u2019s size, but they have a history of cooperation going back half a century.<\/P> In the early 1960s Chile and California signed an agreement as part of John F. Kennedy\u2019s Alliance for Progress program. This accord was re-launched in 2008 with the creation of the Plan Chile-California: A Strategic Association for the 21st Century, which has been supported by AmCham.<\/P> When President Pi\u00f1era led a mission of ministers and businesspeople to California in September 2010, he created the Chile-California Council under the auspices of the Foreign Affairs Ministry, and appointed Agust\u00edn Huneeus, a Chilean winemaker now based in Napa valley, as its president.<\/P> The Council\u2019s strategy is divided into three main areas: developing human capital, promoting research and development, and increasing trade and business opportunities. Comprised of 30 members including artists, businesspeople, academics and government officials, the Council held its first meeting at the Ritz Carlton Hotel in San Francisco on April 15.<\/P> AmCham Chile\u2019s president, Javier Irarr\u00e1zaval, attended along with Chile\u2019s Undersecretary of Foreign Affairs, Fernando Schmidt, and its Ambassador to the United States, Arturo Fermandois.<\/P> \u201cThis was one of those meetings where you come back feeling that good things were accomplished,\u201d Irarr\u00e1zaval told bUSiness CHILE on his return to Santiago.<\/P> The members agreed to create a private foundation in California, a board with up to 14 members and an executive committee to manage the Council\u2019s operations. Once the team is appointed and staff hired in both countries, committees will be created to focus on specific areas of cooperation such as education, technology and innovation. The new structure will help channel financial resources from the Chilean government, companies and individuals into promising new initiatives, said Irarr\u00e1zaval.<\/P> The day before the meeting, the Chilean delegation visited Sacramento to meet with state officials including California\u2019s Governor Jerry Brown, who replaced Arnold Schwarzenegger in January. Brown\u2019s father helped launch the original Chile\u2013California agreement in the 1960s and he is keen to build on the progress made by his predecessor.<\/P> Over 20 agreements have been signed in areas such as energy, biotechnology, entrepreneurship and education, but the Council needs to decide which to support, promote and adopt, said Irarr\u00e1zaval.<\/P> Some progress has been made already. For example, Chile\u2019s emergency services agency, ONEMI, took part in a simulation with its California equivalent, Cal EMA, last year to improve earthquake preparedness, and seminars have been held on topics such as renewable energy and organic farming, but more needs to be done, said Irarr\u00e1zaval.<\/P> In January, AmCham brought a group of leading Silicon Valley venture capitalists to Chile to share their experience and meet with young Chilean entrepreneurs. The mission was a follow-up to the September 2010 meeting between U.S. venture capitalists and Economy Minister Juan Andr\u00e9s Fontaine.<\/P> Organized in partnership with the Economy Ministry, the Chilean Economic Development Agency (CORFO), the U.S. Department of Commerce, NGO Endeavor Chile and the Chilean Association of Investment Funds (ACAFI), the mission was a success and AmCham plans to bring another group of venture capitalists to Chile in 2012.<\/P> Ending the brain drain<\/STRONG><\/P> Human capital is another important area of cooperation considering that California has some of the world\u2019s best universities. Today, hundreds of Chilean students are studying in universities like UC Davis and UC Berkeley under the Becas Chile scholarship program.<\/P> For example, the University of Concepci\u00f3n signed an agreement with UC Davis in 2009 to promote joint research in science and technology focused on agriculture, which has given students from Concepci\u00f3n a chance to study in California.<\/P> \u201cThere are a lot of young, bilingual, talented Chileans studying in California, but many of them will never return to Chile or, if they do, it will only be for a short time,\u201d said Irarr\u00e1zaval.<\/P> Becas Chile requires students return to Chile to work for at least two years after completing their studies, but they are often head-hunted by foreign companies while still in California. Even if some do return, most Chilean companies are unaware of the talent being nurtured in California.<\/P> As a case in point, Irarr\u00e1zaval met two Chilean PhD candidates at UC Davis who are working on preventing salmon diseases that have cost Chile\u2019s aquaculture industry some US$2 billion in lost exports. However, they have not been offered financial assistance by any of Chile\u2019s 35 salmon companies so Irarr\u00e1zaval predicts they will end up working somewhere else.<\/P> \u201cChileans want to come back to Chile but there is no connection with the private sector, it\u2019s really a waste of talent,\u201d said Irarr\u00e1zaval.<\/P> To put an end to this brain-drain, the Council proposed creating a headhunting agency that would match Chilean graduate students in the U.S. with companies in Chile. Luring graduates back home could bring a great benefit to Chile with relatively little effort. In other words, they are what Irarr\u00e1zaval calls California\u2019s \u201clow-hanging fruit\u201d.<\/P> The Council also aims to promote research and development in areas where Chile has a natural advantage such as astronomy. With over half of the world\u2019s telescopes in northern Chile, the Atacama Desert has the potential to become a top destination for astronomers and tourists. \u201cWe already have a wine route in Chile, what if we created an astronomy route?\u201d said Irarr\u00e1zaval.<\/P> Fernando Flores, the president of Chile\u2019s National Innovation Council, is focused on leveraging the country\u2019s leadership in astronomy, but each councillor has a different area of interest – Isabel Allende, for example, is interested in fostering cultural cooperation. This is important because the councillors must feel passionate about new initiatives to invest time and money in them, said Irarr\u00e1zaval.<\/P> The renewed Plan Chile-California is an opportunity for Chilean companies to benefit from the West Coast state\u2019s outstanding universities and experience in innovation and entrepreneurship.
