Entre el 12 y el 14 de junio, la Asociaci\u00f3n de C\u00e1maras Americanas de Comercio en Latinoam\u00e9rica (AACCLA, por su sigla en ingl\u00e9s) celebr\u00f3 su reuni\u00f3n semestral en conjunto con su conferencia anual Business Future of the Americas en Cartagena, Colombia. AmCham Chile fue representada por su gerente general, Jaime Baz\u00e1n, en conjunto con Nora Balzarotti -gerente de investigaci\u00f3n y proyectos de la C\u00e1mara- y Kathleen Barclay, miembro del consejo asesor de AmCham.<\/P>

El tema de la reuni\u00f3n fue la integraci\u00f3n hemisf\u00e9rica y el evento fue inaugurado por un positivo mensaje del presidente de Colombia, Juan Manuel Santos, quien manifest\u00f3 su confianza en que Estados Unidos aprobar\u00eda el tratado de libre comercio de esa naci\u00f3n con Colombia para fines del 2011, visi\u00f3n que fue fuertemente compartida por Francisco S\u00e1nchez, subsecretario de Comercio Internacional del Departamento de Comercio de Estados Unidos. El subsecretario S\u00e1nchez tambi\u00e9n se mostr\u00f3 optimista en cuanto a que el TLC entre Estados Unidos y Panam\u00e1 se aprobar\u00eda este a\u00f1o, posiblemente ya en el tercer trimestre.<\/P>

Para las empresas estadounidenses esto otorga importantes oportunidades de crecimiento. Las exportaciones de Estados Unidos a Am\u00e9rica Latina y el Caribe ya triplican las exportaciones a China y son responsables de cerca de 2 millones de empleos en Estados Unidos. Los acuerdos comerciales con Colombia y Panam\u00e1, los que profundizar\u00e1n la relaci\u00f3n de Estados Unidos con Am\u00e9rica Latina, tambi\u00e9n destacan el principal tema de la conferencia: la integraci\u00f3n hace que todo el hemisferio sea m\u00e1s pr\u00f3spero y competitivo en comparaci\u00f3n con otras regiones del mundo.<\/P>

Los recientes avances en la integraci\u00f3n regional fueron enfatizados adem\u00e1s por varios oradores. Ra\u00fal Rivera, presidente del Foro Innovaci\u00f3n, se refiri\u00f3 a c\u00f3mo el enfoque en metas comunes est\u00e1 conduciendo la integraci\u00f3n regional con el \u00edmpetu del sector privado. Adem\u00e1s, Michael Reid, el editor para Am\u00e9rica de The Economist, entreg\u00f3 un excelente panorama del progreso econ\u00f3mico de la regi\u00f3n e hizo \u00e9nfasis en la importancia del impresionante \u00e9xito de Brasil en los \u00faltimos a\u00f1os as\u00ed como tambi\u00e9n en el significativo avance logrado por Colombia, Per\u00fa y Chile.<\/P>

Reid elogi\u00f3 las mayores tasas de crecimiento a lo largo de la regi\u00f3n, su \u00e9xito en sortear la crisis financiera internacional y el importante progreso social que ha sacado a m\u00e1s de 40 millones de personas de la pobreza en la \u00faltima d\u00e9cada. Al mismo tiempo, sostuvo que la regi\u00f3n se ha visto beneficiada por la buena suerte, lo que incluye favorables condiciones econ\u00f3micas mundiales que han generado atractivos precios para los bienes b\u00e1sicos as\u00ed como tambi\u00e9n altos niveles de liquidez global.<\/P>

Advirti\u00f3 que el mayor riesgo es la autocomplacencia y que los pa\u00edses de la regi\u00f3n deber\u00edan concentrarse en los desaf\u00edos pendientes de la creciente productividad -en particular la productividad laboral- y en evitar el sobrecalentamiento econ\u00f3mico generado por los altos niveles de liquidez. La creciente productividad en el sector de servicios que da empleo a la mayor\u00eda de los trabajadores en la regi\u00f3n es particularmente importante, lo que exige poner \u00e9nfasis en la educaci\u00f3n, una mayor competitividad, investigaci\u00f3n y desarrollo, as\u00ed como tambi\u00e9n en la seguridad regional. <\/P>

Pero Reid cerr\u00f3 su intervenci\u00f3n con un tono optimista, al destacar que para el 2025 la regi\u00f3n tiene la oportunidad de duplicar el ingreso per c\u00e1pita ubic\u00e1ndose as\u00ed cerca del estatus de los pa\u00edses desarrollados con una clase media fuerte y sustentable. Sin embargo, para llegar a ese punto la regi\u00f3n necesita ambici\u00f3n e innovaci\u00f3n junto con una mayor integraci\u00f3n.<\/P>

Una serie de paneles abordaron los desaf\u00edos espec\u00edficos para la integraci\u00f3n regional en las \u00e1reas de infraestructura, comercio, energ\u00eda y transporte. Todos concordaron en que el sector privado deber\u00eda ser el principal motor del proceso de integraci\u00f3n al aprovechar atractivas oportunidades en la regi\u00f3n. Por otro lado, los gobiernos necesitan entregar normas claras y trabajar en mejorar las relaciones con sus pa\u00edses vecinos.<\/P>

Los participantes en la conferencia concluyeron que los actuales desaf\u00edos y oportunidades en la regi\u00f3n requieren un renovado compromiso de la alianza p\u00fablico-privada. \u00c1lvaro Fischer de Fundaci\u00f3n Chile explic\u00f3 el \u00e9xito que ha tenido su organizaci\u00f3n en facilitar este tipo de alianzas, mientras que Ana Novik, de la Direcci\u00f3n General de Relaciones Econ\u00f3micas Internacionales de Ministerio de Relaciones Exteriores de Chile, destac\u00f3 las oportunidades que pueden surgir de una implementaci\u00f3n m\u00e1s efectiva de los actuales tratados de libre comercio y de la negociaci\u00f3n de acuerdos similares entre los pa\u00edses de la regi\u00f3n.<\/P>

La reuni\u00f3n concluy\u00f3 con una nota positiva con un renovado compromiso de la alianza p\u00fablico-privada y un reconocimiento de las oportunidades que una creciente integraci\u00f3n entrega al sector privado, pero a\u00fan hay trabajo por hacer y una gran preocupaci\u00f3n por los pa\u00edses que han sido incapaces de desarrollar una estabilidad institucional suficiente para aprovechar este auspicioso momento: una d\u00e9cada para Am\u00e9rica Latina con una creciente prosperidad para todos.<\/P>

Barclay es ex presidenta de la AACCLA, directora de la firma de consultor\u00eda Asesor\u00edas KCB Ltda. y presidenta del comit\u00e9 editorial de bUSiness CHILE.<\/STRONG><\/EM><\/P> On June 12-14, the Association of American Chambers of Commerce in Latin America (AACCLA) held its Mid-Year Meeting and annual Business Future of the Americas conference in Cartagena, Colombia. AmCham Chile was represented by AmCham General Manager, Jaime Baz\u00e1n, along with Nora Balzarotti of the Chamber\u2019s Research Department, and Kathleen Barclay, member of the AmCham Advisory Council.<\/P> The theme of the meeting was hemispheric integration and opened with an upbeat message from Colombia\u2019s President Juan Manuel Santos, who expressed confidence that the United States would approve the US-Colombia Free Trade Agreement by the end of 2011 – a view which was strongly shared by Francisco S\u00e1nchez, Undersecretary for International Trade at the US Department of Commerce. Undersecretary S\u00e1nchez was also optimistic that the US-Panama FTA would be approved this year, possibly as early as the third quarter.<\/P> For US businesses this presents important growth opportunities. Already, US exports to Latin America and the Caribbean are three times exports to China and represent approximately 2 million jobs in the United States. The Colombia and Panama trade agreements, which will deepen the US relationship with Latin America, also highlight the main theme of the conference – integration makes the entire hemisphere more prosperous and competitive compared to other regions in the world.<\/P> Recent progress in regional integration was also highlighted by several speakers. Ra\u00fal Rivera, president of Foro Innovaci\u00f3n, spoke about how the focus on common goals is driving regional integration with impetus from the private sector. In addition, Michael Reid, the Americas Editor for The Economist, gave an excellent overview of the region\u2019s economic progress, stressing the importance of Brazil\u2019s impressive success over the last few years as well as the significant progress made by Colombia, Peru and Chile.<\/P> Reid applauded the higher growth rates across the region, its success in navigating the international financial crisis, and the important social progress that has lifted over 40 million people out of poverty over the last decade. At the same time, he said that the region has benefited from good luck including favorable world economic conditions that have resulted in attractive commodity prices as well as high levels of global liquidity.<\/P> He warned that the greatest risk is complacency and that countries of the region should focus on the pending challenges of increasing productivity \u2013 particularly labor productivity \u2013 and avoiding economic overheating generated by high levels of liquidity. Increasing productivity in the services sector that employs a majority of workers in the region is particularly important, requiring an emphasis on education, increased competitiveness, research and development, as well as regional security. <\/P> But Reid closed on an optimistic tone, noting that by 2025 the region has the opportunity to double per capita income thereby reaching near developed country status with a strong and sustainable middle class. To get there, however, the region needs ambition and innovation along with increased integration.<\/P> A series of panels addressed specific challenges to regional integration in the areas of infrastructure, trade, energy, and transportation. All agreed that the private sector should be the principal driver of the integration process by taking advantage of attractive opportunities in the region. On the other hand, governments need to provide clear rules and work on improving relations with neighboring countries.<\/P> Conference participants concluded that the current challenges and opportunities in the region require a renewed commitment to public-private partnership. Alvaro Fischer of Fundaci\u00f3n Chile explained the success of his organization in facilitating this type of partnership while Ana Novik, of the Foreign Ministry\u2019s international trade department, Direcon, pointed to the opportunities that can come from more effective implementation of existing free trade agreements and the negotiation of similar agreements between countries of the region.<\/P> The meeting concluded on a positive note with a renewed commitment to public-private partnership and a recognition of the opportunities that increased integration provides the private sector, but there remains work to do and deep concern for countries that have been unable to develop sufficient institutional stability to take advantage of this auspicious moment \u2013 a decade for Latin America with increased prosperity for all.<\/P> Kathleen C.
