{"id":4504,"date":"2011-04-20T18:30:39","date_gmt":"2011-04-20T18:30:39","guid":{"rendered":""},"modified":"2015-03-10T17:22:13","modified_gmt":"2015-03-10T20:22:13","slug":"el-dilema-de-la-sequia-de-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/el-dilema-de-la-sequia-de-chile\/","title":{"rendered":"<!--:es-->El Dilema de la Sequ\u00eda de Chile<!--:--><!--:en-->Chile\u2019s Drought Dilemma<!--:-->"},"content":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">En los \u00faltimos a\u00f1os, los chilenos se han acostumbrado a o\u00edr hablar sobre La Ni\u00f1a. En contraste con El Ni\u00f1o, el fen\u00f3meno clim\u00e1tico trae consigo condiciones meteorol\u00f3gicas inusualmente calurosas y secas a la costa del Pac\u00edfico en Am\u00e9rica del Sur, lo que reduce las lluvias desde el sur de Chile hasta el norte de Colombia.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El a\u00f1o pasado se volvi\u00f3 a sentir. Las \u00faltimas cifras de la Direcci\u00f3n General de Aguas (DGA) de Chile, parte del Ministerio de Obras P\u00fablicas, muestran que los embalses del pa\u00eds estaban en apenas un tercio de su capacidad total con los niveles de agua un 45 por ciento por debajo de su promedio hist\u00f3rico.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La sequ\u00eda ha sido menos severa que la anterior en el per\u00edodo 2007-2008 con escasez de agua declarada en apenas 9 zonas frente a las 34 zonas de hace tres a\u00f1os, pero la zona central de Chile se ha visto duramente afectada.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta vez es la Regi\u00f3n de Coquimbo la que se ha visto m\u00e1s golpeada.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En enero, el Ministerio de Obras P\u00fablicas declar\u00f3 emergencia de obras de agua rural para toda la regi\u00f3n y algunas zonas de la vecina Regi\u00f3n de Valpara\u00edso, debido a que qued\u00f3 claro que las bajas lluvias del a\u00f1o pasado podr\u00edan amenazar los suministros de agua para los agricultores.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esto da al Gobierno facultades para intervenir los sistemas de riego, entregar suministros de agua de emergencia a comunidades rurales y pienso para animales para el ganado que no cuenta con suficiente pasto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dada la importancia de la agricultura en Coquimbo -la regi\u00f3n produce el 40 por ciento de las exportaciones de c\u00edtricos de Chile y m\u00e1s de la mitad de sus papas-, la sequ\u00eda amenaza con tener un serio impacto en su econom\u00eda que, como el resto de Chile, se ha venido recuperando de la crisis financiera del 2008.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con menos agua en los canales de riego, los agricultores est\u00e1n plantando menos y podando los \u00e1rboles existentes de modo que no den fruto y sobrevivan a la sequ\u00eda, afirma Sergio Gahona, intendente de la Regi\u00f3n de Coquimbo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esto significa menos para cosechar y empacar con un efecto potencialmente dr\u00e1stico en el empleo estacional en la agricultura de la regi\u00f3n, el que corresponde a un 8 por ciento de la fuerza laboral de Coquimbo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEl problema no va a ser esta temporada, sino la siguiente\u201d, sentencia Gahona.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hasta 3.000 empleos se podr\u00edan perder producto de la sequ\u00eda, mientras que el crecimiento econ\u00f3mico podr\u00eda reducirse en un 1 punto porcentual, a\u00f1ade.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El gobierno regional ahora est\u00e1 preparando programas de empleo de emergencia para ayudar a mantener a la gente trabajando durante el per\u00edodo de sequ\u00eda. Muchos ser\u00e1n empleados en proyectos para mejorar los suministros de agua, profundizar y ampliar los actuales pozos de agua, y fortalecer los canales.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En total, Gahona estima que el gobierno gastar\u00e1 US$ 10 millones adicionales este a\u00f1o para mitigar el impacto de la sequ\u00eda en la regi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si bien Coquimbo ha sentido la mayor parte de la sequ\u00eda, La Ni\u00f1a se ha sentido a lo largo de la zona central y sur de Chile por medio de su efecto sobre los suministros el\u00e9ctricos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Bajos Embalses<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La hidroelectricidad corresponde a cerca del 45 por ciento de la capacidad instalada del Sistema Interconectado Central (SIC), la principal red el\u00e9ctrica del pa\u00eds, pero s\u00f3lo un embalse en todo el pa\u00eds \u2013Laja\u2013 tiene la capacidad para almacenar agua de un a\u00f1o para otro, lo que hace que el sistema sea altamente vulnerable a las variaciones anuales de las lluvias.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El invierno seco del a\u00f1o pasado dej\u00f3 los niveles de agua en los embalses hidroel\u00e9ctricos cerca de m\u00ednimos hist\u00f3ricos y, en algunos casos, las centrales est\u00e1n teniendo dificultades para generar electricidad. Los niveles de agua en el enorme embalse Rapel, a 120 kil\u00f3metros al suroeste de Santiago, han ca\u00eddo tanto que los edificios inundados con su construcci\u00f3n se han vuelto visibles por primera vez en casi 40 a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Como resultado, la generaci\u00f3n hidroel\u00e9ctrica ha declinado en casi un 20 por ciento respecto de un a\u00f1o atr\u00e1s.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_SERGIO_GAHONA_SP_ABRIL_2011.jpg\" width=250 height=200>Desafortunadamente, este escenario es demasiado familiar para los chilenos. Una crisis energ\u00e9tica en 1998, causada por un invierno seco, oblig\u00f3 al gobierno a implementar apagones sucesivos para ahorrar agua, lo que fue seguido por otra crisis en el 2008.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El gobierno conf\u00eda en que el racionamiento no ser\u00e1 necesario esta vez, pero como precauci\u00f3n, orden\u00f3 que los embalses de m\u00e1s al sur conservaran agua, que se redujera el voltaje en el SIC en un 10 por ciento e inst\u00f3 a los hogares y las industrias a reducir el consumo. El horario de verano (para ahorrar energ\u00eda) se extendi\u00f3 adem\u00e1s en un par de meses para aprovechar la luz del sol durante las tardes, en las que se consumen grandes cantidades de energ\u00eda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, el mayor impacto estar\u00e1 en los precios de la electricidad al tiempo que para cubrir la escasez, el sector el\u00e9ctrico se vuelca hacia centrales el\u00e9ctricas a di\u00e9sel, las que son m\u00e1s costosas. Los precios de la electricidad en el SIC ya se han duplicado con creces en los \u00faltimos meses a cerca de US$ 220 por megavatio hora.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esto significa mayores cuentas para las familias y la industria, lo que est\u00e1 haciendo subir la inflaci\u00f3n, si bien son las propias empresas de electricidad, expuesta a los precios de mercado, las que podr\u00edan verse m\u00e1s afectadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Una soluci\u00f3n es construir m\u00e1s embalses, pero tras d\u00e9cadas de desarrollo los sitios mejores y m\u00e1s sencillos ya se han desarrollado, afirma el ministro de Miner\u00eda y Energ\u00eda, Laurence Golborne. Los que quedan son ya sea los menos eficientes o bien los que se ubican en \u00e1reas ambiental o socialmente delicadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La mayor parte del potencial hidroel\u00e9ctrico de Chile yace en el extremo sur del pa\u00eds, en la remota Regi\u00f3n de Ays\u00e9n donde Colb\u00fan, Endesa y Xstrata est\u00e1n impulsando planes para desarrollar embalses pese a la vehemente oposici\u00f3n de los ambientalistas. A diferencia de la zona central de Chile, Ays\u00e9n no est\u00e1 sujeto a los mismos ciclos de lluvia que regularmente afectan la hidroelectricidad m\u00e1s al norte, lo que asegura una fuente de energ\u00eda mucho m\u00e1s confiable.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, debido a las dificultades para obtener los permisos y transportar la electricidad a los centros de consumo, sigue siendo incierto cu\u00e1ndo, o si es que, estos embalses se desarrollar\u00e1n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Mientras tanto, la industria el\u00e9ctrica recurre cada vez m\u00e1s a las centrales termoel\u00e9ctricas para satisfacer la creciente demanda de electricidad de Chile, las que reducir\u00edan el impacto de futuras sequ\u00edas sobre el suministro el\u00e9ctrico, pero generan otras preocupaciones, en especial de car\u00e1cter ambiental.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Cambio Clim\u00e1tico<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si bien el efecto de la sequ\u00eda de este a\u00f1o podr\u00eda ser limitado y de corta duraci\u00f3n, parece que tales eventos se est\u00e1n volviendo m\u00e1s frecuentes y forman parte de una tendencia m\u00e1s amplia.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEste no es un problema nuevo\u201d, sostiene Gahona de Coquimbo. \u201cHa habido escasez de agua durante los \u00faltimos 10 a\u00f1os, evidentemente el problema es acumulativo.\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un sospechoso es el cambio clim\u00e1tico: un informe del 2009 realizado por la Pontificia Universidad Cat\u00f3lica de Chile sobre el impacto del calentamiento global en Chile sugiri\u00f3 que el pa\u00eds se volver\u00e1 m\u00e1s caluroso y m\u00e1s seco durante la pr\u00f3xima d\u00e9cada, lo que significa veranos m\u00e1s templados en el sur, pero efectos potencialmente catastr\u00f3ficos en el ya \u00e1rido norte del pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El futuro impacto del calentamiento global est\u00e1 lejos de estar claro. De hecho, otros modelos sugieren que el norte de Chile podr\u00eda registrar m\u00e1s lluvias como resultado de \u00e9l, pero es un riesgo que las empresas est\u00e1n tomando seriamente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Alrededor del mundo, el agua es considerada cada vez m\u00e1s como un activo estrat\u00e9gico para las empresas y los gobiernos, en particular en donde escasea.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Este ciertamente es el caso del norte de Chile, que alberga al desierto m\u00e1s \u00e1rido del mundo, en donde -tras dos d\u00e9cadas de r\u00e1pida expansi\u00f3n- las ciudades, la agricultura y la industria minera se encuentran crecientemente en disputa por los escasos suministros de agua de la regi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En algunas cuencas de r\u00edos, el Gobierno ha tomado medidas, por ejemplo, mediante la prohibici\u00f3n del otorgamiento de nuevos derechos de agua desde el acu\u00edfero de Calama. En otras, como en el Valle de Copiap\u00f3, parece ser demasiado tarde. Los derechos de extracci\u00f3n otorgados por el Gobierno superaron el volumen de agua disponible y en consecuencia, el nivel del acu\u00edfero subterr\u00e1neo ha ca\u00eddo por a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Cada Gota Cuenta<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para regiones dependientes de la agricultura como la de Coquimbo, encontrar maneras de utilizar los suministros de agua de manera m\u00e1s eficiente es vital a fin de mantener el crecimiento.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los agricultores de Coquimbo son relativamente eficientes en el uso de agua y m\u00e1s de la mitad emplea t\u00e9cnicas avanzadas de riego, pero hasta el 70 por ciento del agua se pierde en la red de canales de riego de 536 kil\u00f3metros que tiene la regi\u00f3n, de los cuales s\u00f3lo el 10 por ciento est\u00e1 revestido, se\u00f1ala Gahona.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_ALISTAIR_MARSH_SP_ABRIL_2011.jpg\" width=250 height=200>El gobierno ahora planea desembolsar US$ 220 millones para revestir canales en puntos clave, pero la soluci\u00f3n de largo plazo es construir una serie de embalses durante la pr\u00f3xima d\u00e9cada que elevar\u00e1n la capacidad de almacenamiento del pa\u00eds en un 25 por ciento a cerca de 5.000 millones de metros c\u00fabicos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Siete de estos se construir\u00e1n en Coquimbo, lo que aumentar\u00e1 la capacidad de almacenamiento de agua de la regi\u00f3n en un 23 por ciento a 1,6 millones de metros c\u00fabicos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Gahona, la expansi\u00f3n es mejor tarde que nunca. &#8220;Estos son proyectos que deber\u00edan haberse llevado a cabo hace 15 a\u00f1os&#8221;, afirma.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">M\u00e1s que s\u00f3lo a\u00f1adir capacidad de almacenamiento, los nuevos embalses permitir\u00e1n que Coquimbo expanda su tierra agr\u00edcola en un 50 por ciento a 113.000 hect\u00e1reas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Esto ser\u00e1 un impulso para el desarrollo\u201d, se\u00f1ala el intendente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero adem\u00e1s de construir nueva infraestructura, Gahona sostiene que la regi\u00f3n tambi\u00e9n tendr\u00e1 que encontrar maneras de utilizar el agua con mayor eficiencia, incluida la plantaci\u00f3n de cultivos que necesiten menos riego como los olivos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile se ha convertido en un importante productor de aceitunas en los \u00faltimos a\u00f1os, pero relativamente pocos olivos se desarrollan en Coquimbo. Producir m\u00e1s cultivos como este permitir\u00eda que la agricultura de la regi\u00f3n crezca sin usar m\u00e1s agua y la har\u00eda m\u00e1s resistente a las sequ\u00edas, indica Gahona.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Mineras Sedientas<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Quiz\u00e1s la industria m\u00e1s amenazada por la escasez de agua de Chile sea la minera.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El recurso es de vital importancia para el sector, que consume enormes vol\u00famenes para separar valiosos minerales con contenido de cobre de minerales m\u00e1s pesados en enormes celdas de flotaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, la industria consume sorprendentemente poca agua si se le compara con otras actividades, sostiene Jorge Proust, consultor de agua para la industria minera.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En las regiones del norte de Chile, la miner\u00eda extrae menos de 12 metros c\u00fabicos por segundo, lo que se compara con los casi 40 metros c\u00fabicos utilizados por las empresas de agua y los 170 metros c\u00fabicos de la agricultura.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El problema es que la miner\u00eda est\u00e1 concentrada en su gran mayor\u00eda en el \u00e1rido extremo norte del pa\u00eds, lo que significa que es un importante consumidor justo donde los suministros son m\u00e1s escasos. En la Regi\u00f3n de Antofagasta, donde la agricultura es insignificante, el sector corresponde a casi dos tercios del consumo de agua.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con el agua ya en baja provisi\u00f3n, la industria minera se ha esforzado con cierto \u00e9xito en mejorar la eficiencia, reutilizando el agua una y otra vez para minimizar la extracci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_JORGE_PROUST_SP_ABRIL_2011.jpg\" width=250 height=200>Seg\u00fan la Comisi\u00f3n Chilena del Cobre (Cochilco), la industria minera us\u00f3 apenas 0,79 de metro c\u00fabico de agua para procesar una tonelada de mineral en el 2006, un 28 por ciento menos que los 1,1 metros c\u00fabicos del 2000.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, las leyes minerales en casi todas las minas han estado cayendo, lo que significa que las empresas mineras deben procesar m\u00e1s mineral para producir la misma cantidad del metal.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Alistair Marsh, gerente de aguas residuales de la firma local de soluciones qu\u00edmicas Sinquiver, afirma que la industria chilena podr\u00eda hacer m\u00e1s en t\u00e9rminos de la reutilizaci\u00f3n del agua.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La tecnolog\u00eda de membranas permite a las industrias reciclar el agua de manera casi indefinida, lo que reduce dr\u00e1sticamente el consumo, destaca.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dicha tecnolog\u00eda es costosa y utiliza mucha energ\u00eda, pero los beneficios ser\u00edan significativos. Los productores chilenos de celulosa, presionados por el impacto ambiental de sus emisiones, la est\u00e1n evaluando, asevera Marsh.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y pronto podr\u00edan no tener opci\u00f3n. La DGA, junto con otras entidades p\u00fablicas, est\u00e1 tratando de introducir regulaciones que forzar\u00edan a las empresas a reciclar agua y usarla de manera m\u00e1s eficiente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A\u00fan as\u00ed, la miner\u00eda necesita m\u00e1s agua.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con el precio del cobre y otros metales en m\u00e1ximos r\u00e9cord, la industria planifica una enorme expansi\u00f3n para incrementar la producci\u00f3n del metal rojo en un 35 por ciento para el 2020 y triplicar la producci\u00f3n de oro.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Cochilco, esto implicar\u00e1 un aumento del 45 por ciento en la cantidad de agua consumida por la industria.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, hallar nuevas fuentes de agua es cada vez m\u00e1s dif\u00edcil, si no imposible. Y, a\u00fan cuando se encontraran nuevas fuentes, otras preocupaciones podr\u00edan interponerse.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los planes de BHP Billiton de bombear agua de acu\u00edferos ubicados a mucha altura en la cordillera de los Andes a 190 kil\u00f3metros de su mina de cobre Escondida, la m\u00e1s grande del mundo, fueron pospuestos luego que las autoridades ambientales manifestaran sus preocupaci\u00f3n sobre el efecto del proyecto en los humedales de las zonas cercanas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Agua, Agua, Por Todas Partes<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Una fuente m\u00e1s pr\u00f3xima es el Oc\u00e9ano Pac\u00edfico, que no tiene ninguna escasez de agua.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta opci\u00f3n, ya sea a trav\u00e9s de la desalinizaci\u00f3n o bien mediante la utilizaci\u00f3n de agua salada sin tratar en los distintos procesos, a\u00fan se encuentra en sus primeras etapas, pero se espera que gane terreno dada la falta de alternativas para la industria.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">BHP Billiton ya suministra agua a Escondida desde una planta de desalinizaci\u00f3n y ha presentado planes para una planta mucho m\u00e1s grande, avaluada en m\u00e1s de US$ 3.500 millones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La firma de mineral de hierro CAP y la canadiense Goldcorp est\u00e1n evaluando plantas de desalinizaci\u00f3n para nuevas minas en la Regi\u00f3n de Atacama.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En tanto, Antofagasta Minerals inaugur\u00f3 recientemente su nueva mina Esperanza, la primera en Chile en usar un 100 por ciento de agua salada en sus operaciones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La utilizaci\u00f3n de agua salada genera costos adicionales. In contrast to El Ni\u00f1o, the climatic phenomenon brings unusually hot, dry weather to South America\u2019s Pacific Coast, reducing rainfall from southern Chile to northern Colombia.<\/p>\n<p style=\"text-align: justify;\">Last year it struck again. The latest figures from Chile\u2019s National Water Board (DGA), part of the Public Works Ministry, show that the country\u2019s reservoirs were at just one third of their total capacity with water levels 45 percent below their historic average.<\/p>\n<p style=\"text-align: justify;\">The drought has been less severe than the previous one in 2007-2008 with water shortages declared in just nine zones compared to 34 zones three years ago, but central Chile has been badly hit.<\/p>\n<p style=\"text-align: justify;\">This time it is the region of Coquimbo that has been worst affected.<\/p>\n<p style=\"text-align: justify;\">In January, the Public Works Ministry declared a water emergency for the whole region and parts of neighboring Valparaiso, as it became apparent that low rainfall last year could threaten water supplies to farmers.<\/p>\n<p style=\"text-align: justify;\">This gives the government power to intervene in irrigation systems, provide emergency water supplies to rural communities and animal feed for herds left without sufficient pasture.<\/p>\n<p style=\"text-align: justify;\">Given the importance of farming in Coquimbo \u2013 the region produces 40 percent of Chile\u2019s citrus exports and more than half of its potatoes \u2013 the drought threatens to have a serious impact on its economy which, like the rest of Chile, has been recovering from the 2008 financial crisis.<\/p>\n<p style=\"text-align: justify;\">With less water in irrigation dykes, farmers are planting less and pruning existing trees back so they don\u2019t bear fruit and survive the drought, says Sergio Gahona, governor of the Coquimbo region.<\/p>\n<p style=\"text-align: justify;\">This means less to pick and pack with a potentially dramatic impact on seasonal employment in the region\u2019s agriculture which accounts for 8 percent of the workforce in Coquimbo.<\/p>\n<p style=\"text-align: justify;\">\u201cThe problem is not going to be this season but the next one,\u201d says Gahona.<\/p>\n<p style=\"text-align: justify;\">As many as 3,000 jobs could be lost as a result of the drought, while economic growth may be curtailed by one percentage point, he adds.<\/p>\n<p style=\"text-align: justify;\">The regional government is now preparing emergency job programs to help keep people in work through the dry spell. Many will be employed in projects to improve water supplies, deepening and widening existing water wells and strengthening canals.<\/p>\n<p style=\"text-align: justify;\">In total, Gahona estimates the government will spend an additional US$10 million this year to mitigate the drought\u2019s impact in the region.<\/p>\n<p style=\"text-align: justify;\">While Coquimbo has borne the brunt of the drought, La Ni\u00f1a is being felt throughout central and southern Chile through its impact on power supplies.<\/p>\n<p style=\"text-align: justify;\"><strong>Low reservoirs<\/strong><\/p>\n<p style=\"text-align: justify;\">Hydroelectricity accounts for around 45 percent of installed capacity in the country\u2019s main power grid, the Sistema Interconectada Central (SIC), but just one reservoir in the whole country \u2013 Laja \u2013 has capacity to store water from one year to another, which makes the system highly vulnerable to annual variations in rainfall.<\/p>\n<p style=\"text-align: justify;\">Last year\u2019s dry winter has left water levels at hydropower reservoirs near historic lows and, in some cases, plants are struggling to produce electricity. Water levels at the giant Rapel reservoir, 120 km southwest of Santiago, have fallen so low that buildings flooded by its construction have become visible for the first time in almost 40 years.<\/p>\n<p style=\"text-align: justify;\">As a result, hydroelectric generation has fallen by almost 20 percent compared to a year ago.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"mceItem\" style=\"margin: 5px; float: right; border: black 1px solid;\" alt=\"\" src=\"\/sites\/default\/files\/ING_SERGIO_GAHONA_SP_ABRIL_2011.jpg\" width=\"250\" height=\"200\" \/>Unfortunately, this scenario is all too familiar to Chileans. An energy crisis in 1998, caused by a dry winter, forced the government to implement rolling blackouts to save water, which was followed by another crisis in 2008.<\/p>\n<p style=\"text-align: justify;\">The government is confident that rationing will not be necessary this time but, as a precaution, it has ordered reservoirs further south to preserve water, cut the voltage in the SIC by 10 percent and urged households and industry to reduce consumption. Daylight saving time has also been extended by a couple of months to keep the sun up during the energy-intensive evenings.<\/p>\n<p style=\"text-align: justify;\">The bigger impact though will be on electricity prices as the power industry turns to more expensive oil-fired power plants to cover the shortfall. Power prices in the SIC have already more than doubled in recent months to around US$220 a megawatt hour.<\/p>\n<p style=\"text-align: justify;\">This means higher bills for households and industry which is driving up inflation, although it is the power companies themselves, exposed to spot prices, that may be worst affected.<\/p>\n<p style=\"text-align: justify;\">One solution is to build more reservoirs, but after decades of development the best and easiest sites have already been developed, says Mining and Energy Minister Laurence Golborne. Those remaining are either less efficient or in environmentally and socially sensitive areas.<\/p>\n<p style=\"text-align: justify;\">The bulk of Chile\u2019s hydropower potential lies in the remote southern region of Ays\u00e9n where Colb\u00fan, Endesa and Xstrata are pushing plans to develop reservoirs despite vehement opposition from environmentalists. Unlike central Chile, Ays\u00e9n is not subject to the same cyclical rainfall which regularly cripples hydropower further north, ensuring a much more reliable energy source.<\/p>\n<p style=\"text-align: justify;\">But, due to difficulties in permitting and transporting the power to centers of consumption, it remains uncertain when, or if, these dams will be developed.<\/p>\n<p style=\"text-align: justify;\">In the meantime, the power industry is looking increasingly to thermoelectric plants to meet Chile\u2019s growing demand for electricity, which would reduce the impact of future droughts on power supplies but raise other concerns, especially environmental ones.<\/p>\n<p style=\"text-align: justify;\"><strong>Climate change<\/strong><\/p>\n<p style=\"text-align: justify;\">While the impact of this year\u2019s drought may be limited and short-lived, it appears that such events are becoming more frequent and form part of a wider trend.<\/p>\n<p style=\"text-align: justify;\">&#8220;This is not a new problem,\u201d says Coquimbo\u2019s Gahona. \u201cThere has been a shortage of water during the last ten years, evidently the problem is accumulative.\u201d<\/p>\n<p style=\"text-align: justify;\">One suspect is climate change: a 2009 report by Santiago\u2019s Catholic University into the impact of global warming on Chile suggested that the country will become hotter and drier over the next century, meaning balmier summers in the south but potentially catastrophic effects on the already arid north.<\/p>\n<p style=\"text-align: justify;\">The future impact of global warming is far from clear. In fact, other models suggest northern Chile could see more rain as a result, but it is a risk that companies are taking seriously.<\/p>\n<p style=\"text-align: justify;\">Around the world, water is increasingly viewed as a strategic asset by business and government, particularly where it is in short supply.<\/p>\n<p style=\"text-align: justify;\">This is certainly the case in northern Chile, home to the world\u2019s driest desert, where, after two decades of rapid expansion, cities, agriculture and the mining industry are finding themselves increasingly at loggerheads over the region\u2019s scant water supplies.<\/p>\n<p style=\"text-align: justify;\">In some river basins, the government has taken action, for instance, by banning the granting of new water rights from the Calama aquifer. In others, such as the Copiap\u00f3 Valley, it appears to be too late. Extraction rights granted by the government exceed the volume of water available, and the level of the underground aquifer has consequently been falling for years.<\/p>\n<p style=\"text-align: justify;\"><strong>Every drop counts<\/strong><\/p>\n<p style=\"text-align: justify;\">For agriculture-dependent regions like Coquimbo, finding ways to use water supplies more efficiently is vital to maintain growth.<\/p>\n<p style=\"text-align: justify;\">Coquimbo\u2019s farmers are relatively efficient at using water and more than half use advanced irrigation techniques, but up to 70 percent of the water is lost in the region\u2019s 536 km network of irrigation canals of which just 10 percent is lined, says Gahona.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"mceItem\" style=\"margin: 5px; float: left; border: black 1px solid;\" alt=\"\" src=\"\/sites\/default\/files\/ING_ALISTAIR_MARSH_SP_ABRIL_2011.jpg\" width=\"250\" height=\"200\" \/>The government now plans to spend US$220 million lining the canals at critical points, but the long-term solution is to build a series of new reservoirs over the next decade that will lift the country\u2019s water storage capacity by 25 percent to close to five billion cubic meters.<\/p>\n<p style=\"text-align: justify;\">Seven of these will be built in Coquimbo, raising the region\u2019s water storage capacity by 23 percent to 1.6 million cubic meters.<\/p>\n<p style=\"text-align: justify;\">According to Gahona, the expansion is better late than never. &#8220;These are projects which should have been carried out 15 years ago,&#8221; he says.<\/p>\n<p style=\"text-align: justify;\">More than just adding storage capacity, the new reservoirs will allow Coquimbo to expand its farmland by 50 percent to 113,000 hectares.<\/p>\n<p style=\"text-align: justify;\">&#8220;This will be a major boost to development,\u201d the governor says.<\/p>\n<p style=\"text-align: justify;\">But as well as building new infrastructure, Gahona says the region will also have to find ways of using water more effectively including planting crops that need less irrigation such as olives.<\/p>\n<p style=\"text-align: justify;\">Chile has become a major olive producer in recent years, but relatively few are grown in Coquimbo. Producing more crops like this would allow the region\u00b4s agriculture to grow without using more water and make it more resistant to droughts, says Gahona.<\/p>\n<p style=\"text-align: justify;\"><strong>Thirsty miners<\/strong><\/p>\n<p style=\"text-align: justify;\">Perhaps the industry most at threat from Chile\u2019s water shortage is the mining industry.<\/p>\n<p style=\"text-align: justify;\">The resource is of vital importance to the sector which consumes huge volumes to separate valuable copper-bearing minerals from heavier ore in giant floatation cells.<\/p>\n<p style=\"text-align: justify;\">But the industry consumes surprisingly little water compared with other activities, says Jorge Proust, a water consultant to the mining industry.<\/p>\n<p style=\"text-align: justify;\">In Chile\u2019s northern regions, mining extracts less than 12 cubic meters per second compared to almost 40 cubic meters used by water utilities and 170 cubic meters by farming.<\/p>\n<p style=\"text-align: justify;\">The trouble is that mining is overwhelmingly concentrated in the arid far-north of the country meaning that it is a major consumer just where supplies are scarcest. In the Antofagasta Region, where agriculture is negligible, the industry accounts for almost two thirds of water consumption.<\/p>\n<p style=\"text-align: justify;\">With water already in short supply, the mining industry has strived with some success to improve efficiency, reusing water over and over to minimize extraction.<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"mceItem\" style=\"margin: 5px; float: right; border: black 1px solid;\" alt=\"\" src=\"\/sites\/default\/files\/ING_JORGE_PROUST_SP_ABRIL_2011.jpg\" width=\"250\" height=\"200\" \/>According to the Chilean Copper Commission (Cochilco), the mining industry used just 0.79 cubic meters of water to process a ton of ore in 2006, down 28 percent from 1.1 cubic meters in 2000.<\/p>\n<p style=\"text-align: justify;\">But ore grades at almost all mines have been sliding, meaning mining companies must process more ore to produce the same amount of metal.<\/p>\n<p style=\"text-align: justify;\">Alistair Marsh, wastewater manager at local chemical solutions firm Sinquiver, says Chilean industry could do more in terms of reusing water.<\/p>\n<p style=\"text-align: justify;\">Membrane technology allows industries to recycle water almost indefinitely, drastically reducing consumption, he points out.<\/p>\n<p style=\"text-align: justify;\">Such technology is expensive and energy intensive but the benefits would be significant. Chilean pulp producers, under pressure over the environmental impact of their emissions, are considering it, says Marsh.<\/p>\n<p style=\"text-align: justify;\">And soon they may not have a choice. The DGA, together with other public bodies, is looking at introducing regulations that would force companies to recycle water and use it more efficiently.<\/p>\n<p style=\"text-align: justify;\">Still, mining needs more water.<\/p>\n<p style=\"text-align: justify;\">With the price of copper and other metals at record highs, the industry is planning a massive expansion to increase copper production by 35 percent by 2020 and triple gold output.<\/p>\n<p style=\"text-align: justify;\">According to Cochilco, this will imply a 45 percent surge in the amount of water consumed by the industry.<\/p>\n<p style=\"text-align: justify;\">But finding fresh sources of water is increasingly difficult, if not impossible. And, even if new sources are found, other concerns may get in the way.<\/p>\n<p style=\"text-align: justify;\">Plans by BHP Billiton to pump water from aquifers high in the Andes Mountains 190 km to its Escondida copper mine, the world\u2019s largest, were shelved after environmental authorities raised concern about the project\u2019s impact on nearby wetlands.<\/p>\n<p style=\"text-align: justify;\"><strong>Water, water, everywhere<\/strong><\/p>\n<p style=\"text-align: justify;\">A closer source is the Pacific Ocean which has no shortage of water.<\/p>\n<p style=\"text-align: justify;\">This option, whether through desalination or using untreated seawater in processes, is still in its infancy but is expected to gain ground given the lack of alternatives for the industry.<\/p>\n<p style=\"text-align: justify;\">BHP Billiton already supplies water to Escondida from a desalination plant and has submitted plans for a much bigger plant, worth more than US$3.5 billion.<\/p>\n<p style=\"text-align: justify;\">Iron ore miner CAP and Canada\u2019s Goldcorp are considering desalination plants for new mines in the Atacama Region.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, Antofagasta Minerals recently inaugurated its new Esperanza mine, the first in Chile to use 100 percent seawater in its operations.<\/p>\n<p style=\"text-align: justify;\">Using seawater brings additional costs. As well as the installations, desalinating the water and pumping it to the mine requires huge amounts of electricity, especially for operations located far inland and thousands of meters above sea level.<\/p>\n<p style=\"text-align: justify;\">But this is a cost mining companies are increasingly prepared to assume.<\/p>\n<p style=\"text-align: justify;\">\u201cWithout seawater, it would have been very difficult given the volume of water that we require,\u201d Christian Thiele, general manager of the Esperanza mine, told <strong>bUSiness CHILE<\/strong> at the mine\u2019s inauguration where it was praised as an example of innovation by President Sebasti\u00e1n Pi\u00f1era.<\/p>\n<p style=\"text-align: justify;\">Some in government see it as the industry\u2019s only option in areas where water is scarce. &#8220;The mining industry has to accept that it&#8217;s got to use seawater,\u201d says Gahona.<\/p>\n<p style=\"text-align: justify;\">Another plan floated by some is to build a giant pipeline to pump freshwater from Chile\u2019s temperate south to the arid north.<\/p>\n<p style=\"text-align: justify;\">The costs could be considerably lower than building a series of desalination plants if done on a sufficiently large scale. But extracting water from the south to supply the north would raise political questions, says Proust.<\/p>\n<p style=\"text-align: justify;\">Southern water-rich regions like Biob\u00edo and Araucan\u00eda, amongst the poorest in the country, could see their economic development curtailed, while Chile\u2019s bone-dry mining regions grow wealthier.<\/p>\n<p style=\"text-align: justify;\">For now the pipeline remains a pipedream, but the mining industry\u2019s thirst must be quenched for Chile to continue growing.
