En mayo del 2010, Chile se convirti\u00f3 en el segundo miembro latinoamericano de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE) despu\u00e9s de M\u00e9xico.<\/P>
\n
La invitaci\u00f3n a unirse a la organizaci\u00f3n fue el reflejo de los avances de Chile, incluidas sus s\u00f3lidas instituciones, robusto marco macroecon\u00f3mico y las medidas que ha adoptado el pa\u00eds para liberalizar el comercio, mejorar la inversi\u00f3n y fortalecer las pol\u00edticas sociales.<\/P>
\n
\u201cLa incorporaci\u00f3n de Chile a la OCDE es testimonio de la extraordinaria transformaci\u00f3n econ\u00f3mica y social experimentada por este pa\u00eds en las \u00faltimas dos d\u00e9cadas\u201d, se\u00f1al\u00f3 el secretario general de la OCDE, \u00c1ngel Gurr\u00eda, durante una visita realizada a Chile en abril, su primera desde el ingreso del pa\u00eds a la entidad.<\/P>
\n
Pero el desaf\u00edo hoy en d\u00eda es mantener este impulso para mejorar a\u00fan m\u00e1s el bienestar de la poblaci\u00f3n chilena, a\u00f1adi\u00f3 Gurr\u00eda.<\/P>
\n
\u201cSin menospreciar los logros del pasado, todav\u00eda hay mucho que hacer. El ingreso per c\u00e1pita de Chile sigue estando muy por debajo de la media de la OCDE, mientras la desigualdad y la pobreza siguen siendo altas\u201d, dijo a funcionarios de gobierno en el Ministerio de Hacienda.<\/P>
\n
Con un coeficiente de Gini cercano al 0,5, el grado de desigualdad en el ingreso disponible de los hogares en Chile es el m\u00e1s alto entre los pa\u00edses de la OCDE.<\/P>
\n
Un nuevo informe de la OCDE titulado \u201cMejores Pol\u00edticas para el Desarrollo: Perspectivas OCDE sobre Chile\u201d destaca algunas \u00e1reas en las que Chile necesita mejorar.<\/P>
\n
Chile ha resistido bien los efectos de la recesi\u00f3n global y del terremoto del a\u00f1o pasado, pero el desaf\u00edo clave ahora es lograr una s\u00f3lida recuperaci\u00f3n al tiempo que se mantiene bajo control la inflaci\u00f3n, indic\u00f3 Gurr\u00eda.<\/P>
\n
\u201cEn los pr\u00f3ximos meses, la fuerte demanda interna (derivada de los gastos de reconstrucci\u00f3n y el incremento de los precios internacionales de los productos b\u00e1sicos) amenazan con avivar la inflaci\u00f3n\u201d, afirm\u00f3.<\/P>
\n
Para controlar las expectativas de inflaci\u00f3n en el mediano plazo, el gobierno debe seguir retirando su est\u00edmulo monetario y fiscal, se\u00f1al\u00f3.<\/P>
\n
Una segunda \u00e1rea de atenci\u00f3n es el crecimiento de la productividad.<\/P>
\n
La productividad laboral de Chile, medida en t\u00e9rminos de PIB por hora trabajada, es la peor de la OCDE, despu\u00e9s de M\u00e9xico, Polonia, Estonia y Turqu\u00eda.<\/P>
\n
\u201cPara cerrar esta brecha el pa\u00eds necesita de pol\u00edticas de competitividad m\u00e1s agresivas, a fin de promover la eficiencia y la innovaci\u00f3n\u201d, sostuvo Gurr\u00eda.<\/P>
\n
Las recientes reformas legislativas en esta \u00e1rea son un paso en la direcci\u00f3n correcta, pero el gobierno ahora debe asegurar su implementaci\u00f3n eficiente, dijo.<\/P>
\n
Reducir la burocracia regulatoria para la creaci\u00f3n de empresas y disminuir las barreras de entrada en los sectores de servicios tambi\u00e9n es importante, manifest\u00f3 Gurr\u00eda, quien a\u00f1adi\u00f3 que la reciente reforma que acorta el tiempo necesario para formar una empresa de 27 a 16 d\u00edas es un \u201cavance crucial\u201d.<\/P>
\n
En tercer lugar, Chile tiene mucho que ganar a partir de una mejora en la participaci\u00f3n de las mujeres en el mercado laboral, dijo Gurr\u00eda.<\/P>
\n
La tasa de participaci\u00f3n femenina en el mercado laboral a\u00fan est\u00e1 muy por debajo del promedio de la OCDE: en el 2009, s\u00f3lo el 47 por ciento de las mujeres en Chile ten\u00edan empleo, lo que se compara con el 62 por ciento de toda la OCDE.<\/P>
\n
El gobierno ha tomado importantes medidas para mejorar la entrega de servicios de guarder\u00eda y para extender el per\u00edodo de postnatal, que son iniciativas que han demostrado ser efectivas en otros pa\u00edses de la OCDE.<\/P>
\n
\u201cSin embargo, para atacar realmente las ra\u00edces de la baja participaci\u00f3n femenina en la poblaci\u00f3n activa, el Gobierno deber\u00e1 invertir m\u00e1s en servicios de guarder\u00eda y atender las elevadas indemnizaciones por despido\u201d, coment\u00f3 Gurr\u00eda.<\/P>
\n
En cuarto lugar, el mayor crecimiento de la productividad s\u00f3lo ser\u00e1 posible si Chile desarrolla una fuerza laboral bien educada y altamente capacitada, se\u00f1al\u00f3 el secretario general de la OCDE.<\/P>
\n
\u201cChile ha logrado avances impresionantes en la promoci\u00f3n de la educaci\u00f3n superior en las dos \u00faltimas d\u00e9cadas. El reto ahora consiste en asegurar que todos los ni\u00f1os tengan acceso a una educaci\u00f3n de alta calidad\u201d, asever\u00f3.<\/P>
\n
Gurr\u00eda elogi\u00f3 los esfuerzos del gobierno para atraer a candidatos altamente calificados a la docencia, a trav\u00e9s de la provisi\u00f3n de becas para alumnos con buenos resultados y mayores sueldos para los mejores profesores.<\/P>
\n
\u201cNuestra experiencia en la OCDE sugiere que \u00e9ste es el camino correcto\u201d, se\u00f1al\u00f3.<\/P>
\n
En sistemas escolares exitosos como los de Finlandia o Corea, la profesi\u00f3n de profesor es muy respetada y los mejores estudiantes a menudo se convierten en profesores, destac\u00f3.<\/P>
\n
Avances en estas y otras \u00e1reas permitir\u00e1n que Chile siga avanzando para reducir la pobreza y la inequidad, dos de los desaf\u00edos m\u00e1s grandes que a\u00fan enfrenta el pa\u00eds.<\/P>

Chile ya es un pa\u00eds con \u201cbuenas pr\u00e1cticas\u201d en muchas \u00e1reas de pol\u00edticas p\u00fablicas, pero tiene la oportunidad de aprender de las buenas pr\u00e1cticas de las econom\u00edas m\u00e1s avanzadas del mundo, asever\u00f3 Gurr\u00eda.<\/P>

Chile necesita mejorar pol\u00edticas en \u00e1reas como igualdad de oportunidades, acceso a la educaci\u00f3n, participaci\u00f3n femenina en la fuerza laboral y productividad, pero la experiencia de la OCDE tambi\u00e9n puede ayudarle a lograrlo.<\/P>

Julian Dowling<\/STRONG> es editor de bUSiness CHILE<\/STRONG><\/P> In May 2010, Chile became the OECD\u2019s second Latin American member after Mexico.<\/P> The invitation to join the organization was a reflection of Chile\u2019s progress including its sound institutions, solid macroeconomic framework, and the measures it has adopted to liberalize trade, enhance investment and strengthen social policies.<\/P> \u201cChile\u2019s admission to the OECD is testimony to the extraordinary economic and social transformation it has accomplished over the past two decades,\u201d said the OECD\u2019s Secretary General, Angel Gurr\u00eda, during a visit to Chile in April, his first since the country\u2019s accession.<\/P> But the challenge today is to maintain this momentum to improve the well-being of the Chilean population even further, said Gurr\u00eda.<\/P> \u201cNotwithstanding past achievements, there is still a lot to do. Income per capita in Chile remains well below the OECD average, and inequality and poverty are still high,\u201d he told government officials at the Finance Ministry.<\/P> With a Gini coefficient of around 0.5, the degree of inequality in household disposable income in Chile is the highest among OECD countries.<\/P> A new report by the OECD titled \u201cMaintaining Momentum: OECD Perspectives on Policy Challenges in Chile,\u201d points out some areas where Chile needs to improve.<\/P> Chile has weathered the shocks of the global recession and last year\u2019s earthquake well, but the key challenge now is to achieve a strong recovery while keeping a lid on inflation, said Gurr\u00eda.<\/P> \u201cIn the coming months, strong domestic demand – fuelled by reconstruction spending and booming international commodity prices – threatens to stoke inflation,\u201d he said.<\/P> To control inflation expectations in the medium-term, the government must continue to withdraw monetary and fiscal stimulus, he said.<\/P> A second area of focus is productivity growth.<\/P> Chile\u2019s labor productivity, measured in terms of GDP per hour worked, is the worst in the OECD, behind Mexico, Poland, Estonia and Turkey.<\/P> \u201cTo catch up, the country needs more aggressive competition policies, to promote efficiency and innovation,\u201d said Gurr\u00eda.<\/P> Recent legislative reforms in this area are a step in the right direction, but the government must now ensure efficient implementation, he said.<\/P> Reducing regulatory red tape for business start-ups and lowering entry barriers in the service sectors is also important, said Gurr\u00eda, adding that the recent reform that reduces the time needed to set up an enterprise from 27 to 16 days is a \u201ckey step forward.\u201d<\/P> Thirdly, Chile has much to gain from improving women\u2019s participation in the labor market, said Gurr\u00eda.<\/P> The female labor participation rate is still well below the OECD average: in 2009, only 47 percent of women in Chile were employed, compared to 62 percent across the OECD.<\/P> The government has taken important steps to improve the supply of childcare services and extend the maternity leave period, which are measures that have proven effective in other OECD countries.<\/P> \u201cBut in order to really tackle the roots of low female labor force participation, the government needs to invest more in cr\u00e8che facilities and address high severance payments,\u201d said Gurr\u00eda.<\/P> Fourthly, higher productivity growth will only be possible if Chile develops a well-educated and highly-skilled workforce, said the OECD Secretary General.<\/P> \u201cImpressive progress in promoting higher educational attainment has been made over the past two decades.
