Tras el terremoto de 8,8 grados de magnitud y el dram\u00e1tico rescate de los 33 mineros atrapados en Copiap\u00f3, Chile tuvo su justa cuota de atenci\u00f3n de los medios de comunicaci\u00f3n, pero la vista del presidente Barack Obama es m\u00e1s que una oportunidad para las fotos: es una se\u00f1al de respeto para uno de los m\u00e1s cercanos aliados de Estados Unidos en la regi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y ese respeto est\u00e1 bien ganado. Seg\u00fan las clasificaciones internacionales, Chile es el pa\u00eds m\u00e1s competitivo de Am\u00e9rica Latina con el mayor \u00edndice de libertad econ\u00f3mica. Chile ha sido uno de los grandes ganadores de la globalizaci\u00f3n con una extensa red de tratados comerciales y se encuentra en v\u00edas de convertirse en un pa\u00eds desarrollado para el final de esta d\u00e9cada.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Entonces, \u00bfcu\u00e1l es el problema?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En la superficie, no hay ninguno. La bonanza que ha experimentado el cobre en los \u00faltimos cinco a\u00f1os ha ayudado a pagar la reconstrucci\u00f3n del terremoto y la gesti\u00f3n macroecon\u00f3mica del pa\u00eds es ampliamente reconocida como ejemplar.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, escarbe un poco m\u00e1s y el panorama no es tan lindo. Bajo el velo de los altos precios del cobre, las empresas chilenas son menos productivas de lo que eran hace una d\u00e9cada.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Tras crecer a una tasa del 2,3 por ciento al a\u00f1o entre los a\u00f1os 1986 y 1997, cuando la econom\u00eda de Chile creci\u00f3 m\u00e1s de un 7 por ciento anual, la productividad -medida como el coeficiente de producci\u00f3n dividida por insumos de capital y mano de obra- cay\u00f3 un promedio del 1,1 por ciento anual entre el 2006 y el 2009.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cHemos perdido productividad en los \u00faltimos cinco a\u00f1os, lo que ha sido muy perjudicial para nuestra econom\u00eda\u201d, se\u00f1ala Bruno Baranda, subsecretario del Trabajo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Presidente Sebasti\u00e1n Pi\u00f1era ha convertido en una prioridad el revertir esta tendencia y la productividad creci\u00f3 el a\u00f1o pasado por primera vez desde el 2005, aunque solo un 0,3 por ciento, pero el mayor gasto es el enemigo de la eficiencia.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El terremoto del a\u00f1o pasado, que caus\u00f3 US$ 30.000 millones en da\u00f1os, con lo que se convierte en uno de los desastres naturales m\u00e1s costosos del mundo, oblig\u00f3 al Presidente Pi\u00f1era a incrementar el gasto de manera dr\u00e1stica para pagar la reconstrucci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dado que los precios del cobre actualmente se sit\u00faan en m\u00e1s de US$ 4,10 la libra tras alcanzar un promedio de US$ 3,42 en el 2010, por sobre los US$ 0,80 del 2003, y que siguen llenando de d\u00f3lares el Fondo de Estabilizaci\u00f3n Econ\u00f3mica y Social, el financiamiento de la reconstrucci\u00f3n no ha sido dif\u00edcil.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_CV_MAR_2011_bruno_baranda.jpg\" width=255 height=200>A\u00fan hay mucho por hacer, en particular en t\u00e9rminos de vivienda, pero el dinero est\u00e1. La mala noticia para los exportadores es la depreciaci\u00f3n del d\u00f3lar -que en la actualidad se negocia en 476 pesos, frente a los 510 pesos de hace unos meses- y la mayor inflaci\u00f3n, que ha hecho que el Banco Central de Chile eleve las tasas de inter\u00e9s.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Analistas esperaban una moderada expansi\u00f3n fiscal el a\u00f1o pasado, pero se vieron sorprendidos cuando el gasto p\u00fablico real de Chile subi\u00f3 un 7 %, superando as\u00ed el crecimiento estimado del PIB del 5,3 por ciento.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLa expansi\u00f3n fiscal fue mayor que lo esperado, especialmente en diciembre, lo que tuvo consecuencias negativas para la tasa de cambio y todos los chilenos terminaron perdiendo\u201d, afirma Ricardo Matte, director del Programa Econ\u00f3mico del centro de estudios de Santiago Libertad y Desarrollo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Recortar el gasto p\u00fablico es clave para la competitividad de Chile en el largo plazo, sostiene, pero la contracci\u00f3n fiscal es dif\u00edcil dadas las enormes necesidades de reconstrucci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Afortunadamente, hay otras maneras de impulsar la competitividad y de conducir el crecimiento econ\u00f3mico sin recortar el presupuesto o esperar que los precios del cobre caigan, lo que inevitablemente ocurrir\u00e1.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La productividad, seg\u00fan Matte, necesita crecer en torno al 1,5 por ciento anual para lograr la meta del gobierno de un crecimiento econ\u00f3mico promedio del 6 por ciento, que es mucho mayor que el del a\u00f1o pasado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChile es como un atleta que est\u00e1 fuera de pr\u00e1ctica, pero al menos sabemos que podemos lograrlo\u201d, indica. \u201cEs hora de volver a entrenar\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hacer que Chile vuelva a estar en forma requiere reformas macro y microecon\u00f3micas, sostiene Matte, y con las elecciones municipales en el 2012 seguidas por las elecciones presidenciales en el 2013, este a\u00f1o podr\u00eda ser la ventana del gobierno para disponer las bases del futuro crecimiento.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>La Brecha del Producto<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Primero, sin embargo, es necesario que Chile reduzca su brecha del producto. Seg\u00fan un reciente estudio realizado por la consultora estadounidense de gesti\u00f3n McKinsey &amp; Company, la productividad laboral de Chile -medida como el PIB por hora trabajada- equivale a solo el 34 por ciento de la productividad de Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_CV_MAR_2011_alejandro_krell.jpg\" width=250 height=200>Cerrar la brecha tendr\u00eda un \u201cenorme impacto\u201d sobre el crecimiento econ\u00f3mico, afirma Alejandro Krell, socio de McKinsey &amp; Company en Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Incluso alcanzar el 76 por ciento de la productividad de Estados Unidos -el m\u00e1ximo al que Chile puede aspirar dadas sus contracciones estructurales &#8211; elevar\u00eda el PIB per c\u00e1pita a US$ 27.000 para el 2020 frente a los US$ 19.000 de los actuales niveles de productividad, se\u00f1ala.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A juicio de Krell, cerca de la mitad de producto se debe a \u201cfactores operacionales\u201d tales como la falta de est\u00e1ndares en el sector de la construcci\u00f3n, la que impide que los constructores utilicen materiales prefabricados.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En el sector minorista, las numerosas tiendas familiares tienden a ser menos productivas que las m\u00e1s grandes, pero incluso los hipermercados son menos productivos que sus contrapartes estadounidenses, afirma Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Luego est\u00e1n las barreras regulatorias.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por ejemplo, las tiendas chilenas tienen prohibido cobrar distintas tarifas a los clientes dependiendo del m\u00e9todo de pago. \u201cEl cheque es una transacci\u00f3n manual que es dif\u00edcil de procesar, lo que afecta la productividad\u201d, asevera Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pa\u00edses como Noruega han mejorado la productividad cobr\u00e1ndoles m\u00e1s a los clientes que usan cheques.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cSi las regulaciones no dan un incentivo para que a uno cambie la conducta, entonces es dif\u00edcil cambiar los h\u00e1bitos culturales\u201d, concluye Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Obst\u00e1culos a la Competitividad <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Impulsar la competitividad de la econom\u00eda de Chile requiere cambios espec\u00edficos dependiendo de las distintas barreras que enfrenta cada sector.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Ministerio de Econom\u00eda, al que se le encomend\u00f3 la tarea de fomentar la competitividad, cre\u00f3 en noviembre&nbsp;una entidad de car\u00e1cter p\u00fablico-privado denominada Impulso Competitivo para identificar obst\u00e1culos microecon\u00f3micos a la competitividad en 10 sectores de la econom\u00eda.<\/P><br \/>\n<P>El informe, publicado en enero, detalla 300 obst\u00e1culos incluidos algunos que son comunes en todos los&nbsp;sectores tales como las regulaciones laborales, los costos de la energ\u00eda, la infraestructura, el acceso al financiamiento, las normas de propiedad intelectual y los costos de obtener permisos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEste estudio es la semilla para una reforma efectiva a los procesos del Estado\u201d, afirma Andr\u00e9s Concha, presidente de la Sociedad de Fomento Fabril (SOFOFA) de Chile, quien trabaj\u00f3 con el Ministerio de Econom\u00eda en el dise\u00f1o del estudio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Ricardo Matte, quien particip\u00f3 en la comisi\u00f3n metal\u00fargica, indica que las medidas tomadas por el ministerio para abordar estos obst\u00e1culos apuntan a las peque\u00f1as y medianas empresas (Pymes).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLas Pymes corresponden al 80 por ciento del empleo del pa\u00eds y elevar su productividad mediante una reducci\u00f3n de costos es esencial\u201d, se\u00f1ala Matte.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El ministerio ya ha tomado medidas, impulsando recientemente un proyecto de ley que reduce el tiempo necesario para formar una empresa de 27 a 16 d\u00edas, y est\u00e1 trabajando en otra legislaci\u00f3n.<\/P><br \/>\n<P>&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Alejandro Krell de McKinsey dice que las medidas del gobierno son todos \u201cpasos en la direcci\u00f3n correcta\u201d, pero a\u00f1ade que una mayor cooperaci\u00f3n p\u00fablico-privada en \u00e1reas como agronegocios y turismo tambi\u00e9n podr\u00eda ayudar a la productividad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un clima que facilita el emprendimiento y la innovaci\u00f3n es importante, pero el estudio muestra que el acceso a suministro energ\u00e9tico de menor costo, mano de obra calificada y servicios p\u00fablicos de calidad tambi\u00e9n son \u00e1reas en que Chile debe mejorar.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Flexibilidad Laboral<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El a\u00f1o pasado, se crearon 485.000 nuevos empleos en Chile y el gobierno planea crear otro mill\u00f3n en los pr\u00f3ximos tres a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si bien estas son buenas noticias para los chilenos -en especial para las mujeres, dado que se espera que ellas ocupen el 70 por ciento de los nuevos puestos de trabajo- la mayor tasa de empleo no es un indicador de productividad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_CV_MAR_2011_ANDRES_CONCHA.jpg\" width=255 height=200>De hecho, la inflexibilidad laboral es una importante restricci\u00f3n para la competitividad, seg\u00fan el informe Impulso Competitivo. El sistema de seguro de desempleo est\u00e1 en el primer lugar de la lista con el costo de despido equivalente a un 100% del salario anual del trabajador, lo que se compara con el promedio del 54% en la OCDE.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El informe puso de manifiesto adem\u00e1s que el alto nivel de informalidad en el sector de peque\u00f1as empresas se debe a la \u201cfalta de flexibilidad de la jornada laboral\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por ejemplo, solo el 7% de los trabajadores en la fuerza laboral formal tienen cargos de jornada parcial, frente al promedio de la OCDE del 15%. \u201cLos empleos de jornada parcial benefician a mujeres y j\u00f3venes, peor no hay suficientes oportunidades en Chile\u201d, comenta Krell.<\/P><br \/>\n<P>&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Andr\u00e9s Concha concuerda en que se necesitan cambios para facilitar el acceso de las mujeres a la fuerza laboral. \u201cHay espacio para mejorar como el trabajo de jornada parcial\u201d, sostiene.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, un proyecto de ley propuesto por el Presidente Pi\u00f1era para extender el permiso postnatal de tres a seis meses podr\u00eda terminar teniendo el efecto contrario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChile ya tiene una muy baja participaci\u00f3n de las mujeres en la fuerza laboral y ser\u00e1 a\u00fan menor con esta ley, \u00bfqu\u00e9 empresa querr\u00e1 contratar a un mujer ahora?\u201d, se pregunta Larra\u00edn.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El gobierno concuerda en que el mercado laboral necesita ser m\u00e1s flexible, pero esto requiere un amplio consenso pol\u00edtico que a\u00fan no se ha materializado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Reforma Educacional <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las reformas del mercado laboral no ser\u00e1n de mucha utilidad si quienes ingresen a la fuerza laboral carecen de las habilidades para hacer su trabajo de manera eficiente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile ha logrado algunos avances en educaci\u00f3n, pero casi todos los sectores nombran al capital humano como un obst\u00e1culo para la competitividad. Los reclamos espec\u00edficos incluyen la incapacidad de los trabajadores para hablar ingl\u00e9s, la falta de calificaciones t\u00e9cnicas y la capacitaci\u00f3n insuficiente.<\/P><br \/>\n<P><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_CV_MAR_2011_ricardo_matte.jpg\" width=255 height=200><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLa capacitaci\u00f3n y las buenas pr\u00e1cticas laborales son claves para el crecimiento de la productividad\u201d, afirma el subsecretario Baranda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Ministerio del Trabajo est\u00e1 trabajando en un nuevo sistema de vouchers que ampliar\u00e1 las opciones de capacitaci\u00f3n para los empleadores y los trabajadores en sectores clave, se\u00f1ala, pero la ra\u00edz del problema es el sistema de educaci\u00f3n p\u00fablica del pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile mantuvo el lugar n\u00famero 30 entre 139 pa\u00edses en el Informe de Competitividad Global 2010-2011 del Foro Econ\u00f3mico Mundial y es el n\u00famero 1 de Sudam\u00e9rica, pero el resultado est\u00e1 por debajo del puesto n\u00famero 22 que obtuvo en el 2005 y se ubica en el tercio inferior de los pa\u00edses de la OCDE.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La principal raz\u00f3n, se\u00f1ala Felipe Larra\u00edn, profesor de Pol\u00edticas P\u00fablicas de la Universidad Adolfo Ib\u00e1\u00f1ez que contribuy\u00f3 al estudio, son los malos resultados en educaci\u00f3n e innovaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLos resultados negativos son entendibles, porque hoy en d\u00eda las personas de negocios son menos tolerantes al capital humano pobre\u201d, se\u00f1ala Larra\u00edn.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Es en la educaci\u00f3n primaria donde Chile registra el mayor fracaso, en el lugar n\u00famero 101 detr\u00e1s de pa\u00edses como Gambia. Chile tiene un mejor desempe\u00f1o en educaci\u00f3n superior y en capacitaci\u00f3n (45\u00ba), un \u00e1rea clave de preocupaci\u00f3n para las empresas, pero a\u00fan se ubica muy lejos de la mayor\u00eda de los pa\u00edses de la OCDE.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El gobierno ha tomado algunas medidas para abordar el tema. En febrero, se promulg\u00f3 una ley para mejorar la calidad de la docencia en la sala de clases al dar a los directores la facultad de despedir a los malos profesores y premiar a los buenos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Estas medidas deber\u00edan generar alg\u00fan avance en reducir el d\u00e9ficit educacional de Chile, pero requerir\u00e1 tiempo y dinero, admite Larra\u00edn. \u201cNo se va a dar de la noche a la ma\u00f1ana; esto es un largo y lento proceso\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Los Costos de la Energ\u00eda<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Otra barrera a la competitividad son los altos costos de la energ\u00eda. Los precios de la electricidad en Chile se encuentran entre los m\u00e1s altos de la regi\u00f3n y corresponden a m\u00e1s del doble de los de Estados Unidos, lo que afecta de manera directa la productividad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para empeorar a\u00fan m\u00e1s las cosas, el gobierno anunci\u00f3 recientemente un racionamiento el\u00e9ctrico, que incluye una disminuci\u00f3n del voltaje, como resultado de la actual sequ\u00eda en la zona central de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ESP_CV_MAR_2011_FERNANDO_LARRAIN.jpg\" width=250 height=200>\u201cNecesitamos energ\u00eda para crecer, pero el racionamiento para el consumo industrial y residencial podr\u00eda afectar seriamente la productividad y la competitividad\u201d, asevera Larra\u00edn.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para promover el ahorro de energ\u00eda, el gobierno ampli\u00f3 el horario de verano hasta comienzos de abril, pero las empresas en los sectores agr\u00edcola y manufacturero se\u00f1alan que los costos de la energ\u00eda en las horas punta al comienzo de la noche son desproporcionadamente altos y deber\u00edan reducirse.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El problema, dicen los distribuidores, es la creciente demanda y las restricciones a la capacidad. After last year\u2019s 8.8 earthquake and the dramatic rescue of the 33 miners in Copiap\u00f3, Chile has had its fair share of media attention, but President Obama\u2019s visit is more than just a photo-op \u2013 it is a sign of respect for one of the United States\u2019 closest allies in the region.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">And that respect is well earned. According to international rankings, Chile is the most competitive country in Latin America with the highest index of economic freedom. It has been one of the big winners of globalization with an extensive network of free trade agreements, and is on track to become a developed country by the end of this decade.<\/P><br \/>\n<P>So what is the problem?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">On the surface there isn\u2019t one. The copper bonanza of the last five years has helped pay for the earthquake reconstruction and the country\u2019s macroeconomic management is widely regarded as exemplary.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dig a little deeper, however, and the picture is not as pretty. Behind the veil of high copper prices, Chilean companies are less productive than they were a decade ago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">After growing at 2.3 percent a year between 1986 and 1997 when Chile\u2019s economy grew at more than 7 percent annually, productivity &#8211; measured as the ratio of output to labor and capital inputs &#8211;&nbsp; fell an average 1.1 percent per year between 2006 and 2009.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cWe have lost productivity in the last five years which has been very damaging to our economy,\u201d says Bruno Baranda, the undersecretary for the Labor Ministry.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">President Sebastian Pi\u00f1era has made reversing this trend a priority and productivity grew for the first time last year since 2005, albeit only 0.3 percent, but higher spending is the enemy of efficiency.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Last year\u2019s earthquake, which caused US$30 billion in damages making it one of the most expensive natural disasters in the world, has forced President Pi\u00f1era to drastically increase spending to pay for the reconstruction.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">With copper currently running over US$4.40 a pound after fetching an average US$3.42 in 2010, up from US$0.80 in 2003, and continuing to fill the Social and Economic Stabilization Fund with dollars, financing the reconstruction has not been difficult.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ING_CV_MAR_2011_bruno_baranda.jpg\" width=255 height=200>Much work still remains to be done, particularly in terms of housing, but the money is there. The bad news for exporters is the depreciation of the dollar \u2013 currently 476 pesos down from 510 a few months ago &#8211; and higher inflation, which has prompted the Central Bank to raise interest rates.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Analysts expected a moderate fiscal expansion last year but were surprised when Chile\u2019s real public expenditure jumped 7 percent, exceeding estimated GDP growth of 5.3 percent.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cThe fiscal expansion was higher than expected, especially in December, which has negative consequences for the exchange rate and all Chileans end up losing,\u201d says Ricardo Matte, Director of the Economic Program at Santiago think-tank Libertad y Desarollo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Curbing public spending is key to Chile\u2019s competitiveness in the long- term, he says, but fiscal restraint is difficult given the enormous reconstruction needs.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Fortunately, there are other ways to boost competitiveness and drive economic growth without slashing the budget or waiting for copper prices to fall, which they will inevitably do.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Productivity, according to Matte, needs to grow at about 1.5 percent per year to achieve the government\u2019s goal of 6 percent average economic growth, which is much higher than last year.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChile is like a runner than has got out of practice, but at least we know we can do it,\u201d he says. \u201cIt\u2019s time we got back into training.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Making Chile fit again requires macro and microeconomic reforms, says Matte, and with local elections coming in 2012 followed by presidential elections in 2013, this year could be the government\u2019s window to lay the groundwork for future growth.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>The productivity gap<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">First, however, Chile needs to reduce its productivity gap. According to a recent study by the U.S. management consultancy McKinsey &amp; Company, Chile\u2019s labor productivity \u2013 measured as GDP per hour worked &#8211; is just 34 percent of U.S. productivity.<\/P><br \/>\n<P>Closing the gap would have a \u201chuge impact\u201d on economic growth, says Alejandro Krell, a partner at McKinsey &amp; Company in Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ING_CV_MAR_2011_alejandro_krell.jpg\" width=250 height=200>Even achieving 76 percent of U.S. productivity \u2013 the maximum Chile can hope for given structural constraints &#8211; would raise per capita GDP to US$27,000 by 2020 versus US$19,000 at current productivity levels, he says.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">According to Krell, about half of the gap is due to \u201coperational factors\u201d such as the lack of standards in the construction sector, which prevents builders from using prefabricated materials.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In the retail sector, the numerous mom-and-pop stores tend to be less productive than larger shops, but even the hypermarkets are less productive that their U.S. equivalents, says Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Then there are the regulatory barriers.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">For example, Chilean stores are forbidden from charging customers different fees depending on the method of payment. \u201cThe cheque is a manual transaction that is difficult to process which affects productivity,\u201d says Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Countries like Norway have improved productivity by charging customers more for using cheques.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cIf the regulations do not give you an incentive to change your behaviour then it\u2019s hard to change cultural habits,\u201d concludes Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Obstacles to competitiveness<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Boosting the competitiveness of Chile\u2019s economy requires specific changes depending on the different barriers faced by each sector.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The Economy Ministry, which has been tasked with boosting competitiveness, created a public-private entity called Impulso Competitivo, or Competitive Stimulus, in November to identify microeconomic obstacles to competitiveness in 10 sectors of the economy.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The report, published in January, lists 300 hurdles including some that are common across all sectors such as labor regulations, energy costs, infrastructure, access to financing, intellectual property rules and permitting costs.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cThis study is the seed for an effective reform of state processes,\u201d says Andr\u00e9s Concha, president of Chile\u2019s Manufacturers\u2019 Association (SOFOFA), who worked with the Economy Ministry on the study\u2019s design.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Ricardo Matte, who participated in the Metallurgy committee, says the measures taken by the Ministry to address these obstacles are aimed at small and medium-size enterprises (SMEs).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cSMEs account for 80 percent of the country\u2019s employment and raising their productivity by reducing costs is essential,\u201d says Matte.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The Ministry has already taken steps, recently pushing through a bill that reduces the time required to form a new business from 27 to 16 days, and is working on other legislation.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">McKinsey\u2019s Alejandro Krell says the government\u2019s measures are all \u201csteps in the right direction,\u201d but adds that greater public-private cooperation in areas such as agribusiness and tourism could also help productivity.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A climate that facilitates entrepreneurship and innovation is important, but the study shows that access to lower cost energy supplies, a well trained workforce, and quality public services are also areas where Chile must improve.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Labor flexibility<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">There were 485,000 new jobs created in Chile last year and the government plans to create another million in the next three years.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">While this is good news for Chileans \u2013 especially women since they are expected to fill 70 percent of new positions &#8211; higher employment is not an indicator of productivity.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ING_CV_MAR_2011_ANDRES_CONCHA.jpg\" width=255 height=200>Indeed, labor inflexibility is a major constraint to competitiveness, according to the Impulso Competitivo report. The unemployment insurance system is top of the list with the cost of firing equivalent to 100% of a worker\u2019s annual salary compared to an average 54% in the OECD.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The report also noted that the high level of informality in the small business sector is due to \u201clack of flexibility in the working day.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">For example, only 7% of workers in the formal workforce hold part-time jobs, compared to the OECD average of 15%. \u201cPart time jobs benefit women and young people, but there aren\u2019t enough opportunities in Chile,\u201d says Krell.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Andr\u00e9s Concha agrees that changes are needed to facilitate the access of women to the workforce. \u201cThere is room to improve in areas like part-time work,\u201d he says.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">However, a bill proposed by President Pi\u00f1era to extend maternity leave to six months from three months may end up having the opposite effect.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChile already has very low participation of women in the workforce and it will be even lower with this law, what company will want to hire a woman now?\u201d asks Larra\u00edn.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The government accepts that the labor market needs to be more flexible, but this requires a broad political consensus that has not yet materialized.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Education reform<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Labor market reforms are not much use if those entering the workforce lack the skills to do their jobs efficiently.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile has made some improvements in education, but nearly all sectors list human capital as an obstacle to competitiveness. Specific gripes include the inability of workers to speak English, lack of technical qualifications and insufficient training.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: left; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ING_CV_MAR_2011_ricardo_matte.jpg\" width=255 height=200>\u201cTraining and good labor practices are crucial for productivity growth,\u201d says Undersecretary Baranda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The Labor Ministry is working on a new voucher system that would expand training options for employers and workers in key sectors, he says, but the root of the problem is the country\u2019s public education system.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile maintained its ranking of 30th out of 139 countries in the World Economic Forum\u2019s 2010-2011 Global Competitiveness Report and is top in South America, but this is down from 22nd in 2005 and is in the bottom third of OECD countries.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The main reason, says Felipe Larra\u00edn, a Professor of Public Policy at Adolfo Iba\u00f1ez University which contributed to the study, is bad results in education and innovation.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cThe negative results are understandable because today\u2019s businessperson is less tolerant of poor human capital,\u201d says Larra\u00edn.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">It is in primary education where Chile is failing the most, ranked 101st behind countries like Gambia. Chile fairs better in higher education and training (45th), a key area of concern for companies, but still far behind most OECD countries.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The government has taken some steps to address the issue. In February a law was promulgated to improve teaching quality in the classroom by giving principals the power to fire bad teachers and reward good ones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">These measures should go some way to reducing Chile\u2019s education deficit, but it will take time and money, admits Larra\u00edn. \u201cIt won\u2019t happen overnight &#8211; this is a long, slow process.\u201d<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Energy costs<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Another barrier to competitiveness is high energy costs. Electricity prices in Chile are among the highest in the region and more than twice as high as in the U.S., which directly impacts productivity.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">To make matters worse the government recently announced electricity rationing, including a reduction in voltage, as the result of an ongoing drought in central Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ING_CV_MAR_2011_FERNANDO_LARRAIN.jpg\" width=250 height=200>\u201cWe need energy to grow but rationing for industrial and residential consumption could seriously affect productivity and competitiveness,\u201d says Larra\u00edn.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">To promote energy savings, the government has extended summer daylight saving time to early April, but companies in the agriculture and manufacturing sectors say energy costs at peak hours in the early evening are disproportionately high and should be reduced.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The problem, say distributors, is growing demand and capacity restrictions.
