Chile era miembro fundador del pacto comercial, antes conocido como P4, cuando este entr\u00f3 en vigencia en el 2006 junto con Brunei, Nueva Zelanda y Singapur. Ahora Estados Unidos y otros pa\u00edses est\u00e1n muy entusiasmados con la idea de incorporarse al acuerdo que es visto como un veh\u00edculo para la liberalizaci\u00f3n del intercambio comercial a trav\u00e9s de la regi\u00f3n del Asia-Pac\u00edfico.<\/P>

Las negociaciones en Santiago se concentraron en temas como regulaciones de seguridad y salud, propiedad intelectual, denominaci\u00f3n de origen y compromisos de acceso a los mercados para productos agr\u00edcolas.<\/P>

\u201cEste acuerdo se trata del proceso de integraci\u00f3n econ\u00f3mica y comercial m\u00e1s ambicioso en la historia de la regi\u00f3n del Asia Pac\u00edfico\u201d, se\u00f1al\u00f3 Jorge Bunster, quien encabeza la Direcci\u00f3n General de Relaciones Econ\u00f3micas Internacionales (DIRECON) del Ministerio de Relaciones Exteriores.<\/P>

Si bien Chile ya cuenta con tratados de libre comercio con todos los pa\u00edses involucrados en las negociaciones -a excepci\u00f3n de Vietnam, con el que est\u00e1 en negociaciones-, la expansi\u00f3n del acuerdo es lo mejor para Chile, afirm\u00f3 Bunster.<\/P>

Los nueve pa\u00edses en negociaciones representan un mercado de 472 millones de personas y un producto interno bruto combinado de US$ 16.000 millones en 2009. Ampliar el acuerdo acelerar\u00e1 los procedimientos aduaneros, armonizar\u00e1 regulaciones para evitar burocracias innecesarias y significar\u00e1 la formaci\u00f3n del primer pacto comercial que una a pa\u00edses de las costas este y oeste del Oc\u00e9ano Pac\u00edfico.<\/P>

B\u00e1sicamente, si m\u00e1s pa\u00edses se unen, el pacto tambi\u00e9n podr\u00eda dar a Chile acceso preferencial a mercados asi\u00e1ticos de r\u00e1pido crecimiento en el futuro, sostuvo Bunster.<\/P>

\u201cAl incrementar nuestro acceso a m\u00e1s mercados, vamos a incrementar nuestra competitividad\u201d, indic\u00f3 Bunster.<\/P>
\n
Los aranceles son parte clave de las negociaciones, pero los acuerdos bilaterales de Chile ser\u00e1n respectados, se\u00f1al\u00f3 Bunster. \u201cCabe destacar, que si bien existir\u00e1 el universo de productos sin arancel bajo este acuerdo, en un plazo m\u00e1ximo de 10 a\u00f1os, los acuerdos con los que cuenta Chile no se ver\u00e1n alterados en cuanto a las concesiones ya pactadas\u201d.<\/P>

Para Estados Unidos, que tiene un TLC con Chile desde el 2003, el TPP es visto como una plataforma de lanzamiento para la intenci\u00f3n del gobierno del presidente Barack Obama de aumentar las exportaciones estadounidenses a la regi\u00f3n del Asia-Pac\u00edfico y de crear buenos empleos en su pa\u00eds.<\/P>

Bunster manifest\u00f3 que la posible incorporaci\u00f3n de Estados Unidos al TPP es una se\u00f1al del respaldo para el bloque comercial Asia-Pac\u00edfico, de mayor envergadura.<\/P>
\n
No obstante, no es el \u00fanico acuerdo comercial multilateral de la regi\u00f3n. Jap\u00f3n, China y Corea del Sur, que en la actualidad no forman parte de las negociaciones, podr\u00edan formar su propio bloque comercial en el marco de la Asociaci\u00f3n de Naciones del Sudeste Asi\u00e1tico (ASEAN).<\/P>

Pero Bunster no descarta la incorporaci\u00f3n de Jap\u00f3n y otros pa\u00edses al acuerdo TPP. \u201cEl ADN de este acuerdo es crecer y la incorporaci\u00f3n de m\u00e1s pa\u00edses ser\u00eda una se\u00f1al muy positiva\u201d, sostuvo.<\/P>

Las regulaciones laborales son un aspecto clave de las negociaciones y en forma paralela a las discusiones de comercio, se celebr\u00f3 un seminario con el subsecretario de Trabajo de Chile, Bruno Baranda, para que los delegados aprendieran m\u00e1s sobre el mercado laboral de Chile.<\/P>

Baranda destac\u00f3 la estabilidad del mercado y el plan del gobierno de crear m\u00e1s de un mill\u00f3n de empleos en los pr\u00f3ximos tres a\u00f1os, tras haber creado 485.000 en el 2010.<\/P>
\n
\u201cIndependientemente de la cantidad de empleos creados, la meta del gobierno es avanzar hacia una mejora en la calidad de los est\u00e1ndares laborales del pa\u00eds\u201d, afirm\u00f3 Baranda.<\/P>

El subsecretario de Trabajo destac\u00f3 adem\u00e1s \u00e1reas para mejoras tal como la incorporaci\u00f3n de m\u00e1s mujeres y j\u00f3venes a la fuerza laboral, mediante la entrega de m\u00e1s capacitaci\u00f3n y el aumento de la flexibilidad del mercado laboral.<\/P>

Los delegados tambi\u00e9n pudieron escuchar a representantes de la agrupaci\u00f3n sindical Central Unitaria de Trabajadores (CUT) y de la Confederaci\u00f3n de la Producci\u00f3n y el Comercio (CPC) de Chile.<\/P>

Bunster coment\u00f3 que un borrador del acuerdo TPP podr\u00eda estar listo para la pr\u00f3xima ronda de negociaciones que se celebrar\u00e1 en Singapur en marzo. A esta, le seguir\u00e1n otras tres rondas m\u00e1s antes de que el a\u00f1o termine.<\/P>
