Cuando Jacqueline van Rysselberghe renunci\u00f3 en marzo al cargo de alcaldesa de Concepci\u00f3n, la segunda ciudad m\u00e1s grande de Chile, para aceptar la oferta del presidente Sebasti\u00e1n Pi\u00f1era de convertirse en intendenta de la regi\u00f3n del B\u00edo B\u00edo, sab\u00eda en qu\u00e9 se estaba metiendo.<\/P>
\n
El terremoto y posterior maremoto del 27 de febrero devastaron la regi\u00f3n: se cortaron puentes y caminos, el principal puerto de la regi\u00f3n Talcahuano sufri\u00f3 graves da\u00f1os y se derrumbaron edificios en la capital regional Concepci\u00f3n, algunos de ellos con personas en su interior.<\/P>
\n
El epicentro se situ\u00f3 justo costa afuera y peque\u00f1os poblados de pescadores en la costa tales como Dichato, Tumbes, Lebu y Tubul pr\u00e1cticamente fueron borrados del mapa por el posterior maremoto, el que destruy\u00f3 con \u00e9l su sustento y la infraestructura.<\/P>
\n
La VII Regi\u00f3n de Chile era pobre seg\u00fan los est\u00e1ndares nacionales incluso antes de que la tierra se moviera. Hogar de cerca de dos millones de personas, la regi\u00f3n es la segunda m\u00e1s poblada del pa\u00eds despu\u00e9s de la Regi\u00f3n Metropolitana de Santiago, pero s\u00f3lo contribuye con el 8% del PIB y su ingreso per c\u00e1pita es de apenas US$4.000 al a\u00f1o.<\/P>
\n
La mayor parte del ingreso de la regi\u00f3n proviene de los sectores forestal, pesquero y petroqu\u00edmico, pero las exportaciones se contrajeron de manera pronunciada tras el terremoto al tiempo que empresas como la compa\u00f1\u00eda forestal Arauco evaluaban los da\u00f1os en sus plantas y comenzaban el proceso de limpieza.<\/P>
\n
En parte como resultado de ello, el desempleo se empin\u00f3 a m\u00e1s de un 11% entre marzo y mayo del 2010 en una regi\u00f3n en que los puestos de trabajo ya eran escasos y en donde uno de cada cinco habitantes vive en la pobreza. Seg\u00fan la encuesta Casen del 2009, la pobreza en la Regi\u00f3n del B\u00edo B\u00edo alcanzaba entonces el 21% en comparaci\u00f3n con la tasa nacional de pobreza del 15,1%.<\/P>
\n
La situaci\u00f3n es desalentadora, pero Rysselberghe, siquiatra cl\u00ednica de la Universidad de Concepci\u00f3n, sabe que una tragedia, ya sea personal o nacional, tambi\u00e9n puede ser el comienzo de algo positivo.<\/P>
\n
Como Hiroshima despu\u00e9s de 1945, Concepci\u00f3n podr\u00eda levantarse de los escombros para convertirse en una ciudad moderna, se\u00f1al\u00f3 a los miembros de AmCham y sus invitados en un reciente desayuno celebrado en el Hotel Marriott.<\/P>
\n
\u201cHay tanto por reconstruir que esto crea oportunidades para el emprendimiento\u201d, sostuvo.<\/P>
\n
El Gobierno ha dado prioridad a reconstruir el puerto de Talcahuano con el fin de crear un centro de desarrollo para la regi\u00f3n adem\u00e1s de nuevos puentes sobre el r\u00edo B\u00edo B\u00edo que conecten a Concepci\u00f3n con la provincia de Arauco.<\/P>
\n
Una mejor infraestructura de transporte es clave para una regi\u00f3n que depende de las exportaciones para su crecimiento econ\u00f3mico. \u201cCuando hay una falta de conectividad incluida la infraestructura vial y portuaria, la inversi\u00f3n se vuelve mucho m\u00e1s complicada\u201d, dijo van Rysselberghe.<\/P>
\n
Las normas de construcci\u00f3n de viviendas fueron cuestionadas en Concepci\u00f3n luego que edificios de departamentos se desplomaran con el terremoto, pero son muchos m\u00e1s los edificios que siguen en pie con graves da\u00f1os estructurales.<\/P>
\n
\u201cMuchos de estos edificios son de mala calidad con murallas delgadas y cableado defectuoso, pero demolerlos es costoso\u201d, a\u00f1adi\u00f3.<\/P>
\n
Dadas las limitaciones presupuestarias, una soluci\u00f3n es hacer dos departamentos de tres. \u201cLa meta es reconstruir, pero reconstruir mejor (\u2026) esto es lo que decimos es convertir un problema en una oportunidad\u201d, se\u00f1al\u00f3.<\/P>

En la costa donde endebles casas de madera fueron arrasadas por el maremoto, algunos afirmaron que la soluci\u00f3n era evacuar estas \u00e1reas de manera permanente.<\/P>
\n
\u201cNo podemos pedirle a la gente que sobrevivi\u00f3 al maremoto que deje la costa cuando Vi\u00f1a del Mar tiene el mismo riesgo que Concepci\u00f3n\u201d, afirm\u00f3 van Rysselberghe.<\/P>
\n
En lugar de ello, indic\u00f3 que la soluci\u00f3n es emplear tecnolog\u00eda \u201canti-tsunami\u201d.<\/P>
\n
\u201cPodemos reconstruir de una manera segura, sustentable y econ\u00f3micamente viable de modo que si algo como esto vuelve a ocurrir no se pierdan vidas\u201d.<\/P>
\n
Esto incluye construir viviendas en pilotes y el empleo de materiales m\u00e1s fuertes para resistir el impacto de las olas de un maremoto. Pero no s\u00f3lo se trata de construir casas que se mantengan en pie cuando se produzca un desastre, tambi\u00e9n se trata de reconstruir las comunidades que fueron destrozadas el 27 de febrero, asever\u00f3 van Rysselberghe.<\/P>

Esto requiere un modelo triple h\u00e9lice de cooperaci\u00f3n entre el sector p\u00fablico, el sector privado y las universidades. \u201cSomos una regi\u00f3n con muchas universidades y tenemos que capitalizar eso\u201d, afirm\u00f3.<\/P>

La mayor parte de estas firmas tienen sus oficinas centrales en Santiago, pero Van Rysselberghe aspira a atraer m\u00e1s compa\u00f1\u00edas a Concepci\u00f3n mediante la promoci\u00f3n de sus ventajas comparativas.<\/P>
\n
\u201cOfrecemos un estilo de vida mucho mejor que Santiago desde cualquier punto de vista\u201d, se\u00f1al\u00f3.<\/P>
\n
El Gobierno tambi\u00e9n planea facilitar la inversi\u00f3n mediante la reducci\u00f3n de la burocracia a trav\u00e9s de una \u201cventana \u00fanica\u201d para nuevas empresas y el subsidio a empresas innovadoras, dijo van Rysselberghe.<\/P>
\n
Esto es importante para agregar valor a las exportaciones de la regi\u00f3n. \u201cNecesitamos elaborar m\u00e1s productos de valor agregado en \u00e1reas como la pesca y la industria forestal, lo que significa facilitar la innovaci\u00f3n\u201d, a\u00f1adi\u00f3.<\/P>

No obstante, la intendenta admite que a\u00fan es necesario abordar las pol\u00edticas relacionadas con la gesti\u00f3n de los recursos naturales y los pueblos ind\u00edgenas.<\/P>

La pesca es una importante fuente de ingresos para muchos en la regi\u00f3n, pero el gobierno necesita decidir si las cuotas deber\u00edan licitarse o asignarse a los pescadores como se hace ahora, sostuvo.<\/P>

Otro desaf\u00edo es c\u00f3mo lidiar con las violentas protestas y las tomas de terreno de la poblaci\u00f3n ind\u00edgena mapuche de Chile, que se concentra en la Regi\u00f3n del B\u00edo B\u00edo.<\/P>

\u201cEste es un tema de educaci\u00f3n y pobreza, pero el principal problema es la falta de respeto de su cultura\u201d, asever\u00f3 van Rysselberghe.<\/P>

La intendenta planea reunirse con los l\u00edderes mapuches, conocidos como \u201cLoncos\u201d en las pr\u00f3ximas semanas para o\u00edr sus planteamientos y demostrarles respeto \u201cSi podemos convencerlos de actuar como mediadores, podemos avanzar, pero es un proceso largo y dif\u00edcil\u201d.<\/P>

Claramente, los problemas en la Regi\u00f3n del B\u00edo B\u00edo no comenzaron el 27 de febrero, pero el plan de reconstrucci\u00f3n del Gobierno ha convertido el desarrollo de la regi\u00f3n en una prioridad.<\/P>

Julian Dowling<\/STRONG> es editor de bUSiness CHILE<\/STRONG><\/P> When Jacqueline van Rysselberghe resigned as Mayor of Chile\u2019s second largest city Concepci\u00f3n in March to accept President Sebastian Pi\u00f1era\u2019s offer to become the Governor, or Intendenta, of the B\u00edobio region, she knew what she was getting into.<\/P> The February 27 earthquake and tsunami devastated the region: bridges and roads were cut, the region\u2019s main port of Talcahuano suffered severe damage, and buildings in capital city Concepci\u00f3n toppled \u2013 some of them with people inside.<\/P> The quake\u2019s epicenter was just offshore and small fishing villages on the coast like Dichato, Tumbes, Lebu and Tubul were virtually wiped off the map by the ensuing tsunami, destroying livelihoods and infrastructure in the process.<\/P> Chile\u2019s 8th Region was poor by national standards even before the ground shook. Home to around two million people, the region is the second most populated in the country after the Santiago Metropolitan Region, but it only contributes 8% of GDP and per capita income is just US$4,000 a year.<\/P> Most of the region\u2019s income comes from forestry, fishing and petrochemicals, but exports slumped after the earthquake as companies like forest products producer Arauco assessed damage to their plants and began the cleanup process.<\/P> Partly as a result, unemployment surged to over 11% in March-May 2010 in a region where jobs were already scarce and one in five people live in poverty. According to the 2009 Casen survey, poverty in the B\u00edobio region was 21% versus a national poverty rate of 15.1%.<\/P> The situation is grim but van Rysselberghe, a clinical psychiatrist from the University of Concepci\u00f3n, knows that a tragedy, whether personal or national, can also be the beginning of something positive.<\/P> Like Hiroshima after 1945, Concepci\u00f3n could rise from the rubble to become a modern city, she told AmCham members and their guests at a recent breakfast at the Marriott Hotel.<\/P> \u201cThere is so much to be rebuilt that this creates opportunities for entrepreneurship,\u201d she said.<\/P> The government has prioritized rebuilding the port of Talcahuano to create a development hub for the region as well as new bridges over the B\u00edobio River connecting Concepcion to the province of Arauco.<\/P> Better transport infrastructure is key for a region that is dependent on exports for its economic growth. \u201cWhen there is a lack of connectivity including road and port infrastructure, it makes investment much more complicated,\u201d said van Rysselberghe.<\/P> Housing norms were questioned in Concepci\u00f3n after apartment buildings toppled in the earthquake, but many more buildings remain standing with serious structural damage.<\/P> \u201cMany of these buildings are bad quality with thin walls and faulty wiring but demolishing them is expensive,\u201d she said.<\/P> Given budgetary limitations, one solution is to reduce the floor area, making two apartments out of three. \u201cThe aim is to rebuild but rebuild better\u2026 this is what we call making a problem into an opportunity,\u201d she said.<\/P> On the coast where flimsy clapboard houses were washed away in the tsunami, some said the solution was to evacuate these areas permanently.<\/P> \u201cWe can\u2019t ask people who survived the tsunami to leave the coast when Vi\u00f1a del Mar has the same risk as Concepci\u00f3n,\u201d said van Rysselberghe.<\/P> Instead, she said the solution is to use \u201canti-tsunami\u201d technology.<\/P> \u201cWe can rebuild in a safe, sustainable and economically viable way so that if something like this happens again lives will not be lost.\u201d<\/P> This includes building houses on stilts and using stronger materials to resist the impact of tsunami waves.
