El nuevo embajador de Estados Unidos en Chile, Alejandro Wolff, present\u00f3 sus credenciales ante el presidente Sebasti\u00e1n Pi\u00f1era en una ceremonia celebrada en La Moneda en Santiago el 25 de octubre, con lo que asumi\u00f3 el lugar dejado por Paul E. Simons como jefe de la representaci\u00f3n diplom\u00e1tica estadounidense.<\/P>
\n
El embajador Wolff habla espa\u00f1ol con un leve acento argentino -naci\u00f3 en Bamfield, Argentina, y emigr\u00f3 con su familia a Los Angeles a los 7 a\u00f1os de edad- pero se siente en casa a este lado de los Andes habiendo liderado la secci\u00f3n pol\u00edtica y econ\u00f3mica de la Embajada de Estados Unidos en Chile entre 1991 y 1994.<\/P>
\n
Como diplom\u00e1tico de carrera que trabaj\u00f3 como asesor de dos ex secretarios de Estado -Madeline Albright y Colin Powell- su m\u00e1s reciente designaci\u00f3n fue como embajador y representante alterno de Estados Unidos ante la Organizaci\u00f3n de las Naciones Unidas en Nueva York.<\/P>
\n
\u201cMe siento muy entusiasmado de estar de vuelta en Chile luego de 16 a\u00f1os (\u2026) mientras inicia su tercer siglo como naci\u00f3n\u201d, sostuvo el embajador Wolff a los miembros de AmCham en un desayuno celebrado en el Hotel Intercontinental en noviembre.<\/P>
\n
Como su antecesor, Wolff se\u00f1al\u00f3 que est\u00e1 comprometido para trabajar con AmCham con el fin de fortalecer los v\u00ednculos de negocios y comercio entre ambos pa\u00edses.<\/P>
\n
El embajador comenz\u00f3 por elogiar la respuesta de Chile al terremoto de febrero y el bien ejecutado rescate de los 33 mineros cerca de Copiap\u00f3.<\/P>
\n
\u201cLa impresionante capacidad de respuesta de Chile tras el terremoto y el accidente de la mina reafirmaron su capacidad ante los ojos no s\u00f3lo de los chilenos sino que de los muchos admiradores de este pa\u00eds en el exterior\u201d, sostuvo Wolff.<\/P>
\n
Muchos miembros de AmCham participaron en la iniciativa de reconstrucci\u00f3n tras el terremoto y el gobierno de Estados Unidos tambi\u00e9n envi\u00f3 suministros y asistencia. M\u00e1s recientemente, expertos de la NASA asesoraron a Chile en el rescate de los mineros e ingenieros estadounidenses ayudaron a perforar el barreno de salida.<\/P>
\n
Tal estrecha cooperaci\u00f3n no es ninguna sorpresa considerando que las relaciones entre Estados Unidos y Chile son \u201cvibrantes y fuertes\u201d, en particular en \u00e1reas del comercio y la inversi\u00f3n, dijo Wolff.<\/P>
\n
El Tratado de Libre Comercio entre Chile y Estados Unidos, suscrito en el 2003, ha sido un \u201cun gran \u00e9xito\u201d y el intercambio comercial se ha duplicado con creces a US$15.300 millones en el 2009, afirm\u00f3.<\/P>
\n
Estados Unidos es el mayor inversionista extranjero en Chile con US$22.600 millones invertidos en los sectores de miner\u00eda, banca, comercio minorista, farmac\u00e9utica y entretenci\u00f3n, entre otros.<\/P>
\n
\u201cEl total de la inversi\u00f3n estadounidense (\u2026) es impresionante en relaci\u00f3n al tama\u00f1o de la econom\u00eda chilena\u201d, a\u00f1adi\u00f3 Wolff. De hecho, la inversi\u00f3n estadounidense como proporci\u00f3n del PIB de Chile es de 13,8 centavos por d\u00f3lar, mayor que la de Brasil (de 3,6 centavos por d\u00f3lar), Argentina (de 4,6 centavos por d\u00f3lar) y M\u00e9xico (de 11,2 centavos por d\u00f3lar).<\/P>
\n
El embajador destac\u00f3 el convenio para evitar la doble tributaci\u00f3n suscrito a comienzos de este a\u00f1o entre Chile y Estados Unidos que, una vez aprobado por ambos congresos, reducir\u00e1 las barreras tributarias a las inversiones.<\/P>
\n
El representante estadounidense destac\u00f3 adem\u00e1s la importancia del Plan Chile-California firmado en el 2008, el que fue fortalecido por la vista de una delegaci\u00f3n chilena en septiembre. Entre otras \u00e1reas de cooperaci\u00f3n, la delegaci\u00f3n intercambi\u00f3 ideas sobre la preparaci\u00f3n para un terremoto con las autoridades del estado, indic\u00f3 Wolff.<\/P>
\n
Sin embargo, de vuelta en Chile la falta de protecci\u00f3n a la propiedad intelectual estadounidense, mucha de la cual se produce en California, es una persistente espina en las relaciones entre Chile y Estados Unidos.<\/P>
\n
Chile aprob\u00f3 una nueva ley de propiedad intelectual en mayo del 2010, la que impone sanciones m\u00e1s duras a quienes sean sorprendidos violando los derechos de autor, pero a\u00fan hay \u00e1reas del TLC que todav\u00eda tienen que implementarse, afirm\u00f3 Wolff, a\u00f1adiendo que la protecci\u00f3n de la propiedad intelectual es clave para facilitar la \u201cla innovaci\u00f3n y la inversi\u00f3n\u201d.<\/P>
\n
En cuanto a la cooperaci\u00f3n regional, Chile y Estados Unidos comparten la misma visi\u00f3n sobre muchos temas de modo que \u201ces un hecho natural que combinemos esfuerzos para avanzar en nuestros intereses mutuos\u201d, indic\u00f3 Wolff.<\/P>
\n
El embajador identific\u00f3 cuatro \u00e1reas clave de cooperaci\u00f3n:<\/P>
\n
En primer lugar, Chile y Estados Unidos est\u00e1n promoviendo el desarrollo regional en \u00e1reas como la agricultura asoci\u00e1ndose con pa\u00edses como Costa Rica, Paraguay, El Salvador y Guatemala a trav\u00e9s de un mecanismo \u201ctrilateral\u201d.<\/P>
\n
Otra \u00e1rea de cooperaci\u00f3n es la no proliferaci\u00f3n nuclear. El presidente Pi\u00f1era asisti\u00f3 a la Cumbre de Seguridad Nuclear en Washington DC en abril de este tras haber enviado el resto del uranio enriquecido de Chile a Estados Unidos para su dep\u00f3sito en instalaciones seguras.<\/P>
\n
Esto es una \u201cmuestra de c\u00f3mo la cooperaci\u00f3n entre nuestros dos pa\u00edses permiti\u00f3 impulsar objetivos bilaterales y multilaterales compartidos por ambos\u201d, afirm\u00f3 Wolff.<\/P>
\n
En tercer lugar, Chile es miembro de la Asociaci\u00f3n Transpac\u00edfico, antes conocida como P4, junto con Nueva Zelanda, Singapur y Brunei. Estados Unidos y otros pa\u00edses incluido Australia y Per\u00fa est\u00e1n en negociaciones para unirse a la asociaci\u00f3n que el gobierno del presidente Obama considera como la puerta de entrada a un posible Tratado de Libre Comercio Asia-Pac\u00edfico.<\/P>
\n
Una cuarta \u00e1rea de cooperaci\u00f3n es la investigaci\u00f3n cient\u00edfica, en particular en materia de cambio clim\u00e1tico, energ\u00eda y medio ambiente. La ciencia y la innovaci\u00f3n son una prioridad para el Gobierno de Obama y son necesarios para que Chile alcance su meta de convertirse en un pa\u00eds desarrollado, dijo Wolff.<\/P>
\n
Gracias a la visi\u00f3n global de Chile, sus s\u00f3lidas instituciones y buen gobierno, ha transcendido su peque\u00f1o tama\u00f1o para asumir el rol de liderazgo de un pa\u00eds de \u201ctama\u00f1o mediano\u201d, dijo Wolff, quien destac\u00f3 que Chile se convirti\u00f3 en el primer pa\u00eds sudamericano en unirse a la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos a principios de este a\u00f1o.<\/P>

La respuesta al terremoto y el accidente de la mina mostraron al mundo que Chile puede reunir el talento y la tecnolog\u00eda para superar incluso las m\u00e1s desafiantes de las situaciones, afirm\u00f3.<\/P>
\n
A diferencia de otros pa\u00edses en la regi\u00f3n, Chile tiene una visi\u00f3n del siglo XXI, pero tambi\u00e9n tiene problemas del siglo XIX tales como temas fronterizos sin resolver y desaf\u00edos de seguridad energ\u00e9tica, sostuvo.<\/P>
\n
Al ser consultado sobre Sudam\u00e9rica en el contexto de lo que el autor estadounidense Thomas Friedman describe como un \u201cmundo plano\u201d, Wolff sugiri\u00f3 que hay algunas similitudes entre Chile y sus vecinos con importantes diferencias pol\u00edticas y econ\u00f3micas interponi\u00e9ndose en el camino de la integraci\u00f3n regional.<\/P>
\n
De hecho, Chile parece tener m\u00e1s en com\u00fan con Estados Unidos, compartiendo muchas de las mismas metas econ\u00f3micas, culturales, de seguridad y desarrollo, indic\u00f3 Wolff.<\/P>
\n
\u201cAhora los productos, el capital, y las ideas fluyen m\u00e1s libremente que nunca (\u2026). Sin embargo, lo que m\u00e1s nos une son nuestros valores democr\u00e1ticos comunes\u201d, asever\u00f3.<\/P>

Despu\u00e9s de un a\u00f1o en que hacer las cosas \u201ca la chilena\u201d se ha convertido en sin\u00f3nimo de hacer las cosas bien, Chile y Estados Unidos est\u00e1n encontrando formas de hacer las cosas a\u00fan mejor, juntos.<\/P>

The new U.S. Ambassador to Chile, Alejandro Wolff, presented his credentials to President Sebastian Pi\u00f1era in a ceremony at La Moneda in Santiago on October 25, taking over from Paul E. Simons as head of the U.S. Embassy.<\/P>
\n
Ambassador Wolff speaks Spanish with a slight Argentine accent – he was born in Bamfield, Argentina, and emigrated with his family to Los Angeles at age 7 – but he feels at home on this side of the Andes having headed up the Economic and Political Section in the U.S. Embassy in Chile from 1991 to 1994.<\/P>
\n
As a career diplomat who served as advisor to two former Secretaries of State \u2013 Madeline Albright and Colin Powell – his most recent appointment was as Ambassador and Deputy Permanent U.S. Representative to the United Nations in New York.<\/P>
\n
\u201cI am happy to be back after 16 years and excited to be here as Chile enters its third century,\u201d Ambassador Wolff told AmCham members at a breakfast at the Intercontinental Hotel in November.<\/P>
\n
Like his predecessor, Wolff said he is committed to working with AmCham to strengthen business and trade links between the two countries.<\/P>
\n
The Ambassador began by praising Chile\u2019s response to February\u2019s earthquake and the well-executed rescue of the 33 miners near Copiapo.<\/P>
\n
\u201cThings work well in Chile and this has been seen not just by Chileans but by many admirers around the world,\u201d said Wolff.<\/P>
\n
Many AmCham members participated in the earthquake relief effort and the U.S. government also sent supplies and assistance. More recently, NASA experts advised Chile in the rescue of the miners and U.S. engineers helped drill the escape hole.<\/P>
\n
Such close cooperation is no surprise considering that relations between the United States and Chile are \u201cvibrant and strong,\u201d particularly in the areas of trade and investment, said Wolff.<\/P>
\n
The Chile-United States Free Trade Agreement, signed in 2003, has been \u201ca big success\u201d with trade more than doubling to US$15.3 billion in 2009, he said.<\/P>
\n
The U.S. is the biggest foreign investor in Chile with US$22.6 billion invested in the mining, banking, retail, pharmaceutical, and entertainment sectors amongst others.<\/P>
\n
\u201cThis amount is impressive considering the size of the Chilean economy,\u201d said Wolff. Indeed, U.S. investment as a proportion of Chile\u2019s GDP is US$0.138 per dollar, higher than Brazil (US$0.036), Argentina (US$ 0.046) and Mexico (US$0.112).<\/P>
\n
He highlighted the double taxation avoidance agreement signed earlier this year between Chile and the United States which, once approved by both congresses, will reduce tax barriers to investments.<\/P>
\n
The Ambassador also noted the importance of the Plan Chile-California initiative signed in 2008, which was strengthened by the visit of a Chilean delegation in September. Amongst other areas of cooperation, the delegation exchanged ideas about earthquake preparedness with state authorities, said Wolff.<\/P>
\n
But back in Chile the lack of protection for U.S. intellectual property, much of which is produced in California, is a persistent thorn in the side of Chile-U.S. relations.<\/P>
\n
Chile passed a new IP law in May 2010 which imposes harsher sanctions on those caught violating copyrights, but there remain areas of the FTA that have yet to be implemented, said Wolff, adding that intellectual property protection is key to facilitating \u201cinnovation and investment.\u201d<\/P>
\n
As for regional cooperation, Chile and the United States share the same vision on many issues \u201cso it\u2019s natural to combine our forces in areas of mutual interest,\u201d said Wolff.<\/P>
\n
The Ambassador identified four key areas of cooperation:<\/P>
\n
Firstly, Chile and the United States are promoting regional development in areas like agriculture by partnering with countries such as Costa Rica, Paraguay, El Salvador and Guatemala through a \u201ctrilateral\u201d mechanism.<\/P>
\n
Another area of cooperation is nuclear non-proliferation. President Pi\u00f1era attended the Nuclear Security Summit in Washington DC in April this year after having shipped Chile\u2019s remaining enriched uranium to the U.S. for safe disposal.<\/P>
\n
\u201cThis shows how cooperation between our two countries can have positive results for multilateral relations,\u201d said Wolff.<\/P>
\n
Thirdly, Chile is a member of the Trans-Pacific Partnership, previously known as P4, along with New Zealand, Singapore and Brunei. The United States and other countries including Australia and Peru are in talks to join the partnership which the Obama administration sees as the gateway to a possible Asia-Pacific free trade agreement.<\/P>
\n
A fourth area of cooperation is in scientific research, particularly in climate change, energy and the environment. Science and innovation is a priority for the Obama administration and is necessary for Chile to reach its goal of becoming a developed country, said Wolff.<\/P>
\n
Thanks to Chile\u2019s global vision, solid institutions and good governance, it has transcended its small size to assume the leadership role of a \u201cmedium-size\u201d country, said Wolff, noting that Chile became the first South American country to join the OECD earlier this year.<\/P>
\n
\u201cThe response to the earthquake and the mining accident showed the world that Chile can bring together the talent and technology to overcome even the most challenging of situations.\u201d<\/P>
\n
Unlike other countries in the region, Chile has \u201ca 21st Century vision\u201d but it also has \u201c19th Century problems\u201d such as unresolved border issues and energy security challenges, he said.<\/P>
\n
When asked about South America in the context of what U.S. author Thomas Friedman describes as a \u201cflat world,\u201d Wolff suggested there a few similarities between Chile and its neighbors with important political and economic differences standing in the way of regional integration.<\/P>
\n
In fact, Chile seems to have more in common with the United States, sharing many of the same economic, cultural, security and development goals, said Wolff.<\/P>

\u201cMore products, capital and ideas are flowing between our countries than ever before, but our strongest bond is our mutual respect for democracy,\u201d he said.<\/P>
