La visita del Presidente fue el punto culminante de una misi\u00f3n comercial de una semana a California que incluy\u00f3 delegaciones encabezadas por los ministros de Econom\u00eda, Energ\u00eda, Cultura y Agricultura (vea las Casillas 1 a 4). La misi\u00f3n -estructurada dentro del Plan Chile California, una Alianza para el Siglo XXI- fue una de las m\u00e1s grandes delegaciones comerciales chilenas hasta ahora y la primera del Presidente Pi\u00f1era.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">AmCham desempe\u00f1\u00f3 un papel importante tanto en la organizaci\u00f3n del viaje como en la planificaci\u00f3n de una reuni\u00f3n desayuno con m\u00e1s de 250 l\u00edderes de negocios en Los Angeles, donde el Presidente Pi\u00f1era fue el principal orador invitado. El presidente de AmCham, Ricardo Garc\u00eda, encabez\u00f3 la delegaci\u00f3n de la C\u00e1mara que incluy\u00f3 a los directores Kathleen Barclay, Javier Irarr\u00e1zaval y al gerente general Jaime Baz\u00e1n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Presidente Pi\u00f1era entreg\u00f3 un poderoso mensaje sobre el compromiso de su gobierno para eliminar la pobreza y llevar a Chile al escalaf\u00f3n del mundo desarrollado, sustentado por s\u00f3lidos valores que incluyen el respeto del medio ambiente y de los derechos humanos. El mandatario aspira a cumplir estas metas acelerando el crecimiento econ\u00f3mico a m\u00e1s del 6% al a\u00f1o sobre una base sostenida, meta que requiere un renovado compromiso con la innovaci\u00f3n, la eficiencia y la creatividad con un \u00e9nfasis en el desarrollo del capital humano de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El viaje a California fue directo a las metas del Gobierno de Pi\u00f1era y se concentr\u00f3 en algunos de los desaf\u00edos clave de Chile, entre los que se incluyen la educaci\u00f3n, el medio ambiente, la energ\u00eda renovable y la agricultura. Durante esta visita, se suscribieron acuerdos en todas estas \u00e1reas (vea la Casilla 5), de lo que fue testigo el gobernador Schwarzenegger, quien recibi\u00f3 al presidente Pi\u00f1era en un almuerzo en la residencia del canciller de la UCLA, Gene Block.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En su discurso, el gobernador Schwarzenegger reconoci\u00f3 la cercan\u00eda hist\u00f3rica de la relaci\u00f3n entre Chile y California desde los tiempos de la fiebre del oro en California, pasando por los a\u00f1os de Kennedy, la Alianza para el Progreso, intercambios estudiantiles y la suscripci\u00f3n del Plan Chile-California en el 2008.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El gobernador destac\u00f3 las bases que ambos comparten en t\u00e9rminos geogr\u00e1ficos, ambientales y econ\u00f3micos as\u00ed como tambi\u00e9n el \u00e9xito del Tratado de Libre Comercio entre Chile y Estados Unidos. En virtud del TLC, las exportaciones de California a Chile han crecido m\u00e1s de un 400% desde el 2004. Claramente la alianza entre Chile y California ha sido, y seguir\u00e1 siendo, un motor del crecimiento en ambas econom\u00edas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Donde sea que estuvo en California, la delegaci\u00f3n chilena recibi\u00f3 una c\u00e1lida y entusiasta recepci\u00f3n. Chile ha sido largamente reconocido por su \u00e9xito en materia econ\u00f3mica, pero especialmente digno de atenci\u00f3n durante la visita fue el respeto que se ha ganado al aunar esfuerzos de manera tan efectiva tras uno de los mayores terremotos de los que se tenga registro y coordinar el rescate de los 33 mineros atrapados en la mina San Jos\u00e9, cerca de Copiap\u00f3, en el norte del pa\u00eds. El respaldo para Chile es especialmente fuerte en California donde los desaf\u00edos que presentan los terremotos y la industria minera son bien conocidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile tambi\u00e9n es admirado por su hermosa y f\u00e9rtil tierra, muy similar a la de California. Este sentimiento nunca fue m\u00e1s obvio que en la premier mundial de la \u00f3pera Il Postino (El Cartero) en Los Angeles, a la que asistieron miembros de la misi\u00f3n chilena. La \u00f3pera, que se basa en el libro del autor chileno Antonio Skarmeta, describe a Chile como una tierra en la que los sue\u00f1os pueden convertirse en realidad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, los sue\u00f1os s\u00f3lo se convierten en realidad con trabajo arduo y atenci\u00f3n. Para hacer que los sue\u00f1os de Chile se vuelvan realidad, ser\u00e1 necesario que los emprendedores, l\u00edderes empresariales y artistas del pa\u00eds se muevan m\u00e1s r\u00e1pido y lleguen m\u00e1s lejos. Chile ha globalizado con \u00e9xito sus exportaciones, pero su gente tambi\u00e9n necesita globalizarse.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Presidente Pi\u00f1era y su equipo establecieron un ejemplo extraordinario en este viaje. Ahora depende de todos nosotros en el sector privado estar a la altura de las circunstancias y continuar con el impulso. Requerir\u00e1 recursos, esfuerzos y determinaci\u00f3n hacer que el plan Chile-California sea sustentable en el largo plazo. Nosotros, en AmCham, estamos comprometidos para hacer nuestra parte con el fin de convertir en realidad los sue\u00f1os de Chile, partiendo por la misi\u00f3n comercial de inversionistas l\u00edderes de capital de riesgo de Estados Unidos que visitar\u00e1 Chile en enero.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Econom\u00eda: Atrevi\u00e9ndose a So\u00f1ar en Grande<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Innovaci\u00f3n, productividad y creatividad, estas son \u00e1reas clave que Chile necesita mejorar en su intento por convertirse en un pa\u00eds desarrollado. El ministro de Econom\u00eda, Juan Andr\u00e9s Fontaine, encabez\u00f3 en septiembre una delegaci\u00f3n de 14 de los m\u00e1s prometedores emprendedores del pa\u00eds a Silicon Valley para mostrar que Chile est\u00e1 listo para cumplir con estos desaf\u00edos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La misi\u00f3n comercial de tres d\u00edas comenz\u00f3 con un tour por las oficinas centrales de Google, el que incluy\u00f3 una reuni\u00f3n privada con un alto ejecutivo y que se concentr\u00f3 en la identificaci\u00f3n y el desarrollo del talento emprendedor. La delegaci\u00f3n chilena adem\u00e1s intercambi\u00f3 ideas con expertos en emprendimiento en Berkeley y Stanford, y present\u00f3 sus proyectos a inversionistas l\u00edderes de capital de riesgo en Silicon Valley, una de las pruebas m\u00e1s dif\u00edciles que puede enfrentar una empresa joven.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El ministro firm\u00f3 acuerdos con Google Plex, Stanford Technology Ventures y lanz\u00f3 el programa Start-Up Chile, que est\u00e1 trayendo a j\u00f3venes emprendedores a Chile. AmCham, en alianza con Austral Capital y el Departamento de Comercio de Estados Unidos, organiz\u00f3 adem\u00e1s una reuni\u00f3n con una docena de importantes inversionistas de capital de riesgo de Silicon Valley para analizar c\u00f3mo promover un clima din\u00e1mico para los emprendedores chilenos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El mensaje es claro: el capital humano de Chile necesita globalizarse e integrarse con el mejor talento global y financiamiento para crear compa\u00f1\u00edas de clase mundial que acelerar\u00e1n el desarrollo del pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta misi\u00f3n fue un paso en esta direcci\u00f3n y los emprendedores que participaron de ella volvieron al pa\u00eds energizados para cumplir con este desaf\u00edo (revise el art\u00edculo \u201cLlam\u00e9 Ahora, Pague Despu\u00e9s\u201d en la secci\u00f3n Negocios de esta edici\u00f3n). AmCham, Austral Capital y el Departamento de Comercio de Estados Unidos traer\u00e1 un grupo de inversionistas de capital de riesgo de Estados Unidos a Chile a comienzos del 2011 para aprovechar el impulso generado en este viaje. En tanto, el Ministerio de Econom\u00eda de Chile, universidades l\u00edderes y empresarios necesitan trabajar arduamente para asegurar que Chile logre su meta de ingresar a la lista de las econom\u00edas desarrolladas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Energ\u00eda: Resolviendo el Puzzle El\u00e9ctrico de Chile<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para el ministro de Energ\u00eda, Ricardo Raineri, ejecutivos del sector energ\u00e9tico de Chile y el presidente de AmCham, Ricardo Garc\u00eda, el viaje a California fueron cuatro ocupados d\u00edas de reuniones con empresas y autoridades locales para conocer sus experiencias y comprender mejor c\u00f3mo Chile puede cumplir sus futuros desaf\u00edos energ\u00e9ticos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para que Chile alcance su meta de convertirse en un pa\u00eds desarrollado para el 2018, ser\u00e1 necesario que explote sus fuentes de energ\u00eda renovable al tiempo que mejora la protecci\u00f3n ambiental. Sin embargo, para impulsar este crecimiento Chile requiere duplicar su capacidad instalada para el 2020 con casi ning\u00fan combustible f\u00f3sil propio y con largas distancias con los mercados de exportaci\u00f3n lo que hace que la huella de carbono de los productos chilenos sea m\u00e1s grande que la de la competencia.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero hay una soluci\u00f3n. La energ\u00eda nuclear ha sido debatida por a\u00f1os en Chile, pero California mostr\u00f3 a la delegaci\u00f3n chilena que la energ\u00eda nuclear segura es factible en una tierra propensa a los terremotos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La delegaci\u00f3n chilena visit\u00f3 la instalaci\u00f3n de capacitaci\u00f3n nuclear de General Electric en San Jose, donde GE demostr\u00f3 los altos est\u00e1ndares de seguridad de los reactores nucleares, las cero emisiones de carbono y la capacidad para generar grandes cantidades de energ\u00eda cerca de \u00e1reas urbanas. Dados estos beneficios, los reactores podr\u00edan construirse cerca de ciudades chilenas para complementar la generaci\u00f3n de energ\u00eda hidroel\u00e9ctrica, pero Chile necesita ingenieros y operadores de planta capacitados. Adem\u00e1s requiere acelerar la investigaci\u00f3n y discusi\u00f3n de regulaciones y normas, as\u00ed como la participaci\u00f3n estatal en un posible proyecto de energ\u00eda nuclear.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">California es tambi\u00e9n un l\u00edder mundial en materia de energ\u00eda renovable. La delegaci\u00f3n encabezada por el ministro Raineri visit\u00f3 una granja e\u00f3lica en Palm Springs operada por la firma estadounidense AES Corp. La granja cubre cientos de hect\u00e1reas y tiene una capacidad instalada cercana a los 500MW, lo que la convierte en una de las m\u00e1s grandes del pa\u00eds. Pero la delegaci\u00f3n chilena concluy\u00f3 que la energ\u00eda e\u00f3lica no es la respuesta para las necesidades energ\u00e9ticas de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las turbinas de Palm Springs, por ejemplo, generan energ\u00eda menos del 40% del tiempo y deben ser respaldadas con suministros del sistema interconectado mientras cubren una gran extensi\u00f3n de territorio que no se puede usar para ning\u00fan otro prop\u00f3sito.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, no es el \u00fanico recurso de energ\u00eda limpia que Chile tiene de manera abundante. La naci\u00f3n tambi\u00e9n cuenta con un gran potencial de energ\u00eda solar y geot\u00e9rmica. Al respecto, el ministro firm\u00f3 un acuerdo para promover el desarrollo de recursos geot\u00e9rmicos de Chile, lo que incluye capacitaci\u00f3n y proyectos de investigaci\u00f3n conjunta. La delegaci\u00f3n chilena adem\u00e1s se reuni\u00f3 con autoridades en Sacramento -la capital de California- para aprender sobre regulaciones de energ\u00eda limpia y normas de contaminaci\u00f3n del aire.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La principal conclusi\u00f3n de la visita es que Chile tiene mucho que aprender en t\u00e9rminos de energ\u00eda nuclear y renovable, y las autoridades energ\u00e9ticas y representantes del sector privado de California est\u00e1n dispuestos a trabajar con nosotros. Es una oportunidad que no deber\u00edamos dejar pasar.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Cultura: \u00a1Luces, C\u00e1mara, Acci\u00f3n!<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u00bfPor qu\u00e9 filmar en Chile? Esta es la pregunta que el ministro de Cultura de Chile, Luciano Cruz Coke, trat\u00f3 de responder durante tres d\u00edas de intensas reuniones con importantes productores de televisi\u00f3n y cine en Los Angeles y Hollywood.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Encabezando un equipo de la industria del entretenimiento de Chile que incluy\u00f3 a ejecutivos, productores, directores, escritores y actores, el ministro promocion\u00f3 a Chile como la tierra de las oportunidades para producir pel\u00edculas, programas de televisi\u00f3n y comerciales, prometiendo que su pa\u00eds tiene lo que se necesita para competir como una locaci\u00f3n de producci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si el resto de nosotros es capaz de cumplir con esta promesa de modo que los productores de Hollywood dejen bien puesto el nombre de Chile, la cantidad de inversi\u00f3n extranjera que podr\u00eda llegar al pa\u00eds es impresionante, \u00bfUS$ 100 millones, US$ 500 millones, US$ 1.000 millones?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Todo depende de nosotros.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los puentes entre Chile y Hollywood no se construir\u00e1n mediante la oferta de subsidios estatales a firmas extranjeras. En cambio, deber\u00edamos fortalecer las alianzas p\u00fablico-privadas que fueron forjadas en esta misi\u00f3n por el ministro Cruz Coke y su equipo. Para atraer a las producciones de Hollywood, todos necesitamos trabajar en conjunto en t\u00e9rminos de infraestructura, servicios, legislaci\u00f3n, idiomas, capacitaci\u00f3n t\u00e9cnica, incentivos tributarios y as\u00ed sucesivamente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La variedad y belleza del paisaje natural de Chile as\u00ed como sus estaciones inversas, estabilidad pol\u00edtica y econ\u00f3mica, arquitectura y gente saltan a la vista, pero no son suficientes. Necesitamos desarrollar una estrategia que nos permita, en 10 o 20 a\u00f1os, no s\u00f3lo competir con pa\u00edses como Colombia, M\u00e9xico y Brasil en la regi\u00f3n, sino tambi\u00e9n con Australia, Nueva Zelanda y Canad\u00e1. Todos estos pa\u00edses han podido crear valor ofreci\u00e9ndoles a los productores f\u00edlmicos ventajas al momento de decidir d\u00f3nde invertir su dinero.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El ministro Cruz Coke no fue s\u00f3lo a pasear a California, trabaj\u00f3 arduamente y estableci\u00f3 las bases para el futuro \u00e9xito. Ahora todos en la industria, incluidos quienes fueron con \u00e9l y quienes se quedaron atr\u00e1s, deben trabajar en\u00e9rgicamente para cosechar los frutos de su visita.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile podr\u00eda, y deber\u00eda, ser un importante actor en la industria del entretenimiento mundial. Podr\u00edamos ser la nueva locaci\u00f3n de moda que Hollywood escoja para su pr\u00f3ximo gran \u00e9xito. Pero eso, por supuesto, depende de nosotros.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Agricultura: Plantando las Semillas del Futuro<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un equipo de ejecutivos y l\u00edderes del sector agroalimentario de Chile acompa\u00f1\u00f3 al ministro de Agricultura, Jos\u00e9 Antonio Galilea, en la misi\u00f3n comercial a California.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No es ninguna coincidencia que el viaje del ministro Galilea comenzara en el valle de Sacramento en la University of California Davis, en la que asisti\u00f3 al seminario titulado &#8220;Sciences for Successful Agricultural Business\u201d (Ciencias para las Operaciones Agr\u00edcolas Exitosas). UC Davis es una de las universidades l\u00edderes a nivel mundial en investigaci\u00f3n agr\u00edcola y muchos de los acad\u00e9micos responsables de la revoluci\u00f3n agr\u00edcola de Chile en los \u00faltimos 30 a\u00f1os han ense\u00f1ado ah\u00ed. Hoy en d\u00eda, Chile se presenta como un caso de estudio en muchas de las carreras dictadas en UC Davis y el intercambio de conocimiento contin\u00faa siendo importante para ambas partes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Estados Unidos es el mercado m\u00e1s importante para las exportaciones agr\u00edcolas y forestales de Chile. Seg\u00fan el Ministerio de Relaciones Exteriores, un tercio de las exportaciones agroforestales totales de Chile, cerca de US$ 3.500 millones, se destinan a Estados Unidos, lo que representa m\u00e1s de la mitad de las exportaciones totales de Chile a ese pa\u00eds, pero s\u00f3lo un 3% del total de importaciones estadounidenses. Esto significa que hay oportunidades para crecer en este mercado, en particular en t\u00e9rminos de productos org\u00e1nicos y gourmet de valor agregado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dentro de Estados Unidos, California es un mercado muy importante para Chile, no s\u00f3lo porque tiene un clima similar sino que, dado que sus temporadas de cultivo son opuestas, su producci\u00f3n complementa a la de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Durante la visita, el ministro Galilea firm\u00f3 un memorando de entendimiento con el secretario del Departamento de Alimentos y Agricultura de California para profundizar la cooperaci\u00f3n en los sectores agr\u00edcola y de agronegocios.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dada la importancia de la industria vitivin\u00edcola de California en particular para Chile, la delegaci\u00f3n visit\u00f3 vi\u00f1as en Napa Valley, entre las que se figur\u00f3 la vi\u00f1a Quintessa propiedad del empresario chileno Agust\u00edn Hunneus. Cerca del 6% de las importaciones totales de vino en Estados Unidos provienen de Chile y los viticultores chilenos adem\u00e1s han ayudado a las vi\u00f1as de Napa a combatir plagas y enfermedades que afectan la producci\u00f3n de uva y su calidad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La ciudad hermana de Napa en Chile, Casablanca, particip\u00f3 en la misi\u00f3n junto con la Asociaci\u00f3n Nacional de Agricultura (SNA), Wines of Chile, la Asociaci\u00f3n de Exportadores (ASOEX), Asociaci\u00f3n de Productores Org\u00e1nicos de Chile, Chile Oliva, Asociaci\u00f3n Nacional de Productores de Semillas (ANPROS), Asociaci\u00f3n de Productores Av\u00edcolas y Asociaci\u00f3n Gremial de Productores de Cerdos de Chile (APA\/ASPROCER).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta s\u00f3lida participaci\u00f3n convirti\u00f3 a la misi\u00f3n en un \u00e9xito. Como dijo el gobernador Schwarzenegger, estos viajes son importantes no s\u00f3lo para hacer contactos, sino tambi\u00e9n para fortalecer los lazos con el fin de mejorar las relaciones comerciales en el largo plazo. Las semillas del \u00e9xito de Chile en este mercado se han plantado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Acuerdos Chile-California <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><SPAN style=\"TEXT-DECORATION: underline\">Educaci\u00f3n:<\/SPAN><\/STRONG> La Universidad Adolfo Ib\u00e1\u00f1ez (UAI) de Chile y la UCLA Anderson School of Management lanzaron un innovador programa de MBA ejecutivo dual denominado Global Executive MBA para las Am\u00e9ricas. El programa de jornada parcial de 15 meses comienza en abril del 2011 con m\u00f3dulos de cursos celebrados en Miami, Los Angeles, S\u00e3o Paulo y Santiago.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><SPAN style=\"TEXT-DECORATION: underline\">Medio Ambiente:<\/SPAN><\/STRONG> La Universidad Cat\u00f3lica de Chile, la University of California Santa Barbara California y la Wildlife Conservation Society suscribieron un memorando de entendimiento para promover la conservaci\u00f3n marina. El acuerdo apunta a crear innovadores modelos p\u00fablico-privados para proteger \u00e1reas marinas adem\u00e1s de ofrecer capacitaci\u00f3n e intercambios educacionales para bi\u00f3logos marinos de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><SPAN style=\"TEXT-DECORATION: underline\">Energ\u00eda:<\/SPAN><\/STRONG> El ministro de Energ\u00eda de Chile, Ricardo Raineri, firm\u00f3 un memorando de entendimiento con la Comisi\u00f3n de Energ\u00eda de California y el California Air Resources Board para desarrollar fuentes de energ\u00eda renovable, mejorar la eficiencia energ\u00e9tica y reducir las emisiones de carbono.<\/P><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">On September 24, President Sebastian Pi\u00f1era visited California at the invitation of Governor Arnold Schwarzenegger. The President\u2019s visit was the highlight of a weeklong business mission to California that included delegations led by the Ministers of Economy, Energy, Culture and Agriculture (see Boxes 1-4). The mission, structured within the framework of the Chile-California Strategic Partnership Agreement, was one of the largest Chilean business delegations to date and the first for President Pi\u00f1era.&nbsp;<\/p>\n<p style=\"text-align: justify;\">AmCham played an important role in organizing the trip, as well as in arranging a breakfast meeting with over 250 business leaders in Los Angeles where President Pi\u00f1era was the keynote speaker. AmCham President Ricardo Garc\u00eda led the Chamber\u2019s delegation that included directors Kathleen Barclay, Javier Irarr\u00e1zaval and CEO Jaime Baz\u00e1n.<\/p>\n<p style=\"text-align: justify;\">President Pi\u00f1era delivered a powerful message about his government\u2019s commitment to eliminating poverty and lifting Chile into the ranks of the developed world, underpinned by strong values including respect for the environment and human rights. He aims to achieve these goals by accelerating economic growth to over 6% per year on a sustained basis \u2013 a target that requires a renewed commitment to innovation, efficiency and creativity with an emphasis on developing Chile\u2019s human capital.<\/p>\n<p style=\"text-align: justify;\">The California trip went to the heart of the Pi\u00f1era government\u2019s goals, focusing on some of Chile\u2019s key challenges including education, the environment, renewable energy and agriculture. Agreements were signed in all these areas (see Box 5) on this visit, witnessed by Governor Schwarzenegger who received President Pi\u00f1era at a luncheon at the home of UCLA Chancellor, Gene Block.<\/p>\n<p style=\"text-align: justify;\">In his speech, Governor Schwarzenegger recognized the historical closeness of the Chile-California relationship from the times of the California gold rush, through the Kennedy years, the Alliance for Progress, student exchanges and the signing of the Chile-California Partnership Agreement in 2008.&nbsp;<\/p>\n<p style=\"text-align: justify;\">The Governor pointed to shared geographic, environmental and economic fundamentals, as well as to the success of the U.S.-Chile Free Trade Agreement. Under the FTA, California\u2019s exports to Chile have grown over 400% since 2004. Clearly the Chile-California partnership has been, and will continue to be, a driver of growth in both economies.<\/p>\n<p style=\"text-align: justify;\">Wherever they went in California, the Chilean delegation received an enthusiastic and warm reception. Chile has long been recognized for its economic success, but especially noteworthy on this visit was the respect it has earned by pulling together so effectively after one of the strongest earthquakes on record and coordinating the rescue of 33 trapped miners in the San Jos\u00e9 mine near Copiapo. Support for Chile is especially strong in California where earthquakes and the mining industry\u2019s challenges are well understood.&nbsp;<\/p>\n<p style=\"text-align: justify;\">Chile is also admired as a beautiful and fertile land \u2013 much like California. This sentiment was nowhere more obvious than at the world premier of the Il Postino (The Postman) opera in Los Angeles, which was attended by members of the Chilean mission. The opera, which is based on a book by Chilean author Antonio Skarmeta, depicts Chile as a land where dreams can come true.<\/p>\n<p style=\"text-align: justify;\">But dreams only come true with hard work and focus. To make Chile\u2019s California dreams come true, the country\u2019s entrepreneurs, business leaders, and artists will need to run faster and reach further. Chile has successfully globalized its exports, but its people also need to globalize themselves.&nbsp;<\/p>\n<p style=\"text-align: justify;\">President Pi\u00f1era and his team have set an outstanding example on this trip. Now it\u2019s up to all of us in the private sector to rise to the challenge and continue the momentum. It will take resources, effort and determination to make of the Chile-California partnership sustainable in the long term. We, at AmCham, are committed to doing our part towards realizing Chile\u2019s California dreams, beginning with a trade mission to Chile in January for leading venture capitalists from the United States.<\/p>\n<p style=\"text-align: justify;\"><strong>Economy: Daring to Dream Bigger <\/strong><\/p>\n<p style=\"text-align: justify;\">Innovation, productivity and creativity &#8211; these are the key areas Chile needs to improve in its quest to become a developed country. The Economy Minister, Juan Andr\u00e9s Fontaine, led a delegation of 14 of the country\u2019s most promising entrepreneurs to Silicon Valley in September to show that Chile is ready to meet these challenges.<\/p>\n<p style=\"text-align: justify;\">The three-day mission began with a tour of Google\u2019s headquarters including a private meeting with a senior executive focused on identifying and developing entrepreneurial talent. The Chilean delegation also exchanged ideas with experts in entrepreneurship at Berkeley and Stanford and presented their projects to leading venture capitalists in Silicon Valley &#8211; one of the toughest tests a young company can face.<\/p>\n<p style=\"text-align: justify;\">The Minister signed agreements with Google Plex, Stanford Technology Ventures and launched the Start-Up Chile program that is bringing young entrepreneurs to Chile. AmCham, in partnership with Austral Capital and the U.S. Department of Commerce, also organized a meeting with a dozen of Silicon Valley\u2019s leading venture capitalists to discuss how to promote a dynamic climate for Chilean entrepreneurs.<\/p>\n<p style=\"text-align: justify;\">The message is clear: Chile\u2019s human capital needs to globalize and become integrated with the best global talent and financing to create world-class companies that will accelerate the country\u2019s development.<\/p>\n<p style=\"text-align: justify;\">This mission was a step in this direction and the entrepreneurs who went have come back energized to meet this challenge (see Trade Testimonial \u201cTalking on Borrowed Time\u201d on page 6). AmCham, Austral Capital, and the U.S. Department of Commerce will bring a group of U.S. venture capitalists to Chile in early 2011 to build on the momentum generated by this trip. Meanwhile, Chile\u2019s Economy Ministry, leading universities and entrepreneurs need to work hard to ensure Chile achieves its goal of entering the ranks of developed economies.<\/p>\n<p style=\"text-align: justify;\"><strong>Energy: Solving Chile\u2019s Power Puzzle&nbsp; <\/strong><\/p>\n<p style=\"text-align: justify;\">For the Energy Minister, Ricardo Raineri, executives from Chile\u2019s energy sector and AmCham\u2019s President, Ricardo Garc\u00eda, the California trip was a busy four days of meetings with local authorities and companies to learn from their experiences and gain insight into how Chile can meet its future energy challenges.<\/p>\n<p style=\"text-align: justify;\">For Chile to reach its goal of becoming a developed country by 2018, it will need to exploit its renewable energy sources while improving environmental protection. To fuel its growth, however, Chile needs to double its installed capacity by 2020 with hardly any fossil fuels of its own, and with long distances to export markets which make the carbon footprint of Chilean products larger than the competition\u2019s.<\/p>\n<p style=\"text-align: justify;\">But there is a solution. Nuclear energy has been debated for years in Chile, but California showed the Chilean delegation that safe nuclear power is feasible in a land prone to earthquakes.<\/p>\n<p style=\"text-align: justify;\">The Chilean delegation visited General Electric\u2019s nuclear training facility in San Jos\u00e9 where GE demonstrated the high safety standards of nuclear reactors, zero carbon emissions, and capacity to generate large quantities of energy near urban areas. Given these benefits, reactors could be built near Chilean cities to complement hydroelectric power generation, but Chile needs skilled engineers and plant operators. It also needs to accelerate research and discussion about regulations and norms, as well as state participation in a possible nuclear power project.<\/p>\n<p style=\"text-align: justify;\">California is also a world leader in renewable energy. Minister Raineri\u2019s delegation visited a wind farm in Palm Springs managed by U.S. firm AES Corp. The farm covers hundreds of hectares and has installed capacity close to 500MW, making it one of the largest in the country. But the Chilean delegation concluded that wind power is not the answer to Chile\u2019s energy needs. The Palm Springs turbines, for example, generate less than 40% of the time and must be backed up with supplies from the grid while covering a large territory that cannot be used for any other purpose.<\/p>\n<p style=\"text-align: justify;\">But wind is not the only clean energy resource Chile has in abundance. It also has plenty of solar and geothermal potential. In this respect, the Minister signed an agreement to promote the development of Chile\u2019s geothermal resources, including training and joint research projects. The Chilean delegation also met with authorities in California\u2019s capital Sacramento to learn about clean energy regulations and air pollution norms.<\/p>\n<p style=\"text-align: justify;\">The main conclusion of the visit is that Chile has much to learn in terms of nuclear power and renewable energy, and California\u2019s energy authorities and the private sector are willing to work with us. It\u2019s an opportunity we should not let pass.<\/p>\n<p style=\"text-align: justify;\"><strong>Culture: Lights, Camera, Action!<\/strong><\/p>\n<p style=\"text-align: justify;\">Why film in Chile? This is the question Chile\u2019s Culture Minister, Luciano Cruz Coke, tried to answer over three days of intense meetings with leading film and television producers in Los Angeles and Hollywood.<\/p>\n<p style=\"text-align: justify;\">Leading a team from Chile\u2019s entertainment industry including executives, producers, directors, writers and actors, the Minister sold Chile as a land of opportunity for producing films, television and commercials, promising that his country has what it takes to compete as a production location.<\/p>\n<p style=\"text-align: justify;\">If the rest of us are able to deliver on this promise so that Hollywood producers speak highly of Chile, the amount of foreign investment that could flow as a result is staggering &#8211; US$100 million, US$500 million, US$1 billion?<\/p>\n<p style=\"text-align: justify;\">It all depends on us.<\/p>\n<p style=\"text-align: justify;\">Bridges between Chile and Hollywood will not be built by offering state subsidies to foreign firms. Instead, we should strengthen the public-private partnership that was forged on this mission by Minister Cruz Coke and his team. To attract Hollywood productions, we all need to work together in terms of infrastructure, services, legislation, languages, technical training, tax incentives and so on.<\/p>\n<p style=\"text-align: justify;\">The variety and beauty of Chile\u2019s natural landscape as well as its inverse seasons, economic and political stability, architecture and people are there for all to see, but it\u2019s not enough. We need to develop a strategy that allows us, in 10 or 20 years, not just to compete with countries like Colombia, Mexico and Brazil in the region, but also with Australia, New Zealand and Canada. All these countries have been able to create value by offering film producers advantages when deciding where to invest their money.<\/p>\n<p style=\"text-align: justify;\">Minister Cruz Coke did not just go sightseeing in California \u2013 he worked hard and laid the foundation for future success. Now everyone in the industry, including those who went with him and those who stayed behind, must work hard to reap the fruits of this visit.<\/p>\n<p style=\"text-align: justify;\">Chile could, and should, be an important actor in the world entertainment industry. We could be the hot new location Hollywood chooses to set its next blockbuster. But that, of course, is up to us.<\/p>\n<p style=\"text-align: justify;\"><strong>Agriculture: Planting Seeds for the Future<\/strong><\/p>\n<p style=\"text-align: justify;\">A team of executives and leaders from Chile\u2019s agro-food sector accompanied the Minister of Agriculture, Jos\u00e9 Antonio Galilea, on the trade mission to California.<\/p>\n<p style=\"text-align: justify;\">It\u2019s no coincidence that Minister Galilea\u2019s trip began in the Sacramento valley at the University of California Davis, where he attended a seminar titled &#8220;Sciences for Successful Agricultural Business.\u201d UC Davis is one of the world\u2019s leading universities in agricultural research, and many of the academics responsible for Chile\u2019s agricultural revolution in the last 30 years have taught there. Today, Chile is used as a case study in many of the courses taught at UC Davis, and the exchange of knowledge continues to be important for both parties.<\/p>\n<p style=\"text-align: justify;\">The United States is the most important market for Chile\u2019s agriculture and forestry exports. According to the Ministry of Foreign Affairs, a third of Chile\u2019s total agro-forestry exports, some US$3.5 billion, go to the United States, representing more than half of Chile\u2019s total exports to that country but only 3% of total U.S. imports. This means there are opportunities to grow in this market, particularly in terms of value-added gourmet and organic products.<\/p>\n<p style=\"text-align: justify;\">Within the U.S., California is a very important market for Chile, not just because it has a similar climate but, since its growing seasons are reversed, its production complements Chile\u2019s.<\/p>\n<p style=\"text-align: justify;\">During the visit, Minister Galilea signed an MOU with the secretary of the California Department of Food and Agriculture to deepen cooperation in the agricultural and agribusiness sectors.<\/p>\n<p style=\"text-align: justify;\">Given the importance of California\u2019s wine industry in particular for Chile, the delegation visited wineries in Napa Valley including the Quintessa winery owned by Chilean businessman Agust\u00edn Hunneus. Around 6% of total wine imports in the United States come from Chile and Chilean viticulturists have also helped Napa wineries fight plagues and diseases that affect grape production and quality.<\/p>\n<p style=\"text-align: justify;\">Napa\u2019s sister city in Chile, Casablanca, participated in the mission along with the National Agricultural Association (SNA), Wines of Chile, the Fruit Exporters Association (ASOEX), Chile\u2019s Organic Producers Association, Chile Oliva, the National Seed Producers Association (ANPROS) and Chile\u2019s Pork and Poultry Producers Association (APA\/ASPROCER).<\/p>\n<p style=\"text-align: justify;\">This strong participation made the mission a success. As Governor Schwarzenegger said, these trips are important not just for making contacts but also for strengthening ties to improve trade relations in the long term. The seeds of Chile\u2019s success in this market have been planted.<\/p>\n<p style=\"text-align: justify;\"><strong>Chile-California Agreements<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"text-decoration: underline;\">Education:<\/span><\/strong> Chile\u2019s Universidad Adolfo Ib\u00e1\u00f1ez (UAI) and the UCLA Anderson School of Management launched an innovative dual degree executive MBA program called the Global Executive MBA for the Americas. The 15 month part-time program starts in April 2011 with course modules held in Miami, Los Angeles, S\u00e3o Paulo and Santiago.&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Environment:<\/strong><\/span> Chile\u2019s Universidad Cat\u00f3lica, the University of California Santa Barbara California and the Wildlife Conservation Society signed an MOU to promote marine conservation. The agreement is aimed at creating innovative public-private models to protect marine areas as well as offering training and educational exchanges for Chilean marine biologists.<\/p>\n<p style=\"text-align: justify;\"><strong><span style=\"text-decoration: underline;\">Energy:<\/span><\/strong> Chile\u2019s Energy Minister Ricardo Raineri signed an MOU with the California Energy Commission and the California Air Resources Board to develop renewable energy sources, improve energy efficiency and reduce carbon emissions.<\/p>\n<p><!--:--><\/p>\n","protected":false},"excerpt":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">El 24 de septiembre, el Presidente Sebasti\u00e1n Pi\u00f1era visit\u00f3 California invitado por el gobernador Arnold Schwarzenegger.
