Esa fue la moci\u00f3n a la que se opuso con \u00e9xito un equipo de la Direcci\u00f3n General de Relaciones Econ\u00f3micas Internacionales (DIRECON) del Ministerio de Relaciones Exteriores en la final del Gran Debate Corporativo 2010 celebrada el 18 de agosto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Organizado por AmCham y auspiciado por el diario local El Mercurio, la animada y emocionante final -entre el equipo de DIRECON y un equipo del grupo minorista local D&amp;S- se celebr\u00f3 en las oficinas de El Mercurio ante una concurrida audiencia que incluy\u00f3 al director general de la DIRECON, Jorge Bunster, y al Ministro de Relaciones Exteriores, Alfredo Moreno.<BR>&nbsp;<BR>No s\u00f3lo el est\u00e1ndar del debate fue excepcionalmente alto, sino que todo el torneo se celebr\u00f3 en ingl\u00e9s sin que se autorizara la participaci\u00f3n de ning\u00fan hablante nativo como uno de los cuatro miembros de cada equipo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s de los dos finalistas, los otros seis equipos que participaron en la competencia de este a\u00f1o fueron Seguros Interamericana, 3M, Codelco, Sheraton, Ripley y Parque Arauco. Los equipos de Interamericana y 3M fueron derrotados en las semifinales por los de DIRECON y D&amp;S, respectivamente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Este es el primer a\u00f1o en que equipos del sector p\u00fablico (DIRECON y Codelco) participan en la competencia y su desempe\u00f1o fue impresionante en un evento asociado usualmente al sector privado. AmCham espera que ambos equipos vuelvan el pr\u00f3ximo a\u00f1o idealmente junto con a\u00fan m\u00e1s equipos del sector p\u00fablico.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Todas las propuestas de debate, o mociones, se basaron en el tema &#8220;Reconstruyendo Chile&#8221; en reconocimiento a las adversidades sufridas por los chilenos desde el devastador terremoto de febrero. Algunas mociones se relacionaban con la reconstrucci\u00f3n, tales como si esta debiera basarse en garant\u00edas de cr\u00e9dito y pr\u00e9stamos del Gobierno en lugar de donaciones, mientras que otras se concentraron en c\u00f3mo Chile podr\u00eda estar mejor preparado para futuros desastres naturales, por ejemplo a trav\u00e9s de un aumento de los est\u00e1ndares de construcci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" alt=\"\" src=\"\/sites\/default\/files\/esp_equipo_direcon_gcd_10.jpg\" width=300 height=250>Las primeras rondas se llevaron a cabo en un formato de todos contra todos, compuesto por dos grupos de cuatro equipos donde cada equipo debati\u00f3 con los otros tres de su grupo. Los dos mejores equipos de cada grupo avanzaron a las semifinales y los dos ganadores continuaron a la final.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El premio al Mejor Debatiente fue entregado a Andr\u00e9s L\u00f3pez de Parque Arauco, quien obtuvo la mejor puntuaci\u00f3n combinada en las rondas preliminares y gan\u00f3 un fin de semana para dos cortes\u00eda del Hotel Hyatt.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El equipo de DIRECON gan\u00f3 pasajes a Estados Unidos cortes\u00eda de American Airlines, pero don\u00f3 generosamente su premio al Hogar de Cristo en reconocimiento a su trabajo de beneficencia tras el terremoto. El Ministerio de Relaciones Exteriores exhibir\u00e1 la Copa AmCham para el Gran Debate Corporativo en sus oficinas hasta el pr\u00f3ximo a\u00f1o cuando el equipo de DIRECON tendr\u00e1 la oportunidad de defender su t\u00edtulo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El jurado de la final estuvo compuesto por nueve distinguidas figuras p\u00fablicas: Kathy Uribe, asesora del ministro de Econom\u00eda, Juan Andr\u00e9s Fontaine; Alejandro Ferreiro, ex ministro de Econom\u00eda; Vittorio Corbo, ex presidente del Banco Central de Chile; Paulina Dittborn, presidenta del Instituto Chileno-Norteamericano de Cultura; Juan Carlos D\u00e9lano, presidente del Cap\u00edtulo Chileno de Transparencia Internacional; Mar\u00eda Olivia Recart, ex subsecretaria de Hacienda; Andr\u00e9s Velasco, ex ministro de Hacienda; Drina Rendic, ex vicepresidente de la Corporaci\u00f3n Cultural de lo Barnechea (COBA), donde organizaba un torneo de debate interuniversitario; \u00c1lvaro Fischer, ex presidente del Instituto de Ingenieros de Chile; y Soledad Arellano, economista y consultora del Banco Interamericano de Desarrollo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Promover la Oratoria<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Grande Debate Corporativo de AmCham tiene dos objetivos principales. El primero es entregar a j\u00f3venes ejecutivos chilenos la posibilidad de hablar ingl\u00e9s en p\u00fablico y en un ambiente competitivo. El segundo objetivo es promover la oratoria a trav\u00e9s de t\u00e9cnicas de debate.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A menudo se exige a los empresarios que hablen en frente a grupos incluidos sus empleadores, miembros del directorio o potenciales clientes. Y todas estas situaciones implican usar capacidades de comunicaci\u00f3n y persuasi\u00f3n. La competencia de AmCham incluy\u00f3 aprendizaje y capacitaci\u00f3n para los competidores en t\u00e9cnicas de debate, oratoria y en c\u00f3mo preparar una presentaci\u00f3n convincente. Los resultados de esta capacitaci\u00f3n fueron notables a lo largo del torneo, como dice el antiguo refr\u00e1n: la pr\u00e1ctica hace al maestro.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Debatir es una capacitaci\u00f3n especialmente buena para ejecutivos, dado que los debatientes pueden verse forzados a defender o refutar una moci\u00f3n en la que no creen necesariamente. Esto hace que el ejercicio sea mucho m\u00e1s interesante debido a que exige a\u00fan mayores habilidades.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cada orador tiene un tiempo determinado, que se indica a los oradores y el p\u00fablico a trav\u00e9s de un dispositivo tipo sem\u00e1foro que cambia a amarillo cuando quedan 30 segundos de tiempo y a rojo cuando este se acab\u00f3. Pasarse del tiempo es penalizado por los jueces, lo que alienta a los debatientes a mantenerse dentro de sus l\u00edmites y garantiza que los debates sean entretenidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Gran Debate Corporativo de AmCham finalmente madur\u00f3 e hizo que su presencia se sintiera en la comunidad empresarial. Chile no es un pa\u00eds con una cultura de debate altamente desarrollada, idea que fue presentada en\u00e9rgicamente por Vittorio Corbo en la final. En sus comentarios de cierre, Corbo a\u00f1adi\u00f3 que la cultura del debate debe desarrollarse a nivel escolar y que esperaba que competencias como esta y los debates interuniversitarios de COBA, inspiren a los profesores de Chile a incorporar el debate a sus actividades escolares. As\u00ed tambi\u00e9n lo espera AmCham.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Michael Combes es el presidente del Gran Debate Corporativo 2010, director ejecutivo de Marco Chilena, empresa de astilleros y reparaciones controlada por capitales estadounidenses, ex presidente del Comit\u00e9 Editorial de bUSiness CHILE y ex presidente de AmCham.<\/EM><\/STRONG><\/P><br \/>\n<P>&nbsp;<\/P><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">\u201cIn a state of emergency,\u201d such as that declared in parts of Chile following last February\u2019s earthquake, \u201cthe government should immediately send troops into the area to maintain law and order.\u201d That was the motion successfully opposed by a team from the Ministry of Foreign Affairs\u2019 international trade office, DIRECON, in the final of the Great Corporate Debate 2010 held on August 18.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Organized by AmCham, and sponsored by local newspaper El Mercurio, the spirited and emotional final \u2013 between DIRECON and a team from local retail group D&amp;S &#8211; was held at El Mercurio\u2019s offices before a packed house including DIRECON\u2019s head, Jorge Bunster, and the Minister of Foreign Affairs, Alfredo Moreno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Not only was the debating standard exceptionally high, but the entire competition was held in English with no native speakers allowed on any of the four-member teams.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In addition to the two finalists, the other six teams that entered this year\u2019s competition were Seguros Interamericana, 3M, Codelco, Sheraton, Ripley, and Parque Arauco. The Interamericana and 3M teams were defeated in the semifinals by DIRECON and D&amp;S respectively.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">This is the first year that teams from the public sector (DIRECON and Codelco) have entered the competition and they were impressive in an event usually associated with the private sector. AmCham hopes both teams will be back next year along with possibly even more teams from the public sector.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The debate motions, or moots, were all based on the theme \u201cRebuilding Chile\u201d in recognition of the hardships suffered by Chileans since the devastating February earthquake. Some moots were related to reconstruction, such as whether this should be based on government loans and credit guarantees rather than handouts, while others focused on how Chile could be better prepared for future natural disasters, for example by improving construction standards.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><IMG style=\"BORDER-BOTTOM: black 1px solid; BORDER-LEFT: black 1px solid; MARGIN: 5px; FLOAT: right; BORDER-TOP: black 1px solid; BORDER-RIGHT: black 1px solid\" class=mceItem alt=\"\" src=\"\/sites\/default\/files\/ing_equipo_direcon_gcd_10.jpg\" width=300 height=250>The early rounds were held in a round robin format comprising two groups of four teams with each team debating the other three in their group. The top two teams in each group advanced to the semifinals with the two winners proceeding to the final.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The award for Best Debater went to Andr\u00e9s Lopez of Parque Arauco who earned the highest combined score in the preliminary rounds and won a weekend for two courtesy of the Hyatt Hotel.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">DIRECON\u2019s team won a trip to the United States courtesy of American Airlines, but generously donated their prize to Hogar de Cristo in recognition of the charity\u2019s work following the earthquake. The Ministry of Foreign Affairs will display the AmCham Great Corporate Debate Cup in their offices until next year when the DIRECON team will have a chance to defend their title.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The jury for the final consisted of nine distinguished public figures: Kathy Uribe, advisor to the Minister of Economy, Juan Andr\u00e9s Fontaine; Alejandro Ferreiro,&nbsp; former Minister of Economy; Vittorio Corbo, former president of the Central Bank; Paulina Dittborn, president of the Chilean-North American Institute of Culture; Juan Carlos D\u00e9lano, president of the Chilean branch of Transparency International; Mar\u00eda Olivia Recart, former Undersecretary of Finance; Andr\u00e9s Velasco, former Minister of Finance; Drina Rendic, former vice-president of the Corporaci\u00f3n Cultural de lo Barnechea (COBA) where she organized an interuniversity debating competition; \u00c1lvaro Fischer, former president of the Chilean Engineers Institute; and Soledad Arellano, an economist and consultant at the Inter-American Development Bank.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Promoting Public Speaking Skills<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The AmCham Great Corporate Debate has two main aims. The first is to give young Chilean executives practice speaking English publicly in a competitive environment. The second aim is to promote public speaking skills through debating techniques.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Businesspeople are often required to speak in front of groups including their employers, board members, or potential clients. And all of these situations involve using communications and persuasion skills. The AmCham competition included instruction and training for competitors in debating techniques, public speaking, and how to prepare a convincing presentation. The results of this training were noticeable throughout the tournament, as was the old adage that practice makes perfect.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Debating is especially good training for executives since debaters may find themselves forced to defend or refute a motion in which they do not necessarily believe. This makes the exercise that much more interesting since it requires even greater skill.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Every speaker has a set time, which is indicated to them and the audience by a traffic light device that turns yellow when there is 30 seconds left and red when the time is up. Going over time is penalized by the judges, which encourages the debaters to keep within their limits and ensures the debates are entertaining.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The AmCham Great Corporate Debate has finally come of age and made its presence felt in the business community. Chile is not a country with a highly developed debating culture, a point that was forcefully made by Vittorio Corbo at the final. In his closing comments, Corbo added that the debate culture must be developed at the school level and he hoped that competitions such as this, and the COBA interuniversity debates, would inspire Chile\u2019s educators to add debating to their school activities.
