La defensa de la naci\u00f3n deja sin efecto cualquier divisi\u00f3n pol\u00edtica.<\/P>

Si alguien sabe de esto, es el Ministro de Defensa de Chile, Jaime Ravinet, quien ocup\u00f3 por primera vez el cargo entre los a\u00f1os 2004 y 2006 bajo el gobierno del ex presidente Ricardo Lagos y volvi\u00f3 a encabezar el Ministerio en marzo de este a\u00f1o como parte del Gabinete del Presidente Sebasti\u00e1n Pi\u00f1era.<\/P>

Ravinet renunci\u00f3 al Partido Dem\u00f3crata Cristiano, de centro izquierda, para aceptar la oferta del presidente Pi\u00f1era en el inter\u00e9s de la unidad nacional, dijo el ministro a los miembros de AmCham y sus invitados en un desayuno de la C\u00e1mara celebrado en septiembre.<\/P>

\u201cHab\u00eda muchas cosas que estaban pendientes\u201d, se\u00f1al\u00f3 Ravinet, \u201cpero tambi\u00e9n creo que este nuevo Gobierno deber\u00eda tener el respaldo para poder tener \u00e9xito\u201d.<\/P>
\n
Sin embargo, el trabajo de Ravinet no ha sido f\u00e1cil. Las Fuerzas Armadas han sido criticadas desde el terremoto del 27 febrero cuando sus debilidades quedaron dolorosamente expuestas para que todo el mundo las viera.<\/P>
\n
No s\u00f3lo fallo el sistema de alerta temprana de maremoto de la Armada, sino que el propio tsunami caus\u00f3 un enorme da\u00f1o en la base naval de Talcahuano y las tropas no lograron impedir los saqueos en la muy golpeada Concepci\u00f3n y las \u00e1reas circundantes.<\/P>
\n
\u201cEl terremoto nos dej\u00f3 al desnudo\u201d, sostuvo Ravinet. \u201cEst\u00e1bamos sin electricidad, sin comunicaciones y realmente fue una llamada de alerta para la seguridad de nuestro pa\u00eds en un sentido m\u00e1s amplio\u201d.<\/P>
\n
Hacer que las Fuerzas Armadas est\u00e9n mejor preparadas para lidiar con desastres naturales es parte clave de la ambiciosa agenda del ministro en los pr\u00f3ximos cuatro a\u00f1os.<\/P>
\n
El primer gran desaf\u00edo, se\u00f1al\u00f3 Ravinet, ser\u00e1 implementar una nueva legislaci\u00f3n para crear una Subsecretar\u00eda de Defensa, que ser\u00e1 integral en la formaci\u00f3n e implementaci\u00f3n de un plan de respuesta de emergencia.<\/P>
\n
\u201cTenemos una importante oportunidad para reunir a acad\u00e9micos y personal militar con el fin de generar una pol\u00edtica de defensa integral para nuestro pa\u00eds\u201d, indic\u00f3 Ravinet.<\/P>
\n
Esta nueva pol\u00edtica incluir\u00e1 una modernizaci\u00f3n del equipamiento y la tecnolog\u00eda militar, si bien Chile est\u00e1 muy por delante de la mayor\u00eda de los pa\u00edses de la regi\u00f3n en esta materia, manifest\u00f3 el ministro.<\/P>

La Armada de Chile es la m\u00e1s avanzada de Am\u00e9rica Latina. \u201cNuestros submarinos son los m\u00e1s poderosos y eficientes\u201d, declar\u00f3. \u201cY con los diecis\u00e9is F16 que recibiremos a fines de septiembre, seremos el \u00fanico pa\u00eds en Am\u00e9rica Latina con estos nuevos aviones de combate\u201d.<\/P>
\n
No obstante, hay espacio para mejorar. Ravinet recientemente suscribi\u00f3 un acuerdo con su hom\u00f3logo brasile\u00f1o, con lo que hizo p\u00fablico el deseo del Gobierno de Chile de participar en el altamente selectivo programa de aviones de transporte militar KC-390 encabezado por el fabricante brasile\u00f1o de aviones Embraer. De tener \u00e9xito, el programa generar\u00eda un importante flujo de nueva tecnolog\u00eda hacia Chile.<\/P>
\n
Otro aspecto de la nueva pol\u00edtica del Ej\u00e9rcito apunta a fomentar la cooperaci\u00f3n con otros pa\u00edses, en especial para ofrecer ayuda humanitaria ante la aparici\u00f3n de desastres naturales.<\/P>
\n
Para tales efectos, se cre\u00f3 una nueva brigada de paz Chile-Argentina que comprende 500 soldados de cada pa\u00eds quienes estar\u00e1n listos para responder ante la presencia de desastres naturales y humanitarios alrededor del planeta. Asimismo, el ministro suscribi\u00f3 recientemente un acuerdo con las Fuerzas Armadas chinas para fortalecer las relaciones bilaterales.<\/P>
\n
Pero a medida que Ravinet intenta hacer que las Fuerzas Armadas sean m\u00e1s modernas y m\u00f3viles, se presentar\u00e1n problemas inherentes a ese desarrollo.<\/P>
\n
\u201cEste proceso de modernizaci\u00f3n crea otro problema que es el costo\u201d, revel\u00f3 Ravinet. \u201cObviamente es mucho m\u00e1s costoso operar un tanque que alimentar un caballo\u201d.<\/P>
\n
A medida que elementos militares de vanguardia ingresen al pa\u00eds, ser\u00e1 necesario contar con personal capacitado para operarlos. Pero las filas de las Fuerzas Armadas de Chile se completan con conscriptos que no han sido capacitados para operar equipamiento moderno.<\/P>
\n
En este punto, Ravinet inst\u00f3 a una profesionalizaci\u00f3n de las Fuerzas Armadas.<\/P>
\n
\u201cTenemos un s\u00f3lido despliegue y equipamiento ultra nuevo, pero la carrera militar es la misma que era a comienzos del siglo XX\u201d, afirm\u00f3.<\/P>
\n
No obstante, quiz\u00e1s el mayor cambio podr\u00eda producirse en la forma en que se financian las Fuerzas Armadas. Desde el a\u00f1o 1943, las Fuerzas Armadas de Chile se han financiado a trav\u00e9s de la Ley Reservada del Cobre, que establece que un 10 por ciento de las ventas de la cupr\u00edfera estatal chilena Codelco se destinen a ellas.<\/P>
\n
En el corto plazo parecer\u00eda que las Fuerzas Armadas salieron ganando con el acuerdo, pero en el largo plazo significa que la fortuna de las distintas ramas de la defensa sube y baja acorde con los vol\u00e1tiles precios del cobre.<\/P>
\n
\u201cEs totalmente absurdo financiar las necesidades de defensa vinculado al precio de un bien b\u00e1sico, mucho menor a una empresa estatal\u201d, asever\u00f3 Ravinet.<\/P>
\n
Sin entregar detalles, Ravinet indic\u00f3 que la idea es reemplazar el actual sistema de financiamiento con contribuciones anuales a las Fuerzas Armadas basadas en proyecciones de presupuesto a 15 a\u00f1os.<\/P>

Otras tareas dentro de la agenda incluyen el lanzamiento de un nuevo sat\u00e9lite comprado hace algunos a\u00f1os, pero que a\u00fan no se utiliza, y la modernizaci\u00f3n del el sistema de justicia militar. Sin embargo, reparar el da\u00f1o causado por el terremoto es el mayor desaf\u00edo hoy en d\u00eda.<\/P>

Para garantizar que las Fuerzas Armadas nunca m\u00e1s vuelvan a estar desprevenidas, Ravinet planea crear una estructura de mando central, dise\u00f1ada seg\u00fan los modelos de Espa\u00f1a y Francia, que est\u00e9 preparada para entregar ayuda de emergencia durante una crisis causada por un terremoto, un maremoto, la erupci\u00f3n de un volc\u00e1n u otro desastre.<\/P>

Aaron Nelson<\/STRONG> trabaja como periodista freelance en Santiago<\/P> A nation\u2019s defense supersedes any political divisions.<\/P> If anyone knows this, it is Chile\u2019s Minister of Defense, Jaime Ravinet, who first held the post in 2004-2006 under former President Ricardo Lagos, and returned to the ministry in March this year as part of the Pi\u00f1era administration.<\/P> Ravinet resigned from the center-left Christian Democratic Party to accept President Pi\u00f1era\u2019s offer in the interest of national unity, he told members and their guests at an AmCham breakfast in September.<\/P> \u201cThere were many things left pending,\u201d said Ravinet, \u201cbut I also think this new government should have the support to be able to succeed.\u201d<\/P> But Ravinet\u2019s job has not been easy. The military has come under fire since the February 27 earthquake when its weaknesses were painfully exposed for all the world to see.<\/P> Not only did the navy\u2019s tsunami early warning system fail, but the tsunami itself caused extensive damage to the Talcahuano naval base and troops failed to stop looters in the badly hit city of Concepci\u00f3n and surrounding areas.<\/P> \u201cThe earthquake stripped us bare,\u201d said Ravinet. \u201cWe were without power, without communication, and it was really a wake up call for the security of our country in the wider sense.\u201d<\/P> Making the military better prepared to deal with natural disasters is a key part of the minister\u2019s ambitious agenda for the next four years.<\/P> The first big challenge, said Ravinet, will be to implement a new law to create an Undersecretary of Defense, who will be integral in the formation and implementation of an emergency response plan.<\/P> \u201cWe have an important opportunity to bring together academics and military personnel to generate an integral defense policy for our country,\u201d said Ravinet.<\/P> This new policy will include a modernization of military technology and equipment, although Chile is way ahead of most countries in the region in this regard, said the minister.<\/P> Chile\u2019s navy is the most advanced in Latin America. \u201cOur submarines are the most powerful and efficient,\u201d he said. \u201cAnd with the sixteen F16s we will receive at the end of September, we will be the only country in Latin America with these new fighter jets.\u201d<\/P> But there is room to improve. Ravinet recently penned an agreement with his Brazilian counterpart, making public the Chilean government\u2019s wish to participate in the highly selective KC-390 military transport jet program headed by the Brazilian plane manufacturer Embraer. If successful, the program would generate an important flow of new technology into Chile.<\/P> Another aspect of the military\u2019s new policy is meant to foment cooperation with foreign countries, especially to offer humanitarian aid during natural disasters.<\/P> To that end, a new Chile-Argentina peace brigade comprised of 500 soldiers from each country has been created that will be ready to respond to natural and humanitarian disasters around the globe. Similarly, the minister recently signed an agreement with the Chinese military to strengthen bilateral relations.<\/P> But as Ravinet attempts to make the military more modern and mobile, there will be some growing pains.<\/P> \u201cThis modernization process creates another problem which is the cost,\u201d Ravinet said. \u201cObviously it\u2019s a lot more expensive to operate a tank than to feed a horse.\u201d<\/P> As state of the art military hardware flows into the country, trained personnel will be needed to operate it. But the ranks of Chile\u2019s Armed Forces are filled with draftees who have not been trained to operate modern equipment.<\/P> Here, Ravinet called for a professionalization of the military.<\/P> \u201cWe have strong deployment and ultra new equipment, but the military career is the same as it was at the beginning of the 20th century,\u201d he said.<\/P> But perhaps the biggest change could be in the way the military is funded. Since 1943, Chile\u2019s military has been financed through the Copper Reserve Law, which establishes that 10 percent of the sales of state copper mining firm Codelco will be given to the Armed Forces.<\/P> In the short term it would appear that the Armed Forces have gotten the better end of the deal, but over the long haul it means the fortunes of the military rise and fall in line with volatile copper prices.<\/P> \u201cIt\u2019s totally absurd to finance defense needs linked to the price of a commodity, much less to a state company,\u201d said Ravinet.<\/P> Without giving details, Ravinet said the idea is to replace the current financing system with annual contributions to the Armed Forces based on 15-year budget forecasts.<\/P> Additional tasks on the agenda include the launching of a new satellite purchased years ago but still out of use, and revamping the military justice system.
