La mayor\u00eda de estos acuerdos est\u00e1n vigentes mientras que unos pocos est\u00e1n en negociaci\u00f3n o bien deben ratificarse, como el acuerdo de Chile con Malasia, pero se espera que su implementaci\u00f3n sea inminente.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La apertura comercial ha sido considerada durante mucho tiempo la clave para convertir a Chile en una plataforma para las exportaciones de la regi\u00f3n. Sucesivos gobiernos han promovido que Chile se constituya en una plataforma desde la que empresas locales y multinacionales puedan exportar bienes y servicios, a partir del mejor acceso que resulta de los acuerdos comerciales de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, los productos exportados desde Chile no tienen que ser enteramente producidos en Chile para ser beneficiarios de los acuerdos. La idea de usar a Chile como pa\u00eds plataforma incluye la posibilidad de que las empresas puedan importar productos desde un pa\u00eds bajo condiciones arancelarias preferentes, agregarles valor de alguna forma y luego exportar estos bienes a otros pa\u00edses que tambi\u00e9n tienen acuerdos comerciales vigentes. En tanto las empresas cumplan con las normas de origen en mercados de exportaci\u00f3n de Chile, podr\u00e1n aprovechar los aranceles de importaci\u00f3n nulos o muy bajos que esta naci\u00f3n latinoamericana ha acordado con muchos pa\u00edses.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por supuesto, el establecimiento de operaciones de producci\u00f3n en Chile puede ser oneroso, como as\u00ed tambi\u00e9n el aumento de costos por desintegrar procesos productivos originalmente localizados en otro lugar.&nbsp; No obstante, las ganancias por mejor acceso podr\u00edan compensar estos mayores costos con creces, gener\u00e1ndose de este modo un interesante incentivo para las empresas extranjeras para 1) invertir en Chile y 2) exportar productos con valor agregado desde Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para Chile mismo, los beneficios de actuar como una plataforma en este sentido son claros debido a que la inversi\u00f3n extranjera genera crecimiento econ\u00f3mico, y con esto, empleo y otros beneficios. El gobierno, diferentes asociaciones empresariales chilenas y algunas c\u00e1maras de comercio como AmCham, est\u00e1n ayudando a educar a las empresas sobre los beneficios de los acuerdos comerciales de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con el fin de ayudar a las empresas a decidir qu\u00e9 productos exportar, la Direcci\u00f3n General de Relaciones Econ\u00f3micas Internacionales (DIRECON) del Ministerio de Relaciones Exteriores de Chile ha elaborado una lista de productos incluidos en los acuerdos comerciales de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por ejemplo, tanto Brasil como Chile exportan polvos para elaborar tortas, helados u otros postres a China. Normalmente China impone aranceles unilaterales de entre el 3% y el 35% a la importaci\u00f3n de estos productos, pero su acuerdo comercial con Chile reduce estos aranceles a un rango entre el 0% y el 21%. Si una empresa brasile\u00f1a estableciera una filial en Chile e incorporara valor por al menos el 50% en el pa\u00eds, por ejemplo mediante la incorporaci\u00f3n de ingredientes producidos localmente, con el fin de cumplir el requisito exigido para que el origen chileno sea reconocido en China, podr\u00edan acogerse al rango arancelario m\u00e1s beneficioso.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Otro caso que involucra a los mismos pa\u00edses se aplica a cierto tipo de volquetes.&nbsp; Tanto Chile como Brasil exportan este producto, pero China aplica a Brasil un arancel del 6%, mientras que los productos chilenos no deben pagar este tributo. Si los productores brasile\u00f1os incorporasen contenido local por el 50% del valor en Chile, podr\u00edan reducir el monto de los aranceles de importaci\u00f3n pagados en China<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Estudio de AmCham: Exportaciones Chilenas de Valor Agregado<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile ofrece muchas oportunidades como las mencionadas anteriormente, pero \u00bfest\u00e1n las empresas aprovech\u00e1ndolas? AmCham se embarc\u00f3 recientemente en la tarea de contestar esta pregunta a partir del an\u00e1lisis detallado del perfil comercial de las 30 empresas chilenas no mineras con mayores exportaciones, incluidas filiales locales de firmas extranjeras, las que aportan alrededor del 40% de las exportaciones no mineras de Chile. *<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">AmCham analiz\u00f3 las exportaciones de cada empresa por grupo de bienes b\u00e1sicos con el objetivo de identificar aquellos casos en los que las empresas importaban productos y luego exportaban los mismos productos con alg\u00fan valor agregado. Debe destacarse que en cada empresa, se analiz\u00f3 el comercio por partida arancelaria (cuatro d\u00edgitos del Sistema Armonizado de la Organizaci\u00f3n Mundial de Aduanas), intentando detectar todos los casos para los que la firma exportaba e importaba dentro de la misma partida. Aquellos casos en que un producto, como un veh\u00edculo o una pieza de maquinaria, se ensambl\u00f3 a partir de varios productos importados creando un producto terminado muy diferente del original no se consideraron en el estudio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En cada caso, se calcularon las exportaciones con las caracter\u00edsticas mencionadas anteriormente, como porcentaje del total de las exportaciones de la firma.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los principales hallazgos de este estudio se entregan a continuaci\u00f3n:<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">o&nbsp;De las 30 empresas, s\u00f3lo 5 mostraron alg\u00fan resultado positivo a partir del empleo de Chile como pa\u00eds plataforma (importar productos de un pa\u00eds, agregarles alg\u00fan valor y luego exportarlos a otro).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">o&nbsp;En promedio, menos del 1% de las exportaciones de estas empresas podr\u00edan ser resultado de encadenamientos productivos del tipo descrito arriba.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">o&nbsp;Los pocos casos en que los bienes importados fueron exportados con valor agregado involucraron a empresas alimenticias tanto multinacionales como de origen local.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esto confirma la percepci\u00f3n de que el potencial ofrecido por la red de acuerdos comerciales de Chile a\u00fan no se est\u00e1 explotando. Chile ofrece un envidiable acceso a los mercados mundiales, pero a\u00fan resta a las empresas sacar ventaja de este potencial, utilizando a Chile como base para exportar productos hacia otros pa\u00edses con algo de valor agregado localmente. Las razones de ello van m\u00e1s all\u00e1 del alcance de este estudio, pero la falta de informaci\u00f3n podr\u00eda ser una de ellas. AmCham est\u00e1 trabajando para asegurar que las empresas chilenas tengan acceso oportuno a informaci\u00f3n sobre bienes y mercados para ayudarlas a capitalizar esta oportunidad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">* AmCham consider\u00f3 a los 30 mayores exportadores chilenos del 2008, excluyendo a las empresas mineras porque se estima que su localizaci\u00f3n depende del acceso al recurso natural in situ m\u00e1s que de los acuerdos comerciales. Se seleccion\u00f3 el a\u00f1o 2008 por ser el per\u00edodo m\u00e1s reciente previo a la crisis financiera global, en tanto la estrategia de inversi\u00f3n real de las multinacionales se vio profundamente afectada durante el 2009.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Nora Balzarotti<\/STRONG> es gerente de investigaci\u00f3n y proyectos de <STRONG>AmCham Chile<\/STRONG><\/P><!--:--><!--:en--><P style=\"TEXT-ALIGN: justify\">One of the main advantages of doing business in Chile is its broad access to world markets: it has 20 Free Trade Agreements with 57 countries comprising a total four billion inhabitants that produce 85% of the world\u2019s GDP. The majority of these agreements are in force while a few are still in negotiation or yet to be ratified, like Chile\u2019s agreement with Malaysia, but with implementation imminent.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Trade openness has long been considered the key to making Chile into a platform for exports from the region. Successive governments have promoted Chile as a platform from which local and multinational firms can export goods and services to foreign countries while benefitting from Chile\u2019s trade agreements.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But products exported from Chile don\u2019t have to be completely Made in Chile to benefit from these agreements. The idea of using Chile as a platform country includes the possibility that companies can import products from one country under preferential tariff conditions, add value to them in some way, and then export them to other countries. Multinational firms that comply with the rules of origin in Chile\u2019s export markets can take advantage of zero or low import duties in many countries.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Of course, setting up production operations in Chile can be costly as can supply chain disintegration. But the profits from better access to export markets can far exceed these costs. In this way, there is a clear incentive for foreign companies to 1) invest in Chile and 2) export value-added products from Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">For Chile itself, the benefits of acting as a platform in this way are clear since foreign investment drives economic growth and employment. The government, different Chilean business associations and some chambers of commerce, like AmCham, are helping educate companies about the benefits of Chile\u2019s trade agreements.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">To help companies decide which products to export, the international economic affairs department of Chile\u2019s foreign ministry, DIRECON, has come up with a list of products included in the country\u2019s trade agreements.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">For example, both Brazil and Chile export milk powder for cakes, ice cream or other desserts to China. China normally charges unilateral import duties of between three and 35 percent on these products, but its agreement with Chile reduces these tariffs to between zero and 21 percent. If a Brazilian company sets up a subsidiary in Chile and adds at least 50% of the product\u2019s value, for example by adding locally produced ingredients, in order to comply with China\u2019s rules of origin, they would benefit from lower tariffs.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Another example involves dump trucks. Both Chile and Brazil export them but China charges Brazil a six percent tariff while Chilean companies pay nothing. If Brazilian manufacturers incorporated 50% local content in Chile, they would be able to reduce the amount of import duties paid in China.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>AmCham Study: Chile\u2019s Value-Added Exports<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile offers many opportunities like those mentioned above, but are companies taking advantage of them yet? AmCham tried to answer this question recently by studying 30 non-mining, export-oriented Chilean companies, including local subsidiaries of foreign firms, which contribute around 40% of Chile\u2019s non-mining exports.*<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">AmCham analyzed the exports of each company by commodity group (four digits under the World Customs Organization\u2019s Harmonized System) with the aim of identifying those cases in which companies imported products and then exported them in the same group. Those cases in which a product, such as a vehicle or piece of machinery, was assembled from various imported products creating a finished product very different from the original were not considered in the study.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In each case, the exports with the characteristics mentioned above were calculated as a percentage of total exports.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The main findings of this study are as follows:<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">o&nbsp;Of the 30 companies, only five showed any positive result from using Chile as a platform to import products from one country, add value to them and export them to another.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">o&nbsp;On average, less than 1% of exports from these companies could be attributed to using disintegrated supply chains as described above.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">o&nbsp;Those few cases in which imported goods were exported with value added involved local and multinational food companies.<BR>&nbsp;<BR>This confirms the perception that the potential offered by Chile\u2019s web of trade agreements is largely untapped. Chile offers enviable access to world markets but companies have yet to take advantage of the potential to export products that originate in other countries with some local added value. The reasons for this are beyond the scope of this study, but lack of information could be one of them. AmCham is working to make sure Chilean companies have timely access to information about goods and markets to help them capitalize on this opportunity.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u00b7&nbsp;For this study, AmCham considered the top 30 Chilean exporters in 2008, excluding mining companies since their location is based on access to in situ minerals rather than trade agreements.
