{"id":4331,"date":"2010-07-19T11:31:18","date_gmt":"2010-07-19T11:31:18","guid":{"rendered":""},"modified":"2015-03-16T09:49:12","modified_gmt":"2015-03-16T12:49:12","slug":"recuperacion-en-los-mercados-emergentes","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/recuperacion-en-los-mercados-emergentes\/","title":{"rendered":"<!--:es-->Recuperaci\u00f3n en los Mercados Emergentes<!--:--><!--:en-->Recovery in Emerging Markets<!--:-->"},"content":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">El Seminario de Proyecciones Econ\u00f3micas de AmCham, organizado en conjunto con la C\u00e1mara de Comercio de Estados Unidos, el Center for Hemispheric Policy de la Universidad de Miami y el diario El Mercurio, se llev\u00f3 a cabo mientras el mundo sopesaba las implicancias de la crisis de deuda europea. Sin embargo, la conclusi\u00f3n general fue que las perspectivas para que Am\u00e9rica Latina logre una recuperaci\u00f3n estable de la recesi\u00f3n del a\u00f1o pasado siguen siendo prometedoras.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En el seminario, el Ministro de Econom\u00eda de Chile, Juan Andr\u00e9s Fontaine, dio seguridad sobre el panorama para Chile, pese a sus dos recientes terremotos: el terremoto \u201cverdadero\u201d del 27 de febrero, con la destrucci\u00f3n de parte del stock de capital de Chile, y la crisis europea, con la consiguiente agitaci\u00f3n financiera.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hay una s\u00f3lida recuperaci\u00f3n en marcha desde el terremoto de febrero, dijo el ministro a los asistentes al seminario. Las cifras preliminares de abril mostraron que el crecimiento del PIB ya hab\u00eda vuelto los niveles en que se encontraba antes del terremoto, destac\u00f3.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, pese a la crisis europea, el contexto internacional sigue siendo favorable para Chile, a\u00f1adi\u00f3. La econom\u00eda estadounidense se est\u00e1 recuperando mejor de lo esperado y el crecimiento en Asia es muy s\u00f3lido, con altos precios de las exportaciones acompa\u00f1ados de bajas tasas de inter\u00e9s, sostuvo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En otras palabras, seg\u00fan el Ministro Fontaine, no hay ninguna raz\u00f3n por la que Chile no deber\u00eda \u201csubir a esa cumbre del desarrollo de aqu\u00ed al 2018\u201d como ha prometido Sebasti\u00e1n Pi\u00f1era, presidente de Chile desde marzo. A su favor, Chile tiene \u201criquezas escondidas\u201d de potencial inexplorado de crecimiento, dijo a los presentes en el seminario.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, hay importantes desaf\u00edos, advirti\u00f3, destacando la reciente p\u00e9rdida de productividad de Chile. Adem\u00e1s, el pa\u00eds tendr\u00e1 que abordar problemas, como la baja participaci\u00f3n en el mercado laboral y los logros educacionales, donde necesariamente necesitar\u00e1 tiempo para lograr resultados.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero hay algunos riesgos en el corto plazo para la econom\u00eda chilena, sugiri\u00f3 Oscar Landerretche, economista de la Universidad de Chile y ex asesor del senador Eduardo Frei, a quien el Presidente Pi\u00f1era derrot\u00f3 en la elecci\u00f3n del a\u00f1o pasado. Con la econom\u00eda volviendo a ganar impulso y el incremento posterremoto en la construcci\u00f3n a\u00fan por activarse, hay un potencial riesgo de sobrecalentamiento, se\u00f1al\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La inflaci\u00f3n sobrepasar\u00e1 las expectativas del mercado y se empinar\u00e1 sobre el 4% -el l\u00edmite superior del rango meta de mediano plazo del Banco Central- a fines de este a\u00f1o, anticip\u00f3. Ello, a su vez, significar\u00e1 tasas de inter\u00e9s mayores a las esperadas, a\u00f1adi\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y luego, seg\u00fan Landerretche, esta el tema de la tasa de cambio. En su opini\u00f3n, Chile se mueve al borde de la denominada enfermedad holandesa, con los ingresos de divisas por la exportaci\u00f3n del cobre fortaleciendo al peso en detrimento de otros sectores como la agricultura, la industria forestal y de agro negocios que son importantes tanto para el empleo adem\u00e1s como para la recuperaci\u00f3n de las \u00e1reas del sur de Chile, que se vieron m\u00e1s afectadas por el terremoto de febrero.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Panorama Regional<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un panorama de buenas noticias moderado por riesgos tambi\u00e9n prevalece en el resto de la regi\u00f3n, seg\u00fan Claudio Loser, presidente de Centennial Group Latin America, firma de asesor\u00eda estrat\u00e9gica, y ex funcionario del Fondo Monetario Internacional (FMI). Una sensaci\u00f3n de prosperidad, surgida a partir del sostenido crecimiento de la regi\u00f3n entre el 2004 y el 2008, y la decreciente inflaci\u00f3n no son motivo de autocomplacencia, advirti\u00f3 durante una mesa redonda presidida por Marcela V\u00e9lez, coordinadora de la secci\u00f3n de Econom\u00eda y Negocios del diario El Mercurio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El ingreso per c\u00e1pita en la regi\u00f3n es mucho m\u00e1s alto que en China o India, destac\u00f3, pero est\u00e1 creciendo m\u00e1s lento que en los pa\u00edses desarrollados y mucho m\u00e1s lento que en China o India. De hecho, insisti\u00f3, la participaci\u00f3n de Am\u00e9rica Latina en el ingreso mundial est\u00e1 decayendo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">M\u00e1s a\u00fan, si bien a la regi\u00f3n, en general, le est\u00e1 yendo bien en este momento, hay algunos riesgos muy importantes, dijo al seminario. Uno de esos riesgos es China, el motor de los precios de los bienes b\u00e1sicos que son clave para su fortuna.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Loser, es improbable que contin\u00fae la reciente ca\u00edda de los precios de los bienes b\u00e1sicos, generada por la crisis de deuda europea. Sin embargo, ser\u00eda distinto si el crecimiento en China se desacelerara.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Algunos analistas creen que hay una burbuja de exceso de inversi\u00f3n en China, destac\u00f3 Loser. Y, si el Gobierno decide enfriar la econom\u00eda de manera significativa o si la burbuja simplemente deja de crecer, ello tendr\u00eda importantes consecuencias para las econom\u00edas latinoamericanas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El crecimiento de China y otros pa\u00edses asi\u00e1ticos significan que Estados Unidos ya no es tan determinante para Am\u00e9rica Latina, pero a\u00fan es importante, en particular para las exportaciones de valor agregado. Y a Estados Unidos no le est\u00e1 yendo tan bien, seg\u00fan Susan Kaufman, directora del Center for Hemispheric Policy de la Universidad de Miami.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cSe dispone a crecer de un 2% a un 3%, que no es terrible, particularmente si se compara con Europa\u201d, dijo a los asistentes al seminario. \u201cPero es esencialmente una recuperaci\u00f3n del desempleo\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esa visi\u00f3n fue compartida por John Murphy, vicepresidente de relaciones internacionales de la C\u00e1mara de Comercio de Estados Unidos. \u201cLa recuperaci\u00f3n est\u00e1 bien encaminada, pero es decepcionante comparada con otras recuperaciones previas\u201d, se\u00f1al\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las recesiones de principios de las d\u00e9cadas de los 70 y de los 80 fueron sucedidas por un par de a\u00f1os de crecimiento a una tasa del 6%, recuerda. Pero, sin considerar un trimestre al 5,6%, eso no est\u00e1 ocurriendo esta vez.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El consumo, el mayor componente del PIB de Estados Unidos, se ha visto afectado por la destrucci\u00f3n del patrimonio familiar durante la recesi\u00f3n, mientras que la a\u00fan baja utilizaci\u00f3n de la capacidad en las industrias es un disuasivo para la nueva inversi\u00f3n. M\u00e1s a\u00fan, el desempleo se ubica cerca del 10% -su mayor nivel en varias d\u00e9cadas, destac\u00f3 Murphy \u2013 y las proyecciones sugieren que demorar\u00e1 \u201ca\u00f1os en recuperarse\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Mirando a futuro, Walter Bastian -subsecretario para el Hemisferio Occidental del Departamento de Comercio de Estados Unidos- identific\u00f3 a la educaci\u00f3n como un desaf\u00edo clave en Am\u00e9rica Latina. \u201cEl panorama es bastante abismante\u201d, dijo en el seminario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Bastian destac\u00f3 que la tecnolog\u00eda est\u00e1 cambiando a un ritmo vertiginoso y que sin educaci\u00f3n, Am\u00e9rica Latina no podr\u00e1 sacar partido de los cambios. \u201cNadie sabe exactamente hacia d\u00f3nde nos llevar\u00e1 la tecnolog\u00eda\u201d, admiti\u00f3, \u201cpero necesitamos estar preparados\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Relaciones en el Hemisferio<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Distintos oradores en el seminario hicieron hincapi\u00e9 en que, mediante el aumento de las barreras al comercio, la reciente recesi\u00f3n internacional tuvo un efecto negativo sobre las perspectivas para el crecimiento a m\u00e1s largo plazo. \u201cEn la recesi\u00f3n, los pa\u00edses siguieron aumentando las barreras proteccionistas para inclinar el campo de juego a su favor\u201d, destac\u00f3 Murphy.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La pol\u00edtica comercial de Estados Unidos est\u00e1 en \u201cun estado de animaci\u00f3n suspendida, con muchas buenas negociaciones, pero carente de mucha acci\u00f3n\u201d, sostuvo. Al igual que Susan Kaufman, responsabiliz\u00f3 de esta situaci\u00f3n a los trabajadores organizados y su oposici\u00f3n a los tratados de libre comercio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, es \u201cinexcusable que el Congreso y el Gobierno est\u00e9n sentados encima de tres excelentes acuerdos de libre comercio con Colombia, Panam\u00e1 y Corea del Sur\u201d, se lament\u00f3. Los beneficios, despu\u00e9s de todo, son abundantemente claros.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El intercambio comercial entre Chile y Estados Unidos sustenta m\u00e1s de 270.000 puestos de trabajo en Estados Unidos, inform\u00f3, y 44.000 de esos empleos pueden atribuirse de manera directa al mayor intercambio comercial producto del acuerdo de libre comercio de ambos pa\u00edses. \u201cDesaf\u00edo a cualquiera a nombrar otra iniciativa que no afecte el presupuesto que haya generado algo parecido a esa cantidad de empleo\u201d, dijo en el seminario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las elecciones legislativas, que se llevar\u00e1n a cabo en noviembre, podr\u00edan tener importantes implicancias, para la pol\u00edtica de comercio de Estados Unidos, sugiri\u00f3 Kaufman. Los dem\u00f3cratas, que en general son menos entusiastas sobre el libre comercio que los republicanos, podr\u00edan perder el control de ambas C\u00e1maras, indic\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, ese no es el \u00fanico desaf\u00edo para las relaciones de Estados Unidos con Am\u00e9rica Latina. En una mesa redonda presidida por Karen Poniachik, ex Ministra de Miner\u00eda de Chile, Peter Hakim \u2013 presidente del Centro de Estudios Estadounidense Inter-American Dialogue- sostuvo que se deben reconocer los cambios que han tenido lugar en una regi\u00f3n que a\u00fan es percibida como pobre e inestable en t\u00e9rminos pol\u00edticos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Uno de esos cambios, se\u00f1al\u00f3, es la emergencia de Brasil como una potencia global. Ahora que corresponde a m\u00e1s del 40% del PIB regional, Brasil ha superado con creces a M\u00e9xico y, seg\u00fan Hakim, Estados Unidos necesita reconocer su rol e influencia y abordar las relaciones bilaterales y regionales en concordancia.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Es probable que por primera vez, Estados Unidos tambi\u00e9n tenga adversarios reales en la regi\u00f3n, a\u00f1adi\u00f3. \u201cPueden llamarlos antidemocr\u00e1ticos si quieren; me refiero a Venezuela, Ecuador, Bolivia, Nicaragua, etc.\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hern\u00e1n Felipe Err\u00e1zuriz, presidente del Consejo Chileno para las Relaciones Internacionales, concord\u00f3 con Hakim en identificar la emergencia de Brasil como potencia mundial como el \u00faltimo evento m\u00e1s importante en Am\u00e9rica Latina, pero no estuvo de acuerdo con la influencia de Venezuela. Esta se ha visto socavada por el empobrecimiento y el fracaso del Gobierno de Ch\u00e1vez, afirm\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cNo puede ser un modelo cuando no hay alimentos, electricidad o suministros vitales de agua,\u201d, argument\u00f3. Err\u00e1zuriz a\u00f1adi\u00f3 que el r\u00e9gimen cubano se sustenta \u201cs\u00f3lo por la longevidad de los dos hermanos\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Declar\u00e1ndose muy optimista sobre las perspectivas para Am\u00e9rica Latina, declar\u00f3 a los asistentes al seminario que la regi\u00f3n s\u00f3lo ha generado buenas noticias en el \u00faltimo tiempo. Se trata de un caso en que el no tener noticias es una buena se\u00f1al, sugiri\u00f3, \u201cla falta de sorpresas en realidad vuelve a la regi\u00f3n m\u00e1s bien aburrida\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Err\u00e1zuriz destac\u00f3 adem\u00e1s que no hay ning\u00fan riesgo previsible de conflicto armado en Am\u00e9rica Latina. Y, como demuestra la elecci\u00f3n de Juan Manuel Santos como el pr\u00f3ximo presidente de Colombia, combatir a los movimientos guerrilleros es popular, a\u00f1adi\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De manera provocadora, tambi\u00e9n sostuvo que Estados Unidos ahora no juega \u201cning\u00fan papel en la regi\u00f3n, ninguno en lo absoluto\u201d. Si eso es una buena noticia, por supuesto, es un asunto discutible, pero es acorde con la visi\u00f3n general de los oradores en el seminario en cuanto a que Am\u00e9rica Latina est\u00e1 haciendo un trabajo razonablemente bueno con el fin de encontrar su propio camino para salir de la reciente recesi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Ruth Bradley<\/STRONG> es corresponsal en Santiago de The Economist.<\/P><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">In other words, according to Minister Fontaine, there is no reason why Chile should not \u201creach the summit of development by 2018\u201d as promised by Sebasti\u00e1n Pi\u00f1era, Chile\u2019s president since March. On its side, Chile has the \u201chidden wealth\u201d of unexploited growth potential, he told the seminar.<\/p>\n<p style=\"text-align: justify;\">However, there are important challenges, he warned, highlighting Chile\u2019s recent loss of productivity. In addition, it will have to tackle problems, such as low labor market participation and educational attainment, where it will necessarily take time to achieve results.<\/p>\n<p style=\"text-align: justify;\">But there are some short-term risks for the Chilean economy, suggested Oscar Landerretche, an economist at the University of Chile and former advisor to Senator Eduardo Frei whom President Pi\u00f1era defeated in last year\u2019s election. With the economy regaining momentum and the post-earthquake surge in construction yet to kick in, there is a potential risk of overheating, he argued.<\/p>\n<p style=\"text-align: justify;\">Inflation will run ahead of market expectations and reach over 4% &#8211; the upper limit of the Central Bank\u2019s medium-term target range &#8211; at the end of this year, he anticipated. That will, in turn, mean higher-than-expected interest rates, he added.<\/p>\n<p style=\"text-align: justify;\">And then, according to Landerretche, there is the issue of the exchange rate. In his view, Chile is hovering on the verge of the so-called Dutch disease, with foreign-exchange income from copper strengthening the peso to the detriment of other sectors such as agriculture, forestry and agribusiness that are important for jobs as well as for the recovery of the areas of southern Chile that were worst hit by the February earthquake.<\/p>\n<p style=\"text-align: justify;\"><strong>Regional Outlook<\/strong><\/p>\n<p style=\"text-align: justify;\">A picture of good news tempered with risks also prevails in the rest of the region, according to Claudio Loser, president of Centennial Group Latin America, a strategic advisory firm, and a former official at the International Monetary Fund (IMF). A feeling of prosperity, born of the region\u2019s sustained growth from 2004 to 2008, and declining inflation are not grounds for complacency, he warned during a roundtable chaired by Marcela V\u00e9lez, coordinator of the economics and business section of El Mercurio.<\/p>\n<p style=\"text-align: justify;\">Per capita income in the region is a lot higher than in China or India, he noted, but it is growing more slowly than in developed countries and far more slowly than in China or India. Indeed, he insisted, Latin America\u2019s share of world income is dropping.<\/p>\n<p style=\"text-align: justify;\">Moreover, although the region is, in general, doing well at the moment, there are some very important risks, he told the seminar. One of those risks is China, the driver of the commodity prices that are key to its fortunes.<\/p>\n<p style=\"text-align: justify;\">According to Loser, the recent drop in commodity prices, triggered by the European debt crisis, is unlikely to continue. It would, however, be a different matter if growth in China were to slow.<\/p>\n<p style=\"text-align: justify;\">Some analysts believe there is a bubble of over-investment in China, noted Loser. And, if the government decides to cool the economy significantly or the bubble simply stops growing, that would have major consequences for Latin American economies.<\/p>\n<p style=\"text-align: justify;\">The growth of China and other Asian countries means that the United States is no longer so pivotal for Latin America, but it is still important, particularly for value-added exports. And the U.S. is not doing so well, according to Susan Kaufman, director of the University of Miami\u2019s Center for Hemispheric Policy.<\/p>\n<p style=\"text-align: justify;\">\u201cIt\u2019s set to grow at 2-3% which isn\u2019t terrible, particularly as compared to Europe,\u201d she told the seminar, \u201cbut it is essentially a jobless recovery.\u201d<\/p>\n<p style=\"text-align: justify;\">That view was echoed by John Murphy, vice-president of international affairs at the U.S. Chamber of Commerce. \u201cRecovery is well underway but it\u2019s disappointing compared to other previous recoveries,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">The recessions of the early 1970s and 1980s were followed by a couple of years of 6% growth, he recalled. But, despite one quarter at 5.6%, that\u2019s not happening this time.<\/p>\n<p style=\"text-align: justify;\">Consumption, the largest component of GDP in the U.S., has been hit by the destruction of household wealth during the recession while still low capacity utilization in industries is a deterrent for new investment. Moreover, unemployment is running at close to 10% &#8211; its highest level in several decades, noted Murphy &#8211; and projections suggest that it will take \u201cyears to recover.\u201d<\/p>\n<p style=\"text-align: justify;\">Looking further ahead, Walter Bastian, deputy assistant secretary for the western hemisphere at the U.S. Department of Commerce, identified education as a key challenge for Latin America. \u201cThe picture is pretty abysmal,\u201d he told the seminar.<\/p>\n<p style=\"text-align: justify;\">Technology is changing at a dizzying pace, he pointed out, and, without education, Latin America won\u2019t be able to take advantage of the changes, he pointed out. \u201cNo-one knows exactly where technology will take us,\u201d he admitted, \u201cbut we need to be prepared.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>Hemispheric Relations<\/strong><\/p>\n<p style=\"text-align: justify;\">Different speakers at the seminar noted that, by raising barriers to trade, the recent international recession has had a negative effect on the prospects for longer-term growth. \u201cIn the recession, countries have continued to raise protectionist barriers to tilt the playing field to their advantage,\u201d noted Murphy.<\/p>\n<p style=\"text-align: justify;\">U.S. trade policy is in \u201ca state of suspended animation, with a lot of good talk but not a lot of action,\u201d he said. Like Susan Kaufman, he blamed organized labor and its opposition to free trade agreements for this situation.<\/p>\n<p style=\"text-align: justify;\">Still, it is \u201cinexcusable for Congress and the administration to be sitting on three excellent free trade agreements with Colombia, Panama and South Korea,\u201d he complained. The benefits are, after all, abundantly clear.<\/p>\n<p style=\"text-align: justify;\">Chile-U.S. trade supports over 270,000 jobs in the United States, he reported, and 44,000 of those jobs can be attributed directly to increased trade as a result of the two countries\u2019 free trade agreement. \u201cI defy anyone to name another budget-neutral initiative that has generated anything like that number of jobs,\u201d he told the seminar.<\/p>\n<p style=\"text-align: justify;\">For U.S. trade policy, mid-term Congressional elections, due to take place in November, could have important implications, suggested Kaufman. The Democrats, who are generally less enthusiastic about free trade than the Republicans, could lose control of both houses, she said.<\/p>\n<p style=\"text-align: justify;\">But that is not the only challenge for U.S. relations with Latin America. Speaking in a roundtable chaired by Karen Poniachik, a former Chilean mining minister, Peter Hakim, president of Inter-American Dialogue, a U.S.-based think tank, argued that it has yet to recognize the changes that have taken place in a region that is still perceived as poor and politically unstable.<\/p>\n<p style=\"text-align: justify;\">One of those changes, he said, is the emergence of Brazil as a global power. Now accounting for over 40% of regional GDP, it has far outgrown Mexico and, according to Hakim, the U.S. needs to recognize its role and influence and approach bilateral and regional relations accordingly.<\/p>\n<p style=\"text-align: justify;\">Probably for the first time, the U.S. now also has real adversaries in the region, he added. \u201cYou can call them anti-democratic if you like &#8211; I\u2019m talking about Venezuela, Ecuador, Bolivia, Nicaragua, etc.\u201d<\/p>\n<p style=\"text-align: justify;\">Hern\u00e1n Felipe Err\u00e1zuriz, president of the Chilean Council for International Relations, agreed with Hakim in identifying the emergence of Brazil as a world power as the most important recent event in Latin America but disagreed on the influence of Venezuela. This has, he said, been undermined by impoverishment and the failure of the Ch\u00e1vez government.<\/p>\n<p style=\"text-align: justify;\">\u201cIt can\u2019t be a model when there isn\u2019t food, electricity, or vital water supplies,\u201d he argued. And, he added, the Cuban regime is sustained \u201conly by the longevity of two brothers.\u201d<\/p>\n<p style=\"text-align: justify;\">Declaring himself very optimistic about Latin America\u2019s prospects, he told the seminar that the region has recently produced only good news. It is, he suggested, a case of no news being good news &#8211; \u201cthe lack of surprises actually makes the region rather boring.\u201d<\/p>\n<p style=\"text-align: justify;\">There is, he pointed out, no foreseeable risk of armed conflict in Latin America.
