Un llamado a una atrevida estrategia en toda a regi\u00f3n para aumentar la productividad y mejorar la competitividad regional: fueron los temas que resonaron en la reuni\u00f3n de mitad de a\u00f1o de AACCLA, la organizaci\u00f3n que agrupa a las c\u00e1maras de comercio de Estados Unidos en Am\u00e9rica Latina, la que fue celebrada en conjunto con la Business Future of the Americas Conference en Lima, Per\u00fa, del 21 al 23 de junio.<\/P>

El presidente de Per\u00fa, Alan Garc\u00eda, inaugur\u00f3 la conferencia, destacando el compromiso de su pa\u00eds con el crecimiento sustentable y la inversi\u00f3n como un medio para continuar mejorando el bienestar y las oportunidades de todos los peruanos.<\/P>

Despu\u00e9s de un proceso de 20 a\u00f1os de establecimiento de principios democr\u00e1ticos y libre mercado como los cimientos para el crecimiento, los l\u00edderes empresariales ahora pueden invertir con confianza en el futuro del pa\u00eds, sostuvo el presidente Garc\u00eda.<\/P>

El mandatario espera que Per\u00fa crezca a una tasa del 6,5% anual en el futuro previsible, estimando que la inversi\u00f3n extranjera se duplicar\u00e1 en los pr\u00f3ximos cinco a\u00f1os y que las exportaciones alcanzar\u00e1n los US$ 90.000 millones en el 2021. A futuro, el presidente Garc\u00eda imagina el desarrollo de una econom\u00eda de ideas y tecnolog\u00eda.<\/P>

El director gerente del Banco Mundial, Juan Jos\u00e9 Daboub, continu\u00f3 con el tono positivo establecido por el presidente Garc\u00eda, concentr\u00e1ndose en la oportunidad \u00fanica que tienen Am\u00e9rica Latina y el Caribe, dado que la regi\u00f3n ha capeado la reciente crisis econ\u00f3mica relativamente bien, y que su velocidad de recuperaci\u00f3n ocupa el segundo lugar tras Asia.<\/P>

Aprovechar esta oportunidad depende de mejoras al capital humano, la infraestructura, la tecnolog\u00eda y las tasas de ahorro, se\u00f1al\u00f3 Daboub, quien finaliz\u00f3 su intervenci\u00f3n con una advertencia: seguir atentos para reducir la corrupci\u00f3n.<\/P>

No obstante, para tomar realmente la oportunidad, Am\u00e9rica Latina debe mejorar la productividad y facilitar el comercio, que son \u00e1reas en las que la AACCLA se ha concentrado por varios a\u00f1os y que ser\u00e1n claves en definir la competitividad de la regi\u00f3n particularmente con respecto a Asia.<\/P>

Despu\u00e9s de la recesi\u00f3n del a\u00f1o pasado, los oradores concordaron en que la regi\u00f3n debe ser cauta en cuanto al potencial perjuicio de medidas populistas, las que incluyen mayores niveles de proteccionismo.<\/P>
\n
En representaci\u00f3n del sector privado, el titular del directorio y presidente ejecutivo de Caterpillar, James Owens, previ\u00f3 grandes oportunidades en Am\u00e9rica Latina dado que se espera que las econom\u00edas emergentes crezcan un 6% al a\u00f1o frente al 2% del mundo desarrollado. De hecho, Caterpillar acaba de establecer un centro regional en Panam\u00e1 para aprovechar parte de estas oportunidades regionales.<\/P>

El primer vicepresidente de asuntos internacionales de la C\u00e1mara de Estados Unidos, Myron Brilliant, tambi\u00e9n tuvo una postura positiva sobre el futuro de la regi\u00f3n. Brilliant destac\u00f3 el compromiso de la C\u00e1mara para ayudar a dar forma a un entorno global basado en los principios de la libre empresa, el libre mercado y el libre comercio, incluido un activo soporte en el Congreso de Estados Unidos para los tratados de libre comercio pendientes con Panam\u00e1, Colombia y Corea del Sur.<\/P>

Otras sesiones de paneles se concentraron en temas como aduanas y seguridad en el intercambio comercial, exportaci\u00f3n y promoci\u00f3n de la inversi\u00f3n, cadenas productivas, peque\u00f1as y medianas empresas, infraestructura y log\u00edstica. <\/P>
\n
Respecto a este \u00faltimo tema, la dif\u00edcil geograf\u00eda de la regi\u00f3n y la naturaleza perecible de muchas de sus exportaciones implican que la conectividad a\u00e9rea es enormemente importante para el desarrollo y el comercio, se\u00f1al\u00f3 Enrique Cueto, gerente general de LAN Airlines.<\/P>

Seg\u00fan Cueto, la mayor barrera a la integraci\u00f3n es de car\u00e1cter regulatorio dado que distintas normativas y regulaciones aumentan el costo de transporte y log\u00edstica de manera significativa en muchos pa\u00edses de la regi\u00f3n.<\/P>
\n
El ejecutivo advirti\u00f3 adem\u00e1s sobre los potenciales \u201cimpuestos ambientales\u201d como resultado de la huella de carbono generada por el transporte a\u00e9reo de larga distancia necesario para muchos productos de la regi\u00f3n.<\/P>

El subsecretario de Comercio Internacional del Departamento de Comercio de Estados Unidos, Frank S\u00e1nchez, y el ministro de Relaciones Exteriores de Honduras, Mario Canahuati, se hicieron eco de las llamadas a aumentar la productividad regional. El subsecretario S\u00e1nchez invit\u00f3 a todos los participantes al cuarto foro anual Americas Competitiveness Forum que se celebrar\u00e1 en noviembre en Atlanta como un medio para hacer avanzar la pelota.<\/P>

Barclay es ex presidenta de la AACCLA, ex presidenta de AmCham Chile y presidenta del Comit\u00e9 Editorial de bUSiness CHILE.<\/STRONG><\/EM><\/P><\/p>\n A cry for a bold region-wide strategy to increase productivity and enhance regional competitiveness \u2013 this was the resounding theme at the mid-year meeting of AACCLA, the umbrella organization of U.S. chambers in Latin America, held in conjunction with the Business Future of the Americas Conference in Lima, Peru, on June 21-23.<\/p>\n Peru\u2019s President Alan Garc\u00eda opened the conference, highlighting his country\u2019s commitment to sustainable growth and investment as a means to continuing to improve wellbeing and opportunities for all Peruvians.<\/p>\n After a 20-year process of establishing democratic principals and free markets as the foundation of growth, business leaders can now invest with confidence in the country\u2019s future, said President Garc\u00eda.<\/p>\n He expects Peru to grow at a 6.5% per year in the foreseeable future with foreign investment expected to double over the next five years and exports expected to reach US$90 billion by 2021. In the future, President Garc\u00eda envisions the development of an economy of ideas and technology.<\/p>\n The World Bank\u2019s managing director, Juan Jos\u00e9 Daboub, built on the positive tone set by President Garc\u00eda, focusing on Latin America and the Caribbean\u2019s unique opportunity given that the region has weathered the recent economic crisis relatively well and is second only to Asia in the speed of recovery.<\/p>\n Harnessing this opportunity depends on improvements in human capital, infrastructure, technology and savings rates, said Daboub, who finished with a warning to remain vigilant in reducing corruption.<\/p>\n But to really seize the opportunity, Latin America must improve productivity and facilitate trade, which are areas AACCLA has been focused on for several years and which will be critical in defining the region\u2019s competitiveness particularly with regard to Asia.<\/p>\n In the aftermath of last year\u2019s recession, speakers agreed that the region must be cautious regarding the potential damage of populist measures including increased levels of protectionism.<\/p>\n Representing the private sector, Caterpillar chairman and CEO, James Owens, sees great opportunities in Latin America given that emerging economies are expected to grow 6% annually versus 2% in the developed world. In fact, Caterpillar has just set up a regional center in Panama to take advantage of some of these regional opportunities.<\/p>\n The U.S. Chamber\u2019s senior vice-president for international affairs, Myron Brilliant, was also positive about the region\u2019s future. He noted the Chamber\u2019s commitment to helping shape a global environment based on principals of free enterprise, free markets, and free trade \u2013 including active support in the U.S. Congress for pending trade agreements with Panama, Colombia and South Korea.<\/p>\n Other panel sessions focused on topics such as customs and trade security, export and investment promotion, productive chains, small and medium-sized businesses, infrastructure and logistics.<\/p>\n Regarding this last topic, the region\u2019s difficult geography and the perishable nature of many of its exports means that air connectivity is hugely important for development and trade, said Enrique Cueto, CEO of LAN Airlines.<\/p>\n According to Cueto, the greatest barrier to integration is regulatory since different rules and regulations increase the cost of transport and logistics significantly in many countries of the region.<\/p>\n He also warned about potential \u201cenvironmental taxes\u201d as a result of the carbon footprint generated by long distance air transport required for many of the region\u2019s products.<\/p>\n The U.S. under secretary of commerce for international trade, Frank Sanchez and Honduran Foreign Minister Mario Canahuati echoed the calls for increased regional productivity. Under Secretary Sanchez invited all the participants to the fourth annual Americas Competitiveness Forum to be held in November in Atlanta as a means of moving the ball forward.<\/p>\n Overall, the meeting was a great success. Many countries reaffirmed their commitment to democracy and free markets as a basis for growth, as well as increased productivity and regional integration in order to take advantage of what is broadly perceived as an auspicious time for Latin America and the Caribbean.<\/p>\n Kathleen C.
