En ese entonces, el inversionista estadounidense George Soros dijo que Grecia a\u00fan enfrentaba los peligros de la \u201cespiral de la muerte\u201d, porque el costo de endeudamiento impl\u00edcito en dicho paquete era absolutamente prohibitivo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Robert J. Samuelson, influyente columnista norteamericano, fue m\u00e1s all\u00e1: la debacle no es otra cosa que la \u201cespiral de la muerte\u201d del Estado de Bienestar, sostuvo, y este no es s\u00f3lo un problema de Grecia. Muchas naciones desarrolladas corren el riesgo de seguir a los griegos en la ruina financiera al ofrecerle a sus poblaciones enormes beneficios de salud y de jubilaci\u00f3n, sin tener los medios para pagarlos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Europa no est\u00e1 experimentando una crisis cambiaria, sino que una crisis generada por sobreendeudamiento, gobiernos grandes y pobre crecimiento econ\u00f3mico. Cuando se introdujo el euro en el a\u00f1o 2002, se supon\u00eda que la moneda \u00fanica iba a ser un facilitador del crecimiento econ\u00f3mico y que promover\u00eda una mayor unidad pol\u00edtica. Esto no ha ocurrido. El crecimiento econ\u00f3mico en la zona del euro promedi\u00f3 un 2,1% entre 1992 y el 2001, mientras que entre el 2002 y el 2008 fue del 1,7%. Un obst\u00e1culo para el crecimiento han sido los altos impuestos, las regulaciones excesivas y los subsidios generosos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En lo pol\u00edtico, el euro est\u00e1 ahora dividiendo a los europeos. El mayor peligro actual es la inclinaci\u00f3n de algunos pol\u00edticos a culpar a los especuladores de sus problemas en lugar de aceptar que estos se deben a un excesivo endeudamiento. La mayor\u00eda de los pa\u00edses europeos tienen elevados d\u00e9ficits fiscales, que se han agravado desde el 2009 debido a la crisis econ\u00f3mica global. El a\u00f1o pasado, el d\u00e9ficit fiscal de Grecia fue del 13,6% del producto interno bruto y su deuda total fue equivalente al 115,1% del PIB.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero seg\u00fan c\u00e1lculos de Jagadeesh Gokhale, economista del Cato Institute, el desbarajuste fiscal de Grecia es much\u00edsimo m\u00e1s serio, tanto as\u00ed que su deuda equivale al 875% del PIB, cuando se la mide como el valor presente de todos los compromisos fiscales futuros que se han asumido en previsi\u00f3n y salud.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Lo que empeora las cosas son las tempranas edades de jubilaci\u00f3n en estos pa\u00edses y el envejecimiento actual de sus poblaciones, unido a una cada vez mayor expectativa de vida. Grecia es casi el caso m\u00e1s extremo en la regi\u00f3n en lo que respecta a la edad de retiro, con una edad oficial de jubilaci\u00f3n de 58 a\u00f1os, en segundo lugar tras Italia, cuya edad de jubilaci\u00f3n es de 57 a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, los planes de austeridad que est\u00e1n tratando de implementar los gobiernos europeos para detener sus hemorragias financieras no son un sustituto para las pol\u00edticas pro-crecimiento. Si Europa aprovecha esta crisis para mejorar su competitividad y le \u201cpone riendas\u201d al Estado de Bienestar, podr\u00e1 sacar provecho de un enorme mercado \u00fanico, una moneda estable y una baja inflaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile debe tomar dos lecciones de la situaci\u00f3n griega. Primero, dado que el crecimiento mundial no est\u00e1 para nada garantizado, debemos moderar el nivel de gastos del sector p\u00fablico y preocuparnos de recuperar los niveles de productividad que tuvimos a fines de la d\u00e9cada de los 80 y comienzos de los a\u00f1os 90. Esto nos permitir\u00e1 lograr niveles elevados de crecimiento y empleo necesarios para asegurar un avance estable con miras a alcanzar el estatus de pa\u00eds desarrollado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y en segundo lugar, la s\u00f3lida situaci\u00f3n fiscal y baja deuda p\u00fablica de Chile no es algo que tambi\u00e9n est\u00e9 garantizado hacia el futuro. Frente a la presi\u00f3n siempre ilimitada de aumentar los beneficios sociales, Chile debe actuar con cautela y no caer en los excesos del Estado de Bienestar que est\u00e1n llevando a muchos pa\u00edses, incluido Grecia, a un abismo financiero. Hay que equilibrar la protecci\u00f3n social de los m\u00e1s necesitados con ciertos requerimientos y lograr un compromiso para que sean ellos los propios agentes del cambio en su bienestar futuro. At that time, the American businessman George Soros said Greece was still in danger of going into \u201ca death spiral,\u201d because the cost of taking on more debt was prohibitively expensive.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Robert J. Samuelson, the influential American columnist, went further; the debacle is nothing less than the \u201cdeath spiral of the welfare state,\u201d he said, and this is not just a problem for Greece. Many developed countries run the risk of following the Greeks into financial ruin by offering huge health and retirement benefits for their populations without the means to pay for them.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Europe is not undergoing an exchange rate crisis, but rather a crisis caused by huge debt, big government, and slow economic growth. When the euro was introduced in 2002, the new common currency was supposed to facilitate economic growth and promote greater political unity. This didn\u2019t happen. Economic growth in the Euro-zone averaged 2.1% between 1992 and 2001, and 1.7% between 2002 and 2008, held back by high taxes, overregulation and generous subsidies.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In the political arena, the euro is dividing Europeans. The greatest danger is the tendency of some politicians to blame speculators for their problems instead of accepting their problems are due to excessive indebtedness. The majority of European countries run high fiscal deficits, which have grown since 2009 due to the global economic crisis. Last year, Greece\u2019s fiscal deficit was 13.6% of Gross Domestic Product and its total debt equivalent to 115.1% of GDP.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But according to calculations by Jagadeesh Gokhale, an economist at the Cato Institute, Greece\u2019s fiscal mess is much more serious, so much so in fact that its debt is 875% of GDP when measured as the present value of all future fiscal obligations in pensions and health.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Making things worse is the early retirement age in European countries and an aging population combined with higher life expectancy. Greece is nearly the most extreme case in the region with an official retirement age of 58, second youngest only to Italy with 57.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">However, the fiscal austerity plans that European governments are trying to implement to stop the financial hemorrhaging are not a substitute for pro-growth economic policies. If Europe takes advantage of this crisis to improve its competitiveness and rein in the welfare state, it could realize the benefits of a huge common market, stable currency and low inflation.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile should take away two lessons from the Greece situation. First, given that world growth is by no means guaranteed, we should moderate our level of public sector spending and focus on recovering the levels of productivity we had in the late 1980s and early 1990s. This will allow us to obtain the high levels of growth and employment needed to ensure steady progress towards achieving developed country status.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Secondly, Chile\u2019s solid fiscal situation and low public debt should not be taken for granted. Faced with the constant pressure to increase social spending, Chile should act cautiously and not fall into the excesses of the welfare state that are dragging many countries, including Greece, into the financial abyss. Social protection for the most needy must be balanced with certain requirements, and the assurance that they will become their own agents of change in their future welfare.
