O\u00ed cada palabra del discurso del Presidente Pi\u00f1era en la cuenta p\u00fablica del 21 de Mayo, desde la comodidad de mi cama debo a\u00f1adir, y para cuando termin\u00f3 estaba totalmente exhausto. \u00a1Mucho m\u00e1s cansado que el hombre que pronunci\u00f3 el discurso! No recuerdo que haya tomado un solo sorbo de agua durante la hora y 50 minutos que dur\u00f3 su discurso y, quiz\u00e1s, tuvimos suerte de que se \u201csaltara\u201d algunas p\u00e1ginas de prosa de manera de no superar la marca de las dos horas. Creo que f\u00e1cilmente podr\u00eda haber seguido por tres horas y media de haber tenido la oportunidad. Nunca se queda corto de palabras nuestro Presidente Pi\u00f1era. Por desgracia, el infantil reloj rojo ya no estaba, pero estoy seguro de que pronto lo vamos a ver de nuevo.<\/P>

La mayor\u00eda de la gente que fue entrevistada mientras sal\u00eda del edificio del Congreso mostraba severos signos de conmoci\u00f3n; tanto que hacer y apenas cuatro a\u00f1os de mandato. Sin embargo, el Presidente s\u00ed admiti\u00f3 que algunos programas demorar\u00edan hasta ocho a\u00f1os y otros hasta diez a\u00f1os en implementarse por completo. \u00bfEl mensaje? Erradicar la pobreza, potenciar los servicios sociales, mejorar la atenci\u00f3n de salud, lograr un crecimiento de la econom\u00eda a una tasa del 6% anual, tener m\u00e1s carabineros y menos delincuencia, la reconstrucci\u00f3n y una mejorada infraestructura, m\u00e1s impuestos (\u00a1\u00a1temporales\u2026!!), m\u00e1s beneficios para los m\u00e1s desprotegidos y para los ancianos… En pocas palabras, llevar a Chile desde un pa\u00eds \u201cen desarrollo\u201d a uno \u201ccasi desarrollado\u201d. Bueno, si el actual desastre en Europa sirve como referencia, quiz\u00e1s permanecer en los faldeos de lo que es un pa\u00eds En Desarrollo y en la necesidad de toda la ayuda que podamos conseguir tendr\u00eda ciertas ventajas.<\/P>

Entonces, \u00bfqu\u00e9 era lo que estaba escrito en esas p\u00e1ginas que nunca llegamos a o\u00edr? Probablemente algo como esto: los conflictos en torno al servicio de buses urbanos Transantiago se resolver\u00e1n en un plazo de 60 d\u00edas (recuerden que todos los compromisos del Presidente son urgentes); Chile tendr\u00e1 su propio sat\u00e9lite de comunicaciones (tan necesario despu\u00e9s del corte general registrado tras el terremoto\u2026) para fines del 2012; todos los ministros y su personal acordaron voluntariamente no tomarse vacaciones hasta el t\u00e9rmino de este Gobierno; se permitir\u00e1 que los precios de los combustibles floten libremente con respecto al d\u00f3lar PERO el combustible de calefacci\u00f3n y el gas para los mayores de 60, los menores de 15, los discapacitados, aquellos con viviendas baja calidad y todas las escuelas p\u00fablicas (\u00a1eso cubre a la mitad de la poblaci\u00f3n…!) se subsidiar\u00e1n en un 40%; el gasto de defensa va a aumentar en un 20% al a\u00f1o (pero por favor no le digan a los vecinos); y, finalmente, los planes para celebrar el Bicentenari
o de Chile se cancelar\u00e1n, pero cada chileno hombre, mujer y ni\u00f1o recibir\u00e1 un bono Bicentenario de 1.000 pesos para comprar dos empanadas el 18 de septiembre. \u00bfC\u00f3mo se financiar\u00e1 todo esto? Simple: con un alza a los impuestos de los cigarrillos del 2.000% sabiendo que quienes no pueden y no dejar\u00e1n de fumar f\u00e1cilmente pueden pagar lo que sea que cueste para seguir dando pitadas. Lo que me gusta de esto es que todos los fumadores que conozco quieren dejarlo, pero no pueden. Bueno, a d\u00f3lar la pitada veremos qui\u00e9n tiene el dinero y \u00a1qui\u00e9n tiene la voluntad!<\/P>

Los asistentes que escuchaban atentamente la \u201cGran Declaraci\u00f3n de Intenci\u00f3n\u201d de Pi\u00f1era deben haber hecho una pausa para reflexionar que tenemos un Presidente que -seg\u00fan se dice- duerme s\u00f3lo cuatro horas por noche, lo que significa que quienes trabajan con \u00e9l (y conozco a uno o dos) se van a quedar sin energ\u00eda para mantener sus puestos de trabajo. Sospecho que tambi\u00e9n se estar\u00e1n preguntando que pas\u00f3 con las palabras sabias del mayor constructor de todos: \u201cY al s\u00e9ptimo d\u00eda, descans\u00f3\u201d. Dios, s\u00ed; pero no Pi\u00f1era.<\/P>

Sigo sobrecogido por la tarea que queda por delante, pero les garantizo que me tomar\u00e9 el s\u00e9ptimo d\u00eda para descansar y que tambi\u00e9n, muy probablemente, me acoja a la Quinta Enmienda\u2026 Adem\u00e1s voy a rezar para no recibir un llamado del Sr. P. solicitando mi ayuda.<\/P>

Santiago Eneldo<\/STRONG> I listened to every word of President Pi\u00f1era\u2019s \u201cState of the Nation\u201d address on May 21st, from the comfort of my bed I might add, and I was totally exhausted by the end. Much more exhausted than the man who gave the address! I do not remember him taking a single sip of water during the one hour 50 minutes his address lasted and we were, perhaps, fortunate that he \u201cskipped\u201d quite a few sheets of prose so as not to go past the two hour mark. I believe he could easily have gone on for three and a half hours given the chance. Never at a loss for words is our President Pi\u00f1era. Sadly, gone was the red kiddy watch but I am sure we will see it again soon.<\/P> Most people who were interviewed as they exited the Congress building showed signs of severe shell shock; so much to do and only a four-year mandate. However, the President did admit that some programs would take up to eight years and others up to ten to implement completely. The message? Eradicate poverty, improve all social services, better health care, grow the economy at 6% per annum, more police and less crime, reconstruction and improved infrastructure, more (temporary\u2026!!) taxation, more benefits for the underprivileged and elderly\u2026. In just a few words, take Chile from \u2018Developing\u2019 to \u2018Almost Developed.\u2019 Well, if the current mess in Europe is anything to go by, perhaps remaining on the slopes of Developing and in need of all the help we can get would present some advantages.<\/P> So, what was written on those pages we never got to hear? Probably some of the following: the conflicts surrounding the Transantiago urban bus service will be resolved within 60 days (remember that all of the President\u2019s commitments are time sensitive); Chile will have its own communications satellite (much needed after the blackout which followed the earthquake\u2026) by the end of 2012; all ministers and their staff have voluntarily agreed to take no vacation time at all until the end of this government; fuel prices will be allowed to float freely in line with the dollar BUT heating fuel and gas for the over 60s, under 15s, handicapped, those in substandard accommodation and all public schools (that covers half the population…!) will be subsidized by 40%; defense spending is to increase by 20% a year (but please don\u2019t tell the neighbors); and, finally, plans to celebrate Chile\u2019s Bicentenary will be shelved but every Chilean man, woman and child will receive a Bicentenary bonus of 1,000 pesos to buy two empanadas on September 18th. How will all this be financed? Simple: by raising taxes on cigarettes by 2,000% knowing that those who cannot and will not quit smoking can easily pay whatever it costs to keep puffing. What I like about this is that every smoker I know wants to stop but can\u2019t. Well, at a dollar a puff we will find out who has the money and who has the willpower!<\/P> The audience listening attentively during Pi\u00f1era\u2019s \u201cGreat Declaration of Intent\u201d must have paused to reflect that we have a President who reportedly sleeps just four hours a night, which means that those who work for him (and I know one or two) will be running on empty to keep their jobs.
