Cuando el Presidente Pi\u00f1era ocup\u00f3 el podio el 21 de mayo para entregar su primera cuenta p\u00fablica a la naci\u00f3n, la pregunta que todo el mundo ten\u00eda en mente era hasta qu\u00e9 punto el programa presentado durante su campa\u00f1a se ver\u00eda alterado como consecuencia del terremoto y el maremoto que remecieron al pa\u00eds el 27 de febrero.<\/P>

Como sabe cada estudiante chileno, el feriado del 21 de mayo conmemora el d\u00eda de 1879 cuando, durante la Guerra del Pac\u00edfico, la corbeta chilena Esmeralda fue hundida por el monitor peruano Hu\u00e1scar. En lugar de rendirse, el capit\u00e1n de la Esmeralda, Arturo Prat, salt\u00f3 al barco de guerra enemigo y muri\u00f3 en el acto, inscribiendo as\u00ed su nombre en la historia.<\/P>
\n
Quiz\u00e1s inspir\u00e1ndose en el liderazgo de Prat enfrentando la tragedia, el Presidente Pi\u00f1era estableci\u00f3 un ambicioso plan para guiar a Chile a trav\u00e9s de las agitadas aguas de la recuperaci\u00f3n econ\u00f3mica y llegar a la tierra prometida: alcanzar el estado de pa\u00eds desarrollado para fines de esta d\u00e9cada.<\/P>

Chile ya cuenta con algunas credenciales de pa\u00eds desarrollado. Justo dos semanas antes del discurso de Pi\u00f1era, Chile formaliz\u00f3 su ingreso a la OCDE en una ceremonia en Par\u00eds. El pertenecer a este club de pa\u00edses desarrollados eleva la vara dado que Chile ser\u00e1 comparado con otros miembros y tambi\u00e9n entrega una excelente oportunidad para aprender de sus pares.<\/P>

Pero convertirse en un pa\u00eds desarrollado sin dejar a nadie atr\u00e1s requerir\u00e1 un esfuerzo colectivo. El Presidente llam\u00f3 a la \u201cgeneraci\u00f3n del Bicentenario\u201d a que lo ayuden a construir un pa\u00eds de mayores oportunidades y protecci\u00f3n social para todos. Esto significa continuar con el buen trabajo realizado por el Gobierno anterior en esta materia, pero introducir una \u201cnueva forma de gobernar\u201d basada en un sentido de urgencia, metas claras y -de manera m\u00e1s importante- plazos acotados para generar resultados.<\/P>

El crecimiento econ\u00f3mico fue la pieza central de su discurso. Pese a la p\u00e9rdida del 10% del stock de capital de Chile en el terremoto, Pi\u00f1era mantiene su meta de lograr un crecimiento anual del 6% con el fin de convertir a Chile en una naci\u00f3n desarrollada para el 2018. No obstante, si esta meta se lograse, el crecimiento econ\u00f3mico no puede ser una meta en s\u00ed mismo. Debe ser acompa\u00f1ado, sostuvo Pi\u00f1era, por el desarrollo en todas las \u00e1reas de su programa, las que incluyen el empleo, la educaci\u00f3n, la salud, la seguridad, la reducci\u00f3n de la pobreza y la democracia.<\/P>

Es cierto, algunos tendr\u00e1n que llevar una mayor parte de la carga financiera de la reconstrucci\u00f3n que otros. El Presidente pidi\u00f3 un especial esfuerzo a las grandes empresas que enfrentan un aumento temporal de los impuestos, pero las peque\u00f1as y medianas empresas (Pymes) se ver\u00e1n beneficiadas por un paquete de iniciativas que incluye una exenci\u00f3n tributaria para las ganancias reinvertidas en la compa\u00f1\u00eda.<\/P>

Pi\u00f1era adem\u00e1s aspira a atraer emprendedores mediante la reducci\u00f3n del tiempo y el costo que requiere la iniciaci\u00f3n de una nueva empresa. Entre las reformas dise\u00f1adas para beneficiar a las peque\u00f1as empresas, la ley de quiebras se modernizar\u00e1 para hacer m\u00e1s sencillo el cerrar una empresa y transferir activos a una nueva compa\u00f1\u00eda. Estos cambios deber\u00edan dar un impulso a los emprendedores y conducir el crecimiento econ\u00f3mico.<\/P>

Otras medidas requieren una mayor explicaci\u00f3n como la reforma al mercado de capitales. Pi\u00f1era pretende crear un regulador de servicios financieros, pero las administradoras privadas de fondos de pensi\u00f3n (AFP) y otras instituciones financieras han advertido sobre la sobre regulaci\u00f3n de este sector. Por otra parte, el sector privado valora la mayor transparencia del sistema financiero en general y el relanzamiento de un proyecto de ley para consolidar la deuda de consumo entre otras medidas.<\/P>

Pi\u00f1era deber\u00eda ser felicitado por mantener sus promesas de campa\u00f1a a pesar del esfuerzo econ\u00f3mico y administrativo que trae consigo la reconstrucci\u00f3n, la que ser\u00e1 financiada con una variedad de formas, incluida la primera emisi\u00f3n de un bono en pesos a nivel mundial en la historia de Chile.<\/P>

Pero el Gobierno no est\u00e1 solo en esta tarea. Tras el terremoto hemos visto como empresas chilenas y estadounidenses, incluidos muchos miembros de AmCham, han hecho un esfuerzo adicional para ayudar a las zonas devastadas.<\/P>
\n
A medida que Chile navega hacia el estatus de naci\u00f3n desarrollada, resulta alentador saber que el Gobierno, las empresas, las organizaciones sin fines de lucro y los propios chilenos est\u00e1n unidos en esta empresa. Claramente habr\u00e1 tormentas y escollos m\u00e1s adelante, pero Pi\u00f1era dispuso el curso y con todos manos a la obra, puede que lo logremos, juntos.<\/P>
As President Pi\u00f1era took the podium on May 21 to deliver his first State of the Union address, the question on everyone\u2019s mind was how far the program presented during his campaign would be altered as a consequence of the earthquake and tsunami that struck on February 27.<\/P>

As every Chilean schoolchild learns, the May 21 holiday commemorates the date in 1879 when, during the War of the Pacific, the Chilean ship Esmeralda was sunk by a Peruvian ironclad, the Huascar. Rather than surrender, the Esmeralda\u2019s captain, Arturo Prat, boarded the enemy warship and was killed, thus writing his name in history.<\/P>
\n
Perhaps drawing inspiration from Prat\u2019s leadership in the face of tragedy, President Pi\u00f1era laid out an ambitious plan to guide Chile through the rough waters of economic recovery and reach the promised land of developed country status by the end of this decade.<\/P>
\n
Chile already has some developed country credentials. Just two weeks before Pi\u00f1era\u2019s speech, Chile formalized its entry into the OECD at a ceremony in Paris. Membership in this club of developed countries raises the bar since Chile will be compared to other members and also provides an excellent opportunity to learn from its peers.<\/P>
\n
But becoming a developed country without leaving anyone behind will require a collective effort. The President called on the \u201cBicentennial generation\u201d to help him build a country of greater opportunities and social protection for all. This means continuing the good work of the previous government in this regard, but introducing a \u201cnew way of governing\u201d based on a sense of urgency, clear goals and \u2013 most importantly – a tight timeline for producing results.<\/P>

Economic growth was the centerpiece of the speech. Despite the loss of 10% of Chile\u2019s capital stock in the quake, Pi\u00f1era maintains his goal of 6% annual growth in order to make Chile a developed nation by 2018. If this goal is to be achieved, however, economic growth cannot be an end in itself. It must be accompanied, said Pi\u00f1era, by development in all areas of his program including employment, education, health, security, poverty reduction and democracy.<\/P>

True, some will have to shoulder more of the reconstruction\u2019s financial burden than others. The President requested a special effort from large companies which face a temporary tax increase, but small and medium-sized companies (SMEs) will benefit from a package of initiatives including a tax exemption for profits re-invested in the business.<\/P>
\n
Pi\u00f1era also aims to attract entrepreneurs by reducing the time and cost of starting up a new business. Amongst other reforms designed to benefit small businesses, the bankruptcy law will be revamped making it easier to close a company and transfer assets to a new company. These changes should give entrepreneurs a boost and drive economic growth.<\/P>
\n
Other measures need further explanation such as the reform of capital markets. Pi\u00f1era aims to create a financial services watchdog but private pension funds (AFPs) and other financial institutions have warned of overregulation in this sector. On the other hand, the private sector values greater transparency in the financial system in general and the re-launching of a bill to consolidate consumer debt amongst other measures.<\/P>

Mr. Pi\u00f1era should be congratulated for maintaining his campaign promises despite the economic and administrative strain of reconstruction, which will be financed in a variety of ways including Chile\u2019s first ever global peso bond issue.<\/P>
\n
But the government is not alone in this task. In the aftermath of the earthquake we have seen how Chilean and American companies, including many of AmCham\u2019s members, have gone out of their way to help out in devastated areas.<\/P>
\n
As Chile sails on towards developed nation status, it is heartening to know that government, business, non-profit organizations and Chileans themselves are united in this endeavor. Clearly there will be storms and reefs ahead, but Pi\u00f1era has set the course and with all hands on deck we might just make it, together.<\/P>
