Pese a los numerosos museos y monumentos que se construyeron para conmemorar el Centenario de Chile en 1910, el evento estuvo marcado por un aire general de pesimismo y la publicaci\u00f3n de libros con t\u00edtulos como \u201cNuestra Inferioridad Econ\u00f3mica\u201d de Francisco Encina y \u201cLa Crisis Moral de la Rep\u00fablica\u201d de Enrique MacIver.<\/P>
\n
Cien a\u00f1os m\u00e1s tarde, sin embargo, Chile es un pa\u00eds diferente. Y si bien se est\u00e1n recuperando de un devastador terremoto, los chilenos est\u00e1n optimistas y unidos por su creencia com\u00fan en el progreso.<\/P>
\n
\u201cComo chilenos, creemos -m\u00e1s que cualquier otro pa\u00eds latinoamericano- en nuestro potencial para mejorar a trav\u00e9s del trabajo arduo\u201d, dijo Cristi\u00e1n Larroulet, ministro Secretario General de la Presidencia, a los miembros de la AmCham y sus invitados en un desayuno celebrado el 27 de mayo.<\/P>
\n
Esta confianza en s\u00ed mismos, se\u00f1ala Larroulet, es la raz\u00f3n por la que una mayor\u00eda de los chilenos votaron por Sebasti\u00e1n Pi\u00f1era el 17 de enero y le dieron un claro mandato \u201cconsolidar el proceso de 20 a\u00f1os de reconstrucci\u00f3n de nuestra democracia y construir un pa\u00eds desarrollado\u201d.<\/P>
\n
El programa del presidente Pi\u00f1era para lograr esta meta tuvo que afinarse a consecuencia del terremoto, admiti\u00f3 Larroulet, pero en su esencia se basa en los mismos tres pilares: crear m\u00e1s oportunidades, en especial para las peque\u00f1as y medianas empresas; ampliar la seguridad social; y fortalecer los valores morales.<\/P>
\n
Como una especie de analog\u00eda, si Chile es una carpa de circo, entonces el trabajo del Gobierno de Pi\u00f1era es levantar el techo para dejar que los trapecistas -que incluyen a los due\u00f1os de peque\u00f1as empresas y a los emprendedores- vuelen m\u00e1s alto.<\/P>
\n
\u201cLos trapecistas dar\u00e1n un mejor espect\u00e1culo si subimos el techo, pero necesitan un nivel m\u00ednimo de seguridad para presentarse\u201d, indic\u00f3 Larroulet. Esta red de seguridad consiste en una combinaci\u00f3n de buenas pol\u00edticas p\u00fablicas en las \u00e1reas de educaci\u00f3n, salud y seguridad por nombrar algunas, a\u00f1adi\u00f3.<\/P>
\n
Por supuesto, los postes de la carpa se remecieron el 27 de febrero cuando Chile perdi\u00f3 el 10% de su stock de capital en apenas unos minutos, pero esto no ha cambiado la \u201cmisi\u00f3n\u201d de Pi\u00f1era de convertir a Chile en un pa\u00eds desarrollado para fines de la d\u00e9cada, destac\u00f3 Larroulet.<\/P>
\n
Sin embargo, la evaluaci\u00f3n de los da\u00f1os y el dise\u00f1o de un plan de reconstrucci\u00f3n ha entregado al equipo de Pi\u00f1era una carga de trabajo mucho mayor en los \u00faltimos meses de lo que podr\u00edan haber imaginado antes del terremoto.<\/P>
\n
El Gobierno de Pi\u00f1era no es el primer Gobierno de centro-derecha en enfrentar un desaf\u00edo como este. Un enorme terremoto en 1960 destruy\u00f3 el 5% del stock de capital de Chile en ese entonces y el Gobierno de Jorge Alessandri invirti\u00f3 fuertemente en la reconstrucci\u00f3n, pero ello condujo a problemas macroecon\u00f3micos que incluyeron deuda y una creciente inflaci\u00f3n.<\/P>
\n
\u201cQuisimos evitar cometer el mismo error esta vez de manera que idear un plan de reconstrucci\u00f3n fue complicado\u201d, manifest\u00f3 Larroulet, quien a\u00f1adi\u00f3 que los fondos provendr\u00e1n de una variedad de fuentes que incluyen reasignaciones presupuestarias, emisiones de deuda, un aumento temporal de los impuestos corporativos y donaciones privadas.<\/P>
\n
El plan, que tendr\u00e1 un costo de US$ 8.400 millones hasta el 2013, ya ha conseguido importantes resultados como permitir que 1,25 millones de estudiantes en las \u00e1reas m\u00e1s afectadas por el terremoto vuelvan a clases, reubicar 2.900 camas en la atenci\u00f3n de salud y construir 50.000 viviendas de emergencia.<\/P>
\n
\u201cEl invierno se acerca y la vivienda es una prioridad, pero en 75 d\u00edas hemos superado nuestra meta de construir 40.000 viviendas en alianza con Un Techo Para Chile\u201d, sostuvo Larroulet.<\/P>
\n
No obstante, pese a la atenci\u00f3n puesta en la reconstrucci\u00f3n, Pi\u00f1era no ha perdido de vista los siete pilares originales de su programa, que reiter\u00f3 en su cuenta p\u00fablica a la naci\u00f3n del 21 de mayo: empleo, crecimiento econ\u00f3mico, salud, educaci\u00f3n, reducci\u00f3n de la pobreza, seguridad y democracia.<\/P>
\n
Activar la econom\u00eda es, por cierto, un pilar clave. Pese a la p\u00e9rdida del stock de capital en el terremoto, Pi\u00f1era a\u00fan aspira a lograr un crecimiento econ\u00f3mico anual promedio del 6% en sus cuatro a\u00f1os de mandato, en parte mediante la reducci\u00f3n de los impuestos a las peque\u00f1as y medianas empresas (Pymes) para estimular la innovaci\u00f3n.<\/P>
\n
\u201cCambiaremos radicalmente el sistema tributario de manera que las Pymes con ventas anuales de hasta US$ 2 millones no tengan que pagar impuestos a la renta por las ganancias que se reinviertan\u201d, declar\u00f3 el ministro.<\/P>
\n
Chile ocupa un lugar mediocre (el puesto N\u00ba 69 de 183 econom\u00edas) en la categor\u00eda Apertura de un Negocio del informe Doing Business 2010, pero Pi\u00f1era aspira a cambiar esto mediante la reducci\u00f3n del papeleo y del costo que implica iniciar un nuevo negocio, lo que deber\u00eda servir como un incentivo para el emprendimiento, sostuvo Larroulet.<\/P>
\n
El Gobierno tambi\u00e9n est\u00e1 preparando una nueva legislaci\u00f3n para mejorar la flexibilidad del mercado laboral en t\u00e9rminos de horas laborales y el sistema de seguro de desempleo, los que el sector privado considera retrasados.<\/P>
\n
En definitiva, el \u00e9xito del programa de Pi\u00f1era se medir\u00e1 por la reci\u00e9n creada \u201cUnidad de Delivery\u201d, que sigue el modelo de la Delivery Unit que el gobierno brit\u00e1nico lanzo en el 2001. \u201cEsta asegurar\u00e1 que el programa logre los resultados deseados a tiempo y que haya responsabilidad\u201d, se\u00f1al\u00f3 Larroulet.<\/P>
\n
Las buenas intenciones son una cosa, pero los resultados son lo que m\u00e1s le importa al Gobierno de Pi\u00f1era. De hecho, si bien el terremoto es una \u201ctragedia\u201d tambi\u00e9n es una \u201coportunidad\u201d, dijo el Ministro, quien a\u00f1adi\u00f3 que las encuestas de opini\u00f3n muestran que una mayor\u00eda de los chilenos aprueban a Pi\u00f1era y su equipo.<\/P>
\n
\u201cHay mucho por hacer, pero Chile est\u00e1 unido en esta tarea, lo que me da esperanzas\u201d, coment\u00f3.<\/P>
\n
Puede que algunos critiquen la falta de proyectos emblem\u00e1ticos para marcar el Bicentenario, pero el Gobierno tiene otras prioridades. De cualquier manera, \u201ces mejor estar construyendo escuelas y viviendas de emergencia que elefantes blancos que s\u00f3lo unos pocos usar\u00e1n\u201d, concluy\u00f3 Larroulet.<\/P>

Julian Dowling<\/STRONG> es editor de bUSiness CHILE<\/STRONG><\/P> Despite the lavish museums and monuments built to commemorate Chile\u2019s Centennial in 1910, the event was marked by a general air of pessimism and the publication of books with titles like Francisco Encina\u2019s \u201cOur Economic Inferiority\u201d and Enrique MacIver\u2019s \u201cThe Moral Crisis of the Republic.\u201d<\/P> One hundred years later, however, and Chile is a different country. Although recovering from a devastating earthquake, Chileans are optimistic and united by their shared belief in progress.<\/P> \u201cAs Chileans, we believe in our potential to improve ourselves through hard work more than any other Latin American country,\u201d Cristi\u00e1n Larroulet, Minister of Policy Coordination, told AmCham members and their guests at a breakfast on May 27.<\/P> This self-confidence, says Larroulet, is the reason a majority of Chileans voted for Sebasti\u00e1n Pi\u00f1era on January 17th, giving him a clear mandate to \u201cconsolidate a 20-year process of rebuilding our democracy and building a developed country.\u201d<\/P> President Pi\u00f1era\u2019s program to achieve this goal has had to be fine-tuned as a result of the earthquake, admits Larroulet, but at its core it is based on the same three pillars: creating more opportunities, especially for small and mid-size businesses, expanding the social security net and strengthening moral values.<\/P> By way of analogy, if Chile is a circus tent, then the job of Pi\u00f1era\u2019s government is to raise the roof to let the trapeze artists, which include small business owners and entrepreneurs, fly higher.<\/P> \u201cThe trapeze artists will put on a better show if we raise the ceiling, but they need a minimum level of safety to perform,\u201d said Larroulet. This safety net consists of a combination of good public policies in the education, health and security areas to name a few, he added.<\/P> Of course, the tent poles were shaken on February 27 when Chile lost 10% of its capital stock in just a few minutes, but this has not changed Pi\u00f1era\u2019s \u201cmission\u201d to make Chile a developed country by the end of the decade, noted Larroulet.<\/P> Assessing the damage and designing a reconstruction plan has, however, given Pi\u00f1era\u2019s team a much greater workload in the last few months than they might have imagined before the quake.<\/P> Pi\u00f1era\u2019s is not the first center-right government to face such a challenge. A huge earthquake in 1960 destroyed 5% of Chile\u2019s capital stock at that time and the government of Jorge Alessandri invested heavily in rebuilding but this led to macroeconomic problems including debt and rising inflation.<\/P> \u201cWe wanted to avoid the same mistake this time so devising a reconstruction plan was complicated,\u201d said Larroulet, adding funds will come from a variety of sources including budgetary reassignments, debt issuances, a temporary increase in corporate taxes and private donations.<\/P> The plan, which will cost US$ 8.4 billion through 2013, has already achieved important results like allowing 1.25 million students in the areas worst affected by the quake to return to school, relocating 2,900 hospital beds and building 50,000 emergency shelters.<\/P> \u201cWinter is coming and housing is a priority, but in 75 days we have exceeded our goal of building 40,000 shelters in partnership with Un Techo Para Chile,\u201d said Larroulet.<\/P> But despite the focus on reconstruction, Pi\u00f1era has not lost sight of the original seven pillars of his program, which he restated in his May 21st address to the nation: employment, economic growth, health, education, poverty reduction, security and democracy.<\/P> Jumpstarting the economy is, of course, a key pillar. Despite the loss of capital stock in the earthquake, Pi\u00f1era still aims to achieve 6% average annual economic growth in his four-year term, partly by reducing taxes for small and mid-size companies (SMEs) to stimulate innovation.<\/P> \u201cWe will radically change the tax system so that SMEs with annual sales up to US$2 million do not have to pay income tax on profits that are reinvested,\u201d said the Minister.<\/P> Chile ranks poorly (69th out of 183 economies) in the Starting a Business category of the Doing Business 2010 report, but Pi\u00f1era aims to change this by reducing the paperwork and cost of starting a new business, which should act as an incentive for entrepreneurship, said Larroulet.<\/P> The government is also preparing new legislation to improve labor market flexibility in terms of working hours and to improve the unemployment insurance system, both considered long overdue by the private sector.<\/P> Ultimately, the success of Pi\u00f1era\u2019s program will be measured by a newly created \u201cDelivery Unit\u201d, modeled after the British government\u2019s Delivery Unit launched in 2001. \u201cThis will ensure the program achieves the desired results on time and that there is accountability,\u201d said Larroulet.<\/P> Good intentions are one thing, but results are what matter most in Pi\u00f1era\u2019s government. Indeed, while the earthquake is a \u201ctragedy\u201d it is also an \u201copportunity,\u201d said the Minister, adding opinion polls show a majority of Chileans approve of Pi\u00f1era and his team.<\/P> \u201cThere is much to do but Chile is united in this task which makes me hopeful,\u201d he said.<\/P> Some may criticize the lack of emblematic projects to mark the Bicentennial, but the government has other priorities.
