Hern\u00e1n Cheyre tiene el curr\u00edculo arquet\u00edpico de la elite pol\u00edtica que lleg\u00f3 al poder en Chile el 11 de marzo, liderada por el presidente Sebasti\u00e1n Pi\u00f1era. Cheyre estudi\u00f3 en la Pontificia Universidad Cat\u00f3lica de Chile, tiene un mag\u00edster en Econom\u00eda de la Universidad de Chicago y trabaj\u00f3 para el derechista centro de estudios Libertad y Desarrollo. Adem\u00e1s fue uno de los fundadores de la firma chilena de consultor\u00eda Econsult y gerente general de la oficina local de la agencia calificadora de deuda crediticia Fitch. Ahora se cambi\u00f3 al sector p\u00fablico para encabezar la Corporaci\u00f3n de Fomento de la Producci\u00f3n, CORFO, la agencia estatal de promoci\u00f3n del desarrollo econ\u00f3mico. En esta entrevista, Cheyre conversa con bUSiness CHILE sobre los desaf\u00edos a futuro.<\/P>

Hemos visto un cambio de Gobierno y un cambio de la filosof\u00eda econ\u00f3mica. \u00bfHa cambiado CORFO en estos primeros meses desde que la centro-derecha asumi\u00f3 el poder?<\/EM><\/STRONG><\/P> Nos hemos tenido que concentrar en c\u00f3mo podemos ayudar de la mejor manera a quienes se vieron afectados por el terremoto de febrero y esencialmente hay tres formas en que estamos haciendo eso. La primera es mediante la entrega de dinero adicional a Sercotec, el ente de CORFO encargado de ayudar a las empresas m\u00e1s peque\u00f1as de Chile, aquellas con ventas anuales inferiores a US$ 95.000. Sercotec est\u00e1 empleando subsidios para ayudar a esas empresas a reparar el da\u00f1o causado por el terremoto y para entregar capital de trabajo. Estos son subsidios colaborativos: por cada peso que Sercotec entrega, la empresa tambi\u00e9n tiene que hacer un aporte. En total, estos subsidios est\u00e1n avaluados en US$ 40 millones y ayudar\u00e1n a 5.000 peque\u00f1as empresas.<\/P> \u00bfY las empresas m\u00e1s grandes?<\/STRONG><\/EM><\/P> La segunda forma en que estamos ayudando es a trav\u00e9s del Fondo de Cobertura de la Reconstrucci\u00f3n de la CORFO, que es un fondo garantizado. Los bancos emiten cr\u00e9ditos para las peque\u00f1as y medianas empresas (Pymes) de Chile y CORFO garantiza el pr\u00e9stamo. Estas garant\u00edas cubren entre el 50% y el 80% del cr\u00e9dito total. Mientras m\u00e1s peque\u00f1a es la empresa, mayor el porcentaje y m\u00e1s largo el plazo del cr\u00e9dito. Este es un fondo de US$ 120 millones y estimamos que generar\u00e1 pr\u00e9stamos en torno a los US$ 1.000 millones, lo que ayudar\u00e1 a cerca de 15.000 Pymes.<\/P> El tercer pilar de nuestro plan es el financiamiento adicional que estamos entregando a las Sociedades de Garant\u00eda Rec\u00edproca, SGR, que son una fuente alternativa de garant\u00edas para las peque\u00f1as empresas. Ellas ayudan a las empresas a obtener cr\u00e9ditos a tasas m\u00e1s competitivas.<\/P> Pero estas no son iniciativas nuevas. Todos estos instrumentos financieros exist\u00edan antes del terremoto.<\/EM><\/STRONG><\/P> Eso es cierto, pero ha habido un enorme aumento en la demanda de estos servicios como consecuencia del terremoto.<\/P> \u00bfSe increment\u00f3 el presupuesto de CORFO para satisfacer esa demanda?<\/EM><\/STRONG><\/P> Nuestro presupuesto sigue siendo el mismo. Sin embargo, hemos redistribuido recursos en \u00e9l para dar prioridad a quienes fueron afectados por el terremoto.<\/P> \u00bfQu\u00e9 otros cambios veremos en CORFO durante los pr\u00f3ximos cuatro a\u00f1os?<\/EM><\/STRONG><\/P> En estos momentos CORFO tiene cerca de 100 programas diferentes, pero no hay ning\u00fan mecanismo vigente para medir cu\u00e1n efectivo es cada uno de estos programas. Eso es algo que queremos abordar y ya estamos trabajando en ello. En t\u00e9rminos m\u00e1s amplios, CORFO tiene que apretar el acelerador en lo que respecta al fomento del capital de riesgo y la innovaci\u00f3n. Como deline\u00f3 el presidente Pi\u00f1era en su discurso del 21 de mayo, Chile enfrenta un gran desaf\u00edo: crecer a una tasa del 6% anual con el fin de convertirse en un pa\u00eds desarrollado para el 2018. Necesitamos un gran aumento de la inversi\u00f3n en investigaci\u00f3n y desarrollo, necesitamos promover la innovaci\u00f3n y queremos aumentar la cantidad de emprendedores en Chile en 100.000 durante los pr\u00f3ximos cuatro a\u00f1os. Estas son metas ambiciosas y CORFO aspira a estar a la vanguardia para lograrlas.<\/P> Este es un Gobierno que cree en el libre mercado y que por naturaleza desconf\u00eda de los subsidios estatales. \u00bfC\u00f3mo calza eso con el rol de CORFO como un proveedor de subsidios?<\/P> Ambos se pueden compatibilizar, no hay una contradicci\u00f3n ah\u00ed. Incluso en un libre mercado siempre existe la necesidad de medidas correctivas, quiz\u00e1s debido a una asimetr\u00eda de informaci\u00f3n o a la falta de masa cr\u00edtica que ser\u00eda vital para hacer que un proyecto sea viable. En CORFO no queremos distorsionar el libre mercado. S\u00f3lo queremos asegurarnos de que opere sin dificultades. Por sobre todo queremos concentrar nuestros esfuerzos en aquellas \u00e1reas en que se requiere una correcci\u00f3n, donde la intervenci\u00f3n estatal se justifica.<\/P> \u00bfDeber\u00edamos esperar m\u00e1s cr\u00e9ditos y menos subsidios de CORFO bajo el nuevo Gobierno?<\/EM><\/STRONG><\/P> Mucho del financiamiento de CORFO se entrega como subsidios, lo que significa que nunca se paga. Creemos que es importante que en casos en que un proyecto sea exitoso y rinda frutos, CORFO pueda recuperar su dinero de manera que este se pueda volver a invertir en proyectos similares en el futuro. Adem\u00e1s, en el pasado algunos subsidios se usaron de manera innecesaria, por ejemplo para comprar activos fijos. En lugar de subsidiar la compra de activos fijos, ser\u00eda mucho mejor para CORFO concentrarse en mejorar la calidad de la gesti\u00f3n de estas empresas. De manera que s\u00ed, necesitamos revisar la naturaleza de nuestros subsidios, sin ninguna duda.<\/P> Estudios sugieren que el emprendimiento y la innovaci\u00f3n son puntos d\u00e9biles en Chile. \u00bfEst\u00e1 usted de acuerdo con eso?<\/EM><\/STRONG><\/P> Absolutamente. La innovaci\u00f3n es inherentemente riesgosa y es dif\u00edcil recaudar capital en Chile para ello. CORFO puede ayudar hasta cierto punto pero no basta con crear simplemente algunos instrumentos financieros o repartir subsidios. Necesitamos generar toda una cultura de emprendimiento y eso es algo de lo que carecemos. Es algo que necesitamos aprender desde ni\u00f1os, como ocurre en otros pa\u00edses. La mayor\u00eda de los estudios muestran que en Chile se tiene un muy buen concepto de los emprendedores e innovadores. El problema es que hay muchos obst\u00e1culos en el camino de los aspirantes a emprendedores. Uno de los compromisos del presidente Pi\u00f1era es acelerar el proceso de inicio de una empresa o de cierre de un negocio, y hacer que ese proceso sea menos costoso.<\/P> CORFO acaba de ofrecer 2.000 subsidios a chilenos para estudiar ingl\u00e9s, \u00bfpor qu\u00e9?<\/EM><\/STRONG><\/P> El objetivo es crear una fuerza laboral de profesionales que puedan trabajar para las muchas empresas extranjeras que se est\u00e1n estableciendo en Chile y que necesitan empleados biling\u00fces. Chile ha hecho mucho por promover el offshoring (o externalizaci\u00f3n de las operaciones de una empresa al extranjero). En los \u00faltimos a\u00f1os, y gracias en parte a CORFO, cerca de 60 empresas extranjeras se han instalado en Chile y est\u00e1n usando al pa\u00eds como una plataforma para ofrecer servicios al resto de la regi\u00f3n. Pero para hacer eso es importante que la gente pueda hablar ingl\u00e9s. Ofrecimos 2.000 subsidios y dentro de los primeros 10 d\u00edas ten\u00edamos 12.000 postulantes. De manera que el hambre por aprender ingl\u00e9s definitivamente est\u00e1 ah\u00ed.<\/P> En una pregunta m\u00e1s personal, \u00bfqu\u00e9 le ha parecido trabajar en el sector p\u00fablico?<\/EM><\/STRONG><\/P> Es muy desafiante y las demandas que presenta son distintas a las del sector privado. La motivaci\u00f3n tambi\u00e9n es diferente. Cuando uno tiene un sue\u00f1o en la mira, como es el caso de este Gobierno -el sue\u00f1o de convertirse en un pa\u00eds desarrollado para el 2018 y de erradicar la pobreza\u2013 entonces eso lo motiva a uno a trabajar arduamente. Es un desaf\u00edo, pero es un desaf\u00edo noble y que estoy enfrentando con mucha satisfacci\u00f3n, pese a todos los sacrificios que involucra dejar el sector privado.<\/P> Gideon Long<\/STRONG> se desempe\u00f1a como periodista freelance en Santiago. Adem\u00e1s trabaja para la BBC.<\/P> Hern\u00e1n Cheyre has the archetypal curriculum vitae of the political elite that came to power in Chile on March 11 led by President Pi\u00f1era. He was educated at Santiago\u2019s Pontifical Catholic University, has a Masters in Economics from the University of Chicago and has worked for the right-leaning think tank Libertad y Desarrollo. He was also one of the founders of the Chilean consulting company Econsult and general manager of the Chilean office of rating agency Fitch. Now he\u2019s moved into the public sector to head up the state\u2019s economic development agency CORFO. Here he talks to bUSiness CHILE about the challenges ahead.<\/P> We\u2019ve seen a change of government and a change of economic philosophy. How has CORFO changed in these first few months since the centre-right assumed power?<\/EM><\/STRONG><\/P> We\u2019ve had to concentrate on how we can best help those who were affected by February\u2019s earthquake, and there are essentially three ways in which we\u2019re doing that. The first is by giving extra money to Sercotec, the CORFO body charged with helping the smallest businesses in Chile, those with annual sales less than US$ 95,000. Sercotec is using subsidies to help those businesses repair damage caused by the earthquake, and to provide working capital. These are collaborative subsidies: for every peso that Sercotec puts in, the company has to make a contribution too. In total, these subsidies are worth US$ 40 million and will help 5,000 small businesses.<\/P> And the bigger businesses?<\/EM><\/STRONG><\/P> The second way we\u2019re helping is through the CORFO reconstruction hedge fund, which is a guarantee fund. Banks issue credits to Chile\u2019s small and medium-sized companies (SMEs) and CORFO guarantees the loan. These guarantees cover between 50% and 80% of the total loan. The smaller the company, the higher the percentage and the longer the period of credit. This is a US$120 million fund and we estimate it will generate loans of around US$ 1 billion, which will help around 15,000 SMEs.<\/P> The third pillar of our plan is the extra funding we\u2019re giving to the country\u2019s Mutual Guarantee Societies (Sociedades de Garant\u00eda Rec\u00edproca, or SGRs in Spanish), which are an alternative source of guarantees for small businesses. They help businesses get credit at more competitive rates.<\/P> But these aren\u2019t new initiatives. These financial instruments all existed before the earthquake.<\/STRONG><\/EM><\/P> That\u2019s true, but there\u2019s been a huge increase in demand for these services as a consequence of the earthquake.<\/P> Has CORFO\u2019s budget been increased to meet that demand?<\/STRONG><\/EM><\/P> Our budget remains the same. However, we\u2019ve shifted resources within it to give priority to those hit by the earthquake.<\/P> What other changes will we see in CORFO over the next four years?<\/STRONG><\/EM><\/P> At the moment CORFO has nearly 100 different programs but there\u2019s no mechanism in place to measure just how effective each of these programs is. That\u2019s something we want to address and we\u2019re working on it already. In broader terms, CORFO has to step on the accelerator in terms of fomenting venture capital and innovation. As President Pi\u00f1era outlined in his May 21 speech, Chile faces a big challenge – 6% annual growth in order to become a developed country by 2018. We need a big increase in investment in research and development, we need to promote innovation and we want to increase the number of entrepreneurs in Chile by 100,000 over the next four years. These are ambitious goals, and CORFO aims to be at the forefront of achieving them.<\/P> This is a government that believes in the free market and is by nature suspicious of state subsidies. How does that square with CORFO\u2019s role as a provider of subsidies?<\/EM><\/STRONG><\/P> The two can be reconciled, there\u2019s no contradiction here. Even in a free market there\u2019s always the need for corrective measures \u2013 maybe because of an asymmetry of information or the lack of the critical mass that would be vital to make a project viable. At CORFO we don\u2019t want to distort the free market. We just want to make sure it operates smoothly. Above all we want to concentrate our efforts on those areas where a correction is needed, where state intervention is justified.<\/P> Should we expect more loans and fewer subsidies from CORFO under the new government?<\/STRONG><\/EM><\/P> A lot of CORFO funding is given in the form of subsidies, which means it is never repaid. We think it\u2019s important that in cases where a project is successful and bears fruit, CORFO can recoup its money so that it can be reinvested in similar projects in the future. Also, in the past some subsidies have been used unnecessarily, for example to buy fixed assets. Rather than subsidizing the purchase of fixed assets, it would be much better for CORFO to focus on improving the quality of management in these companies. So, yes, we need to review the nature of our subsidies, without a doubt.<\/P> Studies suggest that entrepreneurship and innovation are weak points in Chile. Do you agree?<\/EM><\/STRONG><\/P> Absolutely. Innovation is inherently risky and it\u2019s difficult in Chile to raise capital for it. CORFO can help to some extent but it\u2019s not enough to simply create a few financial instruments or dish out subsidies. You need to generate a whole culture of entrepreneurship, and that\u2019s something we lack. It\u2019s something we need to learn as children, as happens in other countries. Most studies show that entrepreneurs and innovators are held in high regard in Chile. The problem is there are a lot of obstacles in the way of would-be entrepreneurs. One of President Pi\u00f1era\u2019s pledges is to speed up the process of starting up a business or of closing a business down, and to make that process less costly.<\/P> CORFO has just offered 2,000 grants to Chileans to study English. Why?<\/EM><\/STRONG><\/P> The aim is to create a workforce of professionals who can work for the many foreign companies that are setting up in Chile and that need bilingual employees. Chile has done a lot to promote offshoring. In the last few years, and thanks in part to CORFO, around 60 foreign companies have set up in Chile and they\u2019re using the country as a platform to offer services to the rest of the region. But to do that it\u2019s important that people can speak English. We\u2019ve offered 2,000 grants and within the first 10 days we had 12,000 applicants. So the thirst to learn English is definitely there.<\/P> On a personal note, how are you finding working in the public sector?<\/STRONG><\/EM><\/P> It\u2019s very challenging, and the demands it presents are different from those of the private sector. The motivation is different too. When you have a dream in sight, as this government does \u2013 the dream of becoming a developed country by 2018 and of eradicating poverty \u2013 then that motivates you to work hard. It\u2019s a challenge, but it\u2019s a noble challenge, and one I\u2019m facing with great pleasure, despite all the sacrifices involved with leaving the private sector.<\/P> Gideon Long<\/STRONG> is a freelance journalist based in Santiago.
