A\u00fan antes del terremoto del 27 de febrero, el Ministerio de Econom\u00eda enfrentaba un tremendo desaf\u00edo. Antes de asumir el mando de Chile el 11 de marzo, el ahora presidente Sebasti\u00e1n Pi\u00f1era le hab\u00eda asignado la tarea de revitalizar el crecimientoecon\u00f3mico del pa\u00eds<\/P>

Pero, luego, vino el terremoto y su destrucci\u00f3n de un patrimonio ganado con esfuerzo. Seg\u00fan el subsecretario de Econom\u00eda, Tom\u00e1s Flores, eso gener\u00f3 dos preguntas: \u00bfhasta qu\u00e9 punto el da\u00f1o hab\u00eda comprometido la promesa del presidente Pi\u00f1era de registrar un crecimiento anual promedio del 6% durante sus cuatro a\u00f1os de mandato? y, en segundo lugar, \u00bfc\u00f3mo construir de forma tal de hacer que el pa\u00eds fuera m\u00e1s productivo que antes?.<\/P>

Las estimaciones sobre el da\u00f1o var\u00edan, pero Flores dijo a los asistentes a un desayuno de AmCham celebrado el 18 de mayo, que el costo de reemplazo probablemente alcanzara una cifra cercana a los US$ 21.000 millones, o en torno al 3% de la masa de capital total del pa\u00eds. En otras palabras, en s\u00f3lo cuesti\u00f3n de minutos, Chile vio que su potencial de crecimiento se redujo en cerca de un punto porcentual.<\/P>

Sin embargo, eso no es insuperable, asegur\u00f3 Flores. \u201cS\u00f3lo significa que, si antes necesit\u00e1bamos crecer a un 6%, ahora necesitamos hacerlo en una o dos d\u00e9cimas de punto m\u00e1s\u201d.<\/P>
\n
El truco ser\u00e1 convertir el terremoto en \u201cdestrucci\u00f3n creativa\u201d, declar\u00f3 a los miembros de AmCham y sus invitados. Para las empresas, eso significa aprovechar la oportunidad de repensar su estrategia, quiz\u00e1s de reconstruir de una manera diferente o incluso en un lugar distinto y, para las empresas y emprendedores de peque\u00f1a envergadura, quiz\u00e1s cambiarse a una l\u00ednea de negocios m\u00e1s rentable.<\/P>

Los contratos de concesi\u00f3n que el Gobierno planea ofrecer para reconstruir las escuelas y hospitales p\u00fablicos son \u201cuna gran oportunidad para la inversi\u00f3n privada\u201d, sostuvo Flores, y ya han atra\u00eddo el inter\u00e9s internacional. Como resultado del terremoto, las empresas chilenas podr\u00edan descubrir tambi\u00e9n nuevas ventajas comparativas, a\u00f1adi\u00f3.<\/P>

Tome como ejemplo la construcci\u00f3n en madera. Es mucho menos com\u00fan en Chile de lo que es en Estados Unidos, destac\u00f3 Flores, pero recibir\u00e1 un importante impulso a partir del terremoto, lo que podr\u00eda ser la semilla de una nueva industria de exportaci\u00f3n, sugiri\u00f3.<\/P>

No obstante, el desaf\u00edo subyacente -a\u00fan antes del terremoto- era la productividad. El crecimiento de la productividad laboral, o la tasa de producci\u00f3n por hora trabajada, ha estado disminuyendo en los \u00faltimos a\u00f1os y ahora se ubica cerca del 0%, seg\u00fan Flores. La inversi\u00f3n, en torno al 22% del PIB, es demasiado baja para sustentar un mayor crecimiento y, a juicio de Flores, necesita aumentar al 28%.<\/P>

La reconstrucci\u00f3n tras el terremoto ayudar\u00e1 en eso, pero Chile tambi\u00e9n tiene que abordar desaf\u00edos de m\u00e1s largo plazo. Uno de ellos es modernizar el Estado. Si se incluyen las empresas estatales, este gasta m\u00e1s del 38% del ingreso nacional, destac\u00f3 Flores, y es necesario que lo haga \u201cbien\u201d.<\/P>

Asimismo se requiere aumentar la diversificaci\u00f3n de las exportaciones, argument\u00f3. Las exportaciones totales han estado creciendo a buen ritmo, pero eso se debe principalmente a la miner\u00eda, mientras que -como porcentaje del PIB- otras exportaciones han mostrado pocos cambios en los \u00faltimos 10 a\u00f1os.<\/P>

Losest\u00e1ndares educacionales son otro cuello de botella. Desde el a\u00f1o 1990, la cobertura ha aumentado de manera pronunciada y ahora es pr\u00e1cticamente universal, pero el desempe\u00f1o acad\u00e9mico a nivel de las escuelas primarias y secundarias sigue siendo decepcionante. Gobiernos anteriores intentaron enfrentar este problema, pero con pocos resultados visibles hasta ahora.<\/P>

Una de las prioridades del Ministerio de Econom\u00eda ser\u00e1n las peque\u00f1as y medianas empresas (Pymes) del pa\u00eds, asever\u00f3 Flores. Ellas representan el 60% de los puestos de trabajo, pero s\u00f3lo el 18% de las ventas y un magro 3% de las exportaciones de Chile, subray\u00f3.<\/P>

El Ministerio intentar\u00e1 adem\u00e1s facilitar la creaci\u00f3n de nuevas empresas. \u201cEl emprendimiento es el motor del crecimiento y Chile ha perdido competitividad ah\u00ed\u201d, advirti\u00f3 Flores.<\/P>
\n
Parte de la ayuda ser\u00e1 financiera -subsidios, garant\u00edas de cr\u00e9ditos e incentivos tributarios- pero tambi\u00e9n implicar\u00e1 dar un empujoncito a las peque\u00f1as empresas mediante la simplificaci\u00f3n de los tr\u00e1mites burocr\u00e1ticos. El objetivo final es crear un sistema \u00fanico para todos los permisos oficiales y otros tr\u00e1mites, se\u00f1al\u00f3 Flores, y acortar as\u00ed los tiempos de inicio de actividad de proyectos de inversi\u00f3n y de nuevas empresas mientras reducen sus costos.<\/P>

Flores confes\u00f3 adem\u00e1s un anhelo. El subsecretario no quiere ver a los emprendedores haciendo filas en su oficina o, de hecho, en cualquier otra oficina de Gobierno, revel\u00f3 en el desayuno. \u201cLo que realmente quisiera es que ellos pudieran hacer todos los tr\u00e1mites de inicio de actividad desde sus tel\u00e9fonos celulares\u201d.<\/P>

Puede que haya mucho trabajo por hacer, pero -pese a la agitaci\u00f3n financiera del \u00faltimo tiempo- el mundo est\u00e1 del lado de Chile, coment\u00f3, destacando el s\u00f3lido crecimiento de Asia y los altos precios de las principales exportaciones del pa\u00eds. Y Chile tiene la ventaja de contar con s\u00f3lidos indicadores macroecon\u00f3micos, incluidos un bajo nivel de deuda p\u00fablica y una inflaci\u00f3n controlada.<\/P>

Ello entrega s\u00f3lidos cimientos para una reconstrucci\u00f3n creativa, dijo el subsecretario Flores en el desayuno. Y, siempre y cuando la desgracia del terremoto pueda transformarse en algo bueno, no deber\u00eda representar un retraso significativo para el objetivo del presidente Pi\u00f1era de poner a Chile en v\u00edas de convertirse en un pa\u00eds desarrolladohacia el 2018, concluy\u00f3.<\/P>

Ruth Bradley<\/STRONG> es corresponsal en Santiago de The Economist.<\/P><\/p>\n Even before the earthquake of February 27, the Economy Ministry faced a daunting challenge. Ahead of taking office, Sebasti\u00e1n Pi\u00f1era, Chile\u2019s president since March 11, had assigned it the task of revitalizing the country\u2019s economic growth.<\/p>\n But, then, there was the earthquake and its destruction of hard-earned wealth. According to Undersecretary for Economy Tom\u00e1s Flores, that raised two questions: to what extent the damage had compromised President Pi\u00f1era\u2019s promise of average annual 6% growth over his four-year term and, secondly, how to rebuild in such a way as to make the country more productive than it was before.<\/p>\n Estimates of the damage differ, but Flores told an AmCham breakfast on May 18 that the replacement cost will probably reach around US$21 billion, or some 3% of the country\u2019s total capital stock. In other words, in just a matter of minutes, Chile saw its potential growth cut by around one percentage point.<\/p>\n But that is not insurmountable, reassured Flores. \u201cIt just means that, if before we needed to grow by 6%, we now need to do so by one or two-tenths of a point more.\u201d<\/p>\n The catch will be to turn the earthquake into \u201ccreative destruction,\u201d he told AmCham members and their guests. For businesses, that means seizing the opportunity to rethink their strategy, perhaps rebuilding in a different way or even in a different place, and, for small enterprises and entrepreneurs, maybe switching to a more profitable line of business.<\/p>\n The concessions contracts that the government plans to offer for rebuilding public hospitals and schools are \u201ca great opportunity for private investment,\u201d said Flores, and have already attracted international interest. As a result of the earthquake, Chilean companies could also discover new comparative advantages, he added.<\/p>\n Take, for example, building in wood. That\u2019s far less common in Chile than in the United States, pointed out Flores, but will get an important boost from the earthquake that could, he suggested, be the seed of a new export industry.<\/p>\n But the underlying challenge, even before the earthquake, was productivity. The growth of labor productivity, or output per hour of work, has been slowing in recent years and is now close to 0%, reported Flores. Investment, at around 22% of GDP, is too low to sustain higher growth and, according to Flores, needs to increase to 28%.<\/p>\n Earthquake reconstruction will help there, but Chile also has to address longer-term challenges. One of those is to modernize the state. Including state enterprises, it spends over 38% of national income, pointed out Flores, and it needs to do this \u201cwell.\u201d<\/p>\n Export diversification also needs to increase, he argued. Total exports have been growing nicely but that\u2019s mostly because of mining while, as a percentage of GDP, other exports have shown little change over the past ten years.<\/p>\n Educational standards are another bottleneck. Since 1990, coverage has increased sharply and is now virtually universal but academic performance at the primary and secondary school level remains disappointing. Previous governments have attempted to grapple with this problem but with few visible results so far.<\/p>\n One of the priorities for the Economy Ministry will be the country\u2019s small and mid-sized enterprises (SMEs), reported Flores. They account for 60% of jobs, but only 18% of sales and a mere 3% of Chile\u2019s exports, he noted.<\/p>\n The Ministry will, in addition, look to facilitate the creation of new businesses. \u201cEntrepreneurship is the motor of growth and Chile has lost competitiveness there,\u201d Flores warned.<\/p>\n Some help will be financial – subsidies, loan guarantees and tax breaks – but it will also involve helping small businesses to help themselves by simplifying bureaucratic red tape. The ultimate aim, said Flores, is to create a system of \u201cone-stop shopping\u201d for official permits and other formalities, thereby shortening the start-up time for investment projects and new businesses while reducing their cost.<\/p>\n Flores also confessed to a dream. He doesn\u2019t want to see entrepreneurs queuing up in his office or, indeed, any other government office, he told the breakfast. \u201cWhat I\u2019d really like is for them to be able to do all start-up formalities from their mobile phone.\u201d<\/p>\n There may be a lot of work to do but, despite recent financial turbulence, the world is on Chile\u2019s side, he said, pointing to strong growth in Asia and high prices for the country\u2019s main exports. And Chile has the advantage of strong macroeconomic fundamentals, including low public debt and controlled inflation.<\/p>\n That provides a strong foundation for creative rebuilding, Undersecretary Flores told the breakfast.
