{"id":4233,"date":"2010-05-04T14:36:52","date_gmt":"2010-05-04T14:36:52","guid":{"rendered":""},"modified":"2015-03-16T13:39:02","modified_gmt":"2015-03-16T16:39:02","slug":"pinera-se-va-a-la-segura","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/pinera-se-va-a-la-segura\/","title":{"rendered":"<!--:es-->Pi\u00f1era Se Va a la Segura<!--:--><!--:en-->Pi\u00f1era Plays it Safe<!--:-->"},"content":{"rendered":"<p><!--:es--><P style=\"TEXT-ALIGN: justify\">Pocas semanas antes de la Cumbre de Seguridad Nuclear del 2010 celebrada en abril en Washington DC, Chile envi\u00f3 los 18 kilogramos que le quedaban de uranio altamente enriquecido a Estados Unidos para disponerlos de manera segura como parte de un acuerdo bilateral destinado a eliminar todo material de ese tipo del suelo chileno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La Comisi\u00f3n Chilena de Energ\u00eda Nuclear (CCHEN) convirti\u00f3 sus reactores de investigaci\u00f3n emplazados en las comunas de La Reina y Lo Aguirre en Santiago, que producen materiales radioactivos para aplicaciones m\u00e9dicas y de otra \u00edndole, de manera que en cambio utilizaran uranio poco enriquecido, el que no puede convertirse en un arma nuclear.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En su primera visita oficial a Estados Unidos tras asumir el mando de la naci\u00f3n en marzo, el Presidente Pi\u00f1era se\u00f1al\u00f3 que ello era un \u201cejemplo de c\u00f3mo un pa\u00eds peque\u00f1o puede ayudar con medidas concretas a hacer de este un mundo m\u00e1s seguro\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El gesto fue elogiado en la cumbre, que se concentr\u00f3 en c\u00f3mo salvaguardar mejor el uranio y plutonio apto para armas con el fin de evitar el terrorismo nuclear. El presidente Obama invit\u00f3 a m\u00e1s de 40 naciones a participar, las que representan a una diversa gama de regiones y varios niveles de experiencia t\u00e9cnica, energ\u00eda y materiales nucleares.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pi\u00f1era aprovech\u00f3 la ocasi\u00f3n para reiterar que Chile, un cercano aliado de Estados Unidos, continuar\u00e1 siendo un defensor internacional de la seguridad nuclear. Y, de manera paralela a la cumbre, Pi\u00f1era se reuni\u00f3 con l\u00edderes mundiales, incluido el propio presidente Obama, para analizar los planes de reconstrucci\u00f3n luego del terremoto que remeci\u00f3 al pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cTenemos intereses globales (\u2026) participamos (en la Cumbre) desde la perspectiva de nuestro compromiso con la seguridad internacional, que es un esfuerzo colectivo y tambi\u00e9n un objetivo nacional\u201d, sostiene Alfredo Labb\u00e9, director de Seguridad Internacional y Humana del Ministerio de Relaciones Exteriores.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile es firmante del Tratado de No Proliferaci\u00f3n Nuclear (TNP) de 1968 y est\u00e1 participando en la conferencia de revisi\u00f3n del tratado en Nueva York, la que se extiende hasta el 28 de mayo. El tratado da a Chile derecho al uso pac\u00edfico de materiales nucleares para aplicaciones cient\u00edficas, m\u00e9dicas y mineras, entre otros usos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En consecuencia, fortalecer a la Agencia Internacional de Energ\u00eda At\u00f3mica (AIEA) y las convenciones internacionales que rigen el uso de materiales nucleares es lo mejor para Chile y el mundo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile a\u00fan no ha tomado una decisi\u00f3n sobre la energ\u00eda nuclear, pero la comisi\u00f3n Zanelli, convocada por el Gobierno de Michelle Bachelet en el 2007, contin\u00faa estudiando su factibilidad y el nuevo Gobierno est\u00e1 \u201cconsiderando seriamente\u201d esta opci\u00f3n, se\u00f1ala Labb\u00e9.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El enorme terremoto de febrero ha generado dudas sobre la construcci\u00f3n de una planta de energ\u00eda nuclear en un pa\u00eds s\u00edsmico, pero Jap\u00f3n, que tambi\u00e9n es propenso a terremotos, ha demostrado que esto no es ning\u00fan obst\u00e1culo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cJap\u00f3n es un pa\u00eds altamente s\u00edsmico, pero tiene cierta cantidad de reactores y planea aumentar dicho n\u00famero en el futuro (\u2026). No hay ninguna raz\u00f3n t\u00e9cnica para abstenerse de construir reactores nucleares sobre la base de fundamentos s\u00edsmicos\u201d, afirma Labb\u00e9.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De hecho, se espera que la cantidad de centrales de energ\u00eda nuclear en el mundo proliferen en los pr\u00f3ximos 50 a\u00f1os y, si Chile con el tiempo opta por la energ\u00eda nuclear, el sector privado necesita un ambiente internacional seguro para obtener los materiales y el personal necesarios para construir y operar una planta nuclear.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cHay muy poco riesgo de actividad terrorista en Chile, pero tenemos la obligaci\u00f3n de participar para ayudar a crear una cultura de seguridad nuclear en el mundo\u201d, indica Labb\u00e9.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Puede que Chile no sea una potencia nuclear, pero ha estado activo en los acuerdos multilaterales de no proliferaci\u00f3n y desarme desde su incorporaci\u00f3n como miembro de la Liga de Naciones en la d\u00e9cada de los 20. \u201cTenemos una reputaci\u00f3n que garantiza que se nos tome en serio en los foros multilaterales\u201d, afirma Labb\u00e9.&nbsp;<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y la \u201centusiasta\u201d participaci\u00f3n de Pi\u00f1era en la Cumbre de Seguridad Nuclear es una se\u00f1al de que el nuevo Gobierno apunta a continuar con esa pol\u00edtica de compromiso.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLa participaci\u00f3n multilateral de Chile es parte de una rica herencia diplom\u00e1tica y ser\u00e1 parte integrante de esta administraci\u00f3n\u201d, asevera Labb\u00e9.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De modo similar a otras \u201cpotencias medias\u201d parecidas tales como Nueva Zelanda, Australia, Irlanda y Noruega, Chile se ha dado cuenta de los beneficios del compromiso internacional en campos como la seguridad nuclear.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cSer reconocido como un socio confiable y responsable en la comunidad internacional es una certificaci\u00f3n importante, como lo es ser miembro de la OCDE\u201d, se\u00f1ala Labb\u00e9.<\/P><!--:--><!--:en--><\/p>\n<p style=\"text-align: justify;\">A few weeks before the 2010 Nuclear Security Summit held in Washington DC in April, Chile shipped its remaining 18kg of highly enriched uranium to the United States for safe disposal as part of a bilateral agreement to remove all such material from Chilean soil.<\/p>\n<p style=\"text-align: justify;\">The Chilean Nuclear Energy Commission (CCHEN) has converted its La Reina and Lo Aguirre research reactors, which produce radioactive materials for medical and other applications, to use low-enriched uranium instead, which cannot be made into a nuclear weapon.<\/p>\n<p style=\"text-align: justify;\">\u201cThis is an example of how a small country can help with concrete actions to make this a safer world,\u201d said President Pi\u00f1era in his first official visit to the United States after taking office in March.<\/p>\n<p style=\"text-align: justify;\">Chile\u2019s gesture was praised at the Summit, which focused on how to better safeguard weapons-grade plutonium and uranium to prevent nuclear terrorism. President Obama invited over 40 nations to participate, representing a diverse set of regions and various levels of nuclear materials, energy, and expertise.<\/p>\n<p style=\"text-align: justify;\">Pi\u00f1era used the occasion to reaffirm that Chile, a close ally of the U.S., will continue to be an international advocate for nuclear security. And, in parallel to the Summit, Pi\u00f1era met with world leaders, including President Obama, to discuss reconstruction plans after the earthquake.<\/p>\n<p style=\"text-align: justify;\">\u201cWe do have global interests\u2026 we participated [in the Summit] from the point of view of our commitment to international security which is a collective endeavor and also a national objective,\u201d said Alfredo Labb\u00e9, Director of International and Human Security at the Ministry of Foreign Affairs.<\/p>\n<p style=\"text-align: justify;\">Chile is signatory of the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and is currently participating in the treaty review conference in New York which lasts through May 28. The treaty gives Chile the right to the peaceful use of nuclear materials for scientific, medical and mining applications amongst other uses.<\/p>\n<p style=\"text-align: justify;\">Therefore, strengthening the International Atomic Energy Agency (IAEA) and international conventions governing the use of nuclear materials is in Chile\u2019s and the world\u2019s best interests.<\/p>\n<p style=\"text-align: justify;\">Chile has not made a decision yet on nuclear energy, but the Zanelli commission, convened by the Bachelet government in 2007, continues to study its feasibility and the new government is \u201cseriously considering\u201d this option, said Labb\u00e9.<\/p>\n<p style=\"text-align: justify;\">February\u2019s massive earthquake has raised doubts about building a nuclear power plant in a seismic country, but Japan, which is also prone to earthquakes, has shown this is no obstacle.<\/p>\n<p style=\"text-align: justify;\">\u201cJapan is a highly seismic country but it has a number of reactors and plans to increase that number in the future\u2026.
