Pese a ello, muchos peque\u00f1os y medianos productores chilenos de alimentos siguen en una buena posici\u00f3n para crecer, tras haber capeado tanto el terremoto como la grave recesi\u00f3n del a\u00f1o pasado. Si bien las opciones a nivel local para la expansi\u00f3n ciertamente existen, las oportunidades de crecimiento m\u00e1s emocionantes est\u00e1n en otros mercados, espec\u00edficamente, en Estados Unidos, un enorme mercado com\u00fan con casi 310 millones de habitantes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con sus condiciones clim\u00e1ticas \u00fanicas y diversas, Chile tiene el potencial para ser un importante exportador de productos alimenticios. En la d\u00e9cada previa a la reciente crisis econ\u00f3mica, las mejoras en eficiencia y los acuerdos comerciales ayudaron a Chile a aumentar sus exportaciones agr\u00edcolas en un 149%. Un informe del Departamento de Agricultura de Estados Unidos del 2009 ubica a Chile como el d\u00e9cimo s\u00e9ptimo mayor exportador de alimentos del mundo con buenas posibilidades de ubicarse entre los 10 m\u00e1s importantes en el mediano plazo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Aunque Chile puede ser peque\u00f1o, compite en las ligas mayores cuando se trata de exportaciones de frutas, pescados y vinos. Seg\u00fan el informe del Departamento de Agricultura estadounidense, el pa\u00eds ocupa el primer lugar entre los exportadores del Hemisferio Sur en productos como manzanas, duraznos, nectarines, ar\u00e1ndanos, pasas, nueces, ciruelas secas y almendras; adem\u00e1s es el principal exportador mundial de ciruelas; el segundo mayor exportador en el mundo de kiwis y salm\u00f3n; y el quinto a nivel mundial en exportaciones de vino.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, Chile podr\u00eda aumentar su competitividad en el mercado m\u00e1s sofisticado de productos alimenticios procesados y de valor agregado, allanando el camino para que los exportadores chilenos obtengan mejores rendimientos. Por ejemplo, las exportaciones a granel de miel chilena alcanzan un valor de US$2 por kilo en Estados Unidos, mientras que la misma miel se aval\u00faa en hasta US$40 cuando los barriles de miel se dividen en envases de hasta 250 gramos etiquetados de manera atractiva.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La implementaci\u00f3n del Tratado de Libre Comercio entre Chile y Estados Unidos en 2004 redujo de manera dr\u00e1stica las barreras a los productos chilenos que ingresan al mercado estadounidense. Como resultado de ello, entre el 2003 y el 2007 el valor de las exportaciones no relacionadas con el cobre se dispar\u00f3 casi un 90%, antes de retroceder durante la recesi\u00f3n del 2009. La mayor parte del crecimiento previo a la crisis fue encabezada por grandes exportadores, que cuentan con los recursos internos necesarios para investigar y responder a las oportunidades de mercado en Estados Unidos. Pero ello ha sido m\u00e1s complicado para productores m\u00e1s peque\u00f1os de alimentos que enfrentan importantes obst\u00e1culos tales como requisitos de procedimiento, regulaci\u00f3n e impuestos, adem\u00e1s de los cambiantes h\u00e1bitos de consumo en Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Estos desaf\u00edos puede superarse \u2013despu\u00e9s de todo, Estados Unidos por lo general se ubica en o cerca del primer lugar en los rankings de competitividad mundial-, pero sin un entendimiento profundo de los temas pr\u00e1cticos involucrados, muchas peque\u00f1as y medianas empresas chilenas se encuentran en una desventaja. No obstante, con un conocimiento oportuno y una gu\u00eda espec\u00edfica sobre temas clave, estas empresas podr\u00edan lograr un crecimiento sustancial en el largo plazo al recurrir al poder adquisitivo sin parang\u00f3n del mercado estadounidense de consumo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Respaldo del Gobierno Impulsando la Competitividad<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En la mayor\u00eda de los pa\u00edses, incluido Chile, los gobiernos subsidian los servicios de desarrollo de negocios y entregan el respaldo financiero para promover las exportaciones, crear empleos y mejorar la competitividad entre las peque\u00f1as y medianas empresas. Si bien estas intervenciones a menudo son cuestionadas sobre una base filos\u00f3fica, (usualmente) se justifican no s\u00f3lo sobre la base de mejorar la distribuci\u00f3n del ingreso, sino tambi\u00e9n sobre una teor\u00eda econ\u00f3mica establecida: las peque\u00f1as empresas enfrentan desventajas en las econom\u00edas de escala, junto con la falta de informaci\u00f3n sobre consumidores, otros proveedores, m\u00e9todos de producci\u00f3n y nueva tecnolog\u00eda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un reciente estudio del economista del Banco Mundial Hong Tan muestra que los programas de Gobierno, como el programa InnovaChile de la Corporaci\u00f3n de Fomento de la Producci\u00f3n (CORFO) de Chile, est\u00e1n relacionados de manera causal con las mejoras en un rango de resultados intermedios (capacitaci\u00f3n, adopci\u00f3n de nueva tecnolog\u00eda y pr\u00e1cticas organizacionales), adem\u00e1s de avances positivos en ventas, productividad laboral, salarios y en un menor grado, empleo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con estos beneficios en mente, AmCham se enorgullece de anunciar el lanzamiento de un nuevo programa de US$230.000 financiado por InnovaChile de CORFO y que cuenta con la participaci\u00f3n de la firma de consultor\u00eda con sede en Washington Allen F. Johnson &amp; Associates. El programa est\u00e1 dise\u00f1ado para empoderar a los peque\u00f1os y medianos productores chilenos de alimentos para exportar nuevos productos de valor agregado a mercados de nicho al interior de la industria alimenticia minorista de Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta meta se cumplir\u00e1 en dos fases principales. La primera, a trav\u00e9s de un estudio en profundidad para identificar mercados de nicho alimenticios en Estados Unidos y hacerlos coincidir con las necesidades y capacidades de la industria chilena, y luego a trav\u00e9s de una serie de actividades de capacitaci\u00f3n y educaci\u00f3n que entregar\u00e1n a los productores de alimentos participantes el conocimiento, las t\u00e9cnicas de administraci\u00f3n, estrategias de marketing y apalancamiento que necesitan para expandirse al mercado estadounidense.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChile tiene un enorme potencial en t\u00e9rminos de calidad y capacidad de producci\u00f3n, innovaci\u00f3n y emprendimiento. Nuestro objetivo es ayudar a las empresas a vincular su potencial con oportunidades en Estados Unidos\u201d, sostuvo Eduardo Santos, ex agregado agr\u00edcola de Chile en Washington y director de mercados sudamericanos de Allen F. Johnson.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Durante la primera fase, lanzada en marzo, AmCham coordinar\u00e1 tres talleres. El primero ayudar\u00e1 a seleccionar las l\u00edneas de productos de mayor inter\u00e9s para los exportadores chilenos; el segundo identificar\u00e1 las innovaciones y transferencias de conocimiento necesarias para que estos productos se exporten de manera exitosa; y el tercero ayudar\u00e1 a dise\u00f1ar los mecanismos de capacitaci\u00f3n para que estas transferencias se produzcan.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La Fase II del programa incluye seminarios y programas de capacitaci\u00f3n basados en las conclusiones alcanzadas en la primera etapa. Estos eventos estar\u00e1n dirigidos a la administraci\u00f3n de los productores de alimentos participantes y proporcionar\u00e1n una gu\u00eda valiosa, detallada e integral para estrategias innovadoras de exportaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Como un \u00faltimo paso, AmCham pretende coordinar la creaci\u00f3n de una base de datos que sirva como una plataforma actual de exportaci\u00f3n para los productores de alimentos involucrados.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Programa de Promoci\u00f3n de las Exportaciones de AmCham<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El programa de empoderamiento de exportaciones de AmCham tiene el potencial para ayudar a los peque\u00f1os y medianos productores de alimentos de Chile a convertirse en importantes exportadores. Nonetheless, many small and mid-size Chilean food producers remain well-positioned for growth, having weathered both the earthquake and last year\u2019s deep recession. While domestic options for expansion certainly exist, the most exciting growth opportunities are in other markets \u2013 specifically, in the United States, a huge common market of nearly 310 million inhabitants.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">With its unique and diverse climatic conditions, Chile has the potential to be a major exporter of food products. In the decade previous to the recent economic crisis, efficiency improvements and trade agreements helped Chile increase agricultural exports by 149%. A 2009 USDA report ranks Chile as the 17th biggest food exporter in the world with a good chance of breaking into the top 10 in the medium term.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Chile may be small but it punches above its weight in exports of fruit, fish and wine. According to the USDA report, it is ranked as the top Southern Hemisphere exporter of apples, peaches, nectarines, blueberries, raisins, nuts, prunes, and almonds, the top world exporter of plums, the second world exporter of kiwis and salmon, and fifth in the world in wine exports.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">But Chile could increase its competitiveness in the more sophisticated market of processed, value-added food products, paving the way to better returns for Chilean exporters. For instance, bulk exports of Chilean honey are worth US$2 per kilo in the U.S., whereas the same honey is worth up to US$40 when the honey barrels are divided up into 250-gram, attractively-labeled packages.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">The implementation of the Chile-U.S. Free Trade Agreement in 2004 drastically lowered barriers for Chilean products entering the U.S. market. As a result, between 2003 and 2007 the value of non-copper exports surged nearly 90%, before slipping back during the 2009 recession. Most of the pre-crisis growth was led by large exporters, which possessed the internal resources necessary to research and respond to market opportunities in the United States. But it has been more complicated for smaller food product producers that face major hurdles such as procedural, regulatory and tax requirements, together with changing consumption habits in the U.S.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">These challenges can be overcome &#8211; after all, the United States generally scores at or near the top of worldwide competitiveness rankings &#8211; but without a deep understanding of the practical issues involved, many small and mid-size Chilean companies find themselves at a disadvantage. However, with timely knowledge and specific guidance on key issues, these companies could achieve substantial long-term growth by tapping the unparalleled buying power of the U.S. consumer market.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Government Support Boosts Competitiveness<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">In most countries, including Chile, governments subsidize business development services and provide financial support to promote exports, create jobs and improve competitiveness among small and medium enterprises. While these interventions are often challenged on philosophical grounds, they are (usually) justified not only on the grounds of enhancing income distribution, but also on mainstream economic theory: small businesses face diseconomies of scale, along with lack of information about consumers, other suppliers, production methods and new technology.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A recent study by World Bank economist Hong Tan shows that government programs, like the InnovaChile program of the Chilean Economic Development Agency (CORFO), are causally related to improvements in a range of intermediate outcomes (training, adoption of new technology and organizational practices), as well as positive gains in sales, labor productivity, wages and to a lesser extent, employment.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">With these benefits in mind, AmCham is proud to announce the launch of a new US$230,000 program funded by CORFO\u2019s InnovaChile and with the participation of Washington-based trade consulting firm Allen F. Johnson &amp; Associates. The program is designed to empower small and mid-size Chilean food producers to export new value-added products into niche markets within the United States retail food industry.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">This goal will be accomplished in two main stages: first, through an in-depth study to identify niche food markets in the U.S. and match them to Chilean industry needs and capabilities, and then through a series of training and educational activities which will provide participating food producers with the knowledge, management techniques, marketing strategies and leverage they need to expand into the U.S. market.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cChile has a huge potential in terms of quality and capability of production, innovation and entrepreneurship. Our aim is to help companies link this potential with opportunities in the United States,\u201d said Eduardo Santos, a former Chilean Agricultural Attach\u00e9 in Washington and director of South American markets at Allen F. Johnson.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">During the first phase, launched in March, AmCham will coordinate three workshops. The first will help to select the product lines of greatest interest to Chilean exporters; the second will identify the innovations and knowledge transfers needed for these products to be successfully exported; and the third will help design the training mechanisms for these transfers to occur.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Phase II of the program includes seminars and training programs based on the conclusions reached in the first stage. These events will be directed at the management of participating food producers, and will provide a valuable, detailed, and comprehensive roadmap for innovative export strategies.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">As a final step, AmCham intends to coordinate the creation of a database to serve as an ongoing export platform for the food producers involved.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>BOX: AmCham\u2019s Export Promotion Program<\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">AmCham\u2019s export empowerment program has the potential to help small and mid-size Chilean food producers grow into major exporters.
