A las 3:34 a.m. del s\u00e1bado 27 de febrero, la zona centro sur de Chile fue remecida por un terremoto de 8,8 grados de magnitud, el quinto sismo m\u00e1s poderoso de la historia. El movimiento tel\u00farico fue seguido por un devastador maremoto. Si bien el n\u00famero de fallecidos fue menor al que se temi\u00f3 en un principio, m\u00e1s de 400 personas perdieron la vida, 200.000 hogares quedaron en el suelo y miles de millones de d\u00f3lares en infraestructura se perdieron. El eje de la tierra se movi\u00f3 y los d\u00edas ahora son segundos m\u00e1s cortos en todo el planeta.<\/P>

Apenas 12 d\u00edas despu\u00e9s, el 11 de marzo a la hora precisa especificada por la Constituci\u00f3n, y pese a las fuertes r\u00e9plicas y a una advertencia de tsunami en la ciudad portuaria de Valpara\u00edso donde se realizaba la ceremonia de cambio de mando, Sebasti\u00e1n Pi\u00f1era fue investido como el presidente n\u00famero 48 de Chile y el primer mandatario de centro derecha en m\u00e1s de 50 a\u00f1os.<\/P>

Un enorme desastre natural de proporciones catacl\u00edsmicas combinado con el cambio pol\u00edtico m\u00e1s significativo en dos d\u00e9cadas, ser\u00eda un desaf\u00edo para cualquier pa\u00eds. \u00bfC\u00f3mo respondi\u00f3 Chile?<\/P>

Si bien se cometieron errores, en general, el pa\u00eds manej\u00f3 estas situaciones notablemente bien. <\/P>
\n
En primer lugar, los c\u00f3digos de edificaci\u00f3n y construcci\u00f3n vigentes impidieron una mayor p\u00e9rdida de vidas y activos. El hecho de que s\u00f3lo un pu\u00f1ado de edificios haya sido marcado para demolici\u00f3n significa que Chile no s\u00f3lo ten\u00eda altos est\u00e1ndares de construcci\u00f3n, sino que tambi\u00e9n habla bien del sector privado -que construy\u00f3 los edificios y caminos seg\u00fan estas especificaciones- y del sector p\u00fablico, que fiscaliz\u00f3 su aplicaci\u00f3n.<\/P>

Los suministros de agua y electricidad volvieron a gran parte de la zona afectada dentro de un par de d\u00edas. El aeropuerto internacional, pese a tener un terminal da\u00f1ado, pudo reanudar sus operaciones poco tiempo despu\u00e9s y la conectividad vial norte-sur se restaur\u00f3 al cabo de una semana. <\/P>

El Gobierno a la larga llam\u00f3 a las Fuerzas Armadas (tras algunas dudas iniciales) y el sector privado trabaj\u00f3 para garantizar la seguridad y sustento de sus empleados y sus familias. El pa\u00eds demostr\u00f3 un alto nivel de solidaridad y las instituciones en general funcionaron como se supone que debieran hacerlo en un desastre de este tipo. Las personas y las empresas se metieron la mano al bolsillo para colaborar fuertemente en la telet\u00f3n Chile ayuda a Chile, que recaud\u00f3 cerca de US$ 100 millones para los esfuerzos de reconstrucci\u00f3n.<\/P>

Aunque quedan muchas lecciones que aprender y se necesitan mejoras en \u00e1reas como el sistema de alerta de maremoto, la respuesta de Chile al terremoto demuestra la fortaleza de su sistema pol\u00edtico y econ\u00f3mico adem\u00e1s del s\u00f3lido sentido de naci\u00f3n que abraza su pueblo.<\/P>

Se dice que se requieren circunstancias extraordinarias para demostrar un car\u00e1cter extraordinario. Chile claramente ha demostrado que es una naci\u00f3n extraordinaria.<\/P>
\n
Los d\u00edas que est\u00e1n por venir ser\u00e1n dif\u00edciles. Hay mucho trabajo por hacer, el que demorar\u00e1 meses e incluso a\u00f1os. Cuando las organizaciones de ayuda y la prensa internacional se hayan ido a casa, continuar\u00e1 la tarea de reconstruir Chile de una manera que lo deje en un mejor pie y m\u00e1s fuerte que antes. <\/P>

Nosotros en AmCham estamos seguros de que este trabajo no s\u00f3lo ayudar\u00e1 a quienes perdieron sus hogares y pertenencias, sino que tambi\u00e9n mejorar\u00e1 las vidas de todos los chilenos. At 3:34 am on Saturday, February 27, the central-southern area of Chile was rocked by an 8.8 magnitude earthquake, the fifth most powerful quake ever recorded. It was followed by a devastating tsunami. Although the death toll was lower than at first feared, over 400 lives were lost, 200,000 homes were leveled and billions of dollars worth of infrastructure was destroyed. The axis of the earth shifted and days are now shorter by seconds around the globe.<\/P>
\n
Just 12 days later, on March 11 at the precise time specified by the Constitution, and despite strong aftershocks and a tsunami warning in the port city of Valparaiso where the event was held, Sebasti\u00e1n Pinera was inaugurated as Chile\u2019s 48th president and its first center-right president in over 50 years.<\/P>
\n
A major natural disaster of cataclysmic proportions combined with the most significant political change in two decades would be a challenge for any country. How did Chile respond?<\/P>
\n
While mistakes were made, overall it handled these events remarkably well. <\/P>
\n
In the first instance, the building and construction codes that were in place prevented major loss of life and assets. The fact that only a handful of buildings have been earmarked for demolition means that not only did Chile have high construction standards, but it also speaks well of the private sector which built the buildings and roads to these specifications and of the public sector which regulated their application.<\/P>
\n
Power and water supplies returned to a large part of the affected area within a couple of days. The international airport, albeit with a damaged terminal, was able to resume operations soon after and north-south road connectivity was restored within a week. <\/P>
\n
The government eventually called out the armed forces (after some initial hesitation) and the private sector worked to ensure the safety and livelihoods of employees and their families. The country demonstrated a high level of solidarity and institutions generally worked as they are supposed to in such a disaster. Individuals and companies dug deep into their pockets for the telethon Chile helps Chile, which raised nearly US$100 million for the relief effort.<\/P>

While there are many lessons to be learned and improvements needed in areas like the tsunami warning system, Chile\u2019s quake response demonstrates the strength of its political and economic system as well as the strong sense of nationhood embraced by its people.<\/P>
\n
It is said that it takes extraordinary circumstances to demonstrate extraordinary character. Chile has clearly demonstrated it is an extraordinary nation.<\/P>
\n
The days ahead will be difficult ones. There is much work to be done that will take months and even years. When the international press and aid agencies have gone home, the task of rebuilding Chile in a way that leaves it better and stronger than before will remain. <\/P>
