\nEste a\u00f1o se conmemoran 200 a\u00f1os de la independencia de Chile de Espa\u00f1a y, tras haber atravesado un agitado 2009 casi sin un rasgu\u00f1o, el pa\u00eds tiene mucho que esperar en su Bicentenario.<\/p>\n
El a\u00f1o comenzar\u00e1 con las elecciones presidenciales a mediados de enero y la posibilidad, para cuando esta edici\u00f3n fue impresa, de que se elija por primera vez en m\u00e1s de 50 a\u00f1os y de manera democr\u00e1tica un gobierno de centro derecha. Muchos sienten que, tras cuatro gobiernos consecutivos de la coalici\u00f3n de centro izquierda Concertaci\u00f3n, un cambio consolidar\u00e1 la democracia de Chile. Pero la forma en que se celebran las elecciones \u2013de manera ordenada, seria, nunca con un indicio o sugerencia de manipulaci\u00f3n electoral\u2013 dice m\u00e1s de la fortaleza de la democracia en Chile que el resultado. A\u00fan si el p\u00e9ndulo pol\u00edtico cambia a la derecha, es probable que haya muy pocos cambios, lo que es un complemento para la econom\u00eda estable, el s\u00f3lido marco institucional y el compromiso con la democracia de Chile.<\/p>\n
El Gobierno de la presidenta Michelle Bachelet est\u00e1 a punto de terminar en forma muy positiva tras alcanzar una de sus metas clave en materia de pol\u00edtica exterior: el ingreso como miembro a la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OCDE). Chile fue invitado a unirse a la OCDE en diciembre y se convirti\u00f3 en su segundo miembro latinoamericano s\u00f3lo despu\u00e9s de M\u00e9xico. Dicho sea a su favor, Chile es el primero en unirse a la entidad los de cinco pa\u00edses incluidos Estonia, Eslovenia, Rusia e Israel que comenzaron las negociaciones de acceso en el 2007.<\/p>\n
Suponiendo que el acceso de Chile a la entidad es ratificado este a\u00f1o por el Congreso, este no s\u00f3lo permitir\u00e1 el intercambio de mejores pr\u00e1cticas con otros pa\u00edses, sino que tambi\u00e9n dar\u00e1 a la naci\u00f3n sudamericana una voz en la escena mundial y la oportunidad de dar forma a la pol\u00edtica OCDE, no s\u00f3lo seguirla.<\/p>\n
Chile trabaj\u00f3 duramente para ganar su lugar, aprobando leyes para cumplir con los est\u00e1ndares de la OCDE en materia de gobierno corporativo, transparencia e impuestos. Los est\u00e1ndares m\u00e1s altos tendr\u00e1n adem\u00e1s otros beneficios. Por ejemplo, una ley que hace que la informaci\u00f3n bancaria de los residentes est\u00e9 disponible para autoridades extranjeras en casos de sospecha de evasi\u00f3n tributaria -una condici\u00f3n clave para la incorporaci\u00f3n a la OCDE- permitir\u00e1 avances en un acuerdo de doble tributaci\u00f3n con Estados Unidos. Nuestro Reportaje Principal este mes, \u201cChile Se Une a la OECD\u201d, concluye que los beneficios de pertenecer a esta organizaci\u00f3n superan con creces los costos que implica.<\/p>\n
Sin embargo, la membres\u00eda no es gratuita. Con ella viene la responsabilidad de mejorar los est\u00e1ndares en \u00e1reas como los derechos de propiedad intelectual y el medio ambiente. Chile ya ha logrado avances en materia de medio ambiente: el Congreso aprob\u00f3 en noviembre la legislaci\u00f3n para crear un Ministerio de Medio Ambiente. <\/p>\n
Los deportistas de Chile tambi\u00e9n tendr\u00e1n la posibilidad de brillar en la escena mundial. La Copa del Mundo en Sud\u00e1frica se inicia en junio y la selecci\u00f3n de f\u00fatbol de Chile \u201cLa Roja\u201d pas\u00f3 de ser un dudoso candidato al inicio de las clasificatorias a una de sus nuevas promesas. A\u00fan si La Roja no pasa las primeras rondas, el s\u00f3lo hecho de calificar es suficiente raz\u00f3n para que los chilenos est\u00e9n orgullosos de los logros de su pa\u00eds. A\u00fan si La Roja regresa con las manos vac\u00edas de Sud\u00e1frica, el 2010 se est\u00e1 perfilando para ser el a\u00f1o de Chile. La econom\u00eda se est\u00e1 reactivando, el Banco Central de Chile prev\u00e9 que el crecimiento del PIB se sit\u00fae entre un 4,5% y un 5,5%, y un nuevo Gobierno asumir\u00e1 el mando de la naci\u00f3n en marzo con renovada energ\u00eda para continuar con el buen trabajo de las \u00faltimas dos d\u00e9cadas. \nThis year marks 200 years since Chile\u2019s independence from Spain and, having come through a tumultuous 2009 with barely a scratch, Chile has much to look forward to in its Bicentennial.<\/p>\n
The year began with elections in mid-January and, at the time this issue went to press, the possibility of the first democratically elected right-of-centre government in over 50 years. Many feel a change, after four consecutive governments of the center-left Concertaci\u00f3n coalition, will consolidate Chile\u2019s democracy. But the manner in which the elections are held \u2013 orderly, serious, with never a hint or suggestion of electoral tampering \u2013 says more about the strength of democracy in Chile than the outcome. Even if the political pendulum swings right, very little is likely to change, which is a complement to Chile\u2019s stable economy, strong institutional framework and commitment to democracy.<\/p>\n
The government of President Michelle Bachelet is set to finish on a high note after achieving one of its key foreign policy goals of membership in the Organization for Economic Co-operation and Development (OECD). Chile was invited to join the OECD in December and becomes only the second Latin American member after Mexico. To its great credit, Chile is the first to join of five countries including Estonia, Slovenia, Russia and Israel that began accessions negotiations in 2007.<\/p>\n
Presuming Chile\u2019s accession is ratified by Congress this year, it will not only allow the exchange of best practices with other countries but also give Chile a voice on the world stage and the opportunity to shape OECD policy, not just follow it.<\/p>\n
Chile worked hard to earn its place, passing legislation to comply with OECD standards on corporate governance, transparency and taxes. Higher standards will have other benefits as well. For example, a law to make the bank information of residents available to foreign authorities in cases of suspected tax evasion, a key condition to join the OECD, will allow progress on a double taxation agreement with the United States. But membership is not a free ride. It also comes with responsibility to improve standards in areas such as intellectual property rights and the environment. Chile has already made progress on the environment with Congress passing legislation in November to create an Environment Ministry. <\/p>\n
Chile\u2019s athletes will also have a chance to shine on the world stage this year. The football World Cup in South Africa kicks off in June, and Chile\u2019s team \u2018La Roja\u2019 has gone from a doubtful qualifier at the start of the contest, to one of its rising stars. Even if La Roja falters in the early rounds, simply qualifying is enough reason for Chileans to be proud of their country\u2019s achievements. Even if La Roja returns empty handed from South Africa, 2010 is shaping up to be Chile\u2019s year. The economy is back on track with the Central Bank expecting GDP growth of between 4.5% and 5.5%, and a new government will take over in March with renewed energy to carry on the good work of the last two decades.
