Ha sido embajador de Chile en Suecia, Italia y M\u00e9xico y ahora, tras un periodo como ministro de Defensa del pa\u00eds, comanda la Embajada de Chile en Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEste es un momento muy especial para estar en Washington con el cambio de Gobierno, pol\u00edticas y \u00e9nfasis\u201d, afirma el embajador Go\u00f1i, \u201cy tambi\u00e9n est\u00e1 la crisis econ\u00f3mica y financiera, lo que significa que tenemos que ser muy cuidadosos para que Chile no pierda presencia en el mercado estadounidense\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Claramente \u2013y como a muchos otros- el presidente Barack Obama lo encant\u00f3. El mandatario lo recibi\u00f3 de manera oficial en mayo. \u201cTiene un enorme carisma y es muy espont\u00e1neo; te hace sentir c\u00f3modo\u201d, se\u00f1ala el embajador Go\u00f1i.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfDe qu\u00e9 habl\u00f3 con el presidente Obama? \u00bfCu\u00e1nto sabe realmente sobre Chile?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Est\u00e1 muy bien informado y muy al tanto de los logros econ\u00f3micos de Chile. Tambi\u00e9n pude confirmar su enorme admiraci\u00f3n y estima por la presidenta Michelle Bachelet, con quien se reuni\u00f3 durante la Cumbre de las Am\u00e9ricas celebrada en abril en Trinidad y Tobago.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Su visita ac\u00e1 (el 23 de junio) es un gran honor para nosotros. Fue una invitaci\u00f3n especial que el presidente Obama le hizo durante sus conversaciones telef\u00f3nicas. Ella es uno de los primeros mandatarios mundiales en reunirse con \u00e9l y el segundo l\u00edder de Am\u00e9rica Latina en ser invitado a la Casa Blanca despu\u00e9s del presidente brasile\u00f1o, Lula.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hay una gran similitud entre sus preocupaciones, valores y prioridades, en especial en temas sociales. Ambos asignan una gran importancia al acceso de los menos privilegiados a la salud, al cuidado de los ni\u00f1os y la educaci\u00f3n en general; y ambos est\u00e1n comprometidos con el fortalecimiento de las organizaciones multilaterales, el trabajo por la paz y la defensa de los derechos humanos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfQu\u00e9 efecto cree que tendr\u00e1 el nuevo Gobierno de Estados Unidos en las relaciones en Am\u00e9rica? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>El Gobierno de Obama quiere establecer un nuevo tipo de relaci\u00f3n con el mundo en general y eso incluye a Am\u00e9rica Latina. El respaldo un\u00e1nime en la Organizaci\u00f3n de Estados Americanos (OEA) para levantar la resoluci\u00f3n de 1962 que exclu\u00eda a Cuba es s\u00f3lo un signo de su nuevo enfoque inclusivo. Implica una agenda hemisf\u00e9rica m\u00e1s amplia que incluye temas como medio ambiente y energ\u00eda, y pone m\u00e1s \u00e9nfasis en el fortalecimiento de la democracia, los derechos humanos y la autodeterminaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La designaci\u00f3n en la Organizaci\u00f3n de las Naciones Unidas del ex presidente Bill Clinton como su enviado especial para Hait\u00ed es una se\u00f1al del inter\u00e9s del presidente Obama en esta causa en la que Chile tambi\u00e9n est\u00e1 profundamente comprometido.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esencialmente, lo que tenemos es un nuevo comienzo y eso significa grandes oportunidades. El desaf\u00edo est\u00e1 en aprovecharlas. En Trinidad y Tobago, el presidente Obama propuso una alianza entre su pa\u00eds y el resto del hemisferio, pero tambi\u00e9n subray\u00f3 que esto exige que cada pa\u00eds desempe\u00f1e su rol.<STRONG> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfQu\u00e9 significa eso para Chile?<\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Est\u00e1 claro que nuestras relaciones seguir\u00e1n desarroll\u00e1ndose en el \u00e1mbito pol\u00edtico, econ\u00f3mico, comercial y cultural. Tambi\u00e9n esperamos fortalecer la colaboraci\u00f3n en \u00e1reas como ciencia y tecnolog\u00eda, y capital humano; en otras palabras, tenemos una agenda para el siglo XXI.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfQu\u00e9 pasa con el libre comercio? \u00bfCu\u00e1n comprometido est\u00e1 el presidente Obama con eso? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Ese es un tema delicado aqu\u00ed en Estados Unidos, pero el Gobierno est\u00e1 trabajando en la direcci\u00f3n correcta.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfC\u00f3mo ve el panorama para los propuestos tratados de libre comercio de Estados Unidos con Colombia y Panam\u00e1? \u00bfCu\u00e1l veremos primero? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Mi sensaci\u00f3n es que Panam\u00e1 se aprobar\u00e1 primero, aunque Colombia es m\u00e1s importante. Depende del Congreso, pero el Gobierno est\u00e1 trabajando en eso, aunque \u2013por cierto- se aproxima el receso estival. Chile continuar\u00e1 respaldando la aprobaci\u00f3n de estos acuerdos. Mostrando cu\u00e1n exitoso ha sido el TLC entre Chile y Estados Unidos es una manera en la que podemos contribuir a su aprobaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfCu\u00e1les son sus objetivos pare este a\u00f1o? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Promover los productos chilenos es siempre importante, pero a\u00fan m\u00e1s durante una crisis econ\u00f3mica. Con ProChile, estamos analizando nuevos mercados nicho para nuestras exportaciones. En tiempos de crisis, los h\u00e1bitos de los consumidores cambian; por ejemplo, la gente sale menos a restaurantes, pero compra m\u00e1s comida congelada de manera que es una oportunidad para introducir productos que seguir\u00e1n comprando a\u00fan cuando la crisis haya terminado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Tambi\u00e9n estamos trabajando para consolidar el Plan Chile-California y para crear nuevas instituciones que faciliten la implementaci\u00f3n de programas para el desarrollo de capital humano, transferencia tecnol\u00f3gica, energ\u00eda renovable, etc\u00e9tera. Dado el tama\u00f1o de Estados Unidos, tambi\u00e9n quisi\u00e9ramos tener planes similares con otros estados. A\u00fan no puedo decir con cu\u00e1les, pero estamos hablando con varios.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfQu\u00e9 papel puede desempe\u00f1ar AmCham Chile? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Ha sido extremadamente importante en el crecimiento de la inversi\u00f3n y el comercio bilateral y, en particular, (ha servido) como un puente entre grupos empresariales de los dos pa\u00edses. Esa es la labor que deber\u00eda continuar haciendo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>En general, \u00bfc\u00f3mo ve la imagen de Chile en Estados Unidos? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>A nivel del ciudadano estadounidense promedio es superficial y esa es un \u00e1rea en la necesitamos trabajar con m\u00e1s fuerza, pero en los sectores donde Chile es conocido -entre pol\u00edticos, empresarios y acad\u00e9micos- es excelente. Nuestro desaf\u00edo ahora es \u2018vender\u2019 los bienes y servicios de Chile y sus atractivos tur\u00edsticos a un p\u00fablico m\u00e1s amplio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfCu\u00e1nto da\u00f1a la reputaci\u00f3n de Chile en Estados Unidos el estar en la Lista de Vigilancia Prioritaria sobre Propiedad Intelectual de la Oficina del Representante Comercial de Estados Unidos (USTR, por su sigla en ingl\u00e9s)? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Ese informe no refleja el esfuerzo que Chile ha hecho por mejorar la protecci\u00f3n de la propiedad intelectual. Es adem\u00e1s una decisi\u00f3n unilateral que no corresponde a los mecanismos establecidos en virtud del TLC entre Chile y Estados Unidos. Sin embargo, independientemente de esto, el Gobierno de Chile ha reiterado su compromiso para lograr continuas mejoras a la protecci\u00f3n de la propiedad intelectual. Pero quisiera ser muy claro en un punto: estar en la Lista de Vigilancia Prioritaria no ha tenido consecuencias negativas de ning\u00fan tipo para la inversi\u00f3n de Estados Unidos en Chile. Chile es un pa\u00eds serio y los inversionistas estadounidenses lo saben.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Ruth Bradley<\/STRONG> es editora general de <STRONG>bUSiness CHILE<\/STRONG> adem\u00e1s de corresponsal en Santiago de The Economist.<\/P><!--:--><!--:en--><br \/>\n<!--break--><br \/>\nJos\u00e9 Go\u00f1i is no stranger to the world of diplomacy. He has served as Chile\u2019s ambassador to Sweden, Italy and Mexico and now, after a spell as the country\u2019s defense minister, as its ambassador to the United States.<\/p>\n<p>\u201cThis is a very special time to be in Washington with the change of administration, policies and emphasis,\u201d says Ambassador Go\u00f1i, \u201cand there\u2019s also the economic and financial crisis which means we have to be very careful Chile doesn\u2019t lose presence in the U.S. market.\u201d <\/p>\n<p>Clearly &#8211; like so many others &#8211; he has been charmed by President Barack Obama by whom he was officially received in May. \u201cHe has enormous charisma and is very spontaneous; he makes you feel comfortable,\u201d reports Ambassador Go\u00f1i. <\/p>\n<p><b><I>What did you talk about with President Obama? How much does he really know about Chile?<\/b><\/I><\/p>\n<p>He\u2019s very well informed and aware of Chile\u2019s economic achievements. I could also confirm his enormous admiration and affection for President Michelle Bachelet whom he met during the Summit of the Americas in Trinidad and Tobago in April. <\/p>\n<p>Her visit here [June 23] is a great honor for us. It was a special invitation from President Obama made during their telephone conversations. She\u2019s one of the first world leaders to meet him and only the second Latin American president to be invited to the White House after Brazil\u2019s President Lula. <\/p>\n<p>There\u2019s a great similarity between their concerns, values and priorities, especially on social issues. They both attach great importance to the access of the less-privileged to healthcare, childcare and education in general and both are committed to strengthening multilateral organizations, working for peace and the defense of human rights.    <\/p>\n<p><b><I>What effect do you think the new U.S. administration will have on relations in the Americas?  <\/b><\/I><\/p>\n<p>The Obama administration wants to establish a new type of relation with the world in general and that includes Latin America. The unanimous support in the Organization of American States (OAS) for lifting the 1962 resolution that excluded Cuba is just one sign of this new inclusive approach. It means a broader hemispheric agenda that includes topics like the environment and energy, and places more emphasis on the strengthening of democracy, human rights and self-determination. <\/p>\n<p>The appointment by the United Nations of former President Bill Clinton as its special envoy to Haiti is also a sign of President Obama\u2019s interest in this cause to which Chile is also deeply committed. <\/p>\n<p>Essentially, what we have is a new beginning and that means great opportunities. The challenge is to take advantage of them. In Trinidad and Tobago, President Obama proposed a partnership between his country and the rest of the hemisphere but he has also underlined that this requires each country to play its part.<\/p>\n<p><b><I>What does that mean for Chile? <\/b><\/I>   <\/p>\n<p>It\u2019s clear that our relations will continue to develop politically, economically, commercially and culturally. We\u2019ll also be looking to strengthen collaboration in areas like science and technology and human capital &#8211; in other words, we have an agenda for the twenty-first century. <\/p>\n<p><b><I>What about free trade? How committed is President Obama to that? <\/b><\/I><\/p>\n<p>That\u2019s a sensitive subject here in the U.S. but the administration is working in the right direction. <\/p>\n<p><b><I>How do you see the outlook for the proposed U.S. free trade agreements with Colombia and Panama? Which will we see first? <\/b><\/I><\/p>\n<p>My feeling is that Panama will get through first, although Colombia is more important. It\u2019s up to Congress but the administration is working on that, although there is, of course, the summer recess coming up. Chile will continue to support approval of these agreements. Showing how successful the Chile-U.S. FTA has been is one way we can contribute to their approval.  <\/p>\n<p><b><I>What are your aims for this year? <\/b><\/I>  <\/p>\n<p>Promoting Chilean products is always important but even more so during an economic crisis. With ProChile, we\u2019re looking at new niche markets for our exports. In times of crisis, consumer habits change &#8211; for example, people go to restaurants less but buy more frozen meals so it\u2019s an opportunity to introduce products that they\u2019ll continue to buy even once the crisis is over. <\/p>\n<p>We\u2019re also working to consolidate the Chile-California Plan and to create new institutions to facilitate the implementation of programs for the development of human capital, technology transfer, renewable energy and so on. Given the size of the U.S., we would also like to have similar plans with other states. I can\u2019t say which yet, but we\u2019re talking to several. <\/p>\n<p><b><I>What role can AmCham Chile play? <\/b><\/I><\/p>\n<p>It\u2019s been extremely important in the growth of bilateral trade and investment and, particularly, as a bridge between business groups in the two countries. That is the job it should continue to do.   <\/p>\n<p><b><I>In general, how do you see Chile\u2019s image in the U.S.? <\/b><\/I> <\/p>\n<p>At the level of the average U.S. citizen it\u2019s sketchy and that\u2019s an area where we need to work harder, but in the sectors where Chile is known &#8211; among politicians, businesspeople and academics &#8211; it\u2019s excellent. Our challenge now is to \u2018sell\u2019 Chile\u2019s goods and services and its tourist attractions to a wider public.   <\/p>\n<p><b><I>How much does being on the USTR\u2019s Intellectual Property Priority Watch List damage Chile\u2019s reputation in the U.S.? <\/b><\/I> <\/p>\n<p>That report doesn\u2019t reflect the efforts that Chile has made in recent years to improve protection of intellectual property. It\u2019s also a unilateral decision that doesn\u2019t correspond to the mechanisms established under the Chile-U.S. FTA. However, independently of this, the Chilean government has reaffirmed its commitment to seeking ongoing improvements in IP protection. But I would like to be very clear on one point &#8211; being on the Priority Watch List hasn\u2019t had negative consequences of any kind for U.S. investment in Chile.
