Puede que la Corporaci\u00f3n de Fomento a la Producci\u00f3n (CORFO) de Chile este celebrando su aniversario n\u00famero 70 este a\u00f1o, pero su mirada est\u00e1 puesta en el futuro. Y, a juicio de Carlos \u00c1lvarez, el vicepresidente ejecutivo de la CORFO, la innovaci\u00f3n es una piedra angular de ese futuro. <\/p>\n

Si bien la promoci\u00f3n de la innovaci\u00f3n es s\u00f3lo una de las actividades de la CORFO, es un \u00e1rea a la que asigna particular importancia, se\u00f1al\u00f3 \u00c1lvarez en un desayuno de la AmCham celebrado el 13 de mayo. \u201cEsperamos generar un contexto, unas condiciones para que en Chile emerja una cantidad creciente y sustantiva de empresas de base tecnol\u00f3gica, empresas que entiendan que el elemento esencial de su negocio est\u00e1 en la innovaci\u00f3n\u201d, sostuvo. <\/p>\n

La innovaci\u00f3n es necesaria para ayudar a que Chile penetre nuevos mercados y nuevo canales de distribuci\u00f3n y aumente su competitividad, a\u00f1adi\u00f3. Pero crear una nueva empresa nunca es f\u00e1cil.<\/p>\n

Puede que no est\u00e9n los incentivos o puede que sea dif\u00edcil acceder a financiamiento durante las primeras etapas de desarrollo de una empresa, una etapa de alto riesgo en la que los bancos tienden a ser demasiado cautos. Ah\u00ed es donde la CORFO decidi\u00f3 intervenir, mediante la creaci\u00f3n de instrumentos y programas que aborden las dificultades que puedan surgir en las distintas etapas de desarrollo de una empresa, indic\u00f3 \u00c1lvarez.<\/p>\n

Su respaldo comienza a trav\u00e9s de incubadoras de empresas, de las cuales CORFO ha ayudado a crear 19 a lo largo de todo el pa\u00eds, en la que los emprendedores pueden nutrirse de ideas y recibir ayuda para evaluar su potencial. CORFO luego contribuye con Capital Semilla a trav\u00e9s de subsidios, los que van desde 6 hasta 40 millones de pesos, para el desarrollo de un plan de negocios y para los costos iniciales de puesta en marcha de una empresa. <\/p>\n

En una etapa posterior, a medida que las empresas comienzan a necesitar capital para crecer, la CORFO trabaja con el sector privado, lo que en esta fase, es una mejor opci\u00f3n que proveer subsidios, seg\u00fan \u00c1lvarez. El rol de la CORFO, explic\u00f3, consiste en organizar redes que re\u00fanan a los emprendedores con los denominados inversionistas \u201c\u00e1ngeles\u201d, que podr\u00edan estar interesados en respaldar sus proyectos.<\/p>\n

Y, en una apuesta por ayudar a las nuevas empresas que ya est\u00e1n mucho m\u00e1s avanzadas -pero que a\u00fan tienen dificultades para obtener cr\u00e9ditos bancarios o para acceder al mercado de capitales-, la CORFO ha intentado promover el desarrollo de una industria local de capital de riesgo. Esta es el \u00e1rea en la que CORFO ha estado involucrada durante m\u00e1s tiempo y en la que otorga cr\u00e9ditos y -m\u00e1s recientemente- capital disponible para fondos privados de capital de riesgo, se\u00f1al\u00f3 \u00c1lvarez <\/p>\n

Sin embargo, \u00c1lvarez tambi\u00e9n inst\u00f3 a los ejecutivos presentes en el desayuno a no pasar por alto las ideas innovadoras que se puedan estar gestando en sus propias empresas. Estas ideas son potencialmente lo que CORFO denomina \u2018spin-offs corporativos\u2019, explic\u00f3. <\/p>\n

\u201cLa iniciativa busca que las propias empresas identifiquen en su interior proyectos de alto potencial y apoyen el proceso de incubaci\u00f3n y de su desarrollo posterior\u201d, sostuvo. \u201cSi esos proyectos se traducen en nuevas empresas, ojal\u00e1 en esas nuevas empresas haya aporte de capital de la empresa originaria, pero -de no ser as\u00ed- tambi\u00e9n todos estos empresarios pueden acceder a la bater\u00eda de instrumentos\u201d de la CORFO. <\/p>\n

Chile\u2019s Economic Development Agency (CORFO) may be celebrating its 70th anniversary this year, but its eyes are very much on the future. And, according to Carlos \u00c1lvarez, CORFO\u2019s executive vice-president, innovation is a keystone of that future. <\/p>\n

Although the promotion of innovation is only one of CORFO\u2019s activities, it is an area to which it attaches particular importance, \u00c1lvarez told an AmCham breakfast on May 13. \u201cWe aim to establish conditions for the creation of a large and ever growing number of companies\u2026that understand innovation as an essential element of their business,\u201d he said. <\/p>\n

Innovation is needed to help Chile penetrate new markets and new distribution chains and to increase its competitiveness, he added. But creating a new company is never easy.<\/p>\n

The incentives may not be there or it may be difficult to obtain financing during a venture\u2019s early-stage development, the high-risk phase of which banks tend to be shy. That is where CORFO decided to step in, creating instruments and programs to address the difficulties that can arise at different stages of a company\u2019s development, said \u00c1lvarez.<\/p>\n

Its support starts through business incubators, of which CORFO has helped to create 19 around the country, where entrepreneurs can nurture their ideas and receive assistance in assessing their potential. CORFO then helps with seed capital in the form of subsidies, ranging from six to 40 million pesos, for the development of a business plan and a company\u2019s initial start-up costs. <\/p>\n

Further down the road, as companies begin to need growth capital, CORFO works with the private sector – at this stage, a better option than providing subsidies, according to \u00c1lvarez. CORFO\u2019s role here, he explained, consists in organizing networks to bring together entrepreneurs and so-called \u2018angel\u2019 investors who may be interested in backing their projects.<\/p>\n

And, in a bid to help new companies that are even further down the road – but still short of obtaining bank credit or accessing the equity market – it has sought to promote the development of a local venture capital industry. This is the area in which CORFO has been involved for longest, reported \u00c1lvarez, and it makes loans and, more recently, capital available to privately-administered venture capital funds. <\/p>\n

However, \u00c1lvarez also called on the executives present at the breakfast not to overlook innovate ideas that may be lurking within their own companies. These ideas are potentially what CORFO terms \u2018corporate spin-offs\u2019, he explained. <\/p>\n

\u201cThe idea is that companies seek out innovative projects that exist internally and support their incubation and development,\u201d he said. \u201cIf those projects become new companies, ideally the original company will contribute capital but, if not, their founders can access all our battery of instruments.\u201d <\/p>\n
