{"id":4097,"date":"2009-05-01T01:00:00","date_gmt":"2009-05-01T01:00:00","guid":{"rendered":""},"modified":"2015-01-26T14:46:42","modified_gmt":"2015-01-26T14:46:42","slug":"el-golpe-de-la-tormenta-perfecta","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/el-golpe-de-la-tormenta-perfecta\/","title":{"rendered":"<!--:es-->El Golpe de la Tormenta Perfecta<!--:--><!--:en-->Salmon Farmers: Hit by a Perfect Storm<!--:-->"},"content":{"rendered":"<p><!--:es--><!--break--><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La mayor\u00eda de los sectores industriales en Chile est\u00e1n experimentando problemas en este momento, pero pocos se est\u00e1n viendo tan afectados como la industria salmonera. Desde julio de 2007, cuando se confirm\u00f3 el primer caso de anemia infecciosa del salm\u00f3n (conocida por su sigla en ingl\u00e9s ISA) en un vivero en la isla de Chilo\u00e9, el sector ha estado de rodillas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El virus ha matado a millones de salmones y forzado a una limpieza masiva de las jaulas de los peces en el sur del pa\u00eds. La asociaci\u00f3n del sector SalmonChile se\u00f1ala que espera que la producci\u00f3n se contraiga este a\u00f1o en un 40% y que caiga nuevamente en 2010.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El brote del virus ISA ha llamado la atenci\u00f3n sobre la industria y generado amplios temores sobre sus est\u00e1ndares tanto sanitarios como ambientales. En particular, los ecologistas han cuestionado la fuerte dependencia que tiene el sector de los antibi\u00f3ticos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Despu\u00e9s de ello, este verano, el sector se vio afectado adem\u00e1s por un caso particularmente dif\u00edcil del fen\u00f3meno natural conocido como \u201cmarea roja\u201d. Debido a los brotes de algas rojas en las v\u00edas fluviales cerca de Chilo\u00e9 y Puerto Montt, miles de salmones fueron asfixiados.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, teniendo que batallar tambi\u00e9n con la crisis financiera mundial, resulta poco sorprendente que los bancos hayan comenzado a revisar nerviosamente los cr\u00e9ditos otorgados a la altamente apalancados industria chilena del salm\u00f3n. Esto significa que ahora tambi\u00e9n est\u00e1 enfrascada en fuertes negociaciones para reestructurar sus obligaciones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En resumen, todo lo que pod\u00eda haber salido mal, sali\u00f3 mal. La industria chilena del salm\u00f3n, que hasta hace poco era considerada como un modelo de \u00e9xito del sector privado, fue golpeado por la tormenta perfecta.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Crecimiento Vertiginoso<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El salm\u00f3n atl\u00e1ntico es tan com\u00fan en Chile que es f\u00e1cil de olvidar que, como su nombre lo indica, no es una especie nativa. S\u00f3lo se introdujo en cantidades significativas a comienzos de la d\u00e9cada de los 80.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Desde entonces, la industria ha crecido a una velocidad vertiginosa. Durante la \u00faltima d\u00e9cada, la producci\u00f3n de salm\u00f3n y trucha se ha triplicado con creces y en 2008 gener\u00f3 ventas cercanas a los US$ 2.400 millones, con lo que se convirti\u00f3 en el cuarto mayor sector de exportaci\u00f3n del pa\u00eds, despu\u00e9s de la miner\u00eda, la industria forestal y el cultivo de frutas. Hoy en d\u00eda, Chile es el segundo mayor exportador de salm\u00f3n del mundo despu\u00e9s de Noruega<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, tras a\u00f1os de expansi\u00f3n, la burbuja de la industria ahora explot\u00f3 y la principal raz\u00f3n de ello puede resumirse en tres letras: ISA.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un virus contagioso que causa anemia severa en los peces, pero que no afecta a los seres humanos, el ISA ha sido durante a\u00f1os un dolor de cabeza para los productores de salm\u00f3n del hemisferio norte. Hasta mediados de 2007, Chile estaba misericordiosamente libre de \u00e9l, pero una vez que lleg\u00f3 se propag\u00f3 como el fuego.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La cepa chilena del virus ISA es diferente de aquellas que se han encontrado en otras partes del mundo, y por lo tanto, no muestra respuesta a las mismas vacunas. Nadie sabe c\u00f3mo el ISA lleg\u00f3 a Chile, pero se sospecha que se import\u00f3 de manera inadvertida en huevos de salm\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cerca de un 20% de los huevos de salm\u00f3n son importados y se les hace un seguimiento para detectar enfermedades, pero en este caso algo aparentemente sali\u00f3 mal. \u201cHubo una falla en los controles\u201d, se\u00f1ala Luis Pichott, gerente de recursos marinos de Fundaci\u00f3n Chile, instituci\u00f3n sin fines de lucro para la innovaci\u00f3n y el desarrollo tecnol\u00f3gico.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pichott describe a una industria que para su desgracia estaba creciendo demasiado r\u00e1pido e importando m\u00e1s huevos de los que pod\u00edan examinarse de manera adecuada. \u201cLos controles son como los anticonceptivos. Funcionan un 99% de las veces, pero en el 1% de los casos fallan y, cuando lo hacen, las consecuencias son graves\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Controlando el Brote<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A medida que el ISA se propag\u00f3, millones de peces fueron recogidos antes como una forma de asegurar que no contrajeran el virus y las jaulas de los peces se dejaron sin cultivar por meses para limpiarlas. Adem\u00e1s los rizomas se trasladaron desde sitios infectados y se colocaron en agua limpia para asegurar que no contuvieran el virus.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Producto de lo anterior, las exportaciones de salm\u00f3n y trucha el a\u00f1o pasado fueron muy altas y alcanzaron las 445.000 toneladas, un incremento del 12% frente al 2007. Pero, puesto que el ciclo de producci\u00f3n del salm\u00f3n es de dos a\u00f1os, habr\u00e1 muchos menos peces que recoger este a\u00f1o y \u2013a\u00fan menos- el pr\u00f3ximo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cSabemos que estamos enfrentando un per\u00edodo de dificultad que se prolongar\u00e1 durante el 2009 y el 2010\u201d, afirma Rodrigo Infante, gerente general de SalmonChile. \u201cPero creemos que para el 2011, la producci\u00f3n debiera comenzar a repuntar de nuevo\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La buena noticia es que una vacuna podr\u00eda estar a la vuelta de la esquina. Tres empresas han estado trabajando en una vacuna contra la cepa chilena del ISA y el mes pasado una de ellas -Centrovet- recibi\u00f3 una aprobaci\u00f3n provisoria para comenzar a producir su versi\u00f3n comercialmente. Ese proceso comenzar\u00e1 dentro de pocas semanas y Centrovet espera introducir 60 millones de dosis para fines de a\u00f1o. Pero ello no representa en ning\u00fan caso la soluci\u00f3n definitiva para el problema del ISA.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En primer lugar, no hay ninguna garant\u00eda en cuanto a que la vacuna funcionar\u00e1. Y, en segundo lugar, a\u00fan si funciona, el virus posiblemente mutar\u00e1, lo que significa que se necesitar\u00e1 otra vacuna.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s, vacunar a varios millones de salmones no es una tarea f\u00e1cil. Cada pez tiene que ser inyectado de manera individual, un proceso trabajoso y delicado, que -si no se maneja correctamente- puede causar m\u00e1s problemas que los que puede resolver.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cLos peces se estresan mucho si los sacas del agua y los manipulas\u201d, se\u00f1ala Jorge Cassigoli, gerente general de Vaki Chile, empresa que provee equipamiento de alta tecnolog\u00eda para la industria del salm\u00f3n. Eso es un problema, porque los peces estresados son m\u00e1s vulnerables a las enfermedades, destaca.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Rodrigo Infante concuerda en que no existe \u201cla panacea\u201d para el ISA. \u201cLa vacunaci\u00f3n es estresante para el pez, pero es como vacunar a tus hijos\u201d, se\u00f1ala. \u201cNo quieres hacerlo, pero sabes que los beneficios superan a los costos\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, dado que una vacuna provee s\u00f3lo una soluci\u00f3n parcial, SalmonChile est\u00e1 supervisando una reforma m\u00e1s amplia a las regulaciones sanitarias del sector para garantizar que dichas crisis puedan evitarse a futuro. Un punto clave de esa reforma es la divisi\u00f3n de la zona de producci\u00f3n de salm\u00f3n en \u201cvecindarios\u201d. Estos vecindarios -hay 55 de ellos- se han elaborado usando datos oceanogr\u00e1ficos sobre las fluctuaciones de las mareas. La idea es que si hay un brote de enfermedades en un vecindario no se propague a otro. El plan de vecindarios es parte de las recomendaciones de un equipo de trabajo especial para el sector salmonero, el que fue formado por el Gobierno en agosto pasado. El grupo emiti\u00f3 un informe en marzo que tambi\u00e9n recomendaba la prohibici\u00f3n de usar antibi\u00f3ticos en ciertos casos, la aplicaci\u00f3n de l\u00edmites a la densidad de los peces en las jaulas y m\u00e1s ayuda para los investigadores que est\u00e1n tratando de desarrollar vacunas. <SPAN style=\"FONT-SIZE: small\"><STRONG><\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Antibi\u00f3ticos<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Aparte del ISA, el otro gran tema ecol\u00f3gico y sanitario que enfrenta la industria del salm\u00f3n chileno es el uso de antibi\u00f3ticos. Los ambientalistas sostienen que al emplear estos poderosos f\u00e1rmacos, los acuicultores le est\u00e1n dando a bacterias potencialmente da\u00f1inas la posibilidad de crear inmunidad contra ellos y esto podr\u00eda tener graves consecuencias para la salud tanto de los seres humanos como de los peces.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Es dif\u00edcil encontrar cifras y las que hay son muy controvertidas, pero un estudio realizado por la Universidad Austral en el 2003 sugiere que Chile us\u00f3 134 toneladas de antibi\u00f3ticos en sus cultivos de salm\u00f3n en un solo a\u00f1o, 300 veces m\u00e1s que Noruega.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Alex Mu\u00f1oz, director ejecutivo del grupo internacional de conservaci\u00f3n marina denominado Oceana, califica de escandaloso el uso de antibi\u00f3ticos por parte del sector. \u201cDiferentes fuentes y estudios -informes no oficiales, pero muy confiables- muestran que Chile est\u00e1 empleando m\u00e1s de 200 toneladas este a\u00f1o, lo que coincide con el crecimiento que ha experimentado el sector desde el 2003\u201d, sostiene.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Mu\u00f1oz, el sector ha recurrido a los antibi\u00f3ticos debido a las precarias condiciones sanitarias y ambientales de los cultivos de salm\u00f3n en Chile y la debilidad de las regulaciones. \u201cEn Noruega necesitan muchos menos f\u00e1rmacos, porque ellos manejan su industria mejor, por ejemplo, mediante la limitaci\u00f3n de la densidad de peces en las jaulas y el establecimiento de mayores distancias entre los cultivos de peces\u201d, afirma.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Quejas similares aparecieron el a\u00f1o pasado en un art\u00edculo del New York Times, ahora tristemente c\u00e9lebre. El reportaje caus\u00f3 indignaci\u00f3n en Chile y el peri\u00f3dico a la larga admiti\u00f3 que algunas de sus conclusiones eran infundadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, por la raz\u00f3n que sea, las ventas de salm\u00f3n de Chile a Estados Unidos, que corresponden a cerca de un cuarto de sus exportaciones totales, se han contra\u00eddo. El a\u00f1o pasado, fue el \u00fanico mercado que se contrajo, con una ca\u00edda del 5,4%, mientras que las exportaciones a Asia y Am\u00e9rica Latina experimentaron un crecimiento de dos d\u00edgitos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En su defensa, la industria de salm\u00f3n de Chile afirma que tiene que usar m\u00e1s antibi\u00f3ticos que otros pa\u00edses, porque enfrenta enfermedades que no se encuentran en otras partes. La principal entre ellas es el S\u00edndrome Rickettsial del Salm\u00f3n (SRS), una enfermedad bacteriana que casi no existe en Noruega, pero que ha da\u00f1ado gravemente a la industria chilena del salm\u00f3n desde su primera aparici\u00f3n en 1989, pues corresponde a casi un cuarto de todas las muertes de peces de los viveros.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No hay una vacuna efectiva contra el SRS, aunque se han probado varias. Como resultado, los productores de salm\u00f3n han recurrido a los antibi\u00f3ticos para mantenerlo a raya. \u201cQuienquiera que encuentre una vacuna para el SRS ser\u00e1 muy rico\u201d, prev\u00e9 Infante, quien argumenta que en su ausencia el uso de antibi\u00f3ticos es un mal necesario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEs una herramienta de \u00faltimo recurso\u201d, afirma. \u201cPero si uno tiene esa herramienta y los peces est\u00e1n enfermos ser\u00eda absurdo no emplearla\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Infante destaca adem\u00e1s que los productores de salm\u00f3n de Chile est\u00e1n obligados a seguir estrictos \u2018per\u00edodos de carencia\u2019 para sus peces. Esto significa que tienen que abstenerse de usar antibi\u00f3ticos en las \u00faltimas semanas de vida de un pez para asegurar que, para cuando el salm\u00f3n termine en su plato, est\u00e9 libre de antibi\u00f3ticos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Efectos Econ\u00f3micos<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s de causar estragos en la poblaci\u00f3n de salm\u00f3n atl\u00e1ntico de los viveros de Chile, la crisis tambi\u00e9n est\u00e1 teniendo un costo a nivel humano y ha amenazado el sustento de miles de trabajadores en el sur de Chile. En la Regi\u00f3n de Los Lagos, la industria de salm\u00f3n y trucha corresponde a m\u00e1s del 23% de la producci\u00f3n econ\u00f3mica y a casi un 16% del empleo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Varios miles de trabajadores ya han sido despedidos y nuevas reducciones de personal son inevitables. Y no s\u00f3lo en los criaderos se est\u00e1 haciendo sentir la crisis.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">M\u00e1s de 1.000 empresas de servicios operan en el \u00e1rea de Puerto Montt, las que entregan productos como harina de pescado y redes. A medida que la crisis se desarrolla, ellas tambi\u00e9n est\u00e1n sintiendo la presi\u00f3n y ven afectadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El mes pasado, SalmonChile anunci\u00f3 que iba a abrir una red de oficinas en Puerto Montt, Chilo\u00e9 y Ays\u00e9n para ayudar a los trabajadores desempleados a volver a capacitarse y encontrar nuevos trabajos. Eso no ser\u00e1 sencillo en estas \u00e1reas mayoritariamente rurales que no cuentan con muchas industrias alternativas y la ira est\u00e1 creciendo: a comienzos de mayo, hubo un grave incendio intencional en las oficinas de SalmonChile en Puerto Montt.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A medida que la crisis financiera se desarrolla, las empresas productoras de salm\u00f3n tambi\u00e9n enfrentan dificultades para acceder a cr\u00e9ditos y pagar su deuda pendiente, la que se estima en torno a los US$ 1.600 millones para la totalidad de la industria. La mayor parte de ese monto se adeuda a cinco bancos: Banco de Chile, BCI, BBVA, Santander y Corpbanca, los que est\u00e1n tratando de negociar acuerdos de reestructuraci\u00f3n con los productores.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Gobierno est\u00e1 ayudando a la industria en t\u00e9rminos financieros. En noviembre, inyect\u00f3 US$ 130 millones a la Corporaci\u00f3n de Desarrollo y Fomento de la Producci\u00f3n (CORFO), espec\u00edficamente para garantizar cr\u00e9ditos para las empresas productoras de salm\u00f3n, que han desembolsado millones de d\u00f3lares no previstos para hacer frente al brote de ISA.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, en el caso de los bancos, no hay una soluci\u00f3n est\u00e1ndar: cada banco est\u00e1 negociando por separado con cada productora de salm\u00f3n. La expectativa apunta a que la mayor\u00eda de las empresas, si no todas, habr\u00e1n llegado a acuerdo con sus bancos para fines de junio.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En SalmonChile, Rodrigo Infante reconoce que la recuperaci\u00f3n ser\u00e1 gradual y que demorar\u00e1 varios a\u00f1os, pero afirma que conf\u00eda en que esta industria relativamente joven repuntar\u00e1 de la mayor crisis que haya enfrentado. Pero la buena noticia, es que, m\u00e1s all\u00e1 del dolor actual, la crisis podr\u00eda terminar siendo una oportunidad para repuntar en una forma en la que ser\u00e1 m\u00e1s sustentable en el largo plazo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Gideon Long<\/STRONG> se desempe\u00f1a como periodista freelance en Santiago. Adem\u00e1s trabaja para la BBC.<\/P><!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<b><I>Grappling with a deadly virus, Chile\u2019s salmon farmers were already in trouble before the global financial crisis. <b>bUsiness CHILE<\/b> looks at what the industry is doing to get back on its feet and how long it will take. <\/b><\/I><\/p>\n<p>Most industrial sectors in Chile are suffering at the moment, but few are hurting more than the salmon industry. Since July 2007, when the first case of infectious salmon anemia (ISA) was confirmed on a fish farm on the island of Chilo\u00e9, the industry has been on its knees.<\/p>\n<p>The virus has killed millions of salmon and forced a massive cleanout of fish pens in the south of the country. The industry association, SalmonChile, says it expects production to slump by 40% this year, and fall again in 2010. <\/p>\n<p>The ISA outbreak has also shone a harsh spotlight on the industry and raised wider concerns about its sanitary and environmental standards. In particular, ecologists have questioned the industry\u2019s heavy reliance on antibiotics.<\/p>\n<p>Then, this summer, came a particularly bad case of the naturally-occurring phenomenon known as \u2018red tide\u2019. As the red algae bloomed in the waterways around Chilo\u00e9 and Puerto Montt, thousands more salmon were suffocated.<\/p>\n<p>And, with the global financial crisis to contend with as well, it is little wonder that banks have begun to nervously review their lending to the highly-leveraged salmon industry. This means that it is now also grappling with tough negotiations to restructure its liabilities.   <\/p>\n<p>In short, everything that could have gone wrong has. The Chilean salmon industry, until recently regarded as a model of private-sector success, has been hit by a perfect storm. <\/p>\n<p><font size= \u201c2\u201d> <b>Dizzying growth<\/b><\/font><\/p>\n<p>Atlantic salmon are so prevalent in Chile that it is easy to forget that, as their name suggests, they are not native. They were only introduced in significant numbers in the early 1980s. <\/p>\n<p>Since then, the industry has grown at dizzying speed. Over the past decade, production of salmon and trout has more than tripled, generating sales of almost US$ 2.4 billion in 2008 and making it the country\u2019s fourth biggest export sector after mining, forestry and fruit farming. Today, Chile is the world\u2019s second biggest salmon exporter behind Norway. <\/p>\n<p>But after years of expansion, the industry\u2019s bubble has now burst, and the main reason can be summed up in three letters: ISA.<\/p>\n<p>A contagious virus that causes severe anemia in fish but does not affect humans, ISA has been a headache for salmon producers in the northern hemisphere for years. Until mid-2007, Chile was mercifully free of it but, once it arrived, it spread like wildfire.<\/p>\n<p>The Chilean strain of ISA is different from those found elsewhere and, as such, does not respond to the same vaccines. No-one knows how ISA came to Chile but the suspicion is that it was inadvertently imported in salmon eggs. <\/p>\n<p>Around 20% of eggs are imported and they are monitored for diseases but, in this case, something apparently went wrong. \u201cThere was a failure in the controls,\u201d says Luis Pichott, marine resources manager at Fundaci\u00f3n Chile, a Santiago-based technology transfer institute. <\/p>\n<p>Pichott paints a picture of an industry that was growing too quickly for its own good and importing more eggs than could be properly vetted. \u201cThe controls are like contraceptives; they work 99% of the time but fail in 1% and, when they do, the consequences are serious.\u201d<\/p>\n<p><font size= \u201c2\u201d> <b>Controlling the outbreak<\/b><\/font><\/p>\n<p>As ISA spread, millions of fish were harvested early to ensure they didn\u2019t catch the virus, and fish pens have been left fallow for months to cleanse them. Root stock has also been taken from infected sites and placed in clean water to make sure it is virus-free.<\/p>\n<p>As a result, last year\u2019s exports of salmon and trout were very high at 445,000 tonnes &#8211; an increase of 12% from 2007. But, with the production cycle of a salmon reaching over two years, there will be far fewer fish to harvest this year and &#8211; even more so &#8211; next year, <\/p>\n<p>\u201cWe know we\u2019re facing a period of difficulty which will last through 2009 and 2010,\u201d says Rodrigo Infante, general manager of SalmonChile. \u201cBut we feel that by 2011 production should start to pick up again.\u201d <\/p>\n<p>The good news is that a vaccine might be just around the corner. Three companies have been working to develop a vaccine against the Chilean strain of ISA and, last month, one of them &#8211; Centrovet &#8211; won provisional approval to start producing its version commercially. <\/p>\n<p>That process will start within weeks and Centrovet says it expects to roll out 60 million doses by the end of the year. But that is by no means the final solution to the ISA problem. <\/p>\n<p>Firstly, there is no guarantee the vaccine will work. And, secondly, even if it does, the virus is likely to mutate, meaning another vaccine will be needed. <\/p>\n<p>Moreover, vaccinating several million salmon is no mean feat. Each fish has to be injected individually, a laborious and delicate process that, if handled badly, can cause more problems than it solves.<\/p>\n<p>\u201cThe fish get very stressed if you take them out of the water and handle them,\u201d says Jorge Cassigoli, general manager of Vaki Chile, a company which provides high-technology equipment to the salmon industry. That is a problem because stressed fish are more vulnerable to illness, he points out.  <\/p>\n<p>Rodrigo Infante agrees there is \u201cno magic bullet\u201d for ISA. \u201cVaccination is certainly stressful for the fish but it\u2019s like vaccinating your kids,\u201d he says. \u201cYou don\u2019t want to do it but you know the benefits outweigh the costs.\u201d<\/p>\n<p>But, with a vaccine providing only a partial solution, SalmonChile is overseeing a wider reform of the industry\u2019s sanitary regulations to ensure that such crises can be avoided in the future. A key part of that reform is the division of the salmon production zone into \u2018neighborhoods\u2019. <\/p>\n<p>These neighborhoods &#8211; there are 55 of them &#8211; have been drawn up using oceanographic data on the ebb and flow of tides. The idea is that if disease breaks out in one neighborhood it will not spread to another. <\/p>\n<p>The neighborhood plan is part of the recommendations of a salmon task force, set up by the government last August. It issued a report in March that also recommended a ban on the use of antibiotics in certain cases, limits on the density of fish in pens, and more assistance for researchers trying to develop vaccines.<\/p>\n<p><font size= \u201c2\u201d> <b>Antibiotics<\/b><\/font><\/p>\n<p>Aside from ISA, the other big sanitary and ecological issue the Chilean salmon industry has faced is its use of antibiotics. Environmentalists say that by using these powerful drugs, fish farmers are allowing potentially harmful bacteria to build up immunity and that this could have serious consequences for human as well as fish health.<\/p>\n<p>Figures are hard to come by and hotly disputed, but one study carried out by the Universidad Austral in 2003 suggested that Chile used 134 tonnes of antibiotics in its salmon farms in a single year &#8211; 300 times more than Norway. <\/p>\n<p>Alex Mu\u00f1oz, executive director in Chile for the international marine conservation group Oceana, describes the industry\u2019s use of antibiotics as \u201coutrageous\u201d. \u201cDifferent sources and studies &#8211; not official but very reliable &#8211; show that Chile is using over 200 tonnes this year, which is consistent with the industry\u2019s growth since 2003,\u201d he says.<\/p>\n<p>According to Mu\u00f1oz, the industry has turned to antibiotics because of poor sanitary and environmental practices and weak regulation. \u201cIn Norway they need far fewer drugs because they manage their industry better by, for example, limiting the density of fish in fish pens and establishing greater distances between fish farms,\u201d he says.<\/p>\n<p>Similar claims surfaced last year in a now infamous article in the New York Times.  It caused indignation in Chile and the paper eventually admitted that some of its conclusions were unfounded.<\/p>\n<p>However, for whatever reason, Chile\u2019s salmon sales to the United States, which accounts for around a quarter of its total exports, have weakened. Last year, it was the only market that shrank, showing a drop of 5.4%, while exports to Asia and Latin America experienced double-digit growth.  <\/p>\n<p>In its defense, the industry says it has to use more antibiotics than in other countries because it faces diseases not found elsewhere. Chief among them is salmon rickettsial syndrome (SRS), a bacterial disease which is almost non-existent in Norway but has blighted the Chilean salmon industry since its first outbreak in 1989, accounting for around a quarter of all fish farm deaths. <\/p>\n<p>There is no effective vaccine for SRS, although several have been tried. As a result, salmon producers have turned to antibiotics to keep it at bay. \u201cWhoever finds a vaccine for SRS will be very rich,\u201d predicts Infante, who argues that in its absence the use of antibiotics is a necessary evil. <\/p>\n<p>\u201cIt\u2019s a tool of last resort,\u201d he says. \u201cBut if you have that tool and your fish are sick then it would be absurd not to use it.\u201d<\/p>\n<p>Infante also points out that Chile\u2019s salmon producers are obliged to observe strict \u2018withdrawal periods\u2019 for their fish. That means they have to refrain from using antibiotics in the final few weeks of a fish\u2019s life to ensure that, by the time the salmon ends up on your dinner plate, it is free of antibiotics.<\/p>\n<p><font size= \u201c2\u201d> <b>Economic effects<\/b><\/font><\/p>\n<p>As well as ravaging the Atlantic salmon populations in Chile\u2019s fish farms, the crisis is taking a human toll too, threatening the livelihoods of thousands of workers in southern Chile. In the Los Lagos Region, the salmon and trout industry accounts for over 23% of economic output and nearly 16% of jobs. <\/p>\n<p>Already, several thousand workers have been fired and more redundancies are inevitable. And it\u2019s not just at the fish farms that the crisis is being felt. <\/p>\n<p>Over 1,000 service companies operate in the Puerto Montt area, providing things like fishmeal and nets. As the crisis unfolds, they are feeling the pinch too.<\/p>\n<p>Last month, SalmonChile announced it was opening a network of offices in Puerto Montt, Chilo\u00e9 and Ays\u00e9n to help unemployed workers retrain and find new jobs. That won\u2019t be easy in these largely rural areas with little in the way of alternative industries, and anger is mounting &#8211; in early May, there was a serious arson attack on the offices of SalmonChile in Puerto Montt.<\/p>\n<p>As the financial crisis unfolds, salmon companies also face difficulties in accessing credit and in repaying their outstanding debt, which is estimated at around US$ 1.6 billion for the industry as a whole. Most of that debt is owed to five banks: Banco de Chile, BCI, BBVA, Santander and Corpbanca, who are trying to negotiate restructuring deals with the producers. <\/p>\n<p>The government is helping the industry financially. In November, it injected US$ 130 million into CORFO, its economic development agency, specifically to guarantee loans to salmon companies which have spent millions of unforeseen dollars on tackling the ISA outbreak.<\/p>\n<p>But, with the banks, there is no one-size-fits-all solution: each bank is negotiating separately with each salmon company. The hope is that most, if not all, of the companies will have reached deals with their banks by the end of June.<\/p>\n<p>At SalmonChile, Rodrigo Infante acknowledges that recovery will be gradual and take several years, but says he is confident that this relatively young industry will bounce back from its biggest crisis. The even better news is that, beyond the current pain, the crisis may prove an opportunity for it to bounce back in a form that will be more sustainable in the long term.    <\/p>\n<p><b>Gideon Long<\/b> is a freelance journalist based in Santiago.
