{"id":4087,"date":"2009-04-01T01:00:00","date_gmt":"2009-04-01T01:00:00","guid":{"rendered":""},"modified":"2015-01-26T15:24:32","modified_gmt":"2015-01-26T15:24:32","slug":"joe-biden-en-chile","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/joe-biden-en-chile\/","title":{"rendered":"<!--:es-->Joe Biden en Chile<!--:--><!--:en-->Joe Biden in Chile<!--:-->"},"content":{"rendered":"<p><!--:es--><br \/>\n<!--break--><br \/>\nPuede que haya sido un viaje corto de poco m\u00e1s de 48 horas, pero la visita del vicepresidente de Estados Unidos, Joseph Biden, a Chile a fines de marzo fue profundamente significativa pese a su brev\u00edsima duraci\u00f3n. <\/p>\n<p>Tal como los funcionarios de los Gobiernos de Chile y Estados Unidos se empe\u00f1aban en destacar, fue la primera visita de un representante de la Casa Blanca a Am\u00e9rica Latina desde la investidura del presidente Barack Obama. Y, antes de la Cumbre de las Am\u00e9ricas en Trinidad y Tobago, pareci\u00f3 marcar el comienzo simb\u00f3lico de una nueva era en las relaciones del hemisferio, tras ocho a\u00f1os de lo que muchos latinoamericanos han considerado como el abandono del gobierno anterior. <\/p>\n<p>La idea de un nuevo comienzo fue algo que el vicepresidente Biden subray\u00f3 durante su participaci\u00f3n en la Cumbre de L\u00edderes Progresistas celebrada en Vi\u00f1a del Mar y su posterior visita oficial en Santiago. \u201cLa verdadera buena noticia es que estamos dispuestos y queremos colaborar\u201d, dijo en la Cumbre de L\u00edderes, \u201cla mala noticia es que\u2026 uno no tiene al \u00faltimo gobierno como una excusa para no actuar\u201d. <\/p>\n<p>Los temas en la Cumbre, por cierto, fueron dominados por la crisis econ\u00f3mica o -siendo m\u00e1s precisos- por c\u00f3mo salir de ella. El vicepresidente Biden deline\u00f3 la estrategia del Gobierno de Obama, con sus planes de est\u00edmulo fiscal y rescate financiero. No obstante, a\u00f1adi\u00f3 que no estaba sugiriendo que \u00e9sta tambi\u00e9n fuera necesariamente la estrategia correcta para otras naciones: \u201cLas circunstancias de cada pa\u00eds son diferentes\u201d. <\/p>\n<p>As\u00ed como su grado de responsabilidad, destacado el presidente de Brasil, Luiz In\u00e1cio Lula da Silva; Am\u00e9rica Latina reci\u00e9n estaba comenzando a cosechar los beneficios de un per\u00edodo de crecimiento sostenido, para ser golpeada por la crisis, se\u00f1al\u00f3. <\/p>\n<p>Los Gobiernos de Am\u00e9rica Latina representados en la Cumbre \u2013Argentina y Uruguay adem\u00e1s de Brasil y Chile- tambi\u00e9n ten\u00edan un mensaje para el vicepresidente Biden. El proteccionismo -ya sea en la forma de aranceles, subsidios estatales para industrias en problemas o bancos que se retiran a sus pa\u00edses de origen- s\u00f3lo agudizar\u00e1 la crisis. <\/p>\n<p>No obstante, como destac\u00f3 la presidenta de Chile, Michelle Bachelet, la vasta mayor\u00eda de los pa\u00edses miembro del Grupo de las 20 naciones desarrolladas y en desarrollo -G20- han reaccionado con medidas proteccionistas. \u201cEl proteccionismo es como una droga; produce euforia primero, y depresi\u00f3n despu\u00e9s\u201d, insisti\u00f3 el presidente Lula.<\/p>\n<p>La ronda de negociaciones de comercio de Doha, y el aporte que podr\u00eda hacer a la recuperaci\u00f3n internacional su finalizaci\u00f3n, surgi\u00f3 una y otra vez en la reuni\u00f3n. Y, tal como subrayaron distintos oradores, su futuro depende en gran medida de Estados Unidos e India. <\/p>\n<p>Los riesgos que la crisis presenta para Am\u00e9rica Latina fueron otro tema recurrente. Despu\u00e9s de las crisis anteriores, sus mercados de empleo fueron particularmente lentos en recuperarse y la agitaci\u00f3n social no es algo que pueda descartarse, advirti\u00f3 Jos\u00e9 Miguel Insulza, secretario general de la Organizaci\u00f3n de Estados Americanos. <\/p>\n<p>En ese contexto, se solicit\u00f3 m\u00e1s dinero para el Fondo Monetario Internacional y el Banco Interamericano de Desarrollo de manera que pueden ser m\u00e1s eficientes en apuntalar a los pa\u00edses m\u00e1s pobres. Pero tambi\u00e9n hubo un cambio; adem\u00e1s de pedir medidas de ayuda, los l\u00edderes de la regi\u00f3n -con la confianza que les da su inocencia respecto de las causas de la actual crisis- tambi\u00e9n presionaron para que su opini\u00f3n tuviera m\u00e1s peso respecto de c\u00f3mo el mundo la soluciona; ya sea a trav\u00e9s de una mejorada regulaci\u00f3n financiera internacional, mayor control de la especulaci\u00f3n en los contratos a futuro sobre los bienes b\u00e1sicos o una reforma de los organismos multilaterales. <\/p>\n<p>Y esa nueva voz es promisoria para las relaciones de Am\u00e9rica Latina con Estados Unidos. Por supuesto, habr\u00e1n desacuerdos -tal como los hubo en la Cumbre-, pero a eso es exactamente a lo que se refer\u00eda el vicepresidente Biden cuando dijo a la regi\u00f3n que Estados Unidos ya no ten\u00eda una excusa para no actuar.<!--:--><!--:en--><br \/>\n<!--break--><br \/>\nIt may have been a brief trip &#8211; little more than 48 hours &#8211; but the visit of U.S. Vice-President Joseph Biden to Chile in late March was as long on meaning as it was short in duration. <\/p>\n<p>As Chilean and U.S. officials were keen to point out, it was the first White House visit to Latin America since the inauguration of President Barack Obama. And, ahead of the Summit of the Americas in Trinidad and Tobago, it seemed to mark the symbolic start of a new era in hemispheric relations, after eight years of what many Latin Americans considered neglect by the previous administration. <\/p>\n<p>The idea of a fresh start was one that Vice-President Biden underscored during both his participation in the Progressive Leaders\u2019 Summit in Vi\u00f1a del Mar and his subsequent official visit in Santiago. \u201cThe very good news is that we\u2019re willing to and want to collaborate,\u201d he told the Leaders\u2019 Summit, \u201cthe bad news is that you\u2026 don\u2019t have the last administration as an excuse for non-action.\u201d <\/p>\n<p>The Summit was, of course, dominated by the economic crisis or &#8211; more precisely &#8211; how to get out of it. Vice-President Biden outlined the Obama administration\u2019s strategy, with its financial rescue and fiscal stimulus plans. But, he added, he was not suggesting that it was necessarily also the right strategy for others &#8211; \u201cevery country\u2019s circumstances are different.\u201d <\/p>\n<p>So is their degree of responsibility, noted Brazil\u2019s President Luiz In\u00e1cio Lula da Silva. Latin America was just beginning to reap the benefits of a period of sustained growth, he pointed out, only to be hit by the crisis. <\/p>\n<p>The Latin American governments represented at the Summit &#8211; Argentina and Uruguay as well as Brazil and Chile &#8211; also had a message for Vice-President Biden. Protectionism &#8211; whether in the form of tariffs, state subsidies for troubled industries or banks retreating into their own countries &#8211; would only deepen the crisis. <\/p>\n<p>Yet, as Chile\u2019s President Michelle Bachelet pointed out, the vast majority of G20 countries have responded with protectionist measures. \u201cProtectionism is like a drug; it produces euphoria first, then depression,\u201d insisted President Lula.<\/p>\n<p>The Doha round of trade talks, and the contribution that its completion could make to international recovery, came up again and again at the meeting. And, as different speakers pointed out, its future rests largely with the U.S. and India. <\/p>\n<p>The risks that the crisis poses for Latin America was another recurrent issue. After previous crises, its labor markets were particularly slow to recover and social unrest cannot be ruled out, warned Jos\u00e9 Miguel Insulza, secretary general of the Organization of American States. <\/p>\n<p>In that context, there were calls for more money for the International Monetary Fund and the Inter-American Development Bank so they can be more effective in shoring up poorer countries.
