Orgullo y un gran sentido de responsabilidad, as\u00ed es como Rodrigo \u00c1lvarez describe los sentimientos que lo embargaban el 18 de marzo cuando fue investido presidente de la C\u00e1mara Baja del Congreso de Chile por los pr\u00f3ximos 12 meses. Ambos sentimientos son entendibles.<\/P>

Orgullo, porque \u00c1lvarez es el primer miembro de su partido -la Uni\u00f3n Dem\u00f3crata Independiente (UDI)- en encabezar la C\u00e1mara de Diputados y, de hecho, es el primer pol\u00edtico de centro derecha en hacerlo desde de la d\u00e9cada del 50, adem\u00e1s del primer representante de Magallanes, -su regi\u00f3n de origen y el distrito que representa como diputado desde 1998-, en cumplir esta funci\u00f3n.<\/P>
\n
Y un sentido de responsabilidad debido a que fue elegido para su nuevo cargo no s\u00f3lo por la coalici\u00f3n de oposici\u00f3n Alianza por Chile -de la cual la UDI forma parte-, sino que tambi\u00e9n por representantes de la coalici\u00f3n gobernante de centro-izquierda, conocida como Concertaci\u00f3n.<\/P>

Ese respaldo multipartidario es una se\u00f1al del amplio respeto que genera \u00c1lvarez, abogado de 42 a\u00f1os, sin embargo tambi\u00e9n enfrenta una dura prueba. Ser\u00e1 la cabeza de la C\u00e1mara durante los que prometen ser meses particularmente tensos y competitivos en la carrera simult\u00e1nea para las elecciones presidenciales y parlamentarias de diciembre.<\/P>

\u201cTratar\u00e9 de demostrar que un presidente con ideas diferentes puede conducir la C\u00e1mara de manera apropiada\u201d, sostuvo. \u201cEn mi rol institucional, mi tarea ser\u00e1 garantizar los derechos de ambas partes y contribuir, si bien s\u00f3lo en menor medida, a mejorar la imagen de la C\u00e1mara y sus miembros\u201d.<\/P>

\u00bfCu\u00e1nto poder tiene realmente el presidente de la C\u00e1mara Baja? <\/EM><\/STRONG><\/P> <\/EM>Adem\u00e1s de ser responsable por la administraci\u00f3n de la C\u00e1mara, implica una importante influencia en decisiones como el orden en que los proyectos se debaten.<\/P> Eso es mucho poder en un a\u00f1o electoral\u2026<\/EM> <\/STRONG><\/P> S\u00ed, pero esas decisiones tienen que ser coordinadas con el Gobierno y los l\u00edderes de los distintos partidos pol\u00edticos representados en la C\u00e1mara.<\/P> Pero, \u00bfusted podr\u00eda boicotear los proyectos de ley del Gobierno?<\/EM> <\/STRONG><\/P> Esa no es mi intenci\u00f3n. Tengo que entregar garant\u00edas a las dos partes que me han elegido. Lo que s\u00ed espero es que no veamos proyectos electorales populistas.<\/P> Se ha sugerido que la elecci\u00f3n de un presidente de oposici\u00f3n para la C\u00e1mara baja es un signo de la consolidaci\u00f3n de la democracia de Chile\u2026<\/EM> <\/STRONG><\/P> Ciertamente es una buena se\u00f1al para la democracia chilena. Como dije en el discurso tras mi investidura, entiendo que fue dif\u00edcil para los representantes del Gobierno votar por m\u00ed como presidente de la C\u00e1mara Baja, pero podemos trabajar perfectamente bien juntos, y eso es bueno para la democracia de Chile.<\/P> Cu\u00e1les son los principales \u00edtems en la agenda legislativa de este a\u00f1o? <\/EM><\/STRONG><\/P> <\/EM>Bueno, probablemente habr\u00e1 un grupo de proyectos que tendr\u00e1n que ver con la crisis econ\u00f3mica. Posiblemente enfrentaremos algunos problemas sociales aqu\u00ed en Chile y creo que tendremos m\u00e1s paquetes de medidas (de est\u00edmulo econ\u00f3mico). El cambio es brutal. En agosto, tuvimos una sesi\u00f3n especial de la C\u00e1mara Baja para debatir la situaci\u00f3n econ\u00f3mica de Chile, y \u00bfsabe cu\u00e1les eran los problemas clave en ese entonces? La solidez del peso, la alta inflaci\u00f3n, los altos precios del petr\u00f3leo y qu\u00e9 hacer con los excedentes del cobre. Mire la diferencia ahora, apenas poco m\u00e1s de seis meses despu\u00e9s. <\/STRONG><\/P> En segundo lugar, este es el \u00faltimo a\u00f1o del actual Gobierno e intentar\u00e1 completar proyectos en, por ejemplo, educaci\u00f3n, la implementaci\u00f3n de la reforma de pensiones, la creaci\u00f3n de los ministerios de Seguridad P\u00fablica y Medio Ambiente, y la inscripci\u00f3n autom\u00e1tica en los registros electorales, si bien es dif\u00edcil que este \u00faltimo entre en vigencia para diciembre.<\/P> Usted ha hablado mucho sobre la mala imagen del Congreso\u2026<\/EM> <\/STRONG><\/P> S\u00ed, de la mala imagen de los pol\u00edticos en general y de los miembros del Congreso, en particular. Desafortunadamente, nos hemos ganado parte de esa imagen. Es el resultado de muchos factores; hay un amplio desencanto con los pol\u00edticos, pero \u2013como miembros del Congreso- tambi\u00e9n hemos cometido errores. Por ejemplo, somos percibidos como muy distantes de los votantes -no saben qu\u00e9 hacemos y para qu\u00e9 nos pagan- y se estima que nos demoramos demasiado en muchos proyectos.<\/P> \u00bfQu\u00e9 va a hacer usted al respecto? <\/EM><\/STRONG><\/P> <\/EM>Mi objetivo es aumentar la agilidad de nuestro debate y acelerar el proceso legislativo en general. Algunos de los temas son muy t\u00e9cnicos, pero otros son bastante simples como los discursos en el pleno de la C\u00e1mara, que se extienden por -digamos-una hora y media. Eso es demasiado largo y debiera haber l\u00edmites. Algunos proyectos son revisados tres veces por las comisiones y no creo que eso sea necesario.<\/P> Pero, con s\u00f3lo un a\u00f1o en el cargo, no tiene mucho tiempo\u2026<\/EM> <\/STRONG><\/P> Esa es una de mis cr\u00edticas a la Concertaci\u00f3n. No hay ninguna raz\u00f3n por la que los presidentes de la C\u00e1mara Baja deban limitarse a un a\u00f1o, aunque -en mi caso- es inevitable porque habr\u00e1 una nueva composici\u00f3n en la C\u00e1mara el pr\u00f3ximo a\u00f1o. Una de las razones por las que el Senado ha tenido un mejor desempe\u00f1o es porque ha tenido presidentes por per\u00edodos m\u00e1s largos. Los presidentes de la C\u00e1mara Baja tienen que administrar su presupuesto y a varios cientos de empleados. \u00bfQu\u00e9 empresa o incluso instituci\u00f3n sensata cambia a su l\u00edder anualmente?<\/P> Usted est\u00e1 planeando dejar el distrito de Magallanes tras 12 a\u00f1os para competir por el distrito de Providencia y \u00d1u\u00f1oa en Santiago, \u00bfpero c\u00f3mo es Magallanes? <\/EM><\/STRONG><\/P> <\/EM>Los \u00faltimos 15 a\u00f1os han sido complicados; Magallanes tiene una serie de problemas. Una de las mayores inversiones extranjeras en Chile -la planta de producci\u00f3n de metanol de la canadiense Methanex, cerca de Punta Arenas- tiene problemas con el suministro de gas desde Argentina. Sin embargo, la regi\u00f3n est\u00e1 posicionada para la recuperaci\u00f3n de algunos sectores, incluidos los hidrocarburos, si bien eso depender\u00e1 en parte de la crisis internacional. Tambi\u00e9n tiene un potencial espectacular en \u00e1reas como la producci\u00f3n org\u00e1nica de carne y turismo.<\/P> Y, en ese contexto, debo mencionar la reserva Karukinka en Tierra del Fuego. Dado que mi familia tiene tierras adyacentes a la reserva, he tenido la suerte de familiarizarme con el proyecto desde el comienzo y de hablar de \u00e9l con gente como Kathleen Barclay y el ex embajador de Estados Unidos en Chile, John O\u2019Leary. Para m\u00ed, es un proyecto notable como modelo de gesti\u00f3n ambiental y tambi\u00e9n como desarrollo tur\u00edstico. Uno de los atractivos tur\u00edsticos m\u00e1s famosos de Chile es el Parque Nacional Torres del Paine y Karukinka marca el camino para un segundo polo de desarrollo tur\u00edstico en Magallanes.<\/P> Ruth Bradley<\/STRONG> es la editora general de bUSiness CHILE<\/STRONG> y adem\u00e1s se desempe\u00f1a como corresponsal en Santiago de The Economist.<\/P> Pride because Alvarez is the first member of his party, the Independent Democratic Union (UDI), to lead the House – and, indeed, the first right-wing politician to do so since the 1950s – and the first representative of Magallanes, his home region and the district for which he has sat since 1998, to hold this office. <\/p>\n And a sense of responsibility because he was voted into his new office not only by the opposition Alianza coalition – of which the UDI forms part – but also by representatives of the center-left government coalition, the Concertaci\u00f3n. <\/p>\n That cross-party support is a sign of the widespread respect that Alvarez, a 42-year-old lawyer, commands, but he faces a tough test. He will lead the House during what promises to be particularly tense and competitive months in the run-up to simultaneous presidential and congressional elections in December. <\/p>\n \u201cI will be trying to show that a president with different ideas can lead the house appropriately,\u201d he says. \u201cIn my institutional role, my task will be to guarantee the rights of both sides and to contribute, if only in small measure, to improving the image of the House and its members.\u201d <\/p>\n How much power does the president of the lower house really have? <\/b><\/I><\/p>\n As well as being responsible for the House\u2019s administration, it means an important say in decisions like the order in which bills are debated. <\/p>\n That\u2019s a lot of power in an election year\u2026<\/b><\/I><\/p>\n Yes, but those decisions have to be coordinated with the government and the leaders of the different political parties in the House. <\/p>\n But you could boycott government bills?<\/b><\/I><\/p>\n That\u2019s not my intention. I have to provide guarantees to both the sides that elected me. What I do hope is that we aren\u2019t going to see populist electoral bills. <\/p>\n It\u2019s been suggested that the election of an opposition House president is a sign of the consolidation of Chilean democracy\u2026<\/b><\/I><\/p>\n It\u2019s certainly a good sign for Chilean democracy. As I said in my acceptance speech, I understand that it was hard for government representatives to vote for me as House president but we can perfectly well work together, and that\u2019s good for Chile\u2019s democracy. <\/p>\n What are the main items on this year\u2019s legislative agenda? <\/b><\/I><\/p>\n Well, there\u2019ll probably be a group of bills that have to do with the economic crisis. We\u2019re likely to face some social problems here in Chile and I think there\u2019ll be more packets of measures. The change is brutal. In August, we held a special session of the House to debate Chile\u2019s economic situation, and do you know what the key problems were then? The strong peso, high inflation, high oil prices, and what to do with copper surpluses. Look at the difference now only just over six months later.<\/p>\n Secondly, this is the last year of the current administration and it will be looking to complete projects in, for example, education, the implementation of its pension reform, the creation of the public safety and environment ministries, and automatic inscription on the voting register – although it\u2019s difficult the latter will be in force by December.<\/p>\n You\u2019ve talked a lot about the poor image of Congress\u2026<\/b><\/I><\/p>\n Yes, the poor image of politicians in general and members of Congress in particular. Unfortunately, we\u2019ve earned part of that image. It\u2019s the result of many factors; there\u2019s a broader disenchantment with politics but, as members of Congress, we\u2019ve also made mistakes. For example, we\u2019re seen as too remote from voters – they don\u2019t know what we do and what they pay us for – and as taking too long over many bills. <\/p>\n What are you going to do about it? <\/b><\/I><\/p>\n My aim is to increase the agility of our debate and speed up the legislative process as a whole. Some of the issues are very technical, but others are quite simple like speeches on the floor that go on for, say, an hour and a half. That\u2019s too long and there should be limits. Some bills also get reviewed three times by commissions and I don\u2019t think that\u2019s necessary. <\/p>\n But, with just a year in office, you don\u2019t have much time\u2026<\/b><\/I><\/p>\n That\u2019s one of my criticisms of the Concertaci\u00f3n. There\u2019s no reason why House presidents should be limited to a year – although, in my case, it\u2019s inevitable because there will be a new House next year. One of the reasons the Senate has performed better is because it\u2019s had presidents for longer periods. Presidents of the House have to manage its budget and several hundred employees. What company or even sensible institution changes its leader every year? <\/p>\n You\u2019re planning to leave the Magallanes district after 12 years to run for the Providencia and \u00d1u\u00f1oa district of Santiago, but how is Magallanes? <\/b><\/I><\/p>\n The last 15 years have been complex; Magallanes has a series of problems. One of the largest foreign investments in Chile – the methanol production facility of Canada\u2019s Methanex near Punta Arenas – has problems with gas supply from Argentina. But the region is poised for the recovery of some sectors, including hydrocarbons, although that will depend partly on the international crisis. It also has spectacular potential in areas like organic meat production and tourism. <\/p>\n And, in that context, I must mention the Karukinka reserve on Tierra del Fuego. Because my family has neighboring land, I\u2019ve been fortunate to be familiar with the project from the beginning and to talk about it with people like Kathleen Barclay and former U.S. ambassador to Chile John O\u2019Leary. For me, it\u2019s a remarkable project both as a model of environmental management and tourism development. One of Chile\u2019s most famous tourist attractions is the Torres del Paine national park and Karukinka points the way to a second pole of tourism development in Magallanes. <\/p>\n Ruth Bradley<\/b> is general editor of bUSiness CHILE<\/b>.
