Por ejemplo, el hecho de que s\u00f3lo uno de cada tres latinoamericanos est\u00e1 sujeto a impuestos sobre su renta. O que los sistemas tributarios a lo largo de la regi\u00f3n no hacen casi nada por aliviar la inequidad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Motivo para reflexionar a medida que la regi\u00f3n se prepara para lo que sin lugar a dudas ser\u00e1 un a\u00f1o dif\u00edcil. La Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3mico (OCDE) est\u00e1 comprometida en hacer frente a tales temas. La entidad es un exclusivo grupo de 23 Estados y, al menos por ahora, Chile no se cuenta entre sus miembros.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, junto con Brasil, Colombia y M\u00e9xico, Chile forma parte del Centro de Desarrollo de la OCDE, que es el puente de la organizaci\u00f3n con el mundo en desarrollo. El director del centro es el espa\u00f1ol Javier Santiso, quien estuvo en Santiago para el lanzamiento del mes pasado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfPor qu\u00e9 tan pocos latinoamericanos pagan impuestos a la renta?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hay muchas razones y grandes diferencias entre los pa\u00edses. La situaci\u00f3n aqu\u00ed en Chile, por ejemplo, es muy distinta a lo que vemos en Am\u00e9rica Central. Pero si comparamos la estructura de los sistemas fiscales en Am\u00e9rica Latina y los que tienen los pa\u00edses miembro de la OCDE, queda claro que la mayor diferencia radica en la cantidad recaudada a trav\u00e9s del impuesto a la renta, utilidades y ganancias sobre el capital. Cerca del 14% o el 15% del PIB se recauda a partir de esos impuestos en los pa\u00edses miembro de la OCDE, pero apenas un 4% o 5% en Am\u00e9rica Latina. El gran mercado laboral informal de Latinoam\u00e9rica es una de las razones de la baja tributaci\u00f3n, pero hay otros factores como la evasi\u00f3n tributaria.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los sistemas tributarios de muchos pa\u00edses latinoamericanos simplemente no son lo suficientemente avanzados. En algunas \u00e1reas, como la seguridad social, en realidad son retr\u00f3grados: se tiene una situaci\u00f3n donde el gasto se dirige a los segmentos m\u00e1s ricos de la sociedad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Entonces, \u00bfqu\u00e9 cambios deben hacer los pa\u00edses latinoamericanos a sus sistemas tributarios?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No hay una soluci\u00f3n est\u00e1ndar para todos, pero deben tratar de recaudar m\u00e1s dinero a trav\u00e9s de los impuestos. Es algo que resulta muy f\u00e1cil y obvio de decir para economistas como yo y mucho m\u00e1s dif\u00edcil de hacer en realidad para los encargados de la pol\u00edtica fiscal. Sin embargo, pa\u00edses como M\u00e9xico, Brasil y otros ahora est\u00e1n tratando de reformar sus sistemas tributarios para incrementar la captaci\u00f3n de impuestos. Esto es particularmente importante en lugares donde la recaudaci\u00f3n es baja, como en M\u00e9xico, donde representa apenas cerca del 15% del PIB, cuatro puntos por debajo del promedio regional.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El otro lado de la moneda es el gasto. No importa si el gasto es grande o peque\u00f1o, tiene que ser lo mejor posible. Lo importante no es gastar m\u00e1s, sino gastar m\u00e1s sabiamente. Para la OCDE, esta pregunta de legitimidad fiscal es clave para mantener la democracia y desarrollar una econom\u00eda de mercado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Usted ha elogiado a Chile por adoptar pol\u00edticas fiscales contrac\u00edclicas que le permiten amortiguar los efectos de una desaceleraci\u00f3n. \u00bfHan tomado medidas similares otros pa\u00edses de la regi\u00f3n?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El problema aqu\u00ed es que no todos est\u00e1n partiendo desde el mismo punto que Chile. Los super\u00e1vits fiscales que este pa\u00eds ha acumulado en los \u00faltimos a\u00f1os han sido mayores que en casi cualquier otra parte del mundo. De modo que, en ese caso, Chile es at\u00edpico. Pero, s\u00ed, hay otros pa\u00edses en la regi\u00f3n que registran super\u00e1vits o que al menos equilibran sus presupuestos y, por tanto, tienen la capacidad de incrementar el gasto p\u00fablico cuando necesitan hacerlo. E incluso los pa\u00edses que tienen d\u00e9ficits fiscales pueden hacer lo mismo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De hecho, en los Estados miembro de la OCDE, no estamos en posici\u00f3n de dictar lecciones a otros pa\u00edses en esta materia. Pr\u00e1cticamente todos estamos registrando d\u00e9ficits fiscales y estos est\u00e1n aumentando. No obstante, est\u00e1n aumentando debido al gasto antic\u00edclico y ahora es el momento apropiado para estar haciendo eso. Pero volviendo a Am\u00e9rica Latina, hemos visto a M\u00e9xico aumentar su gasto p\u00fablico recientemente y Brasil tiene el potencial para hacer lo mismo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfQu\u00e9 impacto prev\u00e9 que tendr\u00e1 la crisis financiera global en Am\u00e9rica Latina?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hay algo un poco injusto respecto de esta crisis. Es la primera vez en la que los pa\u00edses latinoamericanos y otras naciones emergentes no son los responsables. Las crisis anteriores tuvieron sabor a tequila o caipirinha. Muchas de ellas comenzaron en Am\u00e9rica Latina o hubo algunas que tuvieron sabor a vodka ruso o licores asi\u00e1ticos. Pero no es as\u00ed est\u00e1 vez.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Dicho esto, es una crisis mundial y obviamente va a tener un impacto aqu\u00ed. Veremos menos liquidez en los mercados financieros, menos inversi\u00f3n y una ca\u00edda en las remesas. En t\u00e9rminos de comercio, la demanda de los pa\u00edses miembro de la OCDE se contraer\u00e1. Reducir\u00e1n sus importaciones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los pa\u00edses cuyos sistemas bancarios est\u00e9n estrechamente ligados al sistema bancario internacional podr\u00edan encontrarse ante una sequ\u00eda de liquidez debido a los bancos extranjeros, que est\u00e1n siendo afectados por las crisis subprime en sus propios pa\u00edses. No obstante, esto variar\u00e1 de pa\u00eds en pa\u00eds. En Brasil, por ejemplo, el 80% del sistema bancario est\u00e1 en manos locales, mientras que en M\u00e9xico el 80% est\u00e1 en manos de extranjeros.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero, pese a la crisis, las econom\u00edas de Am\u00e9rica Latina seguir\u00e1n creciendo. Lo har\u00e1n a un ritmo m\u00e1s lento, por supuesto, pero van a crecer. Y no podemos decir lo mismo para los pa\u00edses miembro de la OCDE y, en particular, en el caso de los pa\u00edses del G7 que posiblemente entrar\u00e1n en recesi\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfEsto es porque las econom\u00edas de Am\u00e9rica Latina se han desacoplado de las del mundo desarrollado?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No creo en el desacoplamiento. Creo que es m\u00e1s acucioso decir que en estos d\u00edas vivimos en un mundo que es multipolar, con m\u00e1s centros de poder. Y se volver\u00e1 incluso mucho m\u00e1s multipolar como resultado de esta crisis.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfQu\u00e9 desaf\u00edos enfrenta Chile en su apuesta por unirse a la OCDE?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No enfrenta muchos, si se le compara con otros pa\u00edses. Hay algunos temas que involucran a la banca, pero comparado con el acceso de otros pa\u00edses, dir\u00eda que Chile probablemente es el caballo que lidera la carrera. El secreto bancario es un tema, pero no es s\u00f3lo un tema y si usted compara eso con los temas que enfrenta Rusia, por ejemplo, est\u00e1n en un nivel totalmente distinto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Pero \u00bfes el secreto bancario el principal obst\u00e1culo para Chile?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">S\u00ed, lo es. Pero este pa\u00eds ha tomado tantas otras medidas positivas durante los \u00faltimos 10 o 15 a\u00f1os. De hecho, muchas de las reformas implementadas aqu\u00ed han servido de ejemplo para pa\u00edses miembro de la OCDE. Otros pa\u00edses tienen 20 o 30 obst\u00e1culos que superar antes de poder convertirse en miembros. <STRONG><EM><\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Y, \u00bf Chile podr\u00eda unirse a la OCDE para el 2010, justo a tiempo para el bicentenario?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Eso ser\u00eda maravilloso y ser\u00eda una gran forma de poner fin a este per\u00edodo de cortejo. Ambas partes lo quieren y ambos pueden ver los beneficios que traer\u00eda.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Gideon Long<\/STRONG> se desempe\u00f1a como periodista freelance en Santiago. Or that taxation systems across the region do almost nothing to alleviate inequality. <\/p>\n<p>Food for thought as the region braces itself for what will undoubtedly be a tough year. The Organisation for Economic Co-operation and Development (OECD) is committed to addressing such issues. It\u2019s an exclusive group of 23 states and, for now at least, Chile is not a member. <\/p>\n<p>But along with Brazil, Colombia and Mexico, Chile forms part of the OECD\u2019s Development Centre &#8211; the organization\u2019s bridge to the developing world. The Centre\u2019s director is Spaniard Javier Santiso, who was in Santiago for last month\u2019s launch. <\/p>\n<p><b><I>Why do so few Latin Americans pay tax on their income?<\/b><\/I><\/p>\n<p>There are many reasons and big differences between countries. The situation here in Chile, for example, is very different from what we see in Central America. But if we compare the structure of fiscal systems in Latin America and those of the OECD countries, it\u2019s clear that the biggest difference is in the amount raised through taxes on income, profits and capital gains. Around 14% or 15% of GDP is raised by those taxes in the OECD countries but barely 4% or 5% in Latin America. The large informal labor market in Latin America is one reason for the low tax take but there are others, like tax evasion. <\/p>\n<p>The tax systems of many Latin American countries are simply not progressive enough. In some areas, like social security, they are actually regressive &#8211; you have a situation where the spending is directed to the wealthier sections of society.<\/p>\n<p><b><I>So what changes must Latin American countries make to their tax systems?<\/b><\/I><\/p>\n<p>There\u2019s no one-size-fits-all solution, but they have to try to raise more money from taxation. It\u2019s a very easy and obvious thing for economists like me to say and much more difficult for the policymakers to actually do. But countries like Mexico, Brazil and others are now trying to reform their tax systems to increase the tax take. It\u2019s particularly important in places where receipts are low, like Mexico, where they represent only about 15% of GDP, four points below the regional average. <\/p>\n<p>The other side of the coin is spending. It doesn\u2019t matter whether the spending is big or small, it has to be the best possible. The important thing is not to spend more but to spend more wisely. For the OECD, this question of fiscal legitimacy is key for upholding democracy and developing a market economy.<\/p>\n<p><b><I>You\u2019ve praised Chile for adopting counter-cyclical fiscal policies that allow it to cushion the effects of a slowdown. Have other countries in the region taken similar measures?<\/b><\/I><\/p>\n<p>The problem here is that not everyone is starting from the same point as Chile. The fiscal surpluses that this country has built up in recent years have been bigger than almost anywhere else in the world. So, in that sense, Chile is atypical. But, yes, there are other countries in the region that are running fiscal surpluses or at least balancing their budgets and, therefore, have the capacity to increase public spending when they need to. And even countries with fiscal deficits can do the same. <\/p>\n<p>In fact, in the OECD states, we\u2019re in no position to give lessons to other countries on this. We\u2019re practically all running fiscal deficits and they\u2019re getting bigger. But they\u2019re getting bigger because of anti-cyclical spending, and now\u2019s the right time to be doing that. But coming back to Latin America, we\u2019ve seen Mexico increasing public spending recently, and Brazil has the potential to do the same.<\/p>\n<p><b><I>What impact do you expect the global financial crisis to have in Latin America?<\/b><\/I><\/p>\n<p>There\u2019s something a little unfair about this crisis. It\u2019s the first crisis in which Latin American and other emerging countries aren\u2019t to blame. The previous crises had a taste of tequila or caipirinha about them. Lots of them started in Latin America, or there were others that had a taste of Russian vodka or of Asian spirits. But not this time. <\/p>\n<p>Having said that, it\u2019s a global crisis and it\u2019s obviously going to have an impact here. We\u2019ll see less liquidity in the financial markets, less investment and a fall in remittances. In terms of trade, the demand from OECD countries will contract. They will reduce their imports. <\/p>\n<p>Countries whose banking systems are closely tied to the international banking system might find they face a liquidity drought due to foreign banks which are suffering from the subprime crises in their own countries. This will vary from country to country though. In Brazil, for example, 80% of the banking system is in domestic hands while in Mexico 80% is in foreign hands. <\/p>\n<p>But, despite the crisis, the economies of Latin America will carry on growing. They\u2019ll do so at a slower rate, of course, but they will grow. And we can\u2019t say the same for the OECD countries, and particularly the G7 countries, which are likely to go into recession.<\/p>\n<p><b><I>Is that because the economies of Latin America have decoupled from those of the developed world?<\/b><\/I><\/p>\n<p>I don\u2019t believe in decoupling. I think it\u2019s more accurate to say that these days we live in a world that is multi-polar, with more centers of power. And it will become even more multi-polar as a result of this crisis.<\/p>\n<p><b><I>What challenges does Chile face in its bid to join the OECD?<\/b><\/I><\/p>\n<p>It doesn\u2019t face many, compared to other countries. There are some issues involving banking but compared to other accession countries, I\u2019d say that Chile is probably the horse leading the race. Bank secrecy is an issue, but it\u2019s only one issue, and if you compare that with the issues that, say, Russia faces, they\u2019re on a whole other level.<\/p>\n<p><b><I>But bank secrecy is the main obstacle for Chile?<\/b><\/I><\/p>\n<p>Yes, it is. But this country has taken so many other positive steps in the past 10 or 15 years. Indeed, many of the reforms implemented here have served as examples for OECD countries. Other countries have 20 or 30 obstacles to overcome before they can become members.<\/p>\n<p><b><I>And could Chile join the OECD by 2010, in time for the bicentenary?<\/b><\/I><\/p>\n<p>That would be marvelous, and it would be a great way to end this period of courtship.
