{"id":4047,"date":"2008-11-01T01:00:00","date_gmt":"2008-11-01T01:00:00","guid":{"rendered":""},"modified":"2015-01-26T20:35:07","modified_gmt":"2015-01-26T20:35:07","slug":"seminario-sobre-las-relaciones-entre-chile-y-estados-unidos","status":"publish","type":"news","link":"https:\/\/amchamchile.cl\/en\/noticia\/seminario-sobre-las-relaciones-entre-chile-y-estados-unidos\/","title":{"rendered":"<!--:es-->Seminario sobre las Relaciones entre Chile y Estados Unidos<!--:--><!--:en-->AmCham Seminar on Chile-U.S. Relations<!--:-->"},"content":{"rendered":"<p><!--:es--><P>Mucho ha cambiado, por supuesto, desde el d\u00eda de diciembre de 1918 cuando la AmCham fue fundada en el puerto de Valpara\u00edso, pero una cosa -al menos- sigue igual: Estados Unidos sigue siendo el principal socio comercial de Chile y su m\u00e1s importante inversionista extranjero.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El Tratado de Libre Comercio (TLC) entre Chile y Estados Unidos ha sido \u201cun \u00e9xito incre\u00edble\u201d, destac\u00f3 durante el seminario John Murphy, vicepresidente de asuntos internacionales de la C\u00e1mara de Comercio de Estados Unidos. Desde que el TLC entr\u00f3 en vigencia en enero del 2004, el comercio bilateral ha crecido de US$ 6.000 millones a un monto proyectado para este a\u00f1o de US$ 22.000 millones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201c\u00bfQui\u00e9n habr\u00eda cre\u00eddo que el comercio se triplicar\u00eda y casi se cuadruplicar\u00eda en apenas cinco a\u00f1os?\u201d, enfatiz\u00f3 Murphy.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s de incrementar los vol\u00famenes, el acuerdo tambi\u00e9n ha conducido a una considerable diversificaci\u00f3n, destac\u00f3 otro orador en el seminario, el embajador de Estados Unidos en Chile, Paul Simons. Las empresas chilenas ahora exportan un cantidad asombrosa de m\u00e1s de 6.000 productos, incluidas carnadas vivas para pesca, peonias, salm\u00f3n ahumado saborizado y caballos de carrera, dijo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Carlos Furche, titular de la Direcci\u00f3n General de Relaciones Econ\u00f3micas Internacionales (DIRECON) del Ministerio de Relaciones Exteriores, las peque\u00f1as empresas de Chile se han beneficiado tambi\u00e9n porque el acuerdo les ha facilitado penetrar el vasto mercado estadounidense. Es cierto que los precios r\u00e9cord de las materias primas como el cobre han visto a China superar a Estados Unidos como el mayor mercado individual de exportaci\u00f3n de Chile, sostuvo, pero Estados Unidos sigue siendo su socio comercial m\u00e1s importante \u201cm\u00e1s all\u00e1 de las cifras de un a\u00f1o o trimestre individual\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, pese al fuerte comienzo del TLC, a\u00fan hay espacio para realizar mejoras. Las exportaciones chilenas han seguido concentradas en las costas Este y Oeste de Estados Unidos y ahora tienen que conquistar el enorme interior del pa\u00eds, destac\u00f3 Furche, y las empresas chilenas a\u00fan tienen que aprovechar las oportunidades que presenta el mercado de abastecimiento p\u00fablico de Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">M\u00e1s importante, el TLC no ha llevado a un incremento de la inversi\u00f3n de Estados Unidos en Chile, se lament\u00f3 el presidente de la AmCham, Mateo Budinich. Esto se debe en parte a la apertura de enormes \u00e1reas de Asia y Europa Oriental a la inversi\u00f3n extranjera, admiti\u00f3, pero leyes laborales m\u00e1s flexibles en Chile, una mayor protecci\u00f3n de la propiedad intelectual y un tratado sobre la doble tributaci\u00f3n con Estados Unidos ayudar\u00edan, inst\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>El Impacto de la Crisis<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, es posible que el comercio bilateral se vea afectado a medida que el crecimiento internacional se desacelera y Estados Unidos entra en una recesi\u00f3n. Algunas exportaciones chilenas, como las manufacturas madereras, de hecho ya se han visto afectadas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero, pese a los comentarios apocal\u00edpticos sobre el colapso del poder financiero de Estados Unidos, el empresario y economista chileno \u00c1lvaro Saieh se mantuvo firme en cuanto a que la mayor econom\u00eda del mundo superar\u00eda la actual agitaci\u00f3n como una naci\u00f3n m\u00e1s fuerte y m\u00e1s competitiva que antes, tal como lo ha hecho en crisis anteriores.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En lugar de responsabilizar a las hipotecas \u201csubprime\u201d o de alto riesgo, a la laxitud de los reguladores y a otras amenazas ficticias, Saieh se\u00f1al\u00f3 que los desequilibrios macroecon\u00f3micos mundiales, con ahorros excesivos en una parte del mundo que llevaron a cr\u00e9ditos baratos y burbujas financieras en otras partes, yacen tras el reciente colapso de los mercados.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pese a los errores en Wall Street y Washington, Estados Unidos a\u00fan es ampliamente considerado como la econom\u00eda m\u00e1s competitiva del mundo, destac\u00f3. La innovaci\u00f3n y meritocracia inherentes a la sociedad estadounidense -que han permitido a gente como Bill Gates, Oprah Winfrey y Barack Obama llegar a la cima- hacen posible que la naci\u00f3n repunte pronto, predijo Saieh.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No obstante, hay preocupaciones. La campa\u00f1a para las elecciones presidenciales y parlamentarias en Estados Unidos estuvo marcada por un surgimiento de la ret\u00f3rica proteccionista, en particular de los candidatos dem\u00f3cratas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u201cEs justo decir que ning\u00fan tema se present\u00f3 durante la campa\u00f1a de este a\u00f1o tan injustamente como el libre comercio\u201d, destac\u00f3 Murphy.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El bajo respaldo p\u00fablico en Estados Unidos al libre comercio ayuda a explicar por qu\u00e9 los acuerdos pendientes con Colombia y Panam\u00e1 as\u00ed como tambi\u00e9n con Coreas del Sur a\u00fan deben ser aprobados por el Congreso de Estados Unidos. Pero la situaci\u00f3n no es tan negativa como sugiere la ret\u00f3rica.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si el candidato republicano John McCain protagonizara un tard\u00edo repunte y se quedara con la Casa Blanca, Estados Unidos tendr\u00eda un presidente comprometido pro libre comercio, se\u00f1al\u00f3 Murphy en el seminario, mientras que su rival, Barack Obama, ha bajado significativamente el tono de sus ataques al libre comercio luego de instar a la renegociaci\u00f3n del Tratado de Libre Comercio de Am\u00e9rica del Norte -ALCA- a comienzos de su campa\u00f1a.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Walter Bastian, subsecretario adjunto de comercio para el hemisferio occidental del Departamento de Comercio de Estados Unidos, destac\u00f3 que una vez al mando de la naci\u00f3n los candidatos dem\u00f3cratas y republicanos han mostrado hist\u00f3ricamente pocas diferencias en sus pol\u00edticas comerciales. \u201cHabiendo dicho lo que necesitan a fin de salir elegidos, su prioridad es crear puestos de trabajo\u201d, argument\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>M\u00e1s que Comercio<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por supuesto, no s\u00f3lo el intercambio comercial vincula a Estados Unidos y Chile. Las relaciones bilaterales tocan casi todos los aspectos de la vida desde cooperaci\u00f3n en ejercicios militares hasta el estudio de volcanes, la promoci\u00f3n del desarrollo de infraestructura y la investigaci\u00f3n en energ\u00eda nuclear y renovable, destac\u00f3 el embajador Simons.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cada vez m\u00e1s, el intercambio involucra tambi\u00e9n a la educaci\u00f3n. El embajador Simons destac\u00f3 que esta es el \u00e1rea que m\u00e1s se ha expandido durante los 12 meses que lleva en Santiago y que m\u00e1s estudiantes chilenos que nunca est\u00e1n estudiando en Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">M\u00e1s de 20 universidades estadounidenses ya cuentan con oficinas en Chile, lo que sugiere que ven un potencial considerable en el pa\u00eds, afirm\u00f3 Steve Reifenberg, representante regional con sede en Santiago de la Universidad de Harvard. Estudiantes de Harvard y de otras universidades visitan Chile cada vez m\u00e1s no s\u00f3lo como parte de programas convencionales de estudio, sino tambi\u00e9n para realizar pasant\u00edas en empresas y trabajar en programas sociales, enfatiz\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Las universidades chilenas tambi\u00e9n est\u00e1n analizando los m\u00e9todos de educaci\u00f3n estadounidense como un modelo a seguir. La Universidad Adolfo Ib\u00e1\u00f1ez es la primera en desarrollar un programa de Artes Liberales al estilo estadounidense, basado en el desarrollo de capacidades anal\u00edticas transferibles m\u00e1s que en el aprendizaje rutinario del conocimiento t\u00e9cnico, indic\u00f3 Pedro Ib\u00e1\u00f1ez, vicepresidente de la Universidad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El enfoque a\u00fan debe ser apreciado por estudiantes o empleadores, reconoci\u00f3. Pero ser\u00e1 crucial para capacitar a futuros l\u00edderes, que est\u00e9n mejor preparados para enfrentar los desaf\u00edos de un mundo que cambia r\u00e1pidamente, dijo en el seminario.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, para cumplir estos desaf\u00edos y aprovechar mejor las oportunidades que enfrenta, Chile necesita invertir much\u00edsimo m\u00e1s en educaci\u00f3n, sugiri\u00f3 Mateo Budinich. Apenas el 1,5% de la poblaci\u00f3n es clasificada como biling\u00fce en ingl\u00e9s y eso representa \u201cuna seria deficiencia\u201d para un pa\u00eds cuyo desarrollo econ\u00f3mico se ha cimentado en el comercio exterior, a\u00f1adi\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El cambio econ\u00f3mico y tecnol\u00f3gico de las \u00faltimas d\u00e9cadas ha sido testigo de c\u00f3mo el acceso al conocimiento se vuelve crucial en la competencia entre empresas y pa\u00edses. No obstante, adem\u00e1s de la educaci\u00f3n para generar conocimiento, las naciones necesitan instituciones y leyes para proteger ese conocimiento a fin de competir de manera exitosa.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, en ese punto, Chile tiene una mancha en su registro. Seg\u00fan Estados Unidos, a\u00fan tiene que implementar las modificaciones legales necesarias para cumplir con el TLC entre Chile y Estados Unidos, y figura en el informe especial 301 de la Oficina del Representante de Comercio de Estados Unidos (USTR) de ofensores de la propiedad intelectual, junto con pa\u00edses como China y Rusia.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>La Visi\u00f3n de la Casa Blanca<\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Ambos candidatos presidenciales estadounidenses prometieron, en caso de ser elegidos, renovar las relaciones con Am\u00e9rica Latina, pero Mois\u00e9s Na\u00edm, editor de la revista Foreign Policy, advirti\u00f3 que los latinoamericanos no debieran enga\u00f1arse sobre cu\u00e1nta atenci\u00f3n recibir\u00e1n del presidente McCain o del presidente Obama.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Imagin\u00e1ndose el informe de seguridad del primer d\u00eda del reci\u00e9n elegido mandatario, el analista de asuntos internacionales sugiri\u00f3 que la regi\u00f3n no puede esperar competir con la gama de inminentes amenazas alrededor del planeta, incluidos el terrorismo y la diseminaci\u00f3n de las armas nucleares.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En lugar de frustrarse por la falta de inter\u00e9s en la regi\u00f3n o el hecho de que pa\u00edses peque\u00f1os como Cuba o Hait\u00ed absorban significativamente m\u00e1s atenci\u00f3n presidencial que una emergente s\u00faper potencia econ\u00f3mica como Brasil, los latinoamericanos debiera estar agradecidos de estar situados fuera de esas \u00e1reas que la Casa Blanca considera prioridades, sugiri\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Eso se debe en parte a que la regi\u00f3n se encuentra hoy en d\u00eda en una mucho mejor posici\u00f3n que en el pasado, con finanzas estables, econom\u00edas s\u00f3lidas y Gobiernos democr\u00e1ticos bien establecidos. De hecho, despu\u00e9s de su mejor per\u00edodo de crecimiento en varias d\u00e9cadas y con su considerable experiencia en crisis financieras pasadas, Na\u00edm sostuvo que Am\u00e9rica Latina estaba bien posicionada para lidiar con la pr\u00f3xima desaceleraci\u00f3n econ\u00f3mica.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y con Brasil y M\u00e9xico ahora invitados en calidad de observadores a las reuniones del G-7, o grupo de las siete naciones m\u00e1s industrializadas, la regi\u00f3n podr\u00e1 participar en el debate sobre el futuro de la econom\u00eda mundial. Esa es una nueva voz para la regi\u00f3n y representa nuevas oportunidades para la interacci\u00f3n con el resto del mundo, destac\u00f3 Na\u00edm.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En l\u00edneas similares, Murphy advirti\u00f3 que Chile debe ser realista sobre lo que espera del pr\u00f3ximo presidente de Estados Unidos. \u201cLa crisis financiera, una recesi\u00f3n, el Medio Oriente y muchas otras prioridades urgentes lo estar\u00e1n esperando el 20 de enero\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, m\u00e1s que esperar que la Casa Blanca fije la agenda, Chile debiera pensar en forma activa sobre lo que quisiera ver en esa agenda, sugiri\u00f3. A cinco a\u00f1os de la puesta en marcha del TLC, \u00bfqu\u00e9 m\u00e1s quieren de Estados Unidos?, pregunt\u00f3.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Es una interrogante que la AmCham y sus miembros debieran estar bien preparados para responder. Despu\u00e9s de todo, hubo consenso en el seminario en cuanto a que la AmCham ha desempe\u00f1ado un papel importante y constructivo en las relaciones entre Chile y Estados Unidos durante los \u00faltimos 90 a\u00f1os y todo indica que seguir\u00e1 siendo crucial en el futuro.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Tom Azzopardi<\/STRONG> trabaja como periodista freelance en Santiago.<\/P><!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<b><I>Better than ever &#8211; that, in a nutshell, was the conclusion of a seminar on Chile-U.S. relations with which AmCham marked the 90th anniversary of its foundation.<\/b><\/I><\/p>\n<p>Much has, of course, changed since the day in December 1918 when AmCham was founded in the port of Valpara\u00edso, but one thing, at least, remains the same &#8211; the United States continues to be Chile\u2019s largest trading partner and its most important foreign investor. <\/p>\n<p>The Chile-U.S. Free Trade Agreement (FTA) has been \u201ca staggering success\u201d, noted John Murphy, vice-president for international affairs at the U.S. Chamber of Commerce, during the seminar. Since the FTA came into force in January 2004, bilateral trade has risen from US$ 6 billion to a projected US$ 22 billion this year. <\/p>\n<p>\u201cWho could have believed that trade would triple and almost quadruple in just five years?\u201d noted Murphy.<\/p>\n<p>As well as boosting volumes, the deal has also led to considerable diversification, pointed out another speaker at the seminar, U.S. Ambassador Paul Simons. Chilean businesses now export a mind-boggling array of over 6,000 products, including live-bait for fishing, peony flowers, flavored smoked salmon and racehorses, he said.<\/p>\n<p>According to Carlos Furche, head of the Chilean Foreign Ministry\u2019s General Directorate of International Economic Relations (DIRECON), Chile\u2019s small businesses have benefited too because the deal has made it easier for them to penetrate the vast U.S. market. True, he said, record prices for raw materials like copper have seen China overtake the U.S. as Chile\u2019s single largest export market, but the U.S. remains its most important trading partner \u201cbeyond the figures for an individual year or quarter\u201d. <\/p>\n<p>But, despite the FTA\u2019s strong start, there is still room for improvement. Chilean exports have remained concentrated on the East and West coasts of the U.S. and have yet to conquer the country&#8217;s huge interior, Furche noted, and Chilean businesses have yet to tap into the opportunities afforded by the U.S. public procurement market.<\/p>\n<p>More importantly, the FTA has not led to an increase in U.S. investment in Chile, lamented AmCham president Mateo Budinich. This is partly due to the opening of huge areas of Asia and Eastern Europe to foreign investment, he conceded, but more flexible labor laws in Chile, greater protection of intellectual property and a double taxation treaty with the U.S. would help, he urged. <\/p>\n<p><font size= \u201c2\u201d> <b>Crisis impact<\/b><\/font><\/p>\n<p>Bilateral trade is, however, likely to take a knock as international growth slows and the U.S. probably goes into recession. Some Chilean exports, such as wood manufactures, have indeed already suffered. <\/p>\n<p>But, despite apocalyptic talk of the collapse of U.S. financial power, Chilean businessman and economist Alvaro Saieh was adamant that the world&#8217;s largest economy would come through the current maelstrom stronger and more competitive than before, as it has done in previous crises.<\/p>\n<p>Rather than blaming subprime mortgages, lax regulators and other bogeymen, Saieh said that global macroeconomic imbalances, with excessive savings in one part of the world leading to cheap credit and financial bubbles elsewhere, lay behind the recent collapse in markets.<\/p>\n<p>Despite errors in Wall Street and Washington, the U.S. is still widely regarded as the world&#8217;s most competitive economy, he pointed out. The innovation and meritocracy inherent in U.S. society, which has allowed people like Bill Gates, Oprah Winfrey and Barack Obama to rise to the top make it likely that the country will soon bounce back, Saieh predicted.<\/p>\n<p>However, there are concerns. The U.S. presidential and congressional election campaign was marked by a surge in protectionist rhetoric, particularly from Democrat candidates.<\/p>\n<p>\u201cIt\u2019s fair to say that no issue was kicked around during this year\u2019s campaign as unfairly as free trade,\u201d noted Murphy.<\/p>\n<p>Low public support in the U.S. for free trade helps to explain why pending deals with Colombia and Panama as well as South Korea have yet to be approved by the U.S. Congress. But the situation is not as negative as the rhetoric suggests. <\/p>\n<p>If Republican candidate John McCain were to stage a late comeback to capture the White House, the U.S. would have a committed pro-free trade president,  Murphy told the seminar, while his rival, Barack Obama, has significantly toned down his attacks on free trade after calling for re-negotiation of NAFTA earlier in the campaign.<\/p>\n<p>Walter Bastian, deputy assistant secretary for the Western Hemisphere at the U.S. Department of Commerce, noted that once in office Democrat and Republican candidates have historically differed little in their trade policies. \u201cHaving said what they need to say in order to get elected, their priority is to create jobs,\u201d he argued. <\/p>\n<p><font size= \u201c2\u201d> <b>More than trade<\/b><\/font><\/p>\n<p>But it is, of course, not just trade that binds the U.S. and Chile. Bilateral relations touch on almost every aspect of life from cooperation in military exercises to the study of volcanoes, promotion of infrastructure development and research into renewable and nuclear energy, noted Ambassador Simons.<\/p>\n<p>Increasingly, they also involve education. Ambassador Simons noted that this is the area which has expanded most during his 12 months in Santiago and that more Chilean students than ever are studying in the U.S. <\/p>\n<p>Over twenty U.S. universities already have offices in Chile, suggesting they see considerable potential in the country, said Steve Reifenberg, the Santiago-based regional representative for Harvard University. Students from Harvard and other universities increasingly visit Chile not just as part of conventional study programs but also for internships with companies and to work on social programs, he noted. <\/p>\n<p>Chilean universities are also looking at U.S. teaching methods as a model. The Adolfo Ib\u00e1\u00f1ez University is the first to develop a U.S.-style liberal arts education, based on the development of transferable analytic skills rather than the learning by rote of technical knowledge, said Pedro Ib\u00e1\u00f1ez, the university\u2019s vice-president.<\/p>\n<p>The approach has yet to be appreciated by students or employers, he recognized. But it will be crucial to training future leaders who are better able to confront the challenges of a rapidly changing world, he told the seminar. <\/p>\n<p>But to meet these challenges and take better advantage of the opportunities it faces, Chile needs to invest a great deal more in education, suggested Mateo Budinich. Just 1.5% of the population is classed as bilingual in English and that represents \u201ca serious deficiency\u201d for a country whose economic development has been built on foreign trade, he added. <\/p>\n<p>Economic and technological change over recent decades has seen access to knowledge become crucial in competition between countries and companies. However, as well as education to generate knowledge, countries need institutions and laws to protect that knowledge in order to compete successfully.<\/p>\n<p>And, there, Chile has a blot on its copybook. According to the U.S., it has yet to implement the necessary legal changes to comply with the Chile-U.S. FTA and is on the Office of the U.S. Trade Representative&#8217;s Special 301 list of intellectual property offenders, along with countries like China and Russia.<\/p>\n<p><font size= \u201c2\u201d> <b>The view from the White House<\/b><\/font><\/p>\n<p>Both U.S. presidential candidates promised, if elected, to renew relations with Latin America but Mois\u00e9s Na\u00edm, editor of Foreign Policy magazine, warned Latin Americans not to kid themselves about the amount of attention they would receive from President McCain or Obama.<\/p>\n<p>Imagining the new incumbent&#8217;s first daily security briefing, the international affairs analyst suggested that the region cannot hope to compete with the range of imminent threats from across the globe, including terrorism and the spread of nuclear weapons. <\/p>\n<p>Instead of growing frustrated at lack of interest in the region or the fact that small countries like Cuba or Haiti absorb significantly more presidential time than a rising economic superpower like Brazil, Latin Americans should be grateful they lie outside those areas the White House considers priorities, he suggested.<\/p>\n<p>That is partly because the region is in much better shape today than in the past, with stable finances, strong economies and well-established democratic governments. In fact, after its best period of growth in several decades and with its considerable experience of past financial crises, Na\u00edm said Latin America was well-positioned to deal with the upcoming economic downturn.<\/p>\n<p>And with Brazil and Mexico now invited as observers to the G7 meetings of industrialized nations, the region will be able to participate in debate about the future of the world economy. That is a new voice for the region and represents new opportunities for interaction with the rest of the world, pointed out Na\u00edm.<\/p>\n<p>Along similar lines, Murphy warned Chile to be realistic about what it expects from the next U.S. president. \u201cThe financial crisis, a recession, the Middle East and many other urgent priorities will be awaiting him on January 20.\u201d  <\/p>\n<p>And, rather than waiting for the White House to set the agenda, Chile should think actively about what it would like to see on that agenda, he suggested. Five years on from the FTA, what else do you want from the U.S.? he asked. <\/p>\n<p>It is a question that AmCham and its members should be well placed to answer.
