El 10 de octubre, recibi\u00f3 el premio al Ministro de Hacienda Latinoamericano del A\u00f1o de manos de la revista Emerging Markets por sus ejemplares pol\u00edticas fiscales.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Por cierto, la disciplina fiscal no es nada nuevo en Chile, pero la virtud del ministro Velasco -a veces criticado en su pa\u00eds por ser \u201camarrete\u201d- radica en haberla mantenido durante el auge del cobre. \u201cLa historia de Am\u00e9rica Latina es de mal manejo de auges de bienes b\u00e1sicos y esta vez, Chile quer\u00eda hacerlo bien\u201d, se\u00f1ala.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Que Chile sea ahora un acreedor neto por primera vez en su historia y que tenga cerca de un 10% del PIB reservado en ahorros para los malos tiempos, ciertamente, es una noticia bienvenida. Pero \u00bfpor cu\u00e1nto tiempo podr\u00e1 proteger a la econom\u00eda en contra de la crisis?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfC\u00f3mo ve el desarrollo de la crisis? \u00bfComo una recesi\u00f3n? \u00bfComo una depresi\u00f3n?<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La crisis financiera en Estados Unidos no se ha desarrollado del todo, pero es dif\u00edcil imaginar que, despu\u00e9s de un per\u00edodo de congelamiento o semi-congelamiento de los mercados financieros en Estados Unidos, el Reino Unido y gran parte de Europa continental no habr\u00e1 un efecto sobre la inversi\u00f3n y el crecimiento en esos pa\u00edses. Hemos visto caer sus proyecciones de crecimiento una y otra vez durante los \u00faltimos trimestres.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfY el contagio en Chile? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Chile vive en el planeta Tierra y estamos muy integrados. Sin embargo, hay una lista que tiene bastante aceptaci\u00f3n de cosas que hacen que uno sea potencialmente vulnerable -d\u00e9ficit fiscal, fuertes obligaciones de deuda de corto plazo, etc.- y cada punto de esa lista est\u00e1 ausente en Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Eso es bueno y tranquilizador, pero\u2026<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Es un punto de partida absolutamente crucial. Y se muestra en los resultados de los mercados. Entre el 1 de enero y el 30 de septiembre, el diferencial de riesgo pa\u00eds de Chile fue el que menos se movi\u00f3 en Am\u00e9rica Latina y fue uno de los dos o tres que registr\u00f3 menos variaci\u00f3n en todo el mundo de mercados emergentes. Si usted toma las 40 bolsas de valores m\u00e1s grandes del mundo, la de Chile fue una de las que menos cay\u00f3 al 30 de septiembre.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Pero el cobre se est\u00e1 desplomando \u2026<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No se est\u00e1 desplomando; est\u00e1 cayendo desde un m\u00e1ximo extraordinariamente alto. Esa es una cosa para la que estamos extremadamente bien preparados por la simple raz\u00f3n de que no elaboramos nuestro presupuesto sobre la base del precio spot del cobre.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero no s\u00f3lo es eso; los precios del cobre tienen un efecto sobre el ingreso neto del pa\u00eds y, por tanto, sobre la demanda y tenemos amplios mecanismos para regular la demanda agregada que han funcionado muy bien. A diferencia de otros pa\u00edses de mercados emergentes, tenemos una serie de reglas monetarias y fiscales que est\u00e1n orientadas precisamente a contrarrestar las fluctuaciones en cosas como el precio del cobre. M\u00e1s problem\u00e1tico que un shock de demanda fue un shock de oferta, como el precio del petr\u00f3leo, eso s\u00ed tuvo un grave efecto sobre la inflaci\u00f3n chilena.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>La crisis resolver\u00e1 la inflaci\u00f3n\u2026 <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Ayudar\u00e1 con lo que han sido din\u00e1micas inflacionarias bastante desafiantes. Ahora la inflaci\u00f3n tiene cierta persistencia\u2026<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfPero ha dejado de ser el problema medular? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Es muy pronto para decir eso, pero la balanza de riesgos est\u00e1 comenzando a cambiar.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>De modo que Chile s\u00f3lo va a tener un leve resfr\u00edo\u2026<\/EM> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hasta ahora, Chile ha mostrado mucha fortaleza para soportar esta crisis.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Usted ha sido cr\u00edtico de la pol\u00edtica econ\u00f3mica estadounidense; \u00bfd\u00f3nde cree que estuvo el problema? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>El punto es que hay dos tipos de mercados: aquellos donde la amenaza de la bancarrota es cre\u00edble y ejerce un efecto disciplinario, y aquellos donde esa amenaza est\u00e1 ausente. En mercados donde uno puede perder la camisa si hace tonteras, uno necesita poca regulaci\u00f3n o a lo mejor nada de regulaci\u00f3n. Pero si uno tiene un mercado donde la amenaza de la quiebra no es cre\u00edble y, en especial, en donde hay garant\u00edas gubernamentales impl\u00edcitas o expl\u00edcitas, entonces lo que se requiere es una regulaci\u00f3n bastante estricta, de lo contrario los incentivos est\u00e1n desalineados.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Eso es hasta cierto punto lo que ha ocurrido. Algunos accionistas han perdido su capital -como deber\u00eda ser- pero parece bastante evidente ex post que hab\u00eda demasiados incentivos para la toma de riesgos y no suficientes desincentivos, de los cuales el m\u00e1s importante es que si lo haces mal, perder\u00e1s mucho dinero.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>Entonces lo que est\u00e1 diciendo es que si volvemos a los primeros a\u00f1os de la d\u00e9cada, \u00bfno hab\u00eda suficiente regulaci\u00f3n en Estados Unidos? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>No hab\u00eda suficiente regulaci\u00f3n de un tipo en particular y no hab\u00eda suficiente transparencia. Se compraban y vend\u00edan algunos instrumentos que nadie comprend\u00eda realmente. Como me dijo recientemente un colega: \u201cSupe que Wall Street tendr\u00eda problemas cuando dejaron de reclutar a nuestros doctorados en econom\u00eda y comenzaron a contratar a nuestros doctorados en f\u00edsica\u201d. Eso comenz\u00f3 hace 10 a\u00f1os.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>De modo que las instituciones financieras no debieran ser rescatadas? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Uno tiene que hacer una diferencia entre los incentivos que entrega al comienzo del camino, que importan mucho, y las decisiones que confronta al final del camino. Para cuando estas firmas se volvieron grandes, las interconexiones se volvieron m\u00faltiples y los riesgos para el sistema de pagos y la estabilidad financiera son tan grandes como ahora, b\u00e1sicamente no hay opci\u00f3n.<STRONG> <\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfSuscribe usted la teor\u00eda de que todo esto es culpa de Estados Unidos? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>No, lejos de eso. Es notable c\u00f3mo uno ve cosas similares en mercados muy diferentes que operan en lugares muy distintos del mundo bajo sistemas legales muy distintos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfPero todo no tiene que ver con los activos t\u00f3xicos estadounidenses? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>No sabemos lo suficiente como para afirmar eso. \u00bfSe debe a eso la volatilidad que ha registrado el mercado burs\u00e1til en Rusia durante las \u00faltimas dos semanas?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfEst\u00e1 Estados Unidos ahora donde estaba Chile en su crisis bancaria en la d\u00e9cada de los 80? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>En un sentido muy b\u00e1sico, s\u00ed. La de Chile fue una crisis bancaria m\u00e1s tradicional, fueron los bancos comerciales los que actuaron en ese entonces mientras que, en Estados Unidos y el Reino Unido, han terminado muy involucrados, pero el problema comenz\u00f3 en otro lado con instrumentos financieros que habr\u00edan sido impensables en Chile en 1982.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfEs la regulaci\u00f3n mundial la respuesta?<\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">No estoy seguro de si uno necesita o puede aspirar a tener un regulador mundial, pero resulta bastante evidente ahora que una regulaci\u00f3n descoordinada a trav\u00e9s de los distintos pa\u00edses no va a ser muy efectiva.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG><EM>\u00bfVe una repercusi\u00f3n en contra de las pol\u00edticas del libre mercado? <\/EM><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><EM><\/EM>Creo que hay lecciones correctas e incorrectas de un episodio como este. La lecci\u00f3n correcta es hacer la distinci\u00f3n que mencion\u00e9 previamente sobre los mercados que pueden requerir una regulaci\u00f3n exigente y aquellos que no la necesitan, y necesitamos saber d\u00f3nde trazar la l\u00ednea. Si esa es la conclusi\u00f3n, creo que es saludable.<\/P><!--:--><!--:en--><br \/>\n<!--break--><br \/>\nThis year\u2019s IMF Meeting in Washington was inevitably overshadowed by the international financial crisis but, for Andr\u00e9s Velasco, there was also an opportunity for celebration. On October 10, he received the Latin American Finance Minister of the Year award from the Emerging Markets magazine for his exemplary fiscal policies.<\/p>\n<p>Fiscal discipline is, of course, nothing new in Chile but the virtue of Minister Velasco &#8211; sometimes criticized at home as tightfisted &#8211; is to have maintained it during a copper boom. \u201cThe history of Latin America is one of mismanaged commodity booms and Chile wanted to get it right this time,\u201d he says. <\/p>\n<p>That Chile is now a net creditor for the first time in its history and has close to 10% of GDP stashed away in savings against bad times is, certainly, welcome news. But how far will it go in cushioning the economy against the crisis?  <\/p>\n<p><b><I>How do you see the crisis developing? Recession? Depression?<\/b><\/I><\/p>\n<p>The financial crunch in the U.S. has not fully played itself out but it\u2019s hard to imagine that, after a period of frozen or semi-frozen financial markets in the U.S., the UK and much of continental Europe, there will not be an impact on investment and growth in those countries. We\u2019ve seen their growth forecasts coming down again and again over the last couple of quarters. <\/p>\n<p><b><I>And contagion in Chile?<\/b>\/I><\/p>\n<p>Chile lives on planet earth and we\u2019re deeply integrated. However, there is a pretty well-accepted checklist of things that make you potentially vulnerable &#8211; a fiscal deficit, heavy short-term borrowing and so on &#8211; and every single point on that list is absent in Chile. <\/p>\n<p><b><I>That\u2019s nice and reassuring but\u2026<\/b><\/I><\/p>\n<p>It\u2019s an absolutely crucial starting point. And it\u2019s showing up in market outcomes. Between January 1 and September 30, Chile\u2019s country risk spread moved the least in Latin America and was one of the two or three that moved least in all the emerging market world. If you take the 40 biggest stock exchanges in the world, Chile\u2019s was the one that had dropped the least as of September 30.<\/p>\n<p><b><I>But the bottom is dropping out of copper\u2026<\/b><\/I><\/p>\n<p>It\u2019s not dropping out; it\u2019s falling from an extraordinarily high peak. That is one thing for which we\u2019re extremely well-prepared for the very simple reason that we don\u2019t do our budgeting on the basis of the spot price of copper. <\/p>\n<p>But it\u2019s not only that; copper prices have an impact on net country income and, therefore, demand and we have ample mechanisms for regulating aggregate demand which have worked very well. Unlike other emerging market countries, we have a set of monetary and fiscal rules that are geared precisely to offsetting fluctuations in things like the price of copper. More troublesome than a demand shock was a supply shock, like the price of oil, that did have a serious impact on Chilean inflation.<\/p>\n<p><b><I>The crisis will solve inflation\u2026 <\/b><\/I><\/p>\n<p>It will help with what have been fairly challenging inflation dynamics. Now inflation does have some persistence\u2026<\/p>\n<p><b><I>But has it stopped being the core problem?<\/b><\/I><\/p>\n<p>It\u2019s too early to say that, but the balance of risks is beginning to shift.<\/p>\n<p><b><I>So Chile is just going to get a light cold\u2026<\/b><\/I><\/p>\n<p>Chile has so far shown a lot of strength in withstanding this crisis.<\/p>\n<p><b><I>You\u2019ve been critical of U.S. economic policy; where do you think it went wrong? <\/b><\/I><\/p>\n<p>The point is that there are two types of markets: those where the threat of bankruptcy is credible and exerts a disciplining effect, and those where that threat is absent. In markets where you can lose your shirt if you do things foolishly, you need light regulation or perhaps no regulation at all. But if you have a market where the threat of bankruptcy is not credible and, especially, where there are implicit or explicit government guarantees, then what is called for is fairly stringent regulation, otherwise the incentives are misaligned. <\/p>\n<p>That\u2019s to some extent what\u2019s happened. Some shareholders have lost their capital &#8211; as it should be &#8211; but it seems fairly evident ex post that there was too much incentive for risk-taking and not enough disincentives, of which the most important is that if you do badly, you\u2019ll lose a lot of money. <\/p>\n<p><b><I>So what you\u2019re saying is that going back to the early part of the decade, there wasn\u2019t enough regulation in the U.S.?<\/b><\/I><\/p>\n<p>There wasn\u2019t enough regulation of a particular kind and there wasn\u2019t enough transparency. Some instruments were bought and sold that nobody really understood. As a former colleague said to me recently, \u2018I knew Wall Street would have trouble when they stopped recruiting our PhD economists and began recruiting our PhD physicists\u2019. That started ten years ago.<\/p>\n<p><b><I>So financial institutions shouldn\u2019t be bailed out? <\/b><\/I><\/p>\n<p>You have to make a difference between the incentives you provide at the beginning of the road, which matter a lot, and the choices you confront at the end of the road. By the time, these firms have become big, the inter-linkages have become multiple, and the risks to the payment system and financial stability are as huge as they are, there is no choice basically. <\/p>\n<p><b><I>Do you subscribe to the theory that this is all the fault of the U.S.?<\/b><\/I><\/p>\n<p>No, far from it. It\u2019s striking how you see similar things in very different markets that operate in very different corners of the world under very different legal systems. <\/p>\n<p><b><I>But isn\u2019t it all to do with U.S. toxic assets?<\/b><\/I><\/p>\n<p>We don\u2019t know enough to make that claim. Are the wild gyrations in Russia\u2019s stock market over the last two weeks due to that? <\/p>\n<p><b><I>Is the U.S. now where Chile was in its banking crisis in the 1980s? <\/b>\/I><\/p>\n<p>In a very basic sense, yes. Chile\u2019s was a more traditional banking crisis, it was the commercial banks that did the deeds then whereas, in the U.S. and the UK, they\u2019ve ended up heavily involved but the problem began elsewhere with financial instruments that would have been unthinkable in Chile in 1982.<\/p>\n<p><b><I>Is global regulation the answer?<\/b><\/I><\/p>\n<p>I\u2019m not sure whether you need or can aspire to have one global regulator but it is pretty self-evident by now that uncoordinated regulation across countries is not going to be very effective.<\/p>\n<p><b><I>Do you see a backlash against free-market policies?<\/b><\/I><\/p>\n<p>I think there are right lessons and wrong lessons to extract from such an episode. The right lesson is to make the distinction I mentioned earlier about markets that call for stringent regulation and those that do not, and we need to know where to draw the line.
