En octubre, Chile acudir\u00e1 a las urnas para elegir a quienes ser\u00e1n sus autoridades municipales por los pr\u00f3ximos cuatro a\u00f1os. Pero en esas elecciones hay m\u00e1s en juego que qui\u00e9n regir\u00e1 al gobierno local; los comicios tambi\u00e9n ser\u00e1n una prueba de la fuerza de las dos principales coaliciones pol\u00edticas del pa\u00eds -la centroizquierdista Concertaci\u00f3n y la centroderechista Alianza por Chile- antes de la pr\u00f3ximas elecciones parlamentarias y presidenciales en diciembre del 2009.<\/P>

Y, seg\u00fan Ascanio Cavallo, decano de la Escuela de Periodismo de la Universidad Adolfo Ib\u00e1\u00f1ez y reconocido analista pol\u00edtico, ambas coaliciones enfrentan importantes desaf\u00edos. Quiz\u00e1s los de la Concertaci\u00f3n -que se ha mantenido en el poder desde 1990- son mayores, pero no hay una correlaci\u00f3n lineal entre el descontento con el Gobierno y el apoyo a la oposici\u00f3n, se\u00f1al\u00f3 en un desayuno de la AmCham<\/STRONG> realizado el 22 de julio.<\/P> Cuando la Presidenta Michelle Bachelet asumi\u00f3 el mando de la naci\u00f3n en marzo del 2006, lo hizo en condiciones extraordinariamente favorables, dijo Cavallo, \u201cde hecho, quiz\u00e1s las m\u00e1s favorables de los \u00faltimos 40 a\u00f1os\u201d. A diferencia de su antecesor, el presidente Ricardo Lagos, quien asumi\u00f3 cuando Chile a\u00fan luchaba por salir de la crisis asi\u00e1tica, Bachelet hered\u00f3 una econom\u00eda en expansi\u00f3n con decrecientes tasas de desempleo, s\u00f3lidas finanzas fiscales y precios r\u00e9cord para el cobre.<\/P> M\u00e1s a\u00fan, destac\u00f3 Cavallo, fue la primera de cuatro presidentes de la Concertaci\u00f3n en contar con una mayor\u00eda en ambas C\u00e1maras del Congreso. No obstante, ha visto decaer su tasa de aprobaci\u00f3n a un nivel cercano al punto m\u00e1s bajo que haya tenido un Gobierno de la Concertaci\u00f3n: el del presidente Eduardo Frei en la mitad de la crisis asi\u00e1tica.<\/P> El problema, dijo a los miembros de la AmCham<\/STRONG> y sus invitados, es que sus ventajas tempranas se perdieron a poco andar. A medida que las tasas de inflaci\u00f3n y los altos precios del petr\u00f3leo se incrementaban, la econom\u00eda se volvi\u00f3 menos estable y la percepci\u00f3n p\u00fablica se volvi\u00f3 pesimista mientras la Alianza ganaba fuerza al tiempo que su candidato Sebasti\u00e1n Pi\u00f1era consolidaba su posici\u00f3n como l\u00edder entre los candidatos a la Presidencia.<\/P> Adem\u00e1s, la mayor\u00eda del Gobierno en el Congreso tuvo problemas con las diferencias al interior de la Concertaci\u00f3n. \u201cEste probablemente ser\u00e1 el Gobierno de la Concertaci\u00f3n que menos leyes apruebe\u201d, predijo Cavallo.<\/P> La Presidenta Bachelet consigui\u00f3 la aprobaci\u00f3n para la reforma de pensiones que fue su principal promesa electoral, pero el panorama legislativo para el resto de su mandato es oscuro, asever\u00f3 Cavallo. \u201cHay un mont\u00f3n de leyes entrampadas en el Congreso que no tienen ninguna expectativa de ser aprobadas\u201d.<\/P> Pero eso no significa que las elecciones municipales de octubre ser\u00e1n una carrera ganada para la Alianza. Hist\u00f3ricamente, el margen de la Concertaci\u00f3n sobre la oposici\u00f3n siempre ha sido mayor en las elecciones locales y hay signos que muestran que ello podr\u00eda ser as\u00ed nuevamente, sugiri\u00f3 Cavallo.<\/P> \u201cAl hablar con l\u00edderes de la oposici\u00f3n, uno percibe un temor de que la posici\u00f3n de Pi\u00f1era en las encuestas y la debilidad del Gobierno puedan no verse reflejados en los resultados\u201d, se\u00f1al\u00f3, \u201cy de que la oposici\u00f3n, de hecho, podr\u00eda recibir un duro golpe\u201d.<\/P> Es por eso que Pi\u00f1era probablemente no desempe\u00f1ar\u00e1 un rol muy visible en la campa\u00f1a municipal, predijo. Y, advirti\u00f3, no hay que olvidar que, m\u00e1s o menos a la misma altura de la \u00faltima carrera por las elecciones presidenciales, el candidato de la oposici\u00f3n, Joaqu\u00edn Lav\u00edn, estaba en una posici\u00f3n similar hasta que apareci\u00f3 Pi\u00f1era y lo dej\u00f3 en un tercer lugar.<\/P> Asimismo, las tendencias hist\u00f3ricas sugieren que, a\u00fan cuando la oposici\u00f3n gane la elecci\u00f3n presidencial, podr\u00eda no obtener una mayor\u00eda en el Congreso, dijo Cavallo. \u201cY la experiencia con Bachelet en los \u00faltimos meses muestra cu\u00e1n inquietante puede ser eso\u201d.<\/P> Pero hay un factor -la inflaci\u00f3n- que podr\u00eda cambiar este panorama de manera dr\u00e1stica, advirti\u00f3 Cavallo. Those of the Concertaci\u00f3n, which has held power since 1990, are perhaps larger, but there isn\u2019t a linear correlation between dissatisfaction with the government and support for the opposition, he told an AmCham breakfast on July 22.<\/p>\n When President Michelle Bachelet took office in March 2006, she did so in extraordinarily favorable conditions, said Cavallo – \u201cindeed, perhaps the most favorable of the last 40 years\u201d. Unlike her predecessor President Ricardo Lagos, who took office when Chile was still fighting its way out of the Asian financial crisis, Bachelet inherited a growing economy with falling unemployment, sound fiscal finances and record copper prices.<\/p>\n Moreover, pointed out Cavallo, she was the first of the four Concertaci\u00f3n presidents to have a majority in both houses of Congress. Yet, she has seen her approval rating drop to a level close to the lowest ever for a Concertaci\u00f3n government – that of President Eduardo Frei in the throes of the Asian crisis. <\/p>\n The problem, he told AmCham members and their guests, is that her early advantages were soon lost. As inflation and high oil prices reared their head, the economy became less stable and the public mood swung to pessimism while the Alianza gained in strength as its candidate Sebast\u00edan Pi\u00f1era consolidated his position as presidential frontrunner. <\/p>\n Moreover, the government\u2019s majority in Congress fell foul of internal differences within Concertaci\u00f3n. \u201cThis will probably be the Concertaci\u00f3n government that passes least laws,\u201d predicted Cavallo.<\/p>\n President Bachelet did obtain approval for the pension reform that was her central electoral promise, but the legislative outlook for the rest of her term is dim, said Cavallo. \u201cThere\u2019s a jungle of laws bogged down in Congress that have no prospect of getting through.\u201d <\/p>\n But that doesn\u2019t mean the municipal elections of October will be a walk-over for the Alianza. Historically, the Concertaci\u00f3n\u2019s margin over the opposition has always been largest in local elections and there are signs this could be case again, suggested Cavallo. <\/p>\n \u201cTalking to opposition leaders, one perceives a fear that Pi\u00f1era\u2019s position in the polls and the weaknesses of the government may not be reflected in the results,\u201d he said, \u201cand that the opposition could, in fact, take a hard knock.\u201d <\/p>\n That is why Pi\u00f1era will probably not play a very visible role in the municipal campaign, he predicted. The Alianza\u2019s key test, he added, will be not to lose votes even if – as is likely – it loses its mayors in some key districts like Santiago center. <\/p>\n Looking ahead to the presidential election, it is still too early to predict the result, said Cavallo. For one thing, the Concertaci\u00f3n doesn\u2019t have a nominee yet and experience shows that its voters don\u2019t express an opinion until that happens, he argued. <\/p>\n In his view, Pi\u00f1era isn\u2019t on to a sure thing. He is acting autonomously – \u201che clearly doesn\u2019t follow party orders,\u201d noted Cavallo – and that\u2019s not a \u201cnormal\u201d situation. And, he warned, it shouldn\u2019t be forgotten that, at more or less the same point before the last presidential election, the opposition candidate, Joaqu\u00edn Lav\u00edn, was in a similar position until Pi\u00f1era appeared and pushed him into third place. <\/p>\n Moreover, historic trends suggest that, even if the opposition wins the presidential election, it may not obtain a majority in Congress, said Cavallo. \u201cAnd experience under Bachelet in recent months shows how disruptive that can be.\u201d <\/p>\n But there is one factor – inflation – that could change this outlook dramatically, warned Cavallo.
