Se han estrechado miles de manos de trabajadores en la entrada de f\u00e1bricas e incontables beb\u00e9s han sido besados\u2026 todo bajo la atenta mirada de las c\u00e1maras. Este bombardeo s\u00f3lo aumentar\u00e1 en intensidad cuando nos presenten el espect\u00e1culo de las decepcionantes convenciones de los partidos pol\u00edticos .<\/P> M\u00e1s all\u00e1 de esta atm\u00f3sfera \u201cfestiva\u201d, el proceso eleccionario en Estados Unidos es un proceso de renovaci\u00f3n \u00fanica que da a todos, independientemente de la nacionalidad, la oportunidad de tener un efecto sobre lo que est\u00e1 sucediendo. Llegado enero del 2009, veremos un nuevo ocupante de la Casa Blanca. Surgir\u00e1n nuevas pol\u00edticas, nueva ret\u00f3rica, nuevos enfoques hacia la resoluci\u00f3n de temas nacionales. Estamos siendo testigos del traspaso de poder, -el traspaso pac\u00edfico del poder, no apunta de pistola o de fuerza bruta de parte de los actuales gobernantes, sino por la voluntad del electorado-, que ejerce un derecho protegido por la Constituci\u00f3n para escoger a qui\u00e9n gobernar\u00e1.<\/P> Cuando George Washington fue convencido para ir por un segundo per\u00edodo como el primer presidente de Estados Unidos, acept\u00f3 a rega\u00f1adientes y se\u00f1al\u00f3 que, cualquiera fuera la circunstancia, se rehusar\u00eda a ir por un tercer mandato. El rey Jorge III coment\u00f3: \u201cSi lo hace, se\u00f1or, \u00e9l ser\u00e1 el hombre m\u00e1s grande del mundo\u201d. La historia confirma que, de hecho, no fue tras un tercer per\u00edodo. El pa\u00eds estaba severamente dividido y se necesitaron 36 votaciones en la C\u00e1mara de Representantes y casi una guerra civil antes de que John Adams, el rival pol\u00edtico de Washington, fuera elegido. Las consecuencias fueron importantes.<\/P> Cuando Estados Unidos celebra el aniversario n\u00famero 232 de su Independencia, nuestro enfoque debiera concentrarse en la renovada oportunidad que el proceso de elecci\u00f3n nos entrega a todos y cada uno de nosotros. Esto nos obligar\u00e1 a encontrar el equilibrio correcto de los derechos universales individuales mientras que, al mismo tiempo, abordamos la seguridad y las necesidades de la sociedad como un todo.<\/P> Este 4 de julio, celebramos el renovado proceso de elecci\u00f3n democr\u00e1tica que es ahora, afortunadamente, la norma a nivel internacional. Es un proceso para la transmisi\u00f3n del mando que nos ha servido bien.<\/P> Los invitamos a todos, independientemente de su nacionalidad o pa\u00eds de origen, a aprovechar la oportunidad para reflexionar sobre la importancia de construir una sociedad mejor, m\u00e1s justa y m\u00e1s segura. \u00a1Feliz 4 de julio!<\/P> Television, radio and the printed media have been bombarding us since last November with unending commentary, opinion and forecasts designed to let us know, before the election, who will win and why. Thousands of workers\u2019 hands are being shaken at the entrance to factories and countless babies are being kissed\u2026all under the watchful eye of the camera. This bombardment will only increase in intensity until we are presented with the spectacle of the anti-climatic Political Party Conventions.<\/p>\n Beyond this \u201cfestival\u201d atmosphere, the election process in the United States is a unique renewal process that gives all, irrespective of nationality, the opportunity to reflect upon just what is happening. Come January 2009, we will see a new occupant in the White House. New policies, new rhetoric, new approaches to the resolution of national issues will emerge. We are witnessing the transfer of power – the peaceful transfer of power, not at the end of a gun or by the brute strength of current rulers, but by the will of the electorate exercising a constitutionally-protected right to choose who will govern. <\/p>\n When George Washington was persuaded to run for a second term as the 1st President of the United States, he agreed grudgingly and indicated that, whatever the circumstances, he would refuse a third term. King George III commented, \u201cIf he does that, sir, he will be the greatest man in the world\u201d. History bears out that, in fact, he did not run for a third term. The country was severely divided and it took 36 ballots in the House of Representatives and almost a civil war before Washington\u2019s political rival John Adams was elected. The implications are huge.<\/p>\n As the United States celebrates its 232nd Independence Day, our focus should be the renewal opportunity that the election process provides for each and every one of us. Let us not make the mistake of taking for granted the simple constitutionally-guaranteed liberties and freedoms that we enjoy: freedom of religion, freedom of speech or the press, the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. <\/p>\n The current moment in history presents us with unique challenges: from the threat to life and liberty embodied in international terrorism to the need to help lift a significant part of the world population from the grips of poverty. This will force us to find the right balance of individual universal rights while, at the same time, addressing security and the needs of society taken as a whole.<\/p>\n This 4th of July, let us celebrate the democratic election renewal process that is now, happily, the norm internationally. The process is well under way.
