Ni la situaci\u00f3n de Chile hoy en d\u00eda ni su panorama, dado su actual desempe\u00f1o, se ven muy brillantes, sugiri\u00f3 el agente financiero y comentarista pol\u00edtico David Gallagher en el desayuno de AmCham celebrado el 27 de mayo. S\u00famele a eso el menor crecimiento internacional y las perspectivas -de hecho- se vuelven l\u00fagubres.<\/P>

Luego de cinco a\u00f1os de un fuerte crecimiento econ\u00f3mico en tres d\u00e9cadas, la econom\u00eda mundial se est\u00e1 enfriando, destac\u00f3 Gallagher. Europa, liderada por el Reino Unido, est\u00e1 lista para seguir la desaceleraci\u00f3n estadounidense, mencion\u00f3 a los miembros de la AmCham y sus invitados en el desayuno.<\/P>

El resurgimiento de la inflaci\u00f3n, encabezado por los precios de los alimentos y de la energ\u00eda, sugiere que el mundo ha estado creciendo demasiado r\u00e1pido, argument\u00f3. \u201cY eso va a cambiar\u201d, predijo.<\/P>
\n
China, que ha encabezado el crecimiento en la \u00faltima d\u00e9cada, comenzar\u00e1 a enfriarse una vez que concluyan los Juegos Ol\u00edmpicos, sugiri\u00f3. Y a medida que la construcci\u00f3n de infraestructura se desacelere tambi\u00e9n lo har\u00e1 la creaci\u00f3n de empleo y China podr\u00eda volverse represiva al tiempo que los medios de comunicaci\u00f3n del mundo vuelven su mirada hacia otra parte, indic\u00f3.<\/P>

Eso enfriar\u00eda los alt\u00edsimos precios de los bienes b\u00e1sicos, incluido el cobre, lo que tendr\u00e1 importantes implicancias para Chile. Pero, a\u00fan cuando los precios del metal rojo han alcanzado niveles r\u00e9cord, Chile ha tenido un bajo desempe\u00f1o y el crecimiento ha sido decepcionante, destac\u00f3 Gallagher.<\/P>

El Gobierno se ha jactado de la alta inversi\u00f3n, que llega a m\u00e1s del 25% del PIB, como un signo de fortaleza de la econom\u00eda. Sin embargo, gran parte de este dinero se est\u00e1 utilizando para incorporar nuevas l\u00edneas de concentradores a las actuales minas para combatir las decrecientes leyes minerales. En otras palabras, dijo Gallagher, apenas servir\u00e1 \u201cpara seguir produciendo m\u00e1s de lo mismo y no podemos quedar satisfechos con eso”.<\/P>

Gallagher identific\u00f3 el estancamiento de la pol\u00edtica en el pa\u00eds como el problema de fondo. Luego de las fanfarreas que acompa\u00f1aron al anuncio de la agenda pol\u00edtica de la presidenta Michelle Bachelet cuando asumi\u00f3 el mando de la naci\u00f3n hace dos a\u00f1os, se ha legislado muy poco a partir de la mencionada agenda, argument\u00f3.<\/P>

La reforma del Estado, por ejemplo, propuesta en abril por el ministro del Interior Edmundo P\u00e9rez Yoma, apenas fue mencionada en la cuenta p\u00fablica a la naci\u00f3n que hizo la presidenta el 21 de mayo. \u201cY creo que todos aqu\u00ed sabemos que en ese frente muy poco suceder\u00e1”, destac\u00f3 Gallagher.<\/P>

M\u00e1s que un problema del actual Gobierno, esto es sintom\u00e1tico de la clase pol\u00edtica de Chile en general, seg\u00fan Gallagher. Esto es, a su juicio, el no abordar temas que son cruciales para el desarrollo del pa\u00eds tales como la necesidad de leyes laborales m\u00e1s flexibles, una reforma del profesorado y la participaci\u00f3n privada en la cupr\u00edfera estatal Codelco.<\/P>

La democracia chilena no es lo suficientemente competitiva debido al sistema electoral binominal del pa\u00eds, se\u00f1al\u00f3 en el desayuno de la AmCham. “Nos quejamos de que los profesores y los empleados del sector p\u00fablico tienen empleos vitalicios, pero hoy en d\u00eda los pol\u00edticos son el grupo con menor movilidad\u201d.<\/P>

La inscripci\u00f3n autom\u00e1tica en el registro electoral, en lugar del actual sistema voluntario, ser\u00eda una manera “obvia” de inyectar cierta frescura a la pol\u00edtica cada vez m\u00e1s formal, indic\u00f3. Con m\u00e1s gente teniendo algo que decir en las elecciones, los pol\u00edticos tendr\u00edan una mejor apreciaci\u00f3n respecto de lo que la mayor\u00eda de los chilenos quiere, algo que no han logrado comprender en los \u00faltimos a\u00f1os, argument\u00f3.<\/P>

Por ejemplo, una reciente encuesta de opini\u00f3n del Centro de Estudios P\u00fablicos (CEP), estudio de investigaci\u00f3n en donde Gallagher es director, muestra que una aplastante mayor\u00eda de chilenos se opone a las manifestaciones violentas como una t\u00e1ctica de presi\u00f3n, sin embargo el Gobierno ha cedido r\u00e1pidamente ante las protestas de los trabajadores subcontratistas de Codelco, remarc\u00f3.<\/P>

M\u00e1s a\u00fan, la encuesta muestra que la mayor\u00eda de los chilenos tiene poco inter\u00e9s en la pol\u00edtica y no ve que el Gobierno o los pol\u00edticos resuelvan sus problemas. En lugar de esperar que el Gobierno intervenga en su nombre, la mayor\u00eda de los chilenos en la actualidad espera que la sociedad recompense el esfuerzo individual.<\/P>

Como el ingl\u00e9s no ideol\u00f3gico retratado en el famoso ensayo de tiempos de guerra de George Orwell “England Your England”, los chilenos de los tiempos modernos, tras 30 a\u00f1os de importantes cambios econ\u00f3micos, est\u00e1n m\u00e1s interesados en avanzar en sus propios proyectos personales.<\/P>

Y como en Gran Breta\u00f1a, Chile necesita un l\u00edder como Margaret Thatcher, sugiri\u00f3 Gallagher, que pueda interpretar estos deseos y salvar al pa\u00eds de ser capturado por los intereses de grupos violentos. “Hay una tremenda oportunidad para un pol\u00edtico -Sebasti\u00e1n Pi\u00f1era, si Dios quiere- que realmente pueda interpretar en qu\u00e9 se ha convertido este pa\u00eds”, concluy\u00f3.<\/P>

After its strongest five-year period of economic growth in three decades, the world economy is already cooling, pointed out Gallagher. Europe, led by the United Kingdom, is set to follow the U.S. slowdown, he told AmCham members and their guests at the breakfast. <\/p>\n
The re-surge in inflation, led by energy and food prices, suggests that the world has been growing too fast, he argued. \u201cAnd that is going to change,\u201d he predicted. <\/p>\n
China, which has led growth over the last decade, will begin to cool once the Olympics are over, he suggested. And as infrastructure building slows so too will job creation, and China may turn repressive as the world’s media focuses its gaze elsewhere, he said.<\/p>\n
That would put a chill into red-hot commodity prices, including copper, with major implications for Chile. But, even while copper prices have been at record levels, Chile has been underperforming and growth has been disappointing, pointed out Gallagher. <\/p>\n
The government has boasted of high investment, reaching over 25% of GDP, as a sign of the economy\u2019s strength. However, much of this money is being used to add new concentrator lines at existing mines to combat falling ore grades. In other words, said Gallagher, it will merely serve \u201cto carry on producing more of the same and we cannot be satisfied with that.”<\/p>\n
He identified stagnation in the country’s politics as the underlying problem. After the fanfare that accompanied the announcement of President Michelle Bachelet’s political agenda when she entered office two years, very little legislation of substance has come of it, he argued.<\/p>\n
The reform of the state, for example, proposed in April by Interior Minister Edmundo P\u00e9rez Yoma, barely got a passing mention in the President’s state-of-the-nation message on May 21. \u201cAnd I think all of us here know that very little will happen on that front,” Gallagher noted.<\/p>\n
Rather than a problem of the current government, this is symptomatic of Chile’s political class as a whole, according to Gallagher. It is, in his view, failing to address issues that are crucial for the country\u2019s development such as the need for more flexible labor laws, a reform of the teaching profession and private participation in state copper company Codelco. <\/p>\n
Chilean democracy is not competitive enough due to the country\u2019s binominal electoral system, he told the AmCham breakfast. “We complain that teachers and public-sector employees have jobs for life, but politicians are the most immobile group today.\u201d <\/p>\n
Automatic inscription on the electoral register, rather than the present voluntary system, would be an “obvious” way of injecting some fresh air into increasingly staid politics, he said. With more people having a say in elections, politicians would have a better appreciation of what the majority of Chileans want, something they have failed to grasp in recent years, he argued.<\/p>\n
For example, a recent opinion poll by the Centro de Estudios P\u00fablicos (CEP), a think-tank of which Gallagher is a director, shows that the overwhelming majority of Chileans oppose violent demonstrations as a pressure tactic, yet the government has been quick to cede to the protests of subcontracted workers at Codelco, he noted. <\/p>\n
Moreover, the poll shows that most Chileans have little interest in politics and do not look to the government or politicians to resolve their problems. Instead of expecting the government to intervene on their behalf, most Chileans nowadays expect society to reward individual effort. <\/p>\n
Like the non-ideological English portrayed in George Orwell’s famous wartime essay “England Your England”, modern-day Chileans, after thirty years of major economic changes, are most interested in advancing their own personal projects.<\/p>\n
And like Britain, Chile needs a leader like Margaret Thatcher, suggested Gallagher, who could interpret these desires and save the country from capture by the interests of violent groups. “There’s a tremendous opportunity here for a politician – Sebasti\u00e1n Pi\u00f1era, God willing – who can really interpret what this country has become,” he concluded.<\/p>\n","protected":false},"excerpt":{"rendered":"
