Gracias a los precios r\u00e9cord del cobre, ha podido incrementar su gasto fiscal en casi un quinto durante los \u00faltimos dos a\u00f1os mientras que, al mismo tiempo, destina US$20.000 millones -o un 10% del PIB anual- a dos fondos en el extranjero.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero, en Chile tal como en otras econom\u00edas basadas en la explotaci\u00f3n de recursos naturales, el actual auge mundial de los bienes b\u00e1sicos ha generado una inc\u00f3moda pregunta pol\u00edtica. \u00bfEst\u00e1 bien que pa\u00edses que a\u00fan tienen muchos problemas sociales apremiantes almacenen su riqueza? No tendr\u00eda m\u00e1s sentido para ellos invertir m\u00e1s de ese dinero en educaci\u00f3n, salud, etc\u00e9tera en su propia gente?<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En Chile, hay muchas razones econ\u00f3micas s\u00f3lidas para mantener una mano firme sobre el presupuesto fiscal, la inflaci\u00f3n y la solidez del peso entre otras. Pero los funcionarios gubernamentales tambi\u00e9n admiten en privado otra raz\u00f3n, m\u00e1s problem\u00e1tica: sus dudas respecto de la capacidad del Gobierno para gastar m\u00e1s dinero para mejores resultados<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cuando la Concertaci\u00f3n, la coalici\u00f3n de centro-izquierda que ha gobernado a Chile durante los \u00faltimos 18 a\u00f1os, asumi\u00f3 el mando del pa\u00eds, el presupuesto anual fiscal era de apenas US$6.000 millones; este a\u00f1o, llegar\u00e1 a un estimado de US$36.000 millones. Y las cifras, pese a su magnitud, subestiman los desaf\u00edos impl\u00edcitos en este incremento.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">A medida que la prosperidad de Chile ha crecido, ha resuelto muchos problemas. La trampa, sin embargo, est\u00e1 en que en muchos casos \u00e9stos problemas eran los sencillos y los que a\u00fan quedan son m\u00e1s complejos y desafiantes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Tome la pobreza como ejemplo. Cuando llega a un 39%, como ocurr\u00eda en 1990, las posibilidades apuntan a que casi cualquier programa de Gobierno moderadamente sensible ayude, pero cuando ha ca\u00eddo al 14%, el Gobierno realmente tiene que empezar a hacer su trabajo si ha de tener un efecto palpable.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">O tome el suministro el\u00e9ctrico rural, un \u00e1rea en la que Chile ha hecho importantes avances. Cuando las comunidades no son muy peque\u00f1as o no se encuentran en lugares muy remotos, resulta bastante obvio subsidiar a empresas de transmisi\u00f3n privada para desplegar nuevas l\u00edneas el\u00e9ctricas. Pero cuando las que quedan son realmente comunidades muy peque\u00f1as y remotas, comienzan a necesitarse estudios para evaluar opciones m\u00e1s complejas tales como las mini centrales hidroel\u00e9ctricas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s las pol\u00edticas deben mantenerse en el tiempo incluso si el Gobierno en funciones no estar\u00e1 ah\u00ed para llevarse el cr\u00e9dito. La experiencia de Chile en la d\u00e9cada de los 80, por ejemplo, mostr\u00f3 que si los programas de nutrici\u00f3n infantil se recortan durante una crisis econ\u00f3mica, los indicadores de desnutrici\u00f3n comienzan r\u00e1pidamente a dispararse de nuevo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Comparado con el enfoque de partir y detener [stop-start] que ha agobiado a muchos pa\u00edses latinoamericanos, Chile lo ha hecho bien en cuanto a la estabilidad pol\u00edtica, debido en parte al largo mandato de la Concertaci\u00f3n, pero tambi\u00e9n debido al amplio consenso pol\u00edtico respecto del enfoque principal de la estrategia para el pa\u00eds, aunque no necesariamente de sus detalles. Sin embargo, claramente ha fallado en un \u00e1rea de reforma clave que requiere no s\u00f3lo un compromiso de largo plazo sino tambi\u00e9n de la voluntad para emprender una tarea que promete pocos, si es que hay, dividendos pol\u00edticos de corto plazo: la modernizaci\u00f3n del propio Estado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>El Nacimiento del Problema <\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los primeros signos de que algo estaba mal en el Estado de Chile aparecieron en los primeros a\u00f1os de esta d\u00e9cada. Poco despu\u00e9s de que el presidente Ricardo Lagos asumiera el mando de la naci\u00f3n en el 2000, hubo un esc\u00e1ndalo porque varios funcionarios p\u00fablicos que hab\u00edan prestado servicio en empresas p\u00fablicas durante el Gobierno anterior hab\u00edan recibido generosas indemnizaciones por despido antes de ser reasignados simplemente a otros empleos estatales.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Luego, un par de a\u00f1os despu\u00e9s, un esc\u00e1ndalo en el Ministerio de Obras P\u00fablicas y Transporte concentr\u00f3 la atenci\u00f3n en la ra\u00edz del problema y en los enormes riesgos que representa no hacerle frente. Limitado por la r\u00edgida estructura de la administraci\u00f3n p\u00fablica e incapaz de modernizar su estructura de pago de manera acorde con las demandas de un nuevo esquema de concesiones privadas, el Ministerio recurri\u00f3 a la triangulaci\u00f3n de dineros para sus empleados a trav\u00e9s de empresas de externalizaci\u00f3n de servicios.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Debido a ese esc\u00e1ndalo, el Gobierno y la Uni\u00f3n Dem\u00f3crata Independiente (UDI) forjaron un acuerdo que sembr\u00f3 las semillas de una administraci\u00f3n p\u00fablica profesional y que tambi\u00e9n trajo como resultado la aprobaci\u00f3n de un proyecto de ley para abordar otro preocupante vac\u00edo en la rendici\u00f3n de cuentas y transparencia: la falta de regulaci\u00f3n del financiamiento electoral. Pero acontecimientos posteriores han demostrado que estas medidas no fueron suficientes.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En abril, en un seminario de negocios, el ministro del Interior -Edmundo P\u00e9rez Yoma- reconoci\u00f3 \u201cineficiencia y desorden\u201d en el aparato estatal. Y ten\u00eda razones para preocuparse: mientras hac\u00eda sus declaraciones, la entonces ministra de Educaci\u00f3n Yasna Provoste iba en camino al Congreso por una acusaci\u00f3n constitucional -la primera de un ministro del Gabinete desde que se reinstaur\u00f3 la democracia en 1990- por no poder dar cuenta de unos US$500 millones del presupuesto de educaci\u00f3n en el per\u00edodo 2004-2006.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">\u00c9se fue un duro golpe para el Gobierno de la presidenta Michelle Bachelet quien hab\u00eda prometido mejorar la deficiente calidad de la educaci\u00f3n estatal, que es calificada como un cuello de botella cr\u00edtico no s\u00f3lo para el crecimiento econ\u00f3mico sostenido de Chile sino que tambi\u00e9n para el avance en la reducci\u00f3n de la inequidad de ingresos. Y, a\u00fan peor para el Gobierno, la vasta mayor\u00eda de chilenos vio el problema -casi con certeza de manera incorrecta- como un problema de corrupci\u00f3n, m\u00e1s que de desorden.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero tambi\u00e9n ha habido casos de corrupci\u00f3n. Los chilenos -acostumbrados a la posici\u00f3n de su pa\u00eds como el m\u00e1s transparente de Am\u00e9rica Latina y, seg\u00fan las clasificaciones internacionales, mejor que algunos pa\u00edses industrializados- se han sentido traicionados durante los \u00faltimos a\u00f1os a medida que se han generado esc\u00e1ndalos que han pasado de la agencia gubernamental de promoci\u00f3n del deporte (Chiledeportes) y Gendarmer\u00eda al servicio estatal de ferrocarriles (Enfe) y, m\u00e1s recientemente, en el Registro Civil.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Eso ha dejado a los chilenos pregunt\u00e1ndose si la corrupci\u00f3n estatal siempre ha estado ah\u00ed y simplemente no sab\u00edan o si las cosas est\u00e1n empeorando. Y, si&nbsp;se trata de la \u00faltima opci\u00f3n, si la Concertaci\u00f3n -con sus 18 a\u00f1os en el poder- no es la primera en la l\u00ednea de sospechosos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><SPAN style=\"FONT-SIZE: small\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Limpieza General<\/STRONG><\/SPAN><\/SPAN><STRONG><\/STRONG><\/SPAN><STRONG><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Parte de la raz\u00f3n de estos esc\u00e1ndalos es una buena noticia: las esquinas oscuras del aparato estatal est\u00e1n recibiendo m\u00e1s luz. La designaci\u00f3n en abril del 2007 de un nuevo contralor general, titular de una agencia aut\u00f3noma responsable de auditar al Gobierno, demostr\u00f3 ser un paso clave en esta direcci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Tra\u00eddo de una firma privada de abogados, Ramiro Mendoza reorganiz\u00f3 la agencia, tom\u00f3 un rol m\u00e1s activo en la investigaci\u00f3n de posibles irregularidades y, de manera clave, comenz\u00f3 a publicar los resultados en el sitio web de la entidad. Los problemas de rendici\u00f3n de cuentas en el Ministerio de Educaci\u00f3n, por ejemplo, hab\u00edan sido un secreto a voces durante una d\u00e9cada, pero s\u00f3lo fue a comienzos de este a\u00f1o que se volvieron irrevocablemente p\u00fablicos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Cuando se trata de reformar el Estado, la experiencia internacional muestra que a menudo es en una crisis que las cosas comienza a cambiar para mejor, destaca Rossana P\u00e9rez, directora nacional del Servicio Civil, entidad creada tras el esc\u00e1ndalo en el Ministerio de Obras P\u00fablicas y Transporte como parte de una apuesta por profesionalizar la administraci\u00f3n del Estado. \u201cYa ha habido un importante cambio de mentalidad entre los pol\u00edticos; anteriormente no habr\u00edan considerado ceder cuotas de poder a funcionarios p\u00fablicos profesionales\u201d, afirma.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El nuevo esquema del servicio civil dividi\u00f3 los niveles m\u00e1s altos de la administraci\u00f3n central del Gobierno en tres categor\u00edas. Los 800 de primera l\u00ednea -ministros, subsecretarios, intendentes regionales y gobernadores regionales- siguen correspondiendo a designaciones pol\u00edticas, pero los 793 cargos siguientes -los directores de la mayor\u00eda de los servicios p\u00fablicos- son seleccionados por concurso por una comisi\u00f3n independiente conocida como <EM>Alta Direcci\u00f3n P\u00fablica<\/EM> (ADP) y despu\u00e9s de ellos otros 1.800 cargos tambi\u00e9n se eligen por concurso, pero por su propio servicio bajo la gu\u00eda de la oficina nacional del Servicio Civil.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, seg\u00fan el ministro P\u00e9rez Yoma, el avance no ha cumplido con las expectativas. Un problema, indica, es que los sueldos son muy bajos para atraer profesionales de la calidad que el Estado requiere. O, como dijo genialmente y sin tacto el ex ministro de Hacienda Nicol\u00e1s Eyzaguirre, \u201csi pagas con man\u00ed, s\u00f3lo puedes contratar monos\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y \u00e9se no es el \u00fanico problema. Un defecto a\u00fan m\u00e1s grave para los posibles candidatos a los 793 cargos que se supone la ADP debe llenar es que, si bien se seleccionan de manera independiente y, en teor\u00eda, por un per\u00edodo de tres a\u00f1os, pueden ser despedidos sin derecho a apelaci\u00f3n por sus superiores pol\u00edticos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y&nbsp;acceder al sector privado cuando has sido despedido del sector p\u00fablico no es f\u00e1cil, destaca John Byrne, director gerente en Santiago de Boyden, una empresa internacional l\u00edder en la b\u00fasqueda de ejecutivos. Eso ayuda a explicar por qu\u00e9 hasta ahora la ADP s\u00f3lo ha llenado 252 de los 793 cargos a asignar.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Con una duraci\u00f3n de seis a ocho meses, el proceso adem\u00e1s se demora mucho, argumenta Byrne. \u201cSi llamas a alguien para un trabajo, abres sus ojos a otras posibilidades y, dentro de 30 d\u00edas, probablemente habr\u00e1s perdido a los mejores candidatos\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La estrategia para llenar los cargos tambi\u00e9n es contraproducente, sostiene Byrne, e implica que las empresas l\u00edderes de b\u00fasqueda de ejecutivos del pa\u00eds se han negado a trabajar para el sistema. El hecho de que la mayor parte de la tarifa sea a posteriori, en lugar de por adelantado, es un incentivo perverso para llenar un cargo con quienquiera que postule, destaca.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, m\u00e1s a\u00fan, las empresas de b\u00fasqueda tienen que operar de manera remota a trav\u00e9s de la ADP y tienen prohibido legalmente hablar de manera directa con el servicio civil para el cual est\u00e1n haciendo las contrataciones. Esa restricci\u00f3n es una importante desventaja, indica Byrne, porque priva a la compa\u00f1\u00eda de la vital oportunidad de hacer su propia evaluaci\u00f3n de las calificaciones y caracter\u00edsticas personales que se requieren.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Limitaciones Estructurales <\/STRONG><\/SPAN><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero ni siquiera los mejores profesionales, seleccionados de la manera \u00f3ptima, podr\u00e1n hacer mucho sin los procesos, tecnolog\u00eda y personal correctos. Y, aunque algunas partes de la administraci\u00f3n estatal de Chile se consideran altamente eficientes -y, en general, se comparan bien respecto de otros pa\u00edses latinoamericanos- hay muchas historias de horror para ilustrar las dificultades que se pueden enfrentar.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los extranjeros que trabajan en Chile a menudo admiran al Servicio de Impuestos Internos (SII) del pa\u00eds y su uso de Internet como una manera de simplificar la burocracia, pero lo que cuentan cuando se trata de obtener una visa es bastante distinto. Para un pa\u00eds que ha hecho de la atracci\u00f3n de la inversi\u00f3n extranjera y el talento que \u00e9sta conlleva una piedra angular de su estrategia de desarrollo, eso es un error desafortunado.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Hay un amplio consenso en cuanto a que con las 160.000 personas que conforman la administraci\u00f3n del Gobierno central el tama\u00f1o de \u00e9ste sea probablemente el correcto, pero que no cuenta necesariamente con la gente correcta en el lugar correcto. En virtud de la legislaci\u00f3n chilena, los funcionarios del sector p\u00fablico, salvo los que corresponden a designaciones pol\u00edticas y aqu\u00e9llos elegidos a trav\u00e9s de la ADP, tienen un cargo pr\u00e1cticamente inamovible y, seg\u00fan funcionarios de Gobierno, los m\u00e1s antiguos y renuentes a los cambios a menudo se encuentran en los departamentos de contabilidad y abastecimiento, precisamente las \u00e1reas m\u00e1s vulnerables a las irregularidades y donde la nueva tecnolog\u00eda puede hacer la mayor contribuci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero quiz\u00e1s la ilustraci\u00f3n m\u00e1s gr\u00e1fica de c\u00f3mo los procesos del sector p\u00fablico y la tecnolog\u00eda no han podido seguir el ritmo de los crecientes presupuestos es en el Ministerio de Educaci\u00f3n. Su oficina regional (SEREMI) de Santiago, que fue responsable del desorden contable que termin\u00f3 con la salida de la ministra Provoste, es responsable de pagar financiamiento estatal -avaluado en un total anual cercano a los US$1.400 millones- para 2.500 escuelas de Santiago, todos de distintos montos dependiendo del tipo de escuela y de la asistencia de los alumnos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, enfrentado a este complejo proceso, s\u00f3lo comenz\u00f3 a cambiar de pagos con cheques a transferencias electr\u00f3nicas el a\u00f1o pasado, una d\u00e9cada despu\u00e9s de que el problema se detectara por primera vez. Y s\u00f3lo ahora est\u00e1 desarrollando un sistema totalmente autom\u00e1tico en el cual las distintas partes pueden \u201chablar\u201d entre s\u00ed.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Asimismo, la implementaci\u00f3n del SIGFE, un sistema lanzado en el 2001 con el respaldo del Banco Mundial para proporcionar un registro online del gasto fiscal, ha tardado m\u00e1s de lo esperado y, siete a\u00f1os despu\u00e9s, partes del presupuesto fiscal a\u00fan no se incorporan al sistema, destaca Rosanna Costa, experta en asuntos fiscales del Instituto Libertad y Desarrollo, un centro de estudios local. M\u00e1sdr\u00e1sticamente, un funcionario estatal quien prefiri\u00f3 mantenerse en el anonimato sugiri\u00f3 que \u201clo botaran y comprarle algo a SAP\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Arreglar los problemas dif\u00edcilmente sea algo complejo y los distintos centros de estudio del pa\u00eds recientemente presentaron al Gobierno una serie de recomendaciones pr\u00e1cticas. Algunas, como proyectos de ley para reformar el gobierno corporativo de las empresas estatales, requieren la cooperaci\u00f3n del Congreso, pero otras -como la reducci\u00f3n de las demoras administrativas en la designaci\u00f3n de funcionarios p\u00fablicos- pueden lograrse sin la necesidad de una nueva legislaci\u00f3n.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, Rosanna Costa es esc\u00e9ptica respecto de los incentivos del Gobierno para administrar mejor al Estado. \u201cLograr la eficiencia no es agradable\u201d, sostiene. \u201cImplica tomar una postura firme con gente que no est\u00e1 haciendo bien su trabajo y eso tiene costos en el corto plazo, mientras que la administraci\u00f3n en funciones no paga los costos de la ineficiencia\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En otras palabras, todo se reduce a una capacidad para ver m\u00e1s all\u00e1 de la pr\u00f3xima elecci\u00f3n. O, como dijo el ministro P\u00e9rez Yoma, la capacidad de entender que \u201cla eficiencia es el imperativo \u00e9tico de la pol\u00edtica\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Ruth Bradley<\/STRONG> es editora general de <STRONG>bUSiness CHILE<\/STRONG> adem\u00e1s de corresponsal en Santiago de The Economist.<\/P><!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<b><I>Even when money is plentiful, there\u2019s no excuse for not managing it properly, particularly if it belongs to taxpayers. Yet that is what Chile appears to be having difficulty in doing.  <\/b><\/I><\/p>\n<p>Chile is rolling in it. Thanks to record prices for copper, it has been able to increase its fiscal spending by almost a fifth over the last two years while, at the same time, stashing away US$20 billion &#8211; or 10% of annual GDP &#8211; in two overseas funds. <\/p>\n<p>But, in Chile as in other natural-resource economies, the world\u2019s present commodity boom has raised an uncomfortable political question. Is it right for countries that still have many pressing social problems to be squirreling away their bounty? Wouldn\u2019t it make better sense for them to invest more of that money in the education, health and so on of their own people? <\/p>\n<p>In Chile, there are plenty of sound economic reasons for keeping a firm hand on the fiscal purse strings &#8211; inflation and the strength of the peso among them. But officials also privately admit to another, more troubling reason &#8211; their doubts as to the government\u2019s ability to spend more money to best effect. <\/p>\n<p>When the Concertaci\u00f3n, the center-left coalition that has governed Chile for the past 18 years, took office, the annual fiscal budget was just US$6 billion; this year, it will reach an estimated US$36 billion. And the figures, despite their magnitude, underestimate the challenges implicit in this increase. <\/p>\n<p>As Chile\u2019s prosperity has increased, it has solved many problems. The catch, though, is that these were, in many cases, the easy ones, and those that remain are more complex and recalcitrant. <\/p>\n<p>Take poverty, for example. When it is running at 39% as it was in 1990, the chances are that almost any moderately sensible government program will do some good but, when it is down to 14%, a government really has to start to do its homework if it is to have a palpable impact.<\/p>\n<p>Or take rural electricity supply, an area in which Chile has made important progress. When communities are not too small or too remote, it\u2019s fairly obvious to subsidize private transmission companies to string up new power lines. But when what\u2019s left are really tiny and remote communities, studies start to be needed to evaluate more complex options such as mini-hydro plants. <\/p>\n<p>Policies must also be maintained over time even if the incumbent government won\u2019t be there to claim credit. Chile\u2019s experience in the 1980s, for example, showed that, if infant nutrition programs are cut back during an economic crisis, malnutrition indicators rapidly start to shoot up again.<\/p>\n<p>Compared to the stop-start approach that has dogged many Latin American countries, Chile has done well on policy stability, due partly to the Concertaci\u00f3n\u2019s long tenure but also to broad political consensus on the main thrust of the country\u2019s strategy, if not necessarily the details. But it has clearly failed in one key area of reform that requires not only long-term commitment but also a willingness to undertake a task that promises few, if any, short-term political dividends &#8211; modernization of the state itself. <\/p>\n<p><font size= \u201c2\u201d> <b>Brewing trouble<\/b><\/font><\/p>\n<p>The first signs that something was amiss in the state of Chile emerged in the early years of this decade. Soon after President Ricardo Lagos took office in 2000, there was a scandal because several dozen public officials who had served in state companies during the previous administration cashed in on generous redundancy pay before simply being relocated to another state job. <\/p>\n<p>Then, a couple of years later, a scandal in the Public Works and Transport Ministry drew attention to the heart of the problem and the enormous risks of not tackling it. Straitjacketed by the rigid structure of the public administration and unable to modernize its pay structure in line with the demands of a new private concessions scheme, the Ministry resorted to triangling money to its employees through outsourcing companies.<\/p>\n<p>In the wake of that scandal, the government and the Independent Democratic Union (UDI) forged a deal that planted the seeds of a professional civil service and also resulted in the passage of a bill to address another worrying void for accountability and transparency &#8211; the lack of regulation of election finance. But subsequent events have shown that these measures were not enough. <\/p>\n<p>In April, addressing a business seminar, Interior Minister Edmundo P\u00e9rez Yoma confessed to \u201cinefficiency and disorder\u201d in the state apparatus. And he had grounds for concern: as he spoke, Education Minister Yasna Provoste was on her way to impeachment &#8211; the first of a cabinet minister since democracy was restored in 1990 &#8211; for not being able to account for some US$500 million of the education budget for 2004-2006.<\/p>\n<p>That was a nasty blow to the government of President Michelle Bachelet who had promised to improve the poor quality of state education, which is identified as a key bottleneck not only for Chile\u2019s sustained economic growth but also for progress in reducing income inequality. And, even worse for the government, the vast majority of Chileans saw the problem &#8211; almost certainly incorrectly &#8211; as one of corruption, rather than muddle. <\/p>\n<p>But there have been cases of corruption too. Chileans &#8211; accustomed to their country\u2019s standing as the most transparent in Latin America and, according to international rankings, better than some industrialized countries &#8211; have felt betrayed over the last year as scandals have ranged from the government\u2019s sports promotion agency and the prison guard service to the state railway passenger service  and, most recently, the civil registry.<\/p>\n<p>That has left Chileans wondering whether state corruption has always been there and they simply didn\u2019t know or whether things are getting worse. And, if the latter is the case, whether the Concertaci\u00f3n, with its 18 years in the power, isn\u2019t first in the line-up of suspects. <\/p>\n<p><font size= \u201c2\u201d> <b>Spring cleaning<\/b><\/font><\/p>\n<p>Part of the reason for these scandals is good news &#8211; more light is being shone into dark corners of the state apparatus. The appointment of a new Comptroller General, head of the autonomous agency responsible for auditing the government, in April 2007 proved a key step in this direction.<\/p>\n<p>Drawn from a private law firm, Ramiro Mendoza has reorganized the agency, taken a more active role in investigating possible irregularities and, crucially, has started to post the results on the agency\u2019s website. The accounting problems in the Education Ministry had, for example, been an open secret for a decade but it was only at the beginning of this year that they became irrevocably public. <\/p>\n<p>When it comes to reform of the state, international experience shows that it is often in a crisis that things start to take a turn for the better, notes Rossana P\u00e9rez, director of the National Civil Service Office created after the scandal in the Ministry of Public Works and Transport as part of a bid to professionalize administration of the state. \u201cThere\u2019s already been an important change of mentality among politicians; they wouldn\u2019t previously have considered ceding quotas of power to professional civil servants,\u201d she argues. <\/p>\n<p>The new civil service scheme divided the higher levels of central government administration into three categories. The top 800 &#8211; ministers, under-secretaries, regional ministerial representatives and regional governors &#8211; continue to be political appointees, but the next 793 &#8211; the directors of most public services &#8211; are selected competitively by an independent commission known as the <I>Alta Direcci\u00f3n P\u00fablica<\/I> (ADP) and below them are a further 1,800 who are also appointed competitively, but by their own public service under the guidance of the National Civil Service Office.  <\/p>\n<p>But, according to Minister P\u00e9rez Yoma, progress has not lived up to expectations. One problem, he says, is that salaries are too low to attract professionals of the quality the state requires. Or, as former finance minister Nicol\u00e1s Eyzaguirre once famously and tactlessly put it, \u201cif you pay peanuts, you get monkeys.\u201d  <\/p>\n<p>And that is not the only problem. An even more serious flaw for potential candidates for the 793 positions that the ADP is supposed to fill is that, although selected independently and, in theory, for a three-year period, they can be sacked without the right of appeal by their political superiors. <\/p>\n<p>And getting into the private sector when you\u2019ve been sacked by the public sector is no mean feat, notes John Byrne, managing director in Santiago for Boyden, a leading international executive search company. That helps to explain why the ADP has so far filled only 252 of its 793 allotted posts. <\/p>\n<p>At six to eight months, the process also takes too long, argues Byrne. \u201cIf you call someone about a job, you open their eyes to other possibilities and, within 30 days, you\u2019ve probably lost the best candidates.\u201d  <\/p>\n<p>The strategy for filling posts is also counter-productive, says Byrne, and means that the country\u2019s leading executive search companies have declined to work for the system. The fact that most of the fee is ex-post, rather than upfront, is a perverse incentive for filling a post with whoever happens to apply, he points out. <\/p>\n<p>And, moreover, search companies have to operate remotely through the ADP and are legally forbidden to talk directly to the public service for which they are hiring. That restriction is a major handicap, says Byrne, because it deprives the company of the vital opportunity to make its own assessment of the qualifications and personal characteristics that are required.  <\/p>\n<p><font size= \u201c2\u201d> <b>Structural constraints <\/b><\/font><\/p>\n<p>But even the best, optimally-selected professionals can only do so much without the right processes, technology and staff. And, although some parts of Chile\u2019s state administration are regarded as highly efficient &#8211; and, overall, it compares well with other Latin American countries &#8211; there are plenty of horror stories to illustrate the difficulties they can face. <\/p>\n<p>Foreigners working in Chile often admire the country\u2019s Internal Revenue Service (SII) and its use of Internet as a way of simplifying bureaucracy, but the story they tell when it comes to obtaining a visa is very different. For a country which has made attraction of foreign investment and the talent it brings with it a keystone of its development strategy, that is an unfortunate lapse.<\/p>\n<p>There is broad agreement that the 160,000-strong central government administration is probably about the right size, but that it doesn\u2019t necessarily have the right people in the right places. Under Chilean law, public sector officials, except political appointees and those selected through the ADP, have virtually watertight tenure and, according to public officials, the oldest and most resistant to change are often found in accounting and procurement departments, precisely the areas most vulnerable to irregularities and where new technology can make the largest contribution.<\/p>\n<p>But perhaps the most graphic illustration of how public-sector processes and technology have failed to keep pace with increased budgets is the Education Ministry. Its Regional Office (SEREMI) for Santiago, which was guilty of accounting muddle that brought down Minister Provoste, is responsible for paying state funding, worth an annual total of some US$1.4 billion, to 2,500 schools in Santiago, all of differing amounts depending on the type of school and pupil attendance. <\/p>\n<p>Yet, faced with this complex process, it only started to switch from payment by check to electronic money transfers last year, a decade after the problem was first detected. And only now is it developing a fully automatic system of which the different parts can \u2018talk\u2019 to each other. <\/p>\n<p>Similarly, the implementation of SIGFE, a system launched in 2001 with World Bank support to provide an online register of fiscal expenditure, has taken longer than expected and, seven years later, parts of the fiscal budget are still not incorporated into the system, points out Rosanna Costa, an expert in fiscal affairs at Libertad y Desarrollo, a think-tank. More drastically, one state official who preferred to remain anonymous suggested \u201cscrapping it and buying something from SAP\u201d. <\/p>\n<p>Fixing the problems is hardly \u2018rocket science\u2019 and the country\u2019s different think-tanks have recently presented the government with a number of practical recommendations. Some, like bills to reform the governance of state companies, require the cooperation of Congress but others, such as the reduction of administrative delays on the appointment of civil servants, could be achieved without the need for new legislation.  <\/p>\n<p>However, Rosanna Costa is skeptical about the government\u2019s incentives for better management of the state. \u201cAchieving efficiency isn\u2019t agreeable,\u201d she says. \u201cIt involves taking a firm stand with people who aren\u2019t doing their job properly and that has short-term costs whereas the incumbent administration doesn\u2019t pay the costs of inefficiency.\u201d <\/p>\n<p>In other words, it all comes down to an ability to look beyond the next election. Or, as Minister P\u00e9rez Yoma said, the ability to understand that \u201cefficiency is the ethical imperative of politics\u201d.  <\/p>\n<p><b>Ruth Bradley<\/b> is general editor of <b>bUSiness CHILE<\/b>.
