La necesidad de modernizar al Gobierno de Chile; la demanda de mejores servicios en los puertos nacionales para satisfacer la demanda internacional de turistas de cruceros; la posibilidad de negociar un tratado impositivo con el fin de minimizar la doble tributaci\u00f3n para los inversionistas de Estados Unidos y Chile, y as\u00ed promover m\u00e1s inversiones entre ambos pa\u00edses, son los temas que se abordan en la edici\u00f3n de este mes de bUSiness CHILE<\/STRONG>. \u00bfPero qu\u00e9 tienen estos temas en com\u00fan?<\/P> La visi\u00f3n a la distancia a menudo es negativa: la ineficiencia de las instituciones de Gobierno para realizar de manera efectiva las labores cada vez m\u00e1s complejas exigidas por una sociedad m\u00e1s rica, grande y diversa representa un fracaso; la falta de planificaci\u00f3n para cruceros limita el crecimiento de los ingresos por turismo; y la ausencia de un tratado tributario con Estados Unidos limita el crecimiento de la inversi\u00f3n de Estados Unidos en Chile.<\/P> Todos estos temas representan problemas que han generado necesidades y tales necesidades a su vez presentan oportunidades: oportunidades que o son aprovechadas por Chile o potencialmente se perder\u00e1n. A menudo ocurre que las prioridades se establecen s\u00f3lo cuando una crisis genera suficiente inter\u00e9s y energ\u00eda para convertir esos desaf\u00edos en acci\u00f3n.<\/P> La buena noticia es que todos estos cuellos de botella para el \u00e9xito continuo ya se han identificado.<\/P> Resulta de particular importancia la necesidad de modernizar al Estado, ya que si no se aborda este tema continuar\u00e1 siendo un obst\u00e1culo para el progreso de Chile. El reciente discurso del ministro del Interior, Edmundo P\u00e9rez Yoma, indicando que el tema constituye una prioridad fue bien recibido adem\u00e1s de oportuno.<\/P> El tema tambi\u00e9n fue abordado en la cuenta anual a la naci\u00f3n de la Presidenta Michelle Bachelet el 21 de mayo, aunque el discurso no defini\u00f3 un plan concreto ni entreg\u00f3 un sentido de urgencia respecto a esta materia. La necesidad de una mejor infraestructura para satisfacer la demanda tur\u00edstica tambi\u00e9n se reconoce y la presidenta dej\u00f3 en claro que \u00e9sta es una prioridad para la naci\u00f3n a trav\u00e9s de un plan de imagen pa\u00eds financiado de manera mucho m\u00e1s vigorosa, as\u00ed como tambi\u00e9n a trav\u00e9s de una iniciativa conjunta con el Banco Interamericano de Desarrollo para desplegar infraestructura en \u00e1reas tur\u00edsticas clave.<\/P> El acuerdo tributario con Estados Unidos es la \u00faltima pieza del marco necesario para complementar el Tratado de Libre Comercio entre Chile y Estados Unidos, que entr\u00f3 en vigencia en el 2004, y para actuar como un catalizador de la inversi\u00f3n estadounidense en el pa\u00eds. El hecho de que Chile concentre su enfoque en su ingreso a la OCDE debiera traer como beneficio adicional la resoluci\u00f3n de muchos de los actuales impedimentos para finalizar la negociaci\u00f3n de este tratado, incluida la definici\u00f3n respecto de la ley de secreto bancario del pa\u00eds.<\/P> Los desaf\u00edos se han canalizado hacia el potencial para las oportunidades y los temas est\u00e1n claros. La oportunidad ha golpeado la puerta y la AmCham<\/STRONG> est\u00e1 lista para brindar su ayuda seg\u00fan se necesite. La oportunidad s\u00f3lo toca una vez; ahora es el momento y la oportunidad, si se pierde, podr\u00eda perderse para siempre.<\/P> The view from a distance is often a negative one – the inefficiency of government institutions to effectively achieve the increasingly complex tasks required by a wealthier, larger and more diverse society represents failure; the lack of planning for cruise ships limits tourist revenue growth; and the absence of a tax treaty with the United States limits the growth of U.S. investment in Chile. <\/p>\n All of the subjects represent problems which have generated needs and these needs present opportunities – opportunities which will either be taken up by Chile or be potentially lost. It is often the case that priorities are only established once a crisis generates sufficient interest and energy to turn such challenges into action.<\/p>\n The good news is that all of these bottlenecks to continued success have been identified. <\/p>\n Of particular importance is the need to modernize the State as this will continue to be a stranglehold on Chile\u2019s progress if it is not addressed. Interior Minister P\u00e9rez Yoma\u2019s recent speech indicating that the issue is a priority was well received and timely. The point was also raised in President Bachelet\u2019s annual address to the nation on May 21, although the speech failed to define a concrete plan or to communicate a sense of urgency regarding this topic.<\/p>\n The issue of the need for better infrastructure to meet tourism demand is also recognized and the President made clear that this is a priority for the country through a much more vigorously-financed country image plan, as well as through a joint effort with the Inter-American Development Bank to develop infrastructure in key tourist areas. <\/p>\n The tax treaty with the United States is the last piece of the framework needed to complement the Chile-U.S. Free Trade Agreement, which came into force in 2004, and to act as an accelerator of U.S. foreign investment in the country. Chile\u2019s focus on its entry into the OECD should have the added benefit of resolving many of the current roadblocks to finalizing the negotiation of this treaty, including definition with regard to the country\u2019s banking secrecy law.<\/p>\n Challenges have been channeled into the potential for opportunity and the issues are clear. Opportunity has knocked and AmCham stands ready to assist as needed. The real test now will be making sure that the political will exists to see that the opportunities are not missed.
