La tradici\u00f3n sugiere que cada nuevo Embajador de Estados Unidos en Chile hace su debut en p\u00fablico en un evento de la AmCham. Y, cumpliendo con la tradici\u00f3n, el embajador Paul E. Simons fue el orador invitado al desayuno que la C\u00e1mara celebr\u00f3 el 23 de enero en el Hotel Marriott de Santiago.<\/P>

Diplom\u00e1tico de carrera, el embajador Simons previamente estuvo designado en Washington, donde se desempe\u00f1\u00f3 como subsecretario de Estado Adjunto para Energ\u00eda, Sanciones y Bienes de la Oficina de Asuntos Econ\u00f3micos, Energ\u00eda y Comercio del Departamento de Estado. Pero tambi\u00e9n cuenta con conocimiento emp\u00edrico sobre Am\u00e9rica Latina, tras haber ocupado cargos tanto en Ecuador como en Colombia.<\/P>
\n
Describiendo a Chile como \u201cun pa\u00eds realmente maravilloso\u201d -visi\u00f3n influida a lo mejor por sus visitas a vi\u00f1edos, las que seg\u00fan confes\u00f3 visit\u00f3 en promedio una vez por semana desde su llegada-, el embajador Simons indic\u00f3 que hab\u00eda recibido una muy c\u00e1lida acogida. Y a\u00f1adi\u00f3 que sus hijas estaban bastantes satisfechas con los est\u00e1ndares de los centros comerciales de Santiago.<\/P>

Para los miembros de la AmCham y sus invitados al desayuno, tuvo un mensaje claro. \u201cComo embajador, una de mis principales prioridades ser\u00e1 intensificar y profundizar los lazos comerciales y de inversi\u00f3n entre nuestros pa\u00edses\u201d, sostuvo. \u201c\u00c9sa ha sido una de mis principales actividades \u2013incluso una pasi\u00f3n personal- durante mis 16 a\u00f1os en el servicio exterior\u201d.<\/P>
\n
Asimismo a\u00f1adi\u00f3 que esperaba trabajar con el sector empresarial chileno. \u201cTrabajar con el sector privado siempre me ha entusiasmado, inspirado e incluso \u2018oxigenado\u2019, de modo que tras seis a\u00f1os en Washington\u2026 la oportunidad de trabajar con ustedes en actividades productivas en un pa\u00eds tan atractivo como Chile es muy emocionante\u201d, asever\u00f3 en el desayuno.<\/P>

El Tratado de Libro Comercio (TLC) entre Chile y Estados Unidos provee una plataforma ideal para esas iniciativas, destac\u00f3. En los cuatro a\u00f1os que han transcurrido desde que el TLC entr\u00f3 en vigencia, Chile ha surgido como el cuarto mayor socio comercial de Estados Unidos en Am\u00e9rica Latina, con un intercambio comercial bilateral que lleg\u00f3 a los US$17.000 millones en el 2007, un alza notoria frente a los US$6.400 millones que se registraron en el 2003.<\/P>

Las exportaciones forestales junto con las de mariscos y pescados de Chile a Estados Unidos han experimentado un auge, destac\u00f3 el embajador Simons y, en los dos casos, ahora fluct\u00faan en torno a los US$1.000 millones anuales, mientras que las exportaciones de frutas y verduras est\u00e1n avaluadas en unos US$1.500 millones. \u201cCuando las temperaturas est\u00e1n bajo cero, es un placer para los norteamericanos entrar a un supermercado y comprar kiwis, cerezas, frutillas y uvas chilenas\u201d, enfatiz\u00f3.<\/P>
\n
Pero el TLC no ha sido unilateral, a\u00f1adi\u00f3. Por primera vez, frutas cultivadas en Estados Unidos -damascos, duraznos, ciruelas y cerezas- est\u00e1n ingresando al mercado chileno durante el invierno del hemisferio austral.<\/P>
\n
Estados Unidos sigue siendo el mayor inversionista directo en Chile, pero el flujo ha decrecido en los \u00faltimos a\u00f1os. En respuesta a una pregunta del plenario, el embajador Simons atribuy\u00f3 esta situaci\u00f3n a las estrategias globales de las empresas en lo que respecta a las regiones del mundo en las que se concentran actualmente, pero indic\u00f3 que la Embajada de Estados Unidos en Santiago intentar\u00e1 atraer nuevas inversiones a Chile en sectores, como el de energ\u00eda, que ofrece muchas oportunidades interesantes.<\/P>
\n
Sin embargo, la relaci\u00f3n de los dos pa\u00edses va m\u00e1s all\u00e1 del comercio y la inversi\u00f3n, asever\u00f3 el embajador Simons, destacando la cooperaci\u00f3n bilateral en materia de educaci\u00f3n. \u201cCompartimos el inter\u00e9s de Chile por mejorar la educaci\u00f3n, que es vital para promover la innovaci\u00f3n y el desarrollo del pa\u00eds como una sociedad basada en el conocimiento\u201d.<\/P>

Un resultado de esa cooperaci\u00f3n es el Programa de Becas de Igualdad de Oportunidades, dise\u00f1ado para ayudar a estudiantes que no han tenido la oportunidad de adquirir la necesaria competencia en ingl\u00e9s para realizar estudios superiores en Estados Unidos. En virtud del programa lanzado en el 2007, 63 estudiantes ya est\u00e1n cursando carreras de postgrado en Estados Unidos y, a futuro, se seleccionar\u00e1n hasta 100 estudiantes por a\u00f1o.<\/P>

Como parte de los esfuerzos de Chile por promover la investigaci\u00f3n y el desarrollo, la naci\u00f3n sudamericana debiera mejorar su protecci\u00f3n de los derechos de propiedad intelectual, inst\u00f3 Simons. \u201cEsto mejorar\u00eda mucho el \u2018PowerPoint\u2019 que usar\u00e9 para atraer inversiones a Chile\u201d, destac\u00f3<\/P>

Respecto de la energ\u00eda, el embajador Simons identific\u00f3 este tema como un desaf\u00edo que es similar en Estados Unidos y Chile -\u201cquiz\u00e1s el mayor desaf\u00edo de nuestra generaci\u00f3n\u201d- a medida que los dos pa\u00edses intentan incrementar y diversificar el suministro. La Universidad de Concepci\u00f3n, en el sur de Chile, ya est\u00e1 trabajando con universidades de Estados Unidos en el desarrollo de biocombustibles de segunda generaci\u00f3n producidos a partir de celulosa y desechos forestales, anunci\u00f3.<\/P>

No obstante, \u00e9sta es un \u00e1rea en la que el embajador Simons quisiera incrementar la colaboraci\u00f3n bilateral. \u201cEstamos trabajando intensamente, hablando con las autoridades, el sector privado y las universidades para desarrollar un plan de cooperaci\u00f3n en este sector\u201d, manifest\u00f3. Tras el desayuno de la AmCham, bUSiness CHILE<\/STRONG> tuvo la oportunidad de conversar con el embajador Simons y de conseguir m\u00e1s detalles de algunos de los temas planteados en su discurso.<\/P> Embajador, una pregunta inevitable dado los recientes acontecimientos: \u00bfest\u00e1 Estados Unidos en una recesi\u00f3n?<\/STRONG><\/EM><\/P> S\u00f3lo dir\u00e9 que tenemos una econom\u00eda muy s\u00f3lida, diversificada y flexible. Nuestra fuerza laboral ha cambiado y la econom\u00eda estadounidense en el 2007 es bastante distinta a la de, digamos, 15 a\u00f1os atr\u00e1s, porque las expectativas de la gente sobre cu\u00e1nto tiempo se mantendr\u00e1 en un trabajo son distintas y la recapacitaci\u00f3n contin\u00faa todo el tiempo. De modo que hay mucho dinamismo y flexibilidad, y creo que tenemos una mayor capacidad para adaptarnos a los shocks que la que ten\u00edamos en el pasado. Ello no quiere decir que no estemos en un per\u00edodo desafiante, pero creo que hay mucha estabilidad incorporada en nuestra econom\u00eda.<\/P> En el desayuno de la AmCham, usted mencion\u00f3 nuevas oportunidades en Chile para las empresas energ\u00e9ticas estadounidenses. \u00bfEn qu\u00e9 \u00e1reas ve esas oportunidades?<\/EM><\/STRONG><\/P> Las empresas estadounidenses han estado extremadamente activas en este sector en Chile durante muchos a\u00f1os, especialmente en el \u00e1rea termal del negocio. Somos actores importantes y, por ejemplo, una empresa estadounidense tiene el contrato de construcci\u00f3n de la planta de gas natural licuado en Quintero. Pero podemos ver otras \u00e1reas tales como las energ\u00edas alternativas: geot\u00e9rmica -donde Estados Unidos cuenta con la experiencia t\u00e9cnica-, solar y e\u00f3lica. Con los precios tan altos como est\u00e1n en Chile, algunas de estas alternativas que incluso podr\u00edan no ser competitivas en Estados Unidos, podr\u00edan ser competitivas aqu\u00ed.<\/P> \u00bfPuede Chile beneficiarse de las experiencia de Estados Unidos en materia de eficiencia energ\u00e9tica? <\/EM><\/STRONG><\/P> Definitivamente y eso es algo que estamos analizando. El Departamento de Energ\u00eda est\u00e1 interesado en trabajar con Chile en esta materia y forma parte del plan de trabajo que estamos desarrollando. El tema con estas tecnolog\u00edas es d\u00f3nde se vuelven competitivas en t\u00e9rminos de costos.<\/P> \u00bfCu\u00e1n optimista est\u00e1 respecto a lograr que la protecci\u00f3n a la propiedad intelectual est\u00e9 en ese \u2018PowerPoint\u2019 que est\u00e1 preparando? <\/STRONG><\/EM><\/P> Veo esto como un tema en que se gana por todos lados. Para un pa\u00eds con la infraestructura, ingreso per capita e inter\u00e9s en desarrollar la industria de servicios como Chile, la protecci\u00f3n a la propiedad intelectual va de la mano con sus dem\u00e1s atributos.<\/P> No obstante, no creo que sea algo que necesariamente va a ser influido por la comunidad internacional. Mucho depende de que surjan voces locales sobre este tema que sean escuchadas. El pueblo chileno, los l\u00edderes de opini\u00f3n, los investigadores y la gente de negocios tienen que decidir que esto forma parte de sus intereses.<\/P> A career diplomat, Ambassador Simons was previously based in Washington where he served as Deputy Assistant Secretary of State for Energy, Sanctions and Commodities. But he also has hands-on knowledge of Latin America, having held posts in both Ecuador and Colombia.<\/p>\n Describing Chile as \u201ca truly marvelous country\u201d – a view perhaps influenced by visits to vineyards which, he confessed, had averaged one a week since his arrival – Ambassador Simons said he had received a very warm welcome. His daughters were, he added, quite satisfied with the standards of Santiago\u2019s shopping malls.<\/p>\n For AmCham members and their guests at the breakfast, he had a clear message. \u201cAs ambassador, one of my highest priorities will be to intensify and deepen commercial and investment ties between our countries,\u201d he said. \u201cThat has been one of my main activities – a personal passion even – during my sixteen years in the foreign service.\u201d <\/p>\n And, he added, he was looking forward to working with the Chilean business sector. \u201cWorking together with the private sector has always enthused, inspired and even \u2018oxygenized\u2019 me, so after spending six years in Washington\u2026 the opportunity to work here with you in productive activities in a country as attractive as Chile is very exciting,\u201d he told the breakfast.<\/p>\n The Chile-U.S. Free Trade Agreement (FTA) provides an ideal platform for those efforts, he pointed out. In the four years since it came into effect, Chile has emerged as the fourth largest trading partner of the U.S. in Latin America, with bilateral trade reaching US$17 billion in 2007, up from US$6.4 billion in 2003. <\/p>\n Chile\u2019s forestry and seafood exports to the U.S. have boomed, noted Ambassador Simons, and in both cases, now reach around US$1 billion annually while exports of fruit and vegetables are worth some US$1.5 billion. \u201cWhen temperatures are below zero, it is a special treat for North Americans to enter a supermarket and buy Chilean kiwis, cherries, strawberries and grapes,\u201d he remarked. <\/p>\n But the FTA has not been one-way traffic, he added. For the first time, U.S.-grown fruit – apricots, peaches, plums and cherries – are entering the Chilean market during the southern hemisphere winter. <\/p>\n The U.S. is still the largest single direct investor in Chile but the inflow has dropped in recent years. In answer to a question from the floor, Ambassador Simons attributed this to companies\u2019 global strategies as regards the regions of the world on which they are currently focusing, but indicated that the U.S. Embassy in Santiago will be seeking to attract new investment to Chile in sectors, such as energy, that offer many interesting opportunities. <\/p>\n But the two countries\u2019 relation is about more than just trade and investment, said Ambassador Simons, highlighting bilateral cooperation on education. \u201cWe share Chile\u2019s interest in enhancing education, which is vital for promoting innovation and the country\u2019s development as a knowledge-based society.\u201d<\/p>\n One result of that cooperation is the Equal Opportunities Scholarship Program, designed to help students who have not had the opportunity to acquire the English proficiency needed for graduate study in the United States. Under the program launched in 2007, 63 students are already taking postgraduate courses in the U.S. and, in future, up to 100 per year will be selected.<\/p>\n As part of Chile\u2019s efforts to promote research and development, it should improve its protection of intellectual property rights, urged Simons. \u201cThis would much improve the \u2018PowerPoint\u2019 that I will be using to attract investment to Chile,\u201d he noted <\/p>\n Turning to energy, Ambassador Simons identified this as a challenge that is similar in the U.S. and Chile – \u201cperhaps the biggest challenge of our generation\u201d – as the two countries seek to increase and diversify supply. Already, the University of Concepci\u00f3n in southern Chile is working with U.S. universities on the development of second-generation biofuels from cellulose and forest waste, he reported. <\/p>\n However, this is an area in which Ambassador Simons would like to step up bilateral collaboration. \u201cWe\u2019re working intensely, talking to the authorities, the private sector and universities to develop a plan of cooperation in this sector,\u201d he reported. <\/p>\n Ruth Bradley<\/B> is general editor of bUSiness CHILE. She is also the Santiago correspondent for The Economist.<\/p>\n Interview with Ambassador Simons<\/font><\/b>\t\t<\/p>\n After the AmCham breakfast, bUSiness CHILE had an opportunity to talk to Ambassador Simons, obtaining more details of some of the points raised in his speech. <\/p>\n Ambassador, an inevitable question given recent events – is the U.S. in recession?<\/b><\/I><\/p>\n Well, I would just say that we have a very strong, diversified and flexible economy. Our workforce has changed and the U.S. economy in 2007 is quite a bit different to as recently as, say, 15 years ago because people\u2019s expectations about how long they will stay in a job are different, and retraining goes on all the time. So there\u2019s a lot of dynamism and flexibility and I think we have a greater capacity to adapt to shocks than in the past. That\u2019s not to say that we\u2019re not in a challenging period but I think we have a lot of stabilization built into our economy. <\/p>\n At the AmCham breakfast, you mentioned new opportunities in Chile for U.S. energy companies. In what sort of areas do you see those opportunities?<\/b><\/I><\/p>\n U.S. companies have been extremely active in this sector in Chile for many years, especially in the thermal side of the business. We\u2019re major players and, for example, a U.S. company has the construction contract for the liquid natural gas plant in Quintero. But we can look at other areas such as alternative energy: geothermal – where the U.S. has expertise – solar and wind. With prices as high as they are in Chile, some of these alternatives that might not even be competitive in the U.S. may be competitive here. <\/p>\n Can Chile benefit from the experience of the U.S. in energy efficiency? <\/b><\/I><\/p>\n Definitely and that\u2019s something we\u2019re looking into. The Department of Energy is interested in working with Chile on this and it\u2019s part of the work plan we\u2019re developing. The issue with these technologies is where do they become cost-competitive.<\/p>\n How optimistic are you of getting intellectual property protection on that \u2018PowerPoint\u2019 you\u2019re preparing? <\/b><\/I><\/p>\n I see this as a win-win issue. For a country with Chile\u2019s infrastructure, per capita income and interest in developing service industries, protection of intellectual property goes along with the rest of its attributes. However, I don\u2019t think it\u2019s something that will necessarily be swayed by the international community. A lot depends on whether there are domestic voices heard on this issue.
