Seg\u00fan la Organizaci\u00f3n Mundial del Turismo de Naciones Unidas, la cantidad de visitantes que llegan a Chile creci\u00f3 en un 12% el a\u00f1o pasado, rondando los cerca de 2,5 millones de turistas, duplicando as\u00ed la tasa mundial de crecimiento promedio de un 6%.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esta expansi\u00f3n no corresponde a un auge del d\u00eda a la noche. &#8220;El a\u00f1o pasado, fue el s\u00e9ptimo de crecimiento de dos d\u00edgitos\u201d, destaca Sebasti\u00e1n Iglesias, titular de desarrollo del Servicio Nacional de Turismo (SERNATUR).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Iglesias, el continuo aumento de la cantidad de visitantes a Chile desde el comienzo de la d\u00e9cada refleja una decisi\u00f3n estrat\u00e9gica para diversificarse hacia mercados m\u00e1s distantes. Esto surgi\u00f3 tras los problemas econ\u00f3micos de zonas m\u00e1s cercanas al pa\u00eds que llevaron a un fuerte descenso en la cantidad de visitantes, especialmente desde la vecina Argentina.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Argentina a\u00fan corresponde a poco m\u00e1s de un tercio de los turistas que ingresan al pa\u00eds y su reciente recuperaci\u00f3n econ\u00f3mica ha llevado a un incremento en la cantidad de visitantes de la zona oeste de ese pa\u00eds, llenando los balnearios de la zona central de Chile. Sin embargo, en lo que constituye un cambio determinante, visitantes de Europa y Am\u00e9rica del Norte ahora representan casi la mitad de los arribos al pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Estos visitantes de lugares m\u00e1s distantes, principalmente de Estados Unidos, Alemania, Espa\u00f1a y Francia, son un negocio altamente atractivo, sostiene Iglesias. No s\u00f3lo porque tienden a quedarse m\u00e1s tiempo, sino porque tambi\u00e9n gastan m\u00e1s (hasta cuatro veces m\u00e1s por d\u00eda que los visitantes de Argentina, Per\u00fa o Bolivia) y visitan el pa\u00eds durante todo el a\u00f1o, no s\u00f3lo en los meses de verano de enero y febrero. Los visitantes de zonas m\u00e1s distantes tambi\u00e9n tienden a viajar m\u00e1s, recorriendo el desierto del norte, los vi\u00f1edos del Valle Central y los fiordos del sur; mientras que la mayor\u00eda de los sudamericanos -incluidos los propios chilenos- prefieren ir a la playa. De hecho, la gama de paisajes naturales de Chile es un importante atractivo para los visitantes de pa\u00edses lejanos, se\u00f1ala Pablo Moll, gerente general de TurismoChile, la organizaci\u00f3n que promueve a Chile como destino tur\u00edstico a nivel internacional.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Igualmente importante para el atractivo de Chile es la ausencia de agitaci\u00f3n civil o de los secuestros end\u00e9micos que han afligido a otros pa\u00edses de la regi\u00f3n. En el \u00cdndice Global de Paz, publicado recientemente por la Unidad de Inteligencia de The Economist, Chile ocup\u00f3 el lugar 16 entre 121 pa\u00edses coloc\u00e1ndose no s\u00f3lo adelante de todas las dem\u00e1s naciones latinoamericanas, sino tambi\u00e9n de muchos pa\u00edses europeos y de Estados Unidos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Esto ha ayudado a convertir a Santiago en el segundo mayor centro de conferencias importantes en Sudam\u00e9rica (despu\u00e9s de R\u00edo de Janeiro) y a convencer a los organizadores del Rally Dakar, asustados ante un rebrote de la violencia en el continente africano, para realizar la carrera de este a\u00f1o en Chile y Argentina. Moll califica al Dakar como &#8220;una importante competencia que har\u00e1 que los medios de comunicaciones del mundo y los turistas se concentren en Chile este a\u00f1o\u201d.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, si bien el reciente fortalecimiento del peso frente al d\u00f3lar ha afectado la rentabilidad de la industria, esto no ha afectado a la cantidad de visitantes, se\u00f1ala Iglesias de SERNATUR. &#8220;Hubo cierta desaceleraci\u00f3n desde Estados Unidos\u201d, admite, \u201cpero eso se ha compensado con creces por la cantidad de visitantes de Europa y Brasil, que subi\u00f3 un 28% el a\u00f1o pasado&#8221;.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><SPAN style=\"FONT-SIZE: small\"><SPAN style=\"FONT-SIZE: small\"><STRONG>El Rol del Gobierno<\/STRONG><\/SPAN><\/SPAN><STRONG><\/STRONG><\/SPAN><STRONG><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El a\u00f1o pasado, el turismo gener\u00f3 US$1.700 millones en ganancias externas, coloc\u00e1ndolo por delante del vino, probablemente el producto mejor conocido del pa\u00eds en el extranjero. Y, dado que el efecto del Rally Dakar y las recientes campa\u00f1as internacionales de publicidad a\u00fan deben reflejarse en la cantidad de visitantes, Moll conf\u00eda en que el auge del turismo en Chile no est\u00e1 por terminar en el futuro cercano.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Si seguimos creciendo a esta tasa, f\u00e1cilmente superaremos nuestra meta de tres millones de visitantes para el 2010&#8221;, se\u00f1ala. Eso ser\u00e1 bueno para el empleo, dados los cientos de miles de puesto de trabajo que se necesitan para hacer camas, servir comidas o vender adornos, muchos de ellos en \u00e1reas remotas del pa\u00eds.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Pero \u00bfest\u00e1 Chile listo para su creciente influjo de turistas? &#8220;Dir\u00eda que tenemos la capacidad, pero no dir\u00eda que ser\u00e1 del tipo adecuado&#8221;, reconoce Iglesias.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">De hecho, hay cuellos de botella evidentes. Este verano, por ejemplo, han habido quejas de los visitantes de cruceros que llegan a Valpara\u00edso, uno de los principales puertos de Chile, en cuanto a que el terminal simplemente no est\u00e1 a la altura de las circunstancias para manejar los arribos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Se est\u00e1 construyendo infraestructura. Una serie de casinos con hoteles de alta calidad asociados se est\u00e1n edificado en las principales ciudades a lo largo del pa\u00eds, pero la mayor parte de los turistas que llegan a Chile no andan tras Las Vegas.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y si bien los centros tur\u00edsticos costeros de Chile ostentan una amplia capacidad de camas -gran parte de las cuales permanece vac\u00eda cuando no es verano- no son necesariamente de la calidad ni de los emplazamientos requeridos por los mercados de los pa\u00edses a los que la industria est\u00e1 apuntando.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Algunos inversionistas est\u00e1n tratando de cambiar eso. Hace poco, los due\u00f1os del Hotel Portillo, el centro de esqu\u00ed m\u00e1s antiguo de Sudam\u00e9rica, terminaron en alianza con otros socios chilenos para su segundo hotel -Tierra Atacama-, en San Pedro de Atacama, un popular centro tur\u00edstico en el desierto.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Si bien la localidad ya ostenta una serie de centros de lujo, la gerente de marketing de Tierra Atacama -Constanza Moya- sostiene que los due\u00f1os vieron un significativo potencial en el \u00e1rea, principalmente de los mismos visitantes extranjeros que visitan Portillo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Sin embargo, pese a tales inversiones, la industria tur\u00edstica de Chile a\u00fan es dominada por peque\u00f1as empresas, a menudo familiares, m\u00e1s que por empresas de tama\u00f1o considerable. Y, pese a esto -o quiz\u00e1s debido a ello- la industria nunca ha recibido el tipo de atenci\u00f3n que requiere del Gobierno, si ha de competir con destinos rivales alrededor del mundo.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Un problema clave es la promoci\u00f3n del turismo en el extranjero. En la mayor\u00eda de los pa\u00edses, esta labor es realizada directamente por el Gobierno, pero en Chile, es una tarea que, junto con cierto financiamiento estatal, se transfiri\u00f3 a TurismoChile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Este financiamiento ha crecido fuertemente en los \u00faltimos a\u00f1os de US$1,7 millones en el 2005 a US$4,5 millones el a\u00f1o pasado, cifra que Molls se\u00f1ala es igualada por aportes (a menudo en especies) de los socios privados de la organizaci\u00f3n. Esto ha permitido a TurismoChile emprender su primera campa\u00f1a publicitaria internacional importante, apuntando a cinco mercados clave (Argentina, Brasil, Alemania, Espa\u00f1a y Estados Unidos).<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Seg\u00fan Moll, TurismoChile entrega un buen valor por el dinero invertido, atrayendo a un gran n\u00famero de visitantes por d\u00f3lar invertido en publicidad. Pero, a\u00fan si se incluyen los aportes privados, el gasto de Chile en promoci\u00f3n es peque\u00f1o, afirma, comparado con la cantidad que gastan otros Gobiernos en la regi\u00f3n; el Gobierno de Per\u00fa, por ejemplo, gasta m\u00e1s de US$20 millones anuales y Argentina, hasta US$32 millones.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">La falta de promoci\u00f3n gubernamental significa que las empresas privadas &#8220;tienen que hacer gran parte del trabajo de SERNATUR&#8221;, se queja Moya.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;Ni siquiera pudieron darnos un mapa de Chile&#8221;, recuerda de una de las recientes ferias deportivas de invierno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">&#8220;A\u00fan hay mucha ignorancia sobre Chile&#8221;, a\u00f1ade, incluso entre los amantes del esqu\u00ed, quienes pueden haber o\u00eddo sobre la nieve polvo, pero no sobre los excelentes mariscos, pescados y vi\u00f1as que se emplazan a un par de horas de las monta\u00f1as. M\u00e1s a\u00fan, el estatus de TurismoChile como un organismo privado respaldado con fondos estatales implica que &#8220;se pierde mucho tiempo revisando a d\u00f3nde va el dinero&#8221;, se\u00f1ala.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><SPAN style=\"FONT-SIZE: small\"><SPAN style=\"FONT-SIZE: small\"><SPAN style=\"FONT-SIZE: small\"><STRONG>Regulaci\u00f3n de la Industria<\/STRONG><\/SPAN><\/SPAN><STRONG><\/STRONG><\/SPAN><STRONG><\/STRONG><\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">En una apuesta por remediar estas dificultades, un nuevo proyecto gubernamental convertir\u00eda a TurismoChile en el organismo oficial para promover a Chile en el exterior, dando al Gobierno mayor injerencia sobre c\u00f3mo se administra y puestos en el directorio para las asociaciones oficiales del sector, en lugar de las empresas individuales que lo controlan en la actualidad. Una mayor fiscalizaci\u00f3n del Gobierno y una estructura m\u00e1s representativa &#8220;debieran permitir a los fondos fluir con m\u00e1s libertad&#8221;, afirma Moya.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El proyecto tambi\u00e9n promete crear una Subsecretar\u00eda de Turismo. Responsable de elaborar las pol\u00edticas y normas para el sector, la subsecretar\u00eda -que responder\u00e1 ante un Consejo de Ministros- garantizar\u00e1 que el sector reciba m\u00e1s atenci\u00f3n del Gobierno.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">El nuevo organismo tambi\u00e9n podr\u00e1 participar en los procesos de planificaci\u00f3n regional, donde se decide el uso de los suelos. Esto podr\u00eda hacer que el sector entre en conflicto con otros intereses econ\u00f3micos, intentando impedir que r\u00edos populares por el rafting en r\u00e1pidos sean da\u00f1ados por proyectos hidroel\u00e9ctricos y que edificios de departamento de gran altura da\u00f1en lagos pintorescos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Adem\u00e1s, el Gobierno est\u00e1 ansioso por redireccionar el turismo hacia regiones menos visitadas como Ays\u00e9n, Arica y Cabo de Hornos, ampliando a\u00fan m\u00e1s los beneficios de la industria en lo que respecta a crear empleos y a evitar que las atracciones tradicionales como los lagos del sur y el parque nacional Torres del Paine se saturen. Se usar\u00e1 adem\u00e1s dinero de un cr\u00e9dito por US$70 millones del Banco Interamericano de Desarrollo para mejorar la infraestructura en los parques nacionales as\u00ed como tambi\u00e9n para entregar capacitaci\u00f3n en esas \u00e1reas, explica Iglesias.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Y, de manera importante, la nueva ley facilitar\u00e1 la implementaci\u00f3n de normas sobre est\u00e1ndares de calidad. Tras un exitoso programa piloto alrededor del Lago Llanquihue, en el sur de Chile, a partir del 2009 debiera comenzar a usarse a nivel nacional y sobre una base voluntaria un sistema de calificaci\u00f3n largamente esperado para los alojamientos, se\u00f1ala Iglesias.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Los hoteles se ver\u00e1n incentivados a participar en este sistema al convertirlo en un requisito para poder recibir subsidios del Gobierno para capacitaci\u00f3n y otras actividades. No obstante, un programa similar para el turismo aventura, como el rafting en r\u00e1pidos y el trekking, ser\u00e1 obligatorio debido a la importancia que tiene la seguridad.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">M\u00e1s que letargo del Gobierno, Moya afirma que la introducci\u00f3n de estas normas se ha visto retrasada por lo dif\u00edcil que ha resultado que la gran cantidad de hoteles se pongan de acuerdo sobre sus condiciones. Con muchos hoteles nuevos tratando de entregar a sus hu\u00e9spedes una experiencia novedosa, la idea de una lista de disposiciones (tel\u00e9fono, ducha en la habitaci\u00f3n, televisi\u00f3n) como base para clasificar a los hoteles es adem\u00e1s bastante retr\u00f3grada, sugiere.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Algunos hu\u00e9spedes, que intentan desconectarse de todo, en realidad podr\u00edan pagar por no tener tel\u00e9fono o televisi\u00f3n en su habitaci\u00f3n, destaca. Pero, aunque el programa podr\u00eda ofrecer poco a establecimientos como el Hotel Portillo, con su reputaci\u00f3n de larga data, ayudar\u00eda a los turistas a distinguir entre el gran n\u00famero de hospedajes menos lujosos que se ofrecen a lo largo de Chile.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\">Para la industria tur\u00edstica de Chile, \u201clos pr\u00f3ximos cinco a\u00f1os ser\u00e1n de oro&#8221;, promete Pablo Moll. Pero Chile s\u00f3lo alcanzar\u00e1 realmente el oro, si quienes viajan alrededor del mundo sienten que vale la pena una segunda visita, y eso implica el largo trayecto de satisfacer a esos visitantes y no s\u00f3lo de atraerlos.<\/P><br \/>\n<P style=\"TEXT-ALIGN: justify\"><STRONG>Tom Azzopardi<\/STRONG> trabaja como periodista freelance en Santiago.<\/P><!--:--><!--:en--><br \/>\n<!--break--><br \/>\n<b><I>The number of tourists visiting Chile is growing satisfyingly, but will the three million annual visitors expected to be arriving by 2010 be equally satisfied with the services they receive?<\/b><\/I><\/p>\n<p>Tourism in Chile is on a roll. According to the UN\u2019s World Tourism Organization, the number of visitors to Chile grew by 12% last year to around 2.5 million, doubling a global average growth rate of 6%. <\/p>\n<p>This expansion is no overnight boom. &#8220;Last year was the seventh of double-digit growth,\u201d points out Sebasti\u00e1n Iglesias, head of development at the National Tourist Service (SERNATUR). <\/p>\n<p>According to Iglesias, the continuous rise in visitors to Chile since the beginning of the decade reflects a strategic decision to diversify towards long-haul markets. This followed economic problems closer to home that led to a sharp drop in visitors, especially from neighboring Argentina.<\/p>\n<p>Argentina still accounts for just over a third of incoming tourists and its recent economic recovery has led to an increase in visitors from the west of the country, flocking to the beach resorts of central Chile. However, in a key change, visitors from Europe and North America now represent almost half of all arrivals.<\/p>\n<p>These long-haul visitors, principally from the United States, Germany, Spain and France, are highly attractive business, says Iglesias. Not only do they tend to stay longer, but they also spend more (up to four times more per day than visitors from Argentina, Peru or Bolivia) and they visit all-year round, not just in the packed summer months of January and February.<\/p>\n<p>Long-haul visitors also tend to travel more widely, taking in the northern desert, the wineries of the Central Valley and the fjords of the south while most South Americans &#8211; including Chileans themselves &#8211; prefer to head to the beach. In fact, Chile\u2019s range of natural landscapes is a major draw for long-haul visitors, says Pablo Moll, general manager of TurismoChile, the organization that promotes Chile internationally as a tourist destination. <\/p>\n<p>Equally important to Chile&#8217;s attractiveness is the absence of the civil unrest or endemic kidnappings that have afflicted other countries in the region. It ranked 16th out of 121 countries in the Global Peace Index, released recently by the Economist Intelligence Unit, putting it ahead not only of all other Latin American countries but also of many European countries and the United States. <\/p>\n<p>This has helped to make Santiago the second biggest venue for major conferences in South America (behind Rio de Janeiro) and to convince the organizers of the Dakar Rally, scared by an upsurge in violence on the African continent, to hold this year&#8217;s race in Chile and Argentina. Moll describes Dakar as &#8220;a major coup which will focus the world&#8217;s media and tourists on Chile this year\u201d.  <\/p>\n<p>And, although the recent strengthening of the peso against the dollar has bitten into the industry\u2019s returns, it has not affected visitor numbers, says SERNATUR\u2019s Iglesias. &#8220;There has been some slowdown from the U.S.,\u201d he admits, \u201cbut that has been more than compensated by the number of visitors from Europe and Brazil which rose 28% last year.&#8221; <\/p>\n<p><font size= \u201c2\u201d> <b> The government\u2019s role<\/font><\/b><\/p>\n<p>Last year, tourism brought in US$1.7 billion in foreign earnings, putting it ahead of wine, probably the country\u2019s best known product abroad. And, with the effect of the Dakar Rally and recent international advertising campaigns yet to be reflected in visitor numbers, Moll is confident that Chile&#8217;s tourism boom is not about to end anytime soon. <\/p>\n<p>&#8220;If we continue to grow at this rate, we will easily surpass our target of three million visitors by 2010,&#8221; he says. That would be good for jobs, given the tens of thousands of employees required to make beds, serve meals or sell trinkets, many of them in remote areas of the country.<\/p>\n<p>But is Chile ready for its rising influx of tourists? &#8220;I would say we have the capacity but whether it will be of the right type I would not like to say,&#8221; concedes Iglesias.<\/p>\n<p>Indeed, there are obvious bottlenecks. There have, for example, been complaints this summer from cruise-ship visitors to Valpara\u00edso, one of Chile\u2019s main ports, that the terminal there is just not up to the task of handling arrivals.<\/p>\n<p>Infrastructure is being built. A series of casinos with high-quality hotels attached are going up in major cities throughout the country, but most tourists coming to Chile are not looking for Las Vegas.<\/p>\n<p>And while Chile&#8217;s coastal resorts boast plenty of bed capacity &#8211; much of which lies empty outside the summer &#8211; this is not necessarily of the quality nor in the locations required by the long-haul markets the industry is targeting.<\/p>\n<p>Some investors are seeking to change that. The owners of the Portillo Hotel, South America&#8217;s oldest ski-resort, have recently completed, in partnership with other Chilean partners, their second hotel &#8211; Tierra Atacama &#8211; in San Pedro de Atacama, a popular desert resort.<\/p>\n<p>Although the village already boasts a handful of up-market resorts, Tierra Atacama\u2019s marketing manager Constanza Moya says the owners saw significant potential in the area, largely from the same foreign visitors who visit Portillo.<\/p>\n<p>However, despite such investments, Chile\u2019s tourist industry is still dominated by small, often family-run businesses, rather than sizeable companies. And, despite this &#8211; or perhaps because of it &#8211; the industry has never received the kind of attention from the government that it requires if it is to compete with rival destinations around the world.<\/p>\n<p>A key problem is tourism promotion abroad. In most countries, this is carried out directly by the government but, in Chile, is a task that, together with some state funding, was transferred to TurismoChile.    <\/p>\n<p>This funding has increased sharply in recent years from US$1.7 million in 2005 to US$4.5 million last year, a figure Molls says is matched by contributions (often in kind) from the organization&#8217;s private members. This has allowed TurismoChile to undertake its first major international advertising campaign, targeting five key markets (Argentina, Brazil, Germany, Spain and the United States). <\/p>\n<p>According to Moll, TurismoChile provides good value for money, bringing in a high number of visitors per advertising dollar. But, even including the private contributions, Chile&#8217;s spending on promotion is tiny, he says, compared to the amount spent by other governments in the region, with the Peruvian government, for example, spending more than US$20 million a year and Argentina as much as US$32 million.  <\/p>\n<p>The lack of government promotion means that private companies &#8220;have to do much of the work of SERNATUR,&#8221; complains Moya. &#8220;They couldn&#8217;t even give us a map of Chile,&#8221; she recalls of one recent winter sports fair.<\/p>\n<p>&#8220;There is still a lot of ignorance about Chile,&#8221; she adds, even among ski-buffs who may have heard about the powdery snow but not about the excellent seafood and wineries within a couple of hours of the mountains. Moreover, TurismoChile&#8217;s status as a private body backed with state funding means that &#8220;a lot of time is wasted checking where the money goes,&#8221; she says.  <\/p>\n<p><font size= \u201c2\u201d> <b> Industry regulation<\/font><\/b><\/p>\n<p>In a bid to remedy these difficulties, a new government bill would make TurismoChile the official body for promoting Chile abroad, giving the government a greater say in how it is run and seats on the board to the sector&#8217;s official associations, instead of the individual businesses that control it today. Closer government oversight and a more representative structure &#8220;should allow funds to flow more freely,&#8221; says Moya.<\/p>\n<p>The bill also promises to create an undersecretariat for tourism. Answerable to a council of ministers and responsible for drawing up policies and norms for the sector, this would ensure that the sector receives more government attention. <\/p>\n<p>The new body would also be able to participate in regional planning processes where land use is decided. This could bring the sector into conflict with other economic interests, attempting to stop rivers popular for whitewater rafting being dammed for hydropower projects and high-rise apartment blocks from blighting picturesque lakes.<\/p>\n<p>In addition, the government is keen to redirect tourism to less-visited regions such as Ays\u00e9n, Arica and Cape Horn, further spreading the industry\u2019s benefits in terms of job creation and preventing traditional attractions like the southern lakes and the Torres del Paine national park from becoming saturated. Money from a US$70 million loan from the Inter-American Development Bank will also be used to improve infrastructure in national parks as well as providing training in those areas, explains Iglesias.<\/p>\n<p>And, importantly, the new law would facilitate the implementation of norms on quality standards. Following a successful pilot program around Lake Llanquihue in southern Chile, a long-promised grading system for accommodation should go nationwide on a volunteer basis as from 2009, says Iglesias.<\/p>\n<p>Hotels will be encouraged to take part by making this a requisite for receiving government grants for training and other activities. A similar program for adventure tourism, like whitewater rafting and trekking, however, will be obligatory, given the importance of safety.<\/p>\n<p>Rather than government lethargy, Moya says that the introduction of these norms has been delayed by the difficulties of getting the huge number of hotels to agree on their terms. With many new hotels seeking to provide guests with a novel experience, the idea of a checklist of facilities (telephone, en-suite shower, television) as the basis for rating hotels is also quite retrograde, she suggests.<\/p>\n<p>Some guests, looking to get away from it all, may actually pay not to have a telephone or television in their room, she points out. But, although the program may offer little to establishments like Hotel Portillo, with its longstanding reputation, it would help tourists distinguish between the myriad of less-luxurious lodgings on offer throughout Chile.<\/p>\n<p>For Chile\u2019s tourist industry, \u201cthe next five years will be made of gold,&#8221; promises Pablo Moll.
